This study present the standard flow chart for civil engineering considering Korean education environment. The flow charts of USA's 20 universities and Korea's 6 universities are investigated. The standard flow chart are proposed based on the standard curriculum of civil engineering and flow charts of USA and Korea though analyzing of prerequisite of each subject. The proposed standard flow chart is expected when used to improve korean universities curriculum.

Communication skills, such as writing documents and presenting technical details, are thought to be essential for modern engineers. Engineering students usually have less interest in writing and presentation than their humanities student counterparts and their concerns are different, too. So it is necessary to teach them in a different way which is suited to them. However, teaching such subjects has been a tricky problem for educators in terms of teaching methods. Also, to teach writing and presentation effectively for engineering students, collaboration between the faculties of different disciplines is necessary because each discipline has its own specific domain knowledge and approaches. But many unsolved problems exist with regard to how to deal with the technical and administrative aspects, and so on. This paper introduces one case in the education of technical writing and presentation, which is a collaboration between an engineering faculty and a faculty of literature. The literature faculty conducts basic education and training for writing skills, while the engineering faculty teaches the technical aspects of documentation, as well as presentation skills. The focus is placed on topics such as self-introduction, searching technical literature and materials, describing and explaining things and presentation practice, etc. During the class there is cooperation in each topic domain, while the faculties collaborate in teaching and evaluation.

This paper examines the academic basis, current status, and future directions of liberal education for engineers as consilience education. After paying attention to the lists of liberal education for engineers including history of technology, technology and society, engineering ethics, economics of technology, management of technology, and technology policy, I found the academic basis of liberal education for engineers in science and technology studies or innovation studies. And then I monitored how liberal education for engineers is managed focusing on the case of Pusan National University and introduced new attempts on liberal education for engineers in other universities in Korea. Lastly, the future directions for the development of liberal education for engineers were suggested such as the strengthening of lecturers' expertise, the reconstruction of engineering education course, and the promotion of relevant academic associations' cooperation.

The late industrial structures have been changed rapidly. Thus the educational institutes and businesses should be able to react with speed to the change of paradigm. The importance of talent who is taped and leads to epochal and social trend of change has been strongly emphasized. Recently with the phenomena of technical fusion and composition it is emphasized that the requested talent by an enterprise is the multi professional person who has the diverse professional technology and the ability of the solving problem. Changing a person who requires from an enterprise the upbringing goal of the educational institute undergo a great many changes. Thus analyzing the required talent by an enterprise, the purpose of this study is to suggest the educational program to train the multi professional person by the example of the operation of innovative engineering education program financially supported by Minister of Education, Science and Technology.

This paper analyzes characteristics and discourses related with the risk communication of Fukushima nuclear disaster. I try to pick up and analyze the three strategies of Korean government's and expert system's risk communication, and then understand the relationship between them and the role of expert system in the risk communication and the politics of expertise.

The success history of Light Water Reactors (PWR and BWR) showed how a dominant technology could be shaped in a political and economical context. The american nuclear politics, the interest of american nuclear industry, and the accumulated technological know-hows made it possible that the not inherently safe reactor-Light Water Reactor- became a prominent reactor model. The path dependency of reactor technology on LWR kept the engineers from developing a new safer reactor, even if the severe reactor accidents occurred. In oder to increase safety of nuclear power system, we should understand the social shaping process of nuclear technology.

On the grounds of Diane Vaughan's pioneering study into the Challenger Disaster, STS(Science and Technology Studies) scholars have recently argued that most engineers seldom face an ethical situation, in which the boundary between the ethical and the unethical is absolutely clear, and for which a serious moral decision such as "whistle blowing" is urgently needed. They have instead suggested that engineering ethics needs to address engineers' everyday routine practices, which, if accumulated, may have some impact upon the overall performance of the technological system. However, such studies have not completely resolved the tension between STS that emphasizes contextual elements in which the everyday practice of engineers are done, on the one hand, and engineering ethics that stresses individual engineer's moral decision of an existential kind, on the other. By discussing various works on the Challenger Disaster and related issues over technological risks, this paper attempts to establish an interface between STS and engineering ethics, and proposes some practical implications for the effective education of engineering ethics to engineering students.

The core issue of ethical problem solving in engineering is to understand what exactly happened and to define its nature. Problems often arise mostly in morally complex situations. Traditional philosophical theories usually focus on extreme conflicts of interest and suggest moral theory-centered problem solving methods. However, these methods are not only difficult to specifically apply to real situations, but also are likely to fail to deal with actual moral issues in engineering fields. This study aims to develop more desirable ethical problem solving methods, based on STS (Science and Technology Studies) and engineering ethics combined. First, we have examined the engineering ethics with implications of an STS perspective, then have analyzed traditional ethical problem solving methods in a critical point of view. This study will suggest a new ethical problem solving method named Matrix Guide, based upon those analyses. Specifically, this study classifies four stages of problem definition, analysis, solving, and feedback. Here, we focus on how to combine technological and non-technological factors in each stage, when we are facing morally complex situations in engineering sectors.

This paper deals with metaphysical aspects of responsibility focusing on Hans Jonas's Das Prinzip Veranwortung as an attempt to further the discussion on the responsibility of scientists and engineers. After the examination on the necessity of new ethics reflecting the characteristics of contemporary science and technology, the philosophical foundation and major themes of Jonas's future-oriented ethics, i.e. responsibility ethics are analysed. Jonas argued new ethics should consider man and nature simultaneously based on the unification of being and what should be, and presented collectivity, continuity, and future-orientation as a basis of responsibility ethics. In conclusion, this paper suggests implications of Jonas's argument for science and technology ethics such as sustainability, precautionary principle, and responsibility of creator.

I argue that STS education for engineers, despite its prima facie usefulness in demystifying the conventional image of science and technology, should deal with a few challenges in order to cultivate 'responsible' engineers. The challenges come from the fact that there are more than one legitimate way of understanding 'responsible' in the engineering contexts depending on how wide the range of responsibility is intended and on how the relevant reference class is defined. In order to tackle these issues, I suggest that we should take into account more seriously the 'value-laden' nature of the engineering design.
