  • This study investigated the purpose of commissioned on-board training and the legal basis for the management of commissioned on-board trainees, focusing on the seafarer educational institution belonging to the Ministry of Education, which cultivates merchant mariners. A program was developed based on this research. Despite the legal basis for the management of commissioned on-board trainees, satisfaction with on-board training management has not been high, and the on-board trainee management system of the university was poor. As a result safety accidents among commissioned on-board trainees occurred on ships, and a few students abandoned on-board training. An I.M.S.A.R. model has been developed for safe and systematic management of commissioned on-board trainees, and a base for a human resource management program for commissioned on-board trainees has also been developed. This study is meaningful in that it derived a practical plan for the management of commissioned on-board trainees.

  • In the current situation where clearly the ship officer is avoiding boarding, the purpose of this study is to investigate the satisfaction of onboard training in shipping companies during the COVID-19 situation and to suggest plans to improve onboard training. Furthermore, by improving satisfaction, students of maritime university can improve their career awareness as a ship officer in the future. The survey was conducted with the cadets of Mokpo Maritime University after completion of onboard training in shipping companies. The questionnaire contains seven factors: education administration, education contents, officer, facility, education ef ect, education satisfaction and career awareness. The survey analysis results indicated that the satisfaction with education administration and education effect was relatively low, and the satisfaction differed by gender and vessel type. In addition, hypothesis verification revealed that the education contents did not have a positive effect on education satisfaction and career awareness. Furthermore, a great correlation existed between education satisfaction and career awareness. We suggested that education and promotion must be improved before onboard training. In addition, the officer must be educated on the method to teach cadets and establish a training plan such that the officer can systematically guide the cadets with an educator mindset.

  • During maritime distress, Korean Coast Guard investigates the current status of the distress, such as identifying search objects, to establish a search plan. The ship master is required to submit a report to the competent authority before departure, along with an identity list of the crew and passengers. As a list of the passengers on board is made manually, the waiting time becomes longer, and it is difficult to immediately identify these during maritime distress. The Ministry of Oceans and Fisheries has developed an app to make it easier to register for boarding, but it has been inactive for various reasons. Therefore, this study proposed a plan to improve it. By activating the mobile-phone boarding report system, it is possible to quickly secure the initial location and time of the person in water and provide mental relief to them by acknowledging the receipt of a distress report. In addition, using this information, it is possible to quickly rescue the affected person through public-private partnership.

  • This study is to analyze the effects of the shipping company's core competencies on the satisfaction of the cadets who have completed the consignment practice at the shipping company and on the long-term boarding and onboard company choice after graduation. To do this, the survey was conducted on 211 cadets who completed consignment practice by setting up questionnaires based on prior research. the results of the verification by setting up the hypothesis were then derived as follows: First, the value and persistence of the shipping companies's core competences have a impact on the satisfaction of the boarding practice, with an influence of 32.4 % and 32.7 % respectively. Second, the satisfaction of boarding practice had a significant impact on the choice of the boarding companies after graduation, with an influence of 49.7 %. Third, it has been found that there is a low influence of 4.5 % between the satisfaction of boarding practice and the long-term boarding. Fourth, it was found that 74 percent of the high influence was forming between the selection of the boarding companies and the long-term boarding. Based on research results, it was confirmed that the shipping company would need an effort to improve the satisfaction level of cadets are needed to increase core competencies and to retain excellent crews in order to improve the capability of ship management.
