The Evolution of the Science Education Policy for the Gifted, 1968-2012: The Interaction of the Policy of Human Resource in Science and Technology and Education Policy for the Gifted (과학영재교육정책의 진화, 1968-2012: 과학기술인력정책과 영재교육정책의 상호작용)

  • This study analyzes the interaction of the policy of human resource in science and technology and the policy of education for the gifted. In Korea, the goals of gifted education seem to have gravitated more toward serving the national perspective of creating a pool of high-quality scientists for economic development, rather than toward helping individuals achieve their educational aspirations and promote their talents. The science education policy for the gifted can be categorized into two: one primarily by the Ministry of Science (MOST) and another by the Ministry of Education (MOE). So far, the policy of science education for the gifted has been written by MOE. Such an imbalance has been created because the two ministries differed in their values and priorities. MOST has designed the science education policy in order to foster the gifted as high-quality human resources in science and technology that can help contribute to economic development. On the other hand, MOE has designed the policy for the gifted with educational equity in mind. Although the policy by MOST had have more influence in implementing overall policies of educating the gifted, the two ministries have interacted and formulated the educational system of gifted in Korea. This study sheds light on the process that MOST has legitimized their science education policy for the gifted by designing it in line with the national and social goals, and has formulated a basis on which the gifted can contribute to R&D for economic development.

Analysis of Trends in Science Gifted Education Using Topic Modeling (토픽 모델링을 활용한 과학영재교육 연구동향 분석)

  • The purpose of this study is to examine the trends of science gifted education-related research for the last 5 years using LDA topic modeling. To achieve the purpose of the study, 2,404 keywords of 292 domestic academic papers were analyzed using RISS, KISS, and DBpia. The main results were as follows. First, the number of researches in science gifted education has been decreasing since 2019. In the science gifted education research, the top 10 keywords were 'students', 'program', 'elementary school', 'class', 'creativity', 'gifted education', 'awareness', 'teacher', 'education', and 'activity'. Second, as a result of topic modeling analysis, 10 topics were derived. Research topics mainly conducted in science gifted education for the past five years are 'Affective characteristics of science gifted students', 'Characteristics of science gifted students in middle school', 'Development and application of science gifted education programs', 'Education programs of science gifted high school', 'Cognitive characteristics of science gifted students', 'Policy of science gifted education', 'Science gifted students and creativity', 'Research conducting education by science gifted students', 'Academic and career choice of science gifted students', 'Science concept of science gifted Students'. In the past, the proportion of specific topics was relatively high, but the proportion between topics does not differ significantly as 2019 approaches. Therefore, it can be confirmed that the more recent it comes, the more research is being conducted evenly without being biased toward one subject.

Correlation Analysis of Information Subject and Science Subject for the Gifted Children in IT (정보영재아동의 정보과목과 과학과목의 상관관계 분석)

  • Currently gifted education aims for convergent gifted education according to government policy. The purpose of this paper is to investigate correlation of information subject and science subject(physics, chemistry, biology, and geology) for the gifted children in IT. For this purpose, the gifted children in IT who attended a gifted science education center attached to a university at Seoul Metropolitan Area are selected. Their grades during their the period of attendance are collected and analysed. The statistical results show that there is a meaningful correlation between information subject and biology subject for the gifted children in IT. It means that the higher scores information subject is, the higher scores biology subject is. The results can be used to make or change gifted curriculum and education contents for gifted IT education.

  • Today, as a daily routine such as administration/finance is operated under information system and various cyber crime against national, public, and private institutions happen, demand for information security manpower is increasing. Hence, Ministry of Education has formed an Institute of Information Security Education for the Gifted to early discover talent in the field of information security and train professional personnel with specialty and ethics in 4 universities of country in 2014. But the nascent Institute of Information Security Education for the Gifted lack systematic analyses compared to Institute of Mathematics and Science Education for the Gifted that has existed from a long time ago. In this paper, we analyze the state of the Institute of Information Security Education for the Gifted in three parts: operation, selection, education and suggest an improvement to build a practical program for effective operations and education.

  • In the knowledge-based society, IT literacy and application of a person become a measure of personal competitiveness. As IT industry is of great important nationally, many countries are trying to make an effort to promote IT industry. In this sense, identification and fostering of the gifted children in IT become an important national task since, in IT industry, usually only a few prodigies have led whole IT industry.   • In order to foster talented people needed for the 4th Industrial Revolution, learner-centered classes that meet the characteristics and needs of students are needed. In particular, the learner-centered student-active class is more meaningful for gifted students who have diverse needs and interests. In order to meet these demands, this study developed a learner-centered science gifted education teaching-learning model based on flipped learning, and analyzed various results revealed after applying the developed program to the gifted class. Based on the results, we proposed a plan for more efficient operation of future learner-centered science gifted education programs.

  • The purpose of this study is to figure out how much gifted science education teachers in charge of the class realize the necessity of individualized curriculum and program for scientifically gifted, to find out the problems of the gifted science educational institutions from exploring them in depth in the light of the reality in the gifted science educational institutions, and to draw implications about the applicable direction of more aggressive individualized curriculum and program for scientifically gifted. I chose 15 people with the incumbent teachers who have ever taught scientifically gifted and have a degree in the gifted education or science subject education as study participants and had a depth interview with them. According to result of the study, 14 of 15 study participants recognized the necessity of individualized education in science should understand the personal requirements according to the tendency of the gifted students and should be a study led by students themselves. Of the problems in gifted science education, teachers regarded the reduction in the financial support as the biggest problem and the vocation and professionalism of teachers were referred as a very important factor. With constraints of time and space, there were plenty of opinions that can't ignore the influence of educational environment associated with the university entrance examination. There were many opinions that there is excessive expansion of the agencies and the target for gifted students, no standardized measurement tools and programs and the lack of the system for the coherent observation as a teacher. Also, the unified curriculum of gifted science education institutions were pointed out as the problem and the individualized programs which were already under way have a lot of weakness and being offered marginally. Thus, from now on, to apply for individualized education of gifted science, teachers demanded optimized education conditions and consistent policy support, and expressed the opinion that there needs of a possible continuous observation system. Besides, the curriculum and programs matched the needs of the students should be taken priority the most, and there were another answers that fellow learning within the cooperative learning can be an alternative of the individualized. Along with that, there were lots of opinions that the treatment to overcome an inferiority complex according to the individualized should be followed.

A study on gifted education through practical report of SSH in Japan (슈퍼 사이언스 하이스쿨의 실천보고서를 통해 본 일본의 영재교육에 관한 연구)

  • This research is the one, that is, analyze the results of SSH at the science and mathematics subject for the advanced student in Japan recently, and searched for the result and the problem. We analyze reported results separately in detail according to the item for the practical report that the school of the whole country where SSH had been experimented from 2002 to 2004 in 31 places had issued for this. Also we discuss some suggestions and ideas for the mathematics and science instruction on the science high school in Korea.

Case Analysis of Verbal Interaction of Science-Gifted Elementary Students in Their Science Classes (초등 과학영재 수업에서의 언어적 상호작용 사례 분석)

  • The purpose of this study was to analyze and extract the features of verbal interactions between teacher and science-gifted students in their classes. For the purpose of this study, authors observed 27 elementary science classes for the science gifted of three elementary teachers. To analyze the verbal interactions in the classes, the authors have adopted the theoretical background, which was based on Sinclair & Coulthard's Initiative-Response-Feedback pattern. Verbal interactions in the classes were analyzed by Kim's framework, which modified Jeong's framework. IRF patterns were derived from the verbal interactions of science classes for the science gifted. As a result, authors obtained some important features in IRF pattern. The most commonly used IRF pattern was the teacher's managerial question-student's short answer pattern, which was due to the regional policy for the science gifted. The teacher's delayed feedback as well as the teacher's question was meaningful for student's thinking ability. If elementary teachers consider the pattern, the strategy should be applied, which is depending on student levels and levels of contents. But three teachers did not show the characteristic verbal interaction regarded as a pattern strategy. In the future, inservice programs about verbal interaction are needed for the science gifted classes.

Meta-evaluation for Evaluation of Science Gifted Educational Institutions Affiliated with Universities (대학교 부설 과학영재교육원 평가에 대한 메타평가)

  • The research attempted to propose directions for improving evaluation of science gifted educational institutions affiliated with universities through its meta-evaluation. A survey questionnaire was developed and responded by 25 representatives of 25 science gifted educational institutions and 9 evaluation committee members in February 2008. According to research results, it was found that reference-criteria and categories for evaluation were abstract and did not reflect varied characteristics of individual institutions. Evaluation of outcomes mainly emphasized student number admitted by science high schools and science gifted school. Evaluation was performed for the sake of judging ranks. In addition, research capacity of institutions was not even considered as an evaluation element. For its improvement, the followings were suggested: First, evaluation should be functioned as consulting. Second, evaluation criteria are presented as concrete as it can be. Third, on-site evaluation should be introduced Fourth, evaluation process and results should be publicized Fifth, satisfaction by student and parents should be also included. Furthermore, exemplary cases of science gifted educational institutions should be identified and rewarded, and their management strategies should be disseminated with other institutions.
