  • With the change of the agricultural environment (increased rice production, decreased rice consumption, and rice production policies), converting paddy fields into upland fields is an increasing trend. In terms of conversion into upland fields, subsurface drainage is one of the most important factors for good field crop growth. This study evaluates the performance of a subsurface drainage culvert system in paddy fields and reclaimed lands. The obtained results are briefly summarized as follows: 1) After a comparative evaluation of several subsurface drainage culvert systems, including excavated subsurface drainage and non-excavated subsurface drainage types, type 3 (non-excavated, perforated drain pipe 50 mm, filter mat B50 cm, subsoiling 70 cm and culvert spacing 5 m) shows relatively high values among four types in terms of effectiveness (subsurface discharge capability) and economic efficiency (construction cost). 2) Type 3 has proven that it is suitable for design standards of discharge capacity through field tests performed in paddy fields (three sites: Gong-geom, Gae-san, Juk-san) and reclaimed lands (two sites: Gum-ho, Mi-am). 3) In the experiment of Sesamum indicum growth according to the existence of a drainage system, Sesamum indicum growth with a subsurface drainage culvert system had good value in terms of plant shoot and root length, shoot fresh and dry weight, and root fresh and dry weight).

  • The purpose of this study is to identify the conflict between residents and governments in partnership arising from the designation of National Important Agricultural Heritage for Damyang Samdari village and to suggest directions for improvement. To this end, residents of Samdari Village in Damyang, designated as an important national agricultural heritage, were interviewed. Interviews were analyzed through grounded theory, categorized into open coding, axial coding, and selective coding, and a paradigm model was constructed. Through this, the central phenomena of resident participation patterns currently appearing in the village were identified, and causal, contextual, and intervening conditions were analyzed. Causal conditions were analyzed as one-sided administrative treatment, assortment matching project, one-time plan, excessive dependence of residents and economic damages of residents at the beginning of the designation of national important agricultural heritage. As a result, conflict between residents and local governments occurred as a central phenomenon, and contextual conditions such as decline in the competitive of bamboo resources and frequent change in managers were also affecting the central phenomenon. As intervening conditions to alleviate the central phenomenon, there are local government's purchase of bamboo fields and fragmentary business effects. The action taken by the residents and officials in response to a fixed conflict is called an action-interaction strategy. Residents refused to change and settled in reality, and local governments avoided conflict. From the beginning of the designation to the present, the villagers gradually lost interest in the National Important Agricultural Heritage due to problems and conflicts that occurred in the process of forming a partnership in the National Important Agricultural Heritage project. Based on the analyzed model, a plan to build the partnership standards on Damyang bamboo field to secure the sustainability of the field and increase the practicality of resident participation, that is partnership, was suggested.

  • Purpose: The purpose of this study was to analyze the space planning of the Senior Center which was supplied recently in apartment complex, to activate the spaces suitable for the changes and needs of the elderly and to explore the complex functions as a community space where intergenerational exchanges are possible. In other words, we sought implications for the physical plan of the district as a community base space and searched for improvement plan. Methods: The survey was conducted by five large private sectors of construction, and 10 of them were built after 2010 in an urban area(Seoul). Literature review, data analysis, field survey and interview were used for the research method. Results: As a result, it was difficult to meet the demands of various elderly people in the space planning, program and operation mode at the current level. In particular, the Baby Boomer generation as an active silver generation will not use the Senior Center. Therefore, based on the results of the survey, we propose some of the following about the Senior Center in apartment complex. First, it is necessary to change the term "the Senior Center" as defined in Article 55-2 of the "Regulations on Housing Construction Standards, etc.". Second, the criteria for setting up the elderly complex space should be presented specifically. Third, it is necessary to secure financial resources in operation and management. Finally, it is necessary to support the residents' organization for community revitalization. Implication: Through the amendment of the laws, it will be possible for various generations to have opportunities to interact by activating the existing community spaces for seniors. It will also contribute to improving the community of apartment complexes.

  • Despite the increasing applicability of rock grouting as a method for strengthening or disaster prevention by improving the stability of ground, criteria for planning parameters which can be used as minimum guideline are required since the current practice is mainly dependent on experience. In this study, the fundamental criteria for important parameters of rock grouting in terms of injection conditions such as water-cement ratio, injecting pressure, cement take and resulting effects such as deformation modulus and permeability are proposed. Those criteria are the results of analyses of a series of hydraulic fracturing tests and Lugeon tests, in-situ grouting tests at 17 sites in Korea and other countries, combined with the literature analyses of standards and previous research. In addition, the method for modifying proposed criteria according to water-cement ratio is also addressed since that in Korean practice is too high and therefore, should be adjusted to satisfy the conditions of balanced stable grouting. The results of this study can be used as a fundamental reference for more refined research in the future although they are still somewhat experience-dependent.

  • Recently, worldwide to respond to climate change and secure sustainability. Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Therefore, the necessity of establishing and operating governance is expanding to ensure the sustainability of agricultural water. In this study aims to evaluate the importance of agricultural water governance components and provide essential data for the participation of stakeholders in the efficient use of agricultural water in Korea. For this study, a total of 19 respondents to the ANP survey for this study were composed of experts in agricultural water and governance in Korea. As a result, the ranking for the main components was in the order of law, policy, and systems(0.222), core subjects(0.191), information sharing and communication(0.180), budget support(0.178), mutual learning(0.124), and external experts(0.105). The most important components for the operation of agricultural water governance are laws, policies, and systems. Since Korea's agricultural water management is a public management system, national standards are considered the first priority. This study, which is the purpose of the agricultural water governance model, evaluated the importance of the constituent components for participating in demand management with a sense of responsibility. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustainability through agricultural water saving.

  • Purpose: This paper aims to explore approaches for obtaining KOLAS certification for masks developed as protective equipment for use during evacuation processes in the event of a radiation disaster involving residents within a radiation emergency planning zone. Method: Various reports, papers, and data from the KOLAS accreditation bodies' websites were examined for this study. Result: Although domestic radiation disaster preparedness measures have been established to enhance resident protection, the distribution of protective equipment is limited to thyroid protection drugs. Supplementary support items like masks are necessary to prepare for radiation disasters. Currently, there is no KOLAS-accredited certification body for radiation protection masks. Conclusion: For masks that have established performance certification criteria, a dual process is required for KOLAS certification. This involves obtaining an official test report as an industrial respirator mask, receiving certification, and then obtaining a general test report based on internal standards.

  • Acceleration amplification factors, which are variables used in the seismic design of power facilities installed inside substation structures, are presented in the seismic design standards of the United States (US), Japan, and Korea. Unlike the coefficients presented in the design standards of the US and Japan, those presented in domestic design standards can be obtained only by performing dynamic analysis when the substation structure has more than four floors. Because most substation structures in Korea have 4-5 stories, the existing acceleration amplification factor is insufficient to be applied to actual substation structures. To suggest an acceleration amplification factor suitable for domestic substation structure types, the acceleration amplification factor was evaluated for seven representative substation structures. The acceleration amplification factors were evaluated by constructing in-structure response spectra based on a study of far-field and near-fault earthquakes. In general, the acceleration amplification coefficients αJ and αA according to the US and Japan seismic design criteria tend to be overestimated compared with the acceleration amplification factors obtained through dynamic analysis based on the study of near-fault and far-field earthquakes.
