The Teacher Quality Management of Teacher Selection and Qualification: An Analysis of Mongolian Case (몽골의 교사 선발 및 자격 질 관리 실태 분석과 개선과제)

  • The purpose of this study was to identify the actual condition and problems of Mongolian teacher quality management of selection and qualification and to recommend improvement. We examined the Mongolian teacher qualification management system with four criteria based on previous research. The results of this study are as follows. Mongolian government established quality management mechanisms such as selection of pre-service teachers, verification of teacher certificate, and appointment of in-service teachers, and teacher qualification standards. These Mongolian teacher selections and qualification systems were operated to attract the manpower required for teaching, to verify their qualifications and to induce professional development. However, the systems have not been able to verify the teachers' ability to practice in the field. We also found that the systems themselves were criticized for failing to guarantee conformity, fairness and transparency. Based on the results of this study, we discussed and draw policy implications for improvement of teacher quality management of selection and qualification in Mongolia.

Who are Identified through the Teacher Observation-recommendation System in the Aspects of Intelligence, Career Pattern, and Self-regulated Learning Ability? (관찰-추천제는 어떤 특성의 영재를 선발하는가?: 선발시험 vs. 교사관찰추천으로 본 영재들의 지능, 진로유형, 자기조절 학습능력)

  • The purpose of the present study is to compare paper and pencil test utilized to identify gifted students so far to the recently introduced teacher observation-recommendation system. More specifically, this study compared intelligence, career patterns, and self- regulated learning abilities of gifted students who were identified through those two different identification system to explore the possibility of the newly introduced teacher observation-recommendation system. The results show that there was no significant difference in the aspect of overall IQ score. However, students who were identified through the observation-recommendation system showed significantly higher scores at some subscores of intelligence test, such as vocabulary application, comprehension, and schematization. In the aspects of career patterns, about 72% of gifted students who were identified through the previous paper and pencil test belonged to the 'investigative' category of Holland. But more diverse career patterns such as enterprising, social, realistic, conventional including investigative categories were found in those students who were identified by the observation-recommendation system. There were also significant differences in the self-regulated learning abilities between two groups of students. Practical implications of the study were discussed in depth.

  • 중등교사 임용고사는 현실적으로 수요를 초과하는 다수의 교사 자격증 소지자 가운데에서 우수한 교사를 선발하여 공립 중등학교에 임용하기 위한 공개 경쟁 시험제도이지만, 그 영향력은 중등교육의 발전과 사범대학의 교육과정에서 결정적일 뿐 아니라, 사회적으로도 지대하다. 여기서는 “좋은 수학교사”의 양성과 선발이라는 문제를 중심으로 임용고사가 수학교육의 발전에 순기능적 원동력이 될 수 있도록 개선을 위한 몇 가지 드러난 문제점들에 대하여 논의하고, 필연적으로 임용고사의 영향력 아래 놓이게 되는 수학교육과의 교육과정과의 관계에서 상호 보완적 역할을 할 수 있는 방안과 수학교육과의 교육과정에 대하여 개략적으로 논의하였다.

  • We objectively analysis of teacher recommendation on selection process for scientifically gifted program, by having conducted the test of scientific attitude, process skill, logical thinking, creative problem-solving ability and creativity of the students who were enrolled in science gifted-education programs, students who were recommended by science teachers as talented in science and students of ordinary classes. In result, both gifted program students and teacher-recommended students scored much higher than ordinary class students in all test fields, but there was no meaningful difference between the gifted-program students and teacher-recommended students. This result signifies that teacher recommendation is a valuable tool for selecting students for a science gifted-education program.

  • The field of Construction Engineering leads 1970's industry of the Korea. As a result of development of construction technology, It secure national competitiveness winning overseas contracts many kinds of plant, building and so on. In this situation, it is the most important task to cultivate and select construction teacher to train construction education and to foster construction skilled workers be going into the field of construction. This Study attempts to offer useful implications about the improvement of the Teacher Certification Examination through analyzing that will have a strong influence and be a standard in educational direction to cultivate construction teacher.

Does the Quantitative Supply of Secondary Teachers Compromise their Quality?: A Comparative Analysis of South Korea and China (한국과 중국의 중등학교 교사 신규채용제도 비교 분석)

  • The importance of selection methods of secondary school teachers have gathered attention due to their enormous influence on the pre-service education programs. However, scholars and practitioners are skeptical about the effectiveness of the measures, especially under the condition of teacher oversupply found in South Korea and China. Based on this problem statement, this study seeks to compare the secondary teacher employment methods of the two countries to better understand the situations as well as to draw implications for improvement. We reach the following conclusions through comparative analyses. First, the reforms of the teacher employment system in both countries have been triggered by the quantitative supply concerns not by the qualitative concerns. Second, both countries require teaching license as a precondition of employment, while their quality assurance measures for the license reveal critical limitations. Third, both countries have attempted to improve selection methods; nevertheless, oversupply of prospective teachers makes objectivity and fairness more important than the appropriateness. Based on the conclusions, policy implications focusing on the quality-oriented approach are suggested in order to employ effective secondary teachers who can contribute to the quality improvement of school education.

The Analysis of Teacher's Recommendation Usefulness in Selecting Scientific Gifted Students (영재교육 대상자 선발에서 교사 추천의 효용성 분석)

  • The purpose of the study was to find out the usefulness of teachers' recommendation in selecting gifted students. For the study 87 teachers teaching 4th grade students from 20 elementary schools in the area of Incheon, 103 gifted students who were recommended by teacher, and 65 gifted students who were not recommended by teacher participated. To measure their cognitive ability, Raven intelligence test, creative problem solving test in science, and TTCT were used. In addition, learning methods, motives for achievement, faith in academic ability, problem solving tendency, and assignment preferences were assessed to find out their affective qualities. The results were as follows. First, the students who were recommended by teachers were highly advanced in both cognitive and affective aspects related to giftedness compared to non recommended students. Second, there were no significant differences both in the cognitive and affective aspects among the students recommended by teachers whether they passed the second step(test for giftedness) and the third step(test for academic aptitude) or not. Third, the discriminant analysis showed $70{\sim}80$ percent accuracy on teacher recommendation in identifying gifted students. The implication of the study related to teacher recommendation and future direction on identification of gifted students were discussed in depth.

대전시 영재교육 담당교사들의 영재교육에 대한 인식조사

  • The purpose of this thesis is to investigate teacher's perception of gifted education and obtains information for the education system for silted children. The questionnaire survey was conducted to 120 teachers for the gifted located in Daejeon Metropolitan city. In this study, the questionaire was made up 50 questions about basic information and a specialty for gifted students including teacher training, teaching instructions, gifted programs, administration for the gifted etc. The result of this study was analyized by SPSS10.0. As a result, The teachers wanted to increase teachers' training for the gifted and to decrease too much extra work. And They asked fixed classes for the gifted. Finally, the present processes of discrimination for the gifted need to be improved.

The Validity of Teacher Nominations for the Selection of Scientifically Gifted Students (과학영재 선발을 위한 교사 추천의 타당성 분석)

  • As the validity issue of teacher nominations for the identification of gifted students has been raised recently, this study purports to test the validity of teacher nominations for selecting scientifically gifted students. As the criterion variables, domain specific traits such as science creative problem solving skills and science attitudes and domain general characteristics such as divergent thinking skills, creative attitudes, intrinsic motivation, and leadership were analyzed. Scientifically gifted students, potentially gifted students who had never been enrolled in gifted programs but were nominated as the scientifically gifted by teachers, and general class students participated in the study. The results of ANOVA showed that there were significant differences in all variables but originality factors of the TTCT and science creative problem solving skill test between gifted/nominated students and general class students; gifted/nominated students were significantly superior in these variables to general class students. The discriminant functions analysis yielded a discriminant function that significantly discriminated between gifted/nominated and general class students. Variables loaded on the discriminant function were science creative problem solving skills except for the originality subfactor, and science efficacy. These results imply that while teachers are likely to consider adaptation-oriented academic excellency related to logical thinking skills, problem solving skills, and science performance when nominating students, they may ignore the innovation-oriented property which is indicated as the fluency and originality factors of TTCT. Also, the criteria of teacher nominations are presumed to be congruent with the selection criteria of the gifted education program which pursued academic excellency as the educational goal. This suggests that with such criteria, high performing students in the science area can be sufficiently identified by teachers with no further identification procedures or/and tests.

An Application of Multivariate Generalizability Theory to Teacher Recommendation Letters and Self-introduction Letters Used in Selection of Mathematically Gifted Students by Observation and Nomination (관찰·추천제에 의한 수학영재 선발 시 사용되는 교사추천서와 자기소개서 평가에 대한 다변량 일반화가능도 이론의 활용)

  • This study provides an illustrative example of using the multivariate generalizability theory. Specifically, it investigates relative effects of each error source, and finds optimal measurement conditions for the number of items within each content domain that maximizes the reliability-like coefficients, such as a generalizability coefficient and an index of dependability. The method is based on teacher recommendation letters and self-introduction letters, using an analytic scoring method in the context of selection of mathematically gifted students by observation and nomination. This study analyzed data from the 2011 academic year in the science education institute for the gifted, which is attached to the university located in the Seoul metropolitan area. It should be noted that the optimal scoring structures of this study are not generalizable to other selection instruments. However, the methodology applied in this study can be utilized to find optimal measurement conditions for the number of raters, the number of content domains, and the number of items in other selection instruments self-developed by many institutions including: the education institutes for the gifted at provincial offices of education, gifted classes, and the science education institutes for the gifted attached to universities in general. In addition, the methodology will provide bases for making informed decisions in selection instruments of the gifted based on measurement traits.
