An Exploratory Study on the Relationship Between the Factors of Spatial Composition and Innovation in Makerspaces (메이커스페이스(Makerspaces)의 공간구성 요인과 혁신 간 관계에 대한 탐색적 연구)

  • In the vortex of change, commonly referred to as the Fourth Industrial Revolution, Korea has a national task of changing the paradigm of economic growth from a chase-type economic structure to a leading one. The era has come when all resources of the country, as well as the government and businesses, must join in innovation and growth in order to maintain the pace of sustained economic development, and significantly advanced countries are stimulating members' innovation activities with various policies and systems as they enter the 21st century. South Korea is also making efforts to create an open creative space referred to as Makerspace or Fab Lab, to create an innovative voluntary environment for its citizens. This study explored factors that Makerspace, which is proliferating in Korea, should consider to secure development and sustainability as an innovation (start-up) space. Through prior research, openness and expertise were derived from the characteristics of Makerspace, and expert interviews confirmed that the capabilities lacking in Makerspace and the capabilities to be secured in the future are openness and professionalism. Also, specific components of openness and professionalism were presented through prior research, and implications for each subject's Makerspace were presented, such as openness, professionalism, and commercialization.

A Study on the Effect of Delivery App Usage Properties of Food service Franchisee on the Satisfaction, Business Performance and Intention of Reusing

  • In this paper, We Propose a ways how franchise service of delivery app should be made by analyzing the effect of delivery app usage properties of food service franchisee on satisfaction, business performance and intention of reusing, and suggest support plan of delivery app for franchise by food service franchisee. This study conducted survey on 212 franchises that have experience using delivery app among food service franchisees. To verify the hypothesis of the study, single regression and multiple regression analysis were conducted for verifying the relationship between variables. Key results of the study are as follows. First, it was found that the delivery app usage properties of food service franchisee had a positive relationship with satisfaction. Second, it was found that the delivery app usage properties of food service franchisee had positive relationship with business performance. Third, the satisfaction was found to affect business performance. Fourth, it was found that the satisfaction didn't affect the intention of reusing, and business performance was found to have a positive effect on the intention of reusing. It is necessary to increase the satisfaction of using of franchises through continuous management and reasonable pricing policies, and the headquarter of franchisee should be able to contribute to energetic sales of franchises through effective cooperation with delivery app companies.

Studies on Development Policies for Regional Industry (지역산업 육성정책에 대한 고찰)

  • After Korean War, Korea focused on catching up with the world economy by concentrating on some target industries around the Capital Region and southern coastal cities. Thus, the regional disparity between Capital Region and non-Capital Regions increased drastically. At last, when Korea acquired full-fledged autonomy in 1994 in the Civilian government (1993-1998) and experienced the Asian financial crisis in 1997-1998, local governments were awakened to the notion of region-oriented development, especially for regional industrial development. The purposes of this paper are to introduce regional industrial development policies since 1998 and to suggest some recommendations in terms of how to adjust regional development for industrial policies in the future. In the introducing phase (Kim administration, 1998-2003), four provincial governments requested national funding to raise regional industries that are of strategic importance. At the same time, the central government recognized the need to nurture regional industries to overcome structural weaknesses. As a result, the Roh administration (2003-2008) gave a birth to a systematizing phase. As the ultimate regional policy objective, the balanced national development has been set and the Special Acts, Special Accounts, Committee, and National Plan have been established. Regional Industrial Promotion Project has been carried out very actively during this period. It had a good start albeit idealistic to a certain extent. Therefore, the current government has changed policy paradigm from balanced growth to regional competitiveness along with global paradigm shifts. In order to enhance regional competitiveness, regional development policies have been pursued in more efficient way. Leading Industry Nurturing Projects (LINPs) on Economic Region level, existed Regional Industrial Promotion Projects (RIPPs) on Province level, and Region Specific Industry Projects (RSIPs) on Local Area level have been implemented. Now, it is appropriate to review regional development policies including industrial policies since 1998 and to adjust them for the future sustainable regional development. Because LINPs and RIPPs will be terminated in next two years, the 2nd stage projects are on planning to reduce the redundancies in two projects. In addition, business support program would be reformed from subsiding technology development to building ecological business system. Finally some policy implications are provided in this paper, which is useful to establish the new regional industrial policies for both central and local government.

Active Seniors' Organizational and Functional Entrepreneurial Competencies: Discovering Unobserved Heterogeneous Relationships between Entrepreneurial Efficacy and Entrepreneurial Intention using PLS-POS (액티브 시니어의 조직적과 기능적 창업역량: PLS-POS를 이용한 창업 효능감과 창업의지의 이질성 관계 확인)

  • This study was conducted to suggest a start-up policy that includes start-up education and support for active seniors with various careers who try to change their careers before and after retirement. From this point of view, this study divided the factors affecting the entrepreneurial will of active seniors into entrepreneurship organizational and functional competency and identified the effect of these competencies on entrepreneurial efficacy and entrepreneurial intention. In the proposed model, start-up competency is divided into organizational competency (leadership, creativity problem-solving, communication, decision-making) and functional competency (management strategy, marketing, business plan). And this study examined the mediating role of entrepreneurial efficacy in the relationship between entrepreneurial competency factors and entrepreneurial intention. Meanwhile, PLS-POS analysis was performed to uncover the heterogeneity and pattern in the proposed structural model. The survey was conducted with the help of an online survey company from November 27 to December 15, 2020 for the active senior age group from 40 to under 65 years old. Data were collected from a total of 433 panelists and analyzed using SPSS 22.0 and SmartPLS 3.3.7 programs. The findings are as follows. First, the finding shows that the entrepreneurial organizational and functional competencies of active seniors had significant positive(+) effects on entrepreneurial efficacy. Second, the result shows that entrepreneurial organizational and functional competencies of active seniors had significant positive(+) effects on entrepreneurial intention. Third, the findings show that entrepreneurship efficacy had a significantly positive(+) effect on entrepreneurial intention. The findings of PLS-POS show that entrepreneurship education needs to be carried out by identifying the needs that require entrepreneurial organizational and functional competency when training for entrepreneurship competency. In summary, the findings of the current study are to determine what the competency factors are for the government (local government) to increase the policy direction necessary for establishing and implementing entrepreneurship education and training programs to develop policies to enhance the economic activity participation rate of active seniors.

Factors Influencing Entrepreneurial Intention of Korean and Chinese College Students and Differences Between Countries: Focusing on Entrepreneurial Self-efficacy, Social Support, and Government Support Policy (한국과 중국 대학생들의 창업의도 영향요인과 국가 간 차이: 창업효능감, 사회적 지지 및 정부지원정책을 중심으로)

  • This study investigated the effects of individual characteristics (entrepreneurial self-efficacy) and environmental characteristics (social support, government support policy) on entrepreneurial intention for college students in Korea and China. In particular, the moderating effect of differences between countries (Korea and China) was demonstrated in the relationship between individual and environmental characteristics and entrepreneurial intention. The results of the empirical analysis of 626 Korean and Chinese university students are as follows. First, all of the entrepreneurial self-efficacy, social support, and government support policies perceived by Korean college students had a positive effect on entrepreneurial intention. In particular, Korean college students' entrepreneurial intentions were influenced in the order of social support, entrepreneurial self-efficacy, and government support policies. Second, all of the entrepreneurial self-efficacy, social support, and government support policies perceived by Chinese college students had a positive effect on start-up intention. In particular, entrepreneurial intention of Chinese college students was influenced in the order of government support policy, entrepreneurial self-efficacy, and social support. Third, the relationship between environmental characteristics (social support, government support policy) and entrepreneurial intention was adjusted by differences between countries. First, the positive relationship between social support and entrepreneurial intention was generally higher for Chinese college students than for Korean college students. In addition, the positive relationship between government support policy and entrepreneurial intention was higher for Chinese college students than for Korean college students as the level of awareness of government support policy increased. Finally, theoretical and practical implications for the intention of Korean and Chinese college students to start a business were presented, and the limitations of the study and future research directions were presented based on this study.

Efficient Software Licensing Management Strategy for Server Consolidation and Virtualization Using the N-Datacenter Case (서버통합 및 가상화를 위한 효율적인 소프트웨어 라이선싱 관리전략에 관한 연구 : N-데이터센터를 중심으로)

  • Server consolidation and virtualization have become an integral part of IT planning to reduce TCO cost and ensure the high availability for customer, enlarge the flexibility to computing resource in today' enterprise data centers. In spite of having the variety advantages of server consolidation and virtualization, they cause many problems such as the software licensing issues, virtual server sprawl, network complexity issues, hardware start-up costs, and failover costs. In particular, software licensing problem brings about the serious results in operating of data center and also presents a significant challenge to virtualization because many vendors have realized that licensing policies applicable to physical systems are not compatible with virtual machines. So, the IT planers must be considering this problem before they conducts the server consolidation and virtualization. In this paper, we proposed the efficiency strategy of SW licensing for server consolidation and virtualization analyzing the N-Datacenter case in Korea. As a result, we suggest the two strategies as technical and management/contract aspect. First, as the technical aspect, we propose i) the adaptation of suitable licensing for virtualization, ii) differentiation of license according to the characteristics of server, iii) the core distribution of licenses to minimizing. Second, as the management/contract aspect, we suggest following three things. i) The existing license agreement is changed to the right licensing for virtualization. ii) The license agreement is contracts the active focused. iii) When a new contract should be added to virtualization provisions.

Artificial Intelligence and Blockchain Convergence Trend and Policy Improvement Plan (인공지능과 블록체인 융합 동향 및 정책 개선방안)

  • Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.

A Study on the Development Plan for Innovation Cluster in Gyeonggi Province throughout a Case Study on Silicon Valley Innovation Cluster (캘리포니아 혁신클러스터 사례연구를 통한 경기도 혁신클러스터 발전방안 연구)

  • Innovation clusters have different factors depending on different stages. Innovation clusters in Gyeonggi now are early stages, which are necessary to investigate factors so that they go into upstages. Silicon Valley is known as one of the best innovation clusters, which are now represented as the forms of related variety. The purpose of the paper is to investigate current situation of innovation clusters in Silicon Valley and suggest appropriate policies for the development of innovation clusters in Gyeonggi. In order to do this, we visit several representative institutions regarding infra, human-training, industry-academic-institution cooperation, start-up assistance and local government. Throughout the case study, we propose implications, and produce policy tasks for the development of cluster policy in Gyeonggi.

Domestic Research Trend of College Students' Start-up and Entrepreneurship (국내 대학생 창업에 대한 연구 동향)

  • This study analyzed the research trends of college students' entrepreneurship in 172 scholarly articles in the registered journals of the Korea Research Foundation from 2010 to 2018. The results of this study are as follows: First, the research areas and topics on university students' entrepreneurship focuses on not only characteristics of entrepreneurship and entrepreneur but also entrepreneurship education. Also, the research method was dependent on the quantitative research method coupled with the statistic techniques such as descriptive statistics, correlation, t-test, ANOVA, regression analysis, and structural equation modeling. In future research, it is necessary to expand research areas to startup idea design, startup business environment and policies. Also, it is necessary to explore various variables related to entrepreneurship, not focusing on specific variables such as entrepreneurship, entrepreneurship education as well as to analyze meta analysis of the relationship between the variables influencing on the entrepreneurial intention. In addition, qualitative research and mixed research are needed to explore the process of developing entrepreneurship and the factors affecting the process of entrepreneurship.

A Policy Dilemma Analysis on ICT SMEs after COVID19 (코로나19 이후 ICT 중소벤처기업 정책 딜레마분석)

  • This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.
