Now is the time for IS scholars to demonstrate the added value of academic theory through its integration with text mining, clearly outline how to implement this for text mining experts outside of the academic field, and move towards establishing this integration as a standard practice. Therefore, in this study we develop a systematic theory-based text-mining framework (TTMF), and illustrate the use and benefits of TTMF by conducting a text-mining project in an actual business case evaluating and improving hotel service quality using a large volume of actual user-generated reviews. A total of 61,304 sentences extracted from actual customer reviews were successfully allocated to SERVQUAL dimensions, and the pragmatic validity of our model was tested by the OLS regression analysis results between the sentiment scores of each SERVQUAL dimension and customer satisfaction (star rates), and showed significant relationships. As a post-hoc analysis, the results of the co-occurrence analysis to define the root causes of positive and negative service quality perceptions and provide action plans to implement improvements were reported.

Monitoring unsafe activities on construction sites is challenging due to a variety of factors including the diversity of tasks and workers involved, the potential of human error and lack of real-time hazard detection. With technological advancements, several digital technologies have been proposed and applied to improve the monitoring process. Despite the potential of these technological advancements to reduce manual effort in traditional monitoring, the challenge lies in selecting and implementing the technology that best meets the specific needs of contractors. This paper aims to streamline the research of digital technologies in the construction domain by achieving three key objectives: (1) classify the types of unsafe activities that can be monitored automatically, (2) determine the specific data required for effective monitoring processes, and (3) identify the technologies that can facilitate such data collection process. We conduct a systematic literature review on cutting-edge technological studies to achieve the research aims. The findings of this research serve as a valuable resource for construction practitioners, offering insights into both the benefits and limitations of digital technologies in enhancing the monitoring process. Moreover, the study recommends preparatory elements that practitioners should undertake to integrate these technologies effectively into their monitoring frameworks. The study empowers practitioners by providing a deep understanding, enabling them to create a comprehensive safety management program aligned with the digital transformation process.

Despite the acknowledged benefits by incorporating daylighting in the lighting system of office buildings to enhance energy efficiency and ensure occupants' well-being, a significant gap in understanding the integration of daylighting control system (DCS) with Building Information Modeling (BIM) exists, which can lead to improved energy efficiency and enhanced building design, specifically regarding the impact of daylight on occupant comfort. Previous studies have highlighted the potential of BIM to revolutionize both architectural design and building performance. However, an untapped potential of BIM in facilitating daylighting control in office areas is yet to be explored. The significance of this study lies in prioritizing occupants' well-being and enhancing building performance. This research identifies the feasibility of BIM-enabled DCS through a literature review from three perspectives: BIM-enabled DCS and daylight strategies, BIM-assisted façade system improvement, and user-centric daylight utilization within BIM platforms. As for results, a sensor network diagram illustrating network structure, data flow, and connections between devices of BIM enabled daylight control system for office buildings are established. Additionally, a BIM assisted daylight control strategy diagram is presented to outline user-centric control facilitated by BIM platform. In terms of contribution to the body of knowledge, this research will provide a comprehensive synthesis of existing literature in this domain. Additionally, this research could provide architects, DCS designers, and sustainable building professionals with potential advancements and inspirations to promote energy-efficient and user-centric building design in the future.

The purpose of this study is to explore the feasible policy directions for sports welfare that can not only improve the standard of living through health but also ensure a happy and enjoyable life for the people of Gangwon Province. For this purpose, I have conducted studies such as the analysis on the sports class voucher project being implemented by the South Korean government and the case analysis in sports welfare, and present policy directions as follows. First of all, it is about upgrading the sports class voucher project. And as its implementation plans, I suggest ① increased publicity, ② the earmarking of the province's own budget for the sports class voucher project, ③ the establishment of a system for cooperation for work implementation between the related organizations and their staff in charge with a view to activating the sports class voucher project, and ④ the upgraded services for the sports class voucher project and the upgraded access to the life cycle-based universal welfare. Second, it is about using public sports facilities and developing various programs. I suggest the active utilization of the public sports facilities that enable people to learn the skills for such sports disciplines as baseball, badminton, ice sports, and golf and the development and distribution of distinctive educational programs for dance for media entertainment shows for female youths, climbing, cheer leading, fencing, surfing and horseback riding. Third, it is about nurturing the human resources and networking. For this, I suggest the creation of 'Sports Welfare Specialist Training Program' and the training of the college students majoring in sports science with the aim of creating a number of jobs. Fourth, it is about refurbishing the system and establishing the support system. I suggest the dismantling of the partitions in the welfare policy related to sports activities and the formation of (tentatively named) 'Gangwon Province Sports Welfare Implementation Committee', and the creation of (tentatively named) 'Sports Welfare Project Support Team' in Health, Welfare & Women's Affairs Bureau or Culture, Tourism and Sports Bureau in the short term and then its long-term expansion into (tentatively named) 'Gangwon Province Sports Welfare Support Center' in responding to the needs that reflect the provincial demographics, with a view to establishing a single lineup for the administrative support system. Furthermore, as budget and manpower are needed to realize customized sports welfare that suits the characteristics of the province and in which all the provincial residents can collect benefits, I suggest that the province provide the legal basis through creating 'Ordinance Promoting Sports Welfare in Gangwon Province' and pushing forward with (tentatively named) 'Gangwon Province Sports Welfare Competition' as what revises the sports class voucher project for the purpose of broadening the basis for sports welfare promotion.
Recently, it is very important to create economic value as well as develop core algorithms and technologies in the field of R&D. Various R&D projects make an effort to do the technology commercialization of their results and, as part of efforts, many studies on business model(BM) are conducted to create economic benefits in using the developed technology. However, it is difficult to use the general business model methodologies, which are usually utilized for companies, to the government's research due to different processes and characteristics between them. And for the practical application of business models, it needs to systematize conceptual business models in technical perspective through technical architecture analysis. In this study, a business model development process and a technical architecture analysis for national R&D project is developed for the technology commercialization. In addition, the process is applied to Korean Land Spatialization Program (KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the feasibility of its practical application.
The government has been implementing the preliminary feasibility study to examine previously a plan of the national R&D program submitted by each government ministry or institution and decide whether to reflect its budget. However, although R&D investments obviously have a different contribution depending on the different types of project, the current system applies the average R&D contribution rate to whole industry across the board in order to estimate benefits of the creating value from the R&D activity. This system in turn will cause a distorted result in the economic feasibility analysis. Therefore, this paper conducts an empirical analysis on the ICT R&D contribution for the creating value added, on behalf of all industries, through the growth accounting method and explores an applicability of the differential R&D contribution rate as an alternative by comparing to the existing R&D contribution rate. The result of this paper shows the ICT R&D contribution rate is 48.2%, and we can find out there is a significant difference compared to the existing R&D contribution rate. In light of this, it is necessary to adopt carefully the differentiated R&D contribution rate considering project characteristics.
While Korea has actively discussed the fields of comics and animation, with an aim toward public art and publicity for cultural welfare, research on public cultural content for the underprivileged and their regions is in fact lacking. The Korean government has also tried to improve Korea's cultural welfare, but its benefits have failed to be evenly given to the underprivileged. Therefore, we need to take greater interest in the underprivileged and their regions. Korea should work to correct the unbalance among regions in the field of cultural welfare (cultural differences between the capital area and other regions, and between new towns and old), as well as improve the living environments of isolated areas. For this reason, such a public art project should be conducted from two directions. First, the underprivileged living in poor conditions should be allowed to live in clean and cultural environments. And second, public art, comics, and storytelling through animation should be formed with an eye on urban culture. This project aims to focus on improving "the quality of citizens' lives" through creating the unique characteristics and landscape of the city. It will be presented through the use of public art, which presents the elements of the city with charm and vitality. The two directions stated above are our urgent tasks. Public art, comics, and animation storytelling regarding the history, culture, and natural resources of the region will develop with the affection and pride of the citizens, and public art will help create an environment that allows people to discuss their issues. In addition, it will be cultural environments that will allow all citizens to enjoy beautiful streets and events. This project will be an opportunity to realize cultural democracy by pursuing social values such as publicity, communication, equality, and participation.
The incentive and reasons to publish FIDIC Conditions of Contract for Design, Build and Operate Projects(DBO Form) are manifold. It is partly a response to the increasing need for sophisticated project delivery methods in both the public and private sectors and the already widespread use of the FIDIC Yellow Book with operation and maintenance obligations and partly a response to the challenge to decrease maintenance cost to a minimum by means of a new procurement route. As a result, FIDIC has developed a new model form to meet this market place requirement. On the other hand, FIDIC did not simply adapt the Yellow Book but has developed a new form from it, whilst preserving the style of the already known FIDIC Forms and maintaining the wording where it was not necessary to change it for the purposes of a DBO Form. Moreover DBO Form fills up supposed gaps in other FIDIC Forms and ameliorates the claim management and dispute management framework. FIDIC DBO approach may be shortly summarized as follows. First, DBO Form provides for single project responsibility. Second, DBO Form has the clear objective of ensuring the use of a most reliable and efficient technology at the lowest life-cycle cost. Third, DBO Form is intended to operate as an effective quality increase in the design and construction of projects. Fourth, DBO Form is intended to provide significant benefits with regard to system integration and reduction of risks. Fifth, DBO Form accelerates and enhances completion schedule compliance. Sixth, DBO takes care of all three supporting pillars of sustainability(including economical, environmental and social elements). DBO Form is obviously a good starting point for negotiations and the preparation of calls for tenders, thus saving the parties time and money. However, existing cultural and legal differences, particular local conditions and the particular needs of some branches of the industry may require the form to be adapted according to the particular needs of a project. And Civil law practitioners are strongly recommended to verify carefully the underlying legal concepts and background of each clause of the General Conditions in order to avoid unnecessary and sometimes unnatural changes and amendments being made. Note that when preparing the Particular Conditions ensure that terminology is consistent and that existing inherent concepts should not be ignored.
Purpose - This paper investigates how the market value of the firms are impacted by distribution information technology investment in Korea over time and across markets, industries and project characteristics. This is the first empirical study on the market payoffs from the RFID investment in Korea. The purpose of this study is to provide a appropriate guideline for investors and practitioners with respect to the announcement representing RFID adoption in Korea. This reaction guideline will stimulate the practitioners to monitor and evaluate the benefits and costs of the innovative RFID technology. Research design, data, and methodology - This paper employs event study methodology to analyze the payoffs from distribution information technology investment announcements over a fifteen-year period from 2003 to 2017. Event study method is based on the assumptions such as market efficiency, unanticipated RFID invest announcements and no confounding effects in the data. This study collected the information on RFID investment announcements by using a full text search engine Bigkinds provided by Korea Press Foundation over a fifteen-year period from January 2003 through December 2017. This paper selected 88 announcements representing RFID adoption by 46 firms. This paper estimated the payoffs from RFID investment announcement through events windows by using the market model of Mcwilliams and Siegel (1997) and calculated the Z-values. Using this test statistics we could infer if RFID adoption make large differences in abnormal returns across various classifications of the firms. Results - There is significant positive market returns from the announcement representing distribution information technology investment in the pre-2009 time period, the significances of payoffs disappear in the post-2009 time period. For this reason investors or practitioners can understand the importance of market entry time and the fact that the greater rewards may belong to early innovators while late imitators cannot reap such a rewards. This paper also find that there is a large differences in the payoffs from the announcement across markets, industries and project characteristics. Conclusions - Analysing the selected sample of 88 announcements representing RFID Adoption over fifteen-year period from 2003 to 2017, this study find that there is not only significant abnormal excess returns from RFID investment announcements but also there is great differences in the abnormal returns over time and across firm sizes or affiliated markets, industries, and project characteristics. This means that there are considerable values for the investors across various firm classifications. The findings of this paper provide useful implications for the practitioners to make judicious decisions whether to adopt the innovative technologies in general or not considering the various concrete circumstances in Korea.

The input-oriented project promotion system private participation in infrastructure projects currently in use in Korea has encountered difficulties in securing the primary benefits of private sector creativity problem solving and inflow of private capital. As such, the performance (or output)-oriented procurement process implemented in England and other developed countries should be evaluated for introduction. In Korea, private participation projects are currently identified as either solicited or unsolicited projects, each with different promotional procedures, the problem with these procedures is that competition is not pre-activated, the private sectors creativity is under utilized, and the rationality of project evaluations is inconsistent. Korea should, in order to raise the level of private sector creativity and efficiency, go beyond the currently applied Input Specification project promotion system to a Performance-oriented system similar to those implemented in England and other countries. To achieve this, we mate several proposals for the introduction of the performance-oriented system. We divide the main features of our proposals into three categories, including a reformed concessionaire selection system, a performance orientation in preparation of the concession agreement, and a performance orientation in contract management, and discuss each. 1'his study describes performance-oriented promotion systems in an output-focused way As this is an initial study on the introduction of performance orientation in private participation, various key points and proposals were identified.
