  • Purpose: This study investigates the disaster preparedness behaviors of people residing in disaster areas and the factors affecting such behaviors, by examining the application of a Health Belief Model. Methods: A mixed-method approach was used for this study. Local residents were surveyed in Gyeongju and Pohang, which had experienced earthquakes one to two years earlier. Quantitative data (N=233) were collected through a questionnaire and analyzed using t-test, one-way ANOVA, Scheffe test and multiple regression. Qualitative data (N=11) were collected through focus group and individual interviews, and evaluated through content analysis. Results: Disaster preparedness behaviors scored 7.04 out of 18 points, and factors that significantly affected disaster preparedness included cut to action, marriage status, experience of education and training related to disaster, benefit-barriers factors of disaster preparedness behaviors, and gender. The focus group and individual interviews confirmed the contents corresponding to each variable of the disaster preparedness behaviors and heal belief model. Conclusion: The findings of this study indicate that in order to induce disaster preparedness behaviors as well as education and training opportunities related to disaster relief, we need to examine cue to action of disaster preparedness behaviors, benefits, and barriers for motivating interventions.

  • Purpose: The purpose of this study was to explore the levels of disaster preparedness competency in public health workers and identify influential factors on disaster preparedness competency. Methods: The data was collected through self-report questionnaires from a convenience sample of 281 public health workers in 2014 in Korea. The data was analyzed using descriptive statistics, t-test, ANOVA, and multiple regression. Results: The mean disaster preparedness competency score was 2.77 and the mean disaster educational needs score was 4.01. Disaster preparedness competency had a statistically significant difference by gender, position, experience of disaster education in workplace, and experience of BLS education. As a result of the multiple regression analysis, disaster preparedness competency accounted for 11.6% of the variance by gender, experience of disaster education in workplace, and experience of BLS education. Conclusion: The results of this study reveal that gender, strengthening education of disasters in the workplace, and education of BLS should be taken into consideration and integrated when developing an effective educational program in order to enhance disaster preparedness competency in public health workers.

  • Purpose: This study aimed to provide basic information for university students to improve disaster preparedness by identifying disaster and safety cognition, safety education perception and identifying factors influencing disaster preparedness. Methods: Selected articles were programmed statistically by SPSS to analyze 162 third and fourth-year students in Chungcheong-do, from December 1, 2022 to December 31, 2022. The general characteristics of the subject with the effect of disaster and safety cognition, safety education perception, and disaster preparedness was analyzed by t-test and ANOVA. Results: Disaster preparedness had a positive correlation with Disaster and safety cognition (r=.499, p<.001) and safety education perception (r=.328, p<.001). Furthermore, the influencing factors on disaster preparedness were sex (β=0.17, p<.011), disaster and safety cognition (β=0.39, p<.001), and 28% was explanatory power. Conclusion: Preparing educational method for strengthening safety and disaster cognition requires improving the disaster preparedness of university students, and a new educational approach to program development to elevate disaster and safety cognition at the university level.

  • Purpose: This study aims to provide basic data to improve disaster nursing competency by identifying nursing students' disaster awareness, disaster preparedness, and disaster nursing competency and confirming the relationship among them. Research design, data, and methodology: The subjects of this study were 310 students attending the Department of Nursing at E University in Gyeonggi-do, and the data was collected from April 13 to May 24, 2023. Results: Disaster awareness averaged 72.91±7.46 points, disaster preparedness averaged 2.82±2.81 points, and disaster nursing competency averaged 44.11±10.76 points. Disaster preparedness and disaster nursing competency were significantly higher in subjects with disaster nursing education experience than in those without experience. Disaster awareness showed a significant positive correlation with disaster preparedness (r=.20, p <.001), and also with disaster nursing competency (r=.37, p <.001). Disaster preparedness showed a significant positive correlation with disaster nursing competency (r=.49, p <.001). It was found that the disaster nursing competency was high when the disaster awareness (B=0.472, p<.001), and the disaster preparedness (B=1.561, p<.001) was high. Conclusions: The results show it is possible to improve students' disaster nursing competency by strengthening education on disaster awareness and disaster preparedness. Thus, specific efforts and future research are needed to develop disaster nursing education.

  • Objectives: Bioterrorism (BT) preparedness and response plans are particularly important among healthcare workers who will be among the first involved in the outbreak situations. This study was conducted to evaluate the current status of education for BT preparedness and response in health care-related colleges/junior colleges and to develop learning objectives for use in their regular curricula. Methods: We surveyed all medical colleges/schools, colleges/junior colleges that train nurses, emergency medical technicians or clinical pathologists, and 10% (randomly selected) of them that train general hygienists in Korea. The survey was conducted via mail from March to July of 2007. We surveyed 35 experts to determine if there was a consensus of learning objectives among healthcare workers. Results: Only 31.3% of medical colleges/schools and 13.3% of nursing colleges/junior colleges had education programs that included BT preparedness and responses in their curricula. The most common reason given for the lack of BT educational programs was 'There is not much need for education regarding BT preparedness and response in Korea'. None of the colleges/junior colleges that train clinical pathologists, or general hygienists had an education program for BT response. After evaluating the expert opinions, we developed individual learning objectives designed specifically for educational institutions. Conclusions: There were only a few colleges/junior colleges that enforce the requirement to provide education for BT preparedness and response in curricula. It is necessary to raise the perception of BT preparedness and response to induce the schools to provide such programs.

  • The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems for response to newly emerging terrorisms due to the existing problems of disaster response system. The newly emerging terrorism in 21th century like biochemical terrorism has made us focus on terrorism preparedness, but health and medical aspect of terrorism has been overlooked. The health disaster system is more necessary for 21th terrorism response as well as the disaster engineering, economic and administrative aspects. The disaster preparedness system for bioterrorism has been developed by Ministry of Health with syndromic surveillance system and no case has been found in Korea yet and the resources of personnel and equipment as decontamination system in medical facilities are lacking in case of chemical terrorism. So through the multiple access method reflecting the risk factors in real terrorism field and human based health disaster concept, the disaster preparedness and response system to make up for the weak point should be suggested.

  • Community-based disaster preparedness approaches are increasingly important elements of vulnerability reduction and disaster strategies. They are associated with a policy trend that values the knowledge and capacities of local people. In this research, we describe the community diagnosis method and develop Flood Disaster Risk Reduction Index(FDRRI) for assessment of flood vulnerability. FDRRI is composed of four indicators such as Flood Exposure Indicator(FEI), Sensitivity Indicator(SI), Risk Reduction Indicator(RRI), and Community Preparedness Indicator(CPI). We anticipate to present the guideline for selection national preparedness projects and uplift community's preparedness capacity.
