Plans for Improvement of the Airspace Structure (공역체제 개선계획)

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

Investigation and Improvement of the Comfort and Convenience of Domestic Ambulances (국내 구급차의 안락성 및 편의성 조사와 개선에 관한 연구)

  • This study examined the soundness, vibration, and size of ambulances currently used in Korea as well as the comfort and convenience of ambulancesin Korea. The target vehicles were measured and investigated using the currently used freight type, van type, and Benz ambulance. Currently, the ambulance standards in Korea have only formal production standards, and there is no regulation on safety for ambulances, space regulation for first aid, comfort, and convenience. Therefore, comparative experiments on the comfort and convenience were measured using noise and vibration measurement experiments, and research was conducted on the size and interior rearrangement of ambulances to investigate the areas that can improve the comfort and convenience. The noise measurementsshowed that the noise was large in the order of the van type, Benz type, and freight type. In the case of a speed of 40 km/h or more, the noise measurement result was 60 to 70 dB or more. In the case of vibration, the Benz type and van type ambulance were good, and the vibration of the freight type showed the worst result, highlighting the need for improvement. Lastly, it is not possible to increase the internal size of the structure of domestic ambulance. On the other hand, it is important that through ambulance relocation and the position of first aid personnel, it will be possible to use it more comfortably and conveniently.

Development of Radiation Restrictor for Secondary Radiation Shielding of Mobile X-ray Generator (이동형 X선 발생장치의 2차 방사선 차폐를 위한 선속조절기 개발 연구)

  • Mobile X-ray generators are used not in the radiation area but in open space, which causes the exposure of secondary radiation to the healthcare professionals, patients, guardians, etc., regardless of their intentions. This study aimed to investigate the shielding effect of the developed radiation restrictor to block the secondary radiation scattered during the use of mobile X-ray generator. Upon setting the condition of mobile X-ray generator with chest AP, spatial doses were measured by the existence of human equivalent phantom and radiation restrictor, and measured by the existences of phantom and radiation restrictor at the same length of 100 cm. Measurements were taken at intervals of 10 cm every $30^{\circ}$ from $-90^{\circ}$ (head direction) to $+90^{\circ}$ (body direction). Upon the study results, spatial doses in all direction were increased by 45% on average when using phantom in the same condition, however, they were decreased by 64% on average when using the developed radiation restrictor. The dose at 100 cm from the center of X-ray was $3.0{\pm}0.08{\mu}Gy$ without phantom and was increased by 40% with $4.2{\pm}0.08{\mu}Gy$ after phantom usage. The dose when using phantom and the developed radiation restrictor was $1.4{\pm}0.08{\mu}Gy$, which was decreased by 66% compared to the case without using them. Therefore, it is considered the scattered radiation can be shielded at 100-150 cm, the regulation of the distance between beds, effectively with the developed radiation restrictor when using mobile X-ray generators, which can lower the radiation exposure to the people nearby including healthcare professionals and patients.

An Analysis of the Spatial Structure Changes according to the Reorganization of Metropolitan City Using Population Potential : Focused on Busan Metropolitan City (인구잠재력을 이용한 광역도시 개편에 따른 공간구조변화 분석 : 부산광역시를 중심으로)

  • Busan Metropolitan City, a research site of this study, was promoted to a metropolitan city in 1995 with the implementation of the local autonomy system, and the overall change was made as it absorbed the surrounding areas to address the shortage of population and space. Twenty-five years after the introduction of the local autonomy system, it is necessary to diagnose whether balanced development of the entire city is being made in accordance with the reorganization of the metropolitan city in terms of spatial structure. In this study, changes in spatial structure and regional characteristics were analyzed by applying population potential, which means potential for future spatial interaction, in time and space. According to the analysis, the development was taking place around the center area and the sub-center established by the urban master plan, but Gangseo-gu and Gijang-gun, which were incorporated in the past, remained stagnant. In addition, it was shown that the spatial expansion of the city was suppressed by the green belt surrounding the city. However, in other regions where the green belt is located, the city has been expanded, which is different from Gijang-gun or Gangseo-gu, which was incorporated into the metropolitan city. Therefore, the cause of the decline in incorporated areas should not be limited to the institutional dimension of land use regulation. Growth management and balanced development plans will be necessary for the development of declining old downtowns and underdeveloped incorporated areas.

Privilege and Immunity of Information and Data from Aviation Safety Program in Unites States (미국 항공안전데이터 프로그램의 비공개 특권과 제재 면제에 관한 연구)

  • The earliest safety data programs, the FDR and CVR, were electronic reporting systems that generate data "automatically." The FDR program, originally instituted in 1958, had no publicly available restrictions for protections against sanctions by the FAA or an airline, although there are agreements and union contracts forbidding the use of FDR data for FAA enforcement actions. This FDR program still has the least formalized protections. With the advent of the CVR program in 1966, the precursor to the current FAR 91.25 was already in place, having been promulgated in 1964. It stated that the FAA would not use CVR data for enforcement actions. In 1982, Congress began restricting the disclosure of the CVR tape and transcripts. Congress added further clarification of the availability of discovery in civil litigation in 1994. Thus, the CVR data have more definitive protections in place than do FDR data. The ASRS was the first non-automatic reporting system; and built into its original design in 1975 was a promise of limited protection from enforcement sanctions. That promise was further codified in an FAR in 1979. As with the CVR, from its inception, the ASRS had some protections built in for the person who might have had a safety problem. However, the program did not (and to this day does not) explicitly deal with issues of use by airlines, litigants, or the public media, although it appears that airlines will either take a non-punitive stance if an ASRS report is filed, or the airline may ignore the fact that it has been filed at all. The FAA worked with several U.S. airlines in the early 1990s on developing ASAP programs, and the FAA issued an Advisory Circular about the program in 1997. From its inception, the ASAP program contained some FAA enforcement protections and company discipline protections, although some protection against litigation disclosure and public disclosure was not added until 2003, when FAA Order 8000.82 was promulgated, placing the program under the protections of FAR 193, which had been added in 2001. The FOQA program, when it was first instituted through a demonstration program in 1995, did not contain protections against sanctions. Now, however, the FAA cannot take enforcement action based on FOQA safety data, and an airline is limited to "corrective action" under the program. Union contracts can exclude FOQA from the realm of disciplinary action, although airline practice may be for airlines to require retraining if there is no contract in place forbidding it. The data is protected against disclosure for litigation and public media purposes by FAA Order 8000.81, issued in 2003, which placed FOQA under the protections of FAR 193. The figure on the next page shows when each program began, and when each statute, regulation, or order became effective for that program.

A study on mandatory insurance for aircraft operators (항공보험 가입의무에 관한 연구)

  • The purpose of this study is to present a reasonable and concrete standard for the Korean aviation insurance compulsory subscription system. Through this, we aim to improve the current revision of laws and regulations, and ultimately create an environment in which the safety and property of the Korean people who use aircraft with appropriate aviation insurance can be secured. In particular, by reviewing the aviation business law and its new laws and regulations enacted in 2017, the legislative improvement direction of aviation insurance will be proposed. In order to maintain the continuous growth of the air transportation industry and to make amicable compensation for the victims, considering the characteristics of the total accident, instantness, and giganticness of air accidents in which a lot of people and property are lost in the event of an accident, adequate insurance coverage is essential. In this respect, the compulsory insurance to amend the principle of freedom of contract, which is the great principle of the modern judicial system, will be persuasive. However, in comparison with foreign legislation, the legal provisions on Korea's obligation to comply with aviation insurance need to be revised around the following issues: First, it is reasonable to enforce the regulation of the mandatory aviation insurance by legislation from the Congress not by administrative regulations. Because it will force the monetary obligations of the individual such as common air carriers. Second, our law regulations respond to various kinds of air damages by using the phrase "limit of liability stipulated in international conventions". However, as we have seen in the text, the range of compensation are various according to the use of legal instruments in international conventions such as the Montreal Convention, which governs the compensation of passengers for damages to passengers today. Third, in countries with narrow territories, such as Korea, there are big differences in flying time and insurable risk between domestic and international transportation. Therefore, it is necessary to divide domestic transportation and international transportation even in the obligation to join the insurance. This dual discipline has the advantage for rookies in air carrier market who mainly start their business from domestic service. Fourth, according to Korean law, the regulations of automobile loss insurance is applicable to the aviation mandatory insurance of unmanned aerial vehicle accident which is lack of persuasion. In the future, it will be appropriate to discipline insurance for unmanned aerial vehicles with unlimited potential for development from a long-term perspective.

Orchiectomy in the Asiatic Black Bear (Ursus thibetanus) (반달가슴곰에서 시행된 고환절제술)

  • The Asiatic black bear (Ursus thibetanus) is globally protected species and involved in a species restoration program by the Korea National Park Service. However, the bears could not be released into the wild were required regulation of population due to the limited space of breeding facility, so surgical castration was performed in two males. Bears were immobilized with a combination of 2 mg/kg tiletamine-zolazepam and $40{\mu}g/kg$ medetomidine, and general anesthesia was maintained with isoflurane via endotracheal tube intubation. Orchiectomy was carried out by the closed method using the LigaSure vessel sealing device through pre-scrotal incision. Subcutaneous tissues of the incision site were sutured by continuous pattern with absorbable suture material, and the skin incision was closed with tissue glue. The bears recovered uneventfully from general anesthesia after a duration of 58 min (bear A) and 53 min (bear B). Total surgical time was 26 min (bear A) and 24 min (bear B). No postoperative swelling or complications were observed. This is the first report that describes the use of the LigaSure for orchiectomy in the Asiatic black bear.

A Study on the Importance of Contents in Middle-School Home-Economics (중학교 남.녀학생이 인식한 가정과 교육내용의 중요성에 관한 연구 - 전라북도 남.녀학생을 중심으로-)

  • The purpose of this study was to identify the contents that students want to learn the most on Home-Economics. Participants were 710 middle school students(359 boys and 351 girls) from 9 schools located in 4 cities and 5 counties in CholaBukDo. The results are as follows: 1. Of 32 contents on Family life, boys were interested in 'the puberty', 'pregnancy and the ethics on sex', 'social needs', 'the importance of family relationship', and 'adolescents' physical development'. On the other hand, girls were more intered in 'pregnancy' and 'the ethics on sex', 'the puberty', 'development of career consciousness' and 'career preparation', 'the adolescents' physiolosical and physical development', and 'the importance of family relationship'. 2. Of 37 contents of Managing home resource and Consumer life subarea, boys showed their interests on 'environmental problems', 'environmental conservation', 'environmental pollution', 'management of time and work', 'knowledge', 'management of their abilities'. And girls were more interested in 'environmental conservation', 'environmental pollution', 'environmental problems', 'adolescents life', and 'management of time and work'. 3. Of 49 contents on Dietary life, boys were more interested in 'puberty and the development', 'importance of nutriment', 'nutrition and health' and 'smoking and the health'. However, girls were more interested in 'smoking and health', 'puberty and the development', 'the importance of nutriment', 'nutrition and health', 'a realistic plan to reduce the food-based environmental pollution'. 4. Of 40 contents on Clothing life subarea, while boys were interested in 'the suitable cloths on oneself', 'clothing design', 'regulation of temparature', physical protection' 'merchandising for ready-made clothing'. On the other hand, girls were mostly interested in 'the suitable cloths on oneself', and next 'the clothing design', 'merchandising for ready-made clothes','physical protection', and 'the appropriate posture and physical adornment'. 5. Of 18 contents on Residence life subarea, teachers emphasized the importance of ventilation for adjusting the room environment and students were more interested in the effective use of the residing space. In general, those middle school students in Cheolabukdo showed the biggest interest on 'Clothing life', 'Residence life' the second, 'Eating life' the third, 'Human development and Family relationship' the fourth, and Management of family resource and Consuming life' was their fifth interest. Such result was consistent with Ⅱ-Rok Park's previous research(1997). Since the participants for this study were sampled form 9 schools located in CheolaBukDo, it is not suitable to apply the results nationwide. The restricted sampling must be considered and further studies are needed to make comparisons among areas.

A Study on the Exposure Factors Used in the Assessment of Inhalation Exposure to Household Chemicals (생활화학제품의 흡입노출평가에 사용되는 노출계수에 대한 고찰)

  • Background: The biggest concern when using household chemical products is the health risk from inhalation exposure. Objectives: The purpose of this paper was to provide information necessary for estimating inhalation exposure factors in several countries/organizations and to present some examples. Methods: We attempted to use PRISMA-ScR for a systematic review, but no major reports were found. We used the Google search function instead to find 'exposure factor handbook'. As for the results, inhalation exposure factors from South Korea, the United States, Canada, the EU, Australia, Japan, and China were compared. Results: The basic concept and origin of exposure factors was the US Environmental Protection Agency's Exposure Factor Handbook. Its latest version is 2011, but several chapters have been updated in 2017, 2018, and 2019. South Korea's Exposure Factor Handbook was updated in 2019, more recently than those of other countries, and was systematically investigated. In South Korea, the average daily respiratory rate is 14.62 m3/day for adults and 12.73 m3/day for children. It is difficult to compare breathing rate by country because each country divides age groups differently and uses different methods to estimate it. Information on household chemical products, space used, and ventilation rate are in the exposure factor handbook in some countries and not in others. It is not in the handbook in South Korea, but in the notice from the NIER (National Institute of Environmental Research), a sub-regulation of the Chemical Product Safety Act. Conclusions: The exposure factors registered in South Korea's exposure factor handbook have been systematically studied and reflect the most recent data. When using data not in the relevant handbook, data from other countries might be applied, but it should be determined whether the nature and quality of the original data have been managed.

  • According to an apartment house environment and the service provide method of major telecom operators, is providing optic-LAN service with installing the equipments of optical office center and optic distribution at MDF(Main Distribution Frame) and under-ground of apartment. therefore the distribute is deepening between service providers because of space securement to install equipments and spare pipe securement to reinstall UTP cable. These were reasons that operators leaned to subscriber collection and neglected to maintenance, in addition, insist the facilities invested by each operators is his own assets for all that in-plant of apartment house is private land. So, would not being touched by others. Accordingly, this study will search it through the field current condition examine that service's types and methods which various telecom operators and broadcast operators are providing, the current conditions of being maintained, the problems of being happened. etc. and would like to improve that the users could use the services safely by making the information & communication facilities maintenance mandatory under the regular size of apartment house circumstances through the analysis of various laws relations which are managed information & communication construction work law, telecommunication basis law, home network. etc. technical standards by the Ministry of Information and Communication and are managed housing law, construction law, the regulation related to house construct standards. etc. by the Ministry of Construction and Transportation.
