MBNQA 평가 기준을 활용한 공과대학 교육 품질 평가 (Evaluation of the Engineering Education Quality Based on the Criteria of MBNQA)

  • 1987년 미국 기업의 종합적 품질 경영을 촉진하기 위한 목적으로 제정된 Malcolm Baldrige National Quality Award(MBNQA)는 이제 경영 품질의 세계 기준으로 제시되고 있다. 제정 이래 기업 경영 분야에 국한하여 평가되었던 MB상은 1999년도부터 교육 부문과 의료부문까지 확대 시행되고 있다. 본 연구에서는 MB상의 평가 프로세스 및 2000년도 교육 부문 평가 기준의 변화에 대하여 소개하고, 이 평가 기준을 우리나라 대학교육기관에 적용 가능성을 확인하기 위해 연세대학교 공과대학 기전공학부 정보산업 전공과 전기공학 전공에 대하여 적용하여 보았다. 평가 결과 정보산업 전공과 전기공학 전공의 종합점수는 각각 522.5와 548.5이었으며, MB상 평가 기준에서 분류한 기준에 의하면 이 점수대는 많은 세부 영역들에 대해 효과적인 접근 방법이 사용되고 있으나, 일부 세부 영역에 대한 전개는 아직 초기 단계에 머무르고 있다고 기술되어 있다.

  • Total Quality Management (TQM) is the aggregated management philosophy for quality including production, operation, human resource, leadership, marketing, and etc. TQM is the advanced concept and philosophy rather than traditional "Quality Control" or "Quality Assurance". Nowadays, downstream costs has been increased, that made cost accountants' attention to costs of quality. Many countries have developed their own quality awards system in order to improve overall national quality level. The Deming Prize of Japan and Malcolm Baldrige National Quality Award (MBNQA) of United States are two representatives of quality prizes. We compared the two awards by means of their history, objective, coverage, and judging criteria. Deming Prize has a longer history than MBNQA. Deming Prize selects five winners a year, while MBNQA has two or three areas. The biggest difference is judgement criteria. The Deming Prizes focuses on statistical control which is a traditional quality control method, while MBNQA concentrates on modem business concept such as customer satisfaction. The suggestions to these awards are: evaluate more on information of quality; evaluate more on inter-functional relationship between quality control function and other link more financial success.e financial success.

  • Purpose: The purpose of this study is to lay groundwork for future research on the outcomes of national quality awards for secondary-care healthcare organizations. Methods: For this study, a secondary-care hospital was selected through a convenience sampling method and all of its organizational members participated in complete enumeration survey using 109 survey questions derived from the MBNQA criteria for healthcare through structural equation modeling (SEM) Results: As a result, Leadership was shown to drive Foundation and Direction, which affect System that creates Results with 12 hypotheses supported out of 18 hypotheses established. Conclusion: The findings of this study will provide valuable implications to the top management of secondary-care hospitals for self-examining quality management and promoting sustainable competitiveness.

국립정신병원의 의료서비스평가기준에 대한 인과관계분석: 말콤 볼드리지 모델을 중심으로 (Causal Relationships among Health Care Criteria in the Korean National Mental Hospitals: Using Baldrige Health Care Model)

  • The purpose of this study is to evaluate the causal relationship among health care criteria in Korean National Mental Hospitals, using Malcolm Baldrige National Quality Award(MBNQA). The survey instrument consists of 92 Questions from the seven the MBNQA health care criteria. Structural Equation Modeling (SEM) is used to analyze the empirical data and estimates the path coefficients among the seven categories. The result of this study indicates that Leadership drives Foundation and Direction, which influence on Systems that creates Results. Conclusively, among 18 hypotheses, 15 are statistically significant.

한국 국가품질상(KNQA) 평가모형의 인과관계 연구 : 기업체 평가기준을 중심으로 (Causal Relationship among Business Criteria in Korean National Quality Award)

  • The purpose of this study is to analyze the causal relationship among categories in the Korean National Quality Award(KNQA) model. The survey instrument consists of 79 questions from seven categories in the KNQA. Structural Equation Modeling(SEM) is used to analyze the empirical data and estimates the path coefficients among the KNQA categories. The result of this research indicates that Leadership drives systems that create Results through Foundation and Direction. Among eighteen hypotheses, sixteen hypotheses are statistically significant. Especially, this research indicates that Foundation and Direction are important mediating factors.

  • 본 논문의 주요 목적은 공항기관을 위하여 경쟁우위 확보와 탁월한 공항 달성을 위한 융합경영시스템 모델개발이다. 융합경영시스템 모델개발은 창의성경영과 경영품질의 시스템을 융합하여 개발하였다. 융합경영시스템 구조는 첫째, 토대부분은 최고경영자의 철학과 의도, 대학과 같은 기업, 핵심가치를 기반으로 한 창조적 기업문화로 구성하였다. 둘째, 본체부분의 프로세스는 6시그마, 시스템은 ISO9001을 적용하였다. 셋째, 상위부분의 전략 및 평가는 미국의 Malcolm Baldrige National Quality Award Model을 적용하였다. 또한, 시스템 연결은 창조경영, 융합과 커버전스, 신뢰 및 시너지효과 선으로 연결하였다. 마지막으로 융합경영시스템은 공항기관을 위하여 실현하기 위한 실용적 관점에서 연구 및 개발하였다.

  • Achieving sustainable performances is not an easy task in today's challenging environment. Since late 1980's, Baldrige Criteria for performance excellence has helped many organizations align their processes, their people, their resources, and their customers' needs. This study analyzes IT Quality effect on performances using Baldrige Criteria. Previous studies on Baldrige Criteria show the relationship between management quality and firm value.

  • Purpose: This paper study the effect of the quality management on the performance among the manufacturing companies awarding the Korean National Quality Award(NQA). Methods: The data for 34 manufacturing companies are surveyed by the 7-point Likert scale and empirically tested. Results: Even among the companies awarding NQA for their excellent quality management level there are significant differences in their performance by their quality management levels. In particular, leadership and human resources categories have greater impacts on the performance. Conclusion: Even though the company awarded NQA(KQMA: Korean Quality Management Award) for its excellent quality management level, it is necessary to improve the quality management level continuously. This result supports the necessity of KQGA(Korean Quality Grand Award) which is awarded for the companies which improve quality management levels significantly after awarding KQMA.

한국 국가품질상(KNQA)의 효과성 측정을 위한 측정도구 개발 (Developing Instruments for Measuring the Effectiveness of the Korean National Quality Award)

  • The purpose of this research is to develop the methodology for measuring the effectiveness of the Korean National Quality Award. To test the validity of the model, confirmatory factor analysis is used. Conclusively, 79 questions in 15 sub-categories from 7 categories are developed valid in the empirical research. Seven categories are Leadership, Strategic Planning, Human-Resource Focus, Process Management, Customer & Market Focus, Information & Analysis and Results.

MBNQA상에 내포된 지속적 개선, 혁신과 학습 개념 (The Continuous Improvement, Innovation and Learning Concept Embedded in MBNQA Award)

  • The learning, which is a view extended from and replaces the concept of continuous improvement, has become the very core concept in Malcolm Baldrige National Quality Award. The most potent one among 11 core values in MBNQA Model is 'organizational and personal learning'. Learning also plays a critical role to get the good scores for 6 categories except results category among 7 categories of MBNQA Model. But the concept of learning often has been overlooked by the people who are interested in the MB award or TQM. This paper reviews and analyzes the concept of learning in the MB criteria since it first appears in 1993 to enlighten the importance of learning.
