VANET(Vehicular Ad-hoc Network), standardization of IEEE 802.11p specification is in process. 802.11 MAC protocol grants all nodes equal opportunity to acquire channel without regard to their bit-rates, making it possible for lower bit-rate nodes to occupy communication channel for a fair amount of time thus keeping the higher bit-rate nodes from acquiring connection channel which downward-equalize the overall network performance. Also with the 802.11p MAC protocol, the probability of collision occurring increases as the number of nodes grow. The proposed algorithm is a new MAC protocol that guarantees nodes with acquired channel a firm priority over other nodes for a fixed amount of time with TXOP concept added to 'packet burst' according to the current transmitting speed. This newly designed algorithm allows the construction of wireless network with enhanced network throughput, decreased probability of collisions as well as providing the means to grant each node a fair chance of acquiring connection according to their channel conditions. The algorithm sets the CW's (Contention Window) width wider than the standard's and modulates the continuous transmitting threshold value depending on channel acquired time, thus improving the overall performance of the network.
The purpose of the study is to analyze the perception and expectation made by parents, regarding the goal, methods and management of kindergarten education. The study is designed to identify social needs for the early childhood education and to produce some important information necessary for the development of education programs for kindergarteners and for the management of a kindergarten. As subjects of the study, 623 mothers of kindergartens were sampled from kindergartens. The researcher constructed a questionnaire of multiple-choice type for surveying opinions of the subjects, based on the analysis of curriculum materials published by Korean Ministry of Education. In data analysis, frequency of response on each item of the questionnaire was tabulated, and chi-square test was applied for testing the difference between independent samples. The results of the study are summarized as followings: First, parents feel kindergarten education necessary because 'interaction with peers' itself must be an important condition for socialization of younger children. For an 'ideal personality' to be pursued in kindergarten education, parents place 'moral personality' in the first priority.' And for educational objective of kindergarten they select 'development of cooperative attitude' as the most important one. Second, 'play method' is emphasized by parents as the most desirable educational method for kindergartener. Third, they think it is necessary for parents to participate in the management of kindergarten. And they also feel that parents of kindergartener should be educated on the early childhood education. Fourth, parents emphasize that the early childhood education should be integrated into a public educational system in order to provide equal educational opportunity for all preschoolers.
Todays our private universities have been facing with serious survival competition according to the opening of education market, the diminishment of college voluntarists and the increase of education supply. In coming the beginning of the year of 2000, though the equal formula. 'The fixed number of students of universities = The number of graduates of high schools' will he formed, even though the tendency of the fixed number of students of universities is maintained as it is, and it has been expected the unlimited competition would be unvaoidable, so private universities and private junior colleges which are weak in financial power are roaring the crisis consciousness that they may have to close doors before making every effort. Based on such presentation of problem as its study object, the range of study is limitted to the educational financial portion related to higher education field. Especially, the financial portion of private universities of higher educational field is discussed in priority. Besides, the present status of financial condition of our universities was portionally compared with that of in the advanced nations. It is true that pursuing the academic superiority of university education in our country, and attaining object of university as well as developing reflection in future should stand side by side. Therefore, payment of fee, supporting subsidy, etc. is attached too much importance to the financial problem. In our country, the financial allotment is attached too much importance to national universities. This is against the principle of equity to the tax payers, and equality of opportunity, so the level of supporting national funds should be upward formed and supported from 1.0% to higher than 20%. In conclusion, our private universities should adopt as many alternatives of rationalization of finance as possible, such as securing lots of funds and subsidies, and rationalized management of finance, and ensuring finance according to the increasing number of students after university specialization, etc.
Korean management agency and production's size is bigger than ever applying diversification strategy since the Korean Wave started in 2000. Thus, the cross-ownership between two sectors is widespread and it's side effect such as unfair trading occurred among them. Came up with this problem, this study has focused on the analysis of the cross-ownership status of the entire Korean listed agencies and productions and the quest of the alternatives to solve the problem through in-depth interviews of the stakeholders and experts. Results showed that the horizontal regulation and American regulatory systems should be applied considering the previous law because the cross-ownership level was so high. In conclusion, it was proposed three regulatory models as follows : first, accept the cross-ownership and prohibit casting their contracted actors in their art, second, ban on the cross-ownership and allow mutual investment within a 10 to 20 percent stake, third, blanket ban on the cross-ownership and investment.

This study aims to prepare basic resources for the development of child-care by figuring out the main characteristics of child-care history, laws, and current status in Korea. First of all, in the section of child-care history, the overall trend of child-care affaires were examined by classifying it into stage 1-Child Welfare Act, stage 2-Early Childhood Education Promotion Act, stage 3-Initial Period of Child-Care Act and stage 4-Complete Revision of Child-Care Act. Second, as for child-care related laws, basic laws such as Infant and Child-Care Act, and related laws such as Early Childhood Education Act and Child Welfare Act and other related laws such as Equal Employment Opportunity and Work Family Balance Assistance Act, act on Support for Disabled Children's Welfare and Social Welfare Services Act, the information related to child-care was specified. Third, as for current status of child-care, general status, status of child-care centers and children, and types of child-care centers were examined respectively.
${\cdot}$ Recent social policy and labour markets debates in Europe, responding to the difficulties faced by the traditional neo-Keynesian welfare state settlement, stress the value of positive investment alongside de-regulation and greater flexibility as a way of achieving both economic and social goals. ${\cdot}$ Patterns of policy reform are complex and reflect differing national circumstances. A general move towards deregulation, constraints on entitlement to passive benefits, programmes to enhance employment, particularly among high-risk groups such as single parents and young people, targeted subsidies for low earners and casemanagement may be identified. ${\cdot}$ In relation to investment in education, research and development and combined training and benefit programmes to enhance mobility between jobs the picture is less clear. Education standards continue to rise, but research and development spending stagnates and few countries have developed substantial ‘flexi-curity’ programmes to support job mobility. ${\cdot}$ The labour market tradition in much of Europe has been one of conflict between labour and employers. As labour grows weaker, new approaches develop. These tend to stress productivity agreements and greater flexibility in work practices within firms and reforms to passive social security systems more broadly, but movement to support the more challenging investment and flexi-curity policies is slow. ${\cdot}$ In general, social and labour market policies in Europe stress deregulation and negative activation more strongly than social investment and ‘flexi-curity’. The countries with high growth and employment achieve that goal by different routes: Sweden has a closely integrated social democratic corporatism with high spending on benefits and training programmes and the UK a more liberal market-oriented system, with lower spending, highly targeted benefits and less mobility support. ${\cdot}$ Europe has something to learn from Korea in achieving high investment in human capital and R and D, while Korea may have something to learn from Europe in social investment, particularly flexi-curity and equal opportunity policies.

Background: The main goal of experiments is to compare various operational and technical characteristics of D-Shuttle semiconductor personal dosimeters of the Japanese company "Chiyoda Technol Corporation" and Harshaw thermoluminescent dosimeters (TLD) manufactured by "Thermo Fisher Scientific" and DTL-02 of the Russian Research and Production Enterprise (RPE) "Doza" by their occupational and calibration exposure at various dose equivalents from 0.5 to 20 mSv of gamma-radiation. Materials and Methods: Besides dosimeters DTL-02, D-Shuttle and Harshaw TLD, there were also used: (1) the primary reference radionuclide source Hopewell Designs IAEA: G10-1-12 with $^{137}Cs$ isotope (an error is not more than 6% and activity is 20 Ci), and (2) the verification device UPGD-2M of RPE "Doza" and installed in the National Center for Expertise and Certification of the Republic of Kazakhstan (Kapchagai, the National Center for Expertise and Certification). Results and Discussion: The main results of researches are the following: (1) TLDs for Harshaw 6600 and DVG-02TM have an approximately equal measurement accuracy of the individual dose equivalents in the range from 0.5 to 20 mSv of gamma-radiation. (2) Advantages of dosimeters for Harshaw 6600 are due to the high measurement productivity and opportunity to indicate the dose on the skin $H_p$(0.07). Advantages of DVG-02TM consist of operation simplicity and lower cost than of Harshaw 6600. (3) D-Shuttles are convenient for use in the current and the operational monitoring of ionizing radiation. Measurement accuracy and 10% linearity of measurements are ensured when D-Shuttle is irradiated with dose equivalents below 1 mSv at the equivalent dose rate not higher than $3mSv{\cdot}hr^{-1}$. This allows using D-Shuttle at a routine technological activity. Conclusion: The obtained results of experiments demonstrate advantages and disadvantages of D-Shuttle semiconductor dosimeters in comparison with two TLD systems of DVG-02TM and Harshaw 6600.

The purpose of this study is to investigate how the local community case management council perceives the expected outcome of the council and case management service by participating actors in order to establish the identity and direction of the activities of the council through concept mapping. A total of 12 practitioners from participating organizations freely expressed and shared their opinions about the case management service performance with the local community case management council in a brainstorming manner, producing a total of 42 statements. Through concept mapping, participants were empowered in the decision-making process, and their opinions were not alienated, but were accepted and rationally handled. It can be said that it is important to provide an opportunity for the participants to discuss on an equal footing in the decision-making process. Through this, it can be seen that the agreement between the case management council and the case management service was quickly reached, and the direction for subsequent activities was clearly set.
The purpose of this study is to identify problems of private security guard playing an important role at the front of private security industry effectively by examining correlation between job stress and job satisfaction of private security guard and present proposals of effective operation of private security industry. Through data analysis according to study methods and procedures mentioned above, below conclusions were obtained. First, as results of analyzing correlation between job stress and work satisfaction of private security guard, one of subsidiary job satisfaction factors, it was found that lower stress to role complications and wage system relates to higher work satisfaction. Second, as results of analyzing correlation between job stress and superior satisfaction of private security guard, one of subsidiary job satisfaction factors, it was found that lower stress to wage system, responsibility, and role complications relates to higher superior satisfaction. Third, as results of analyzing correlation between job stress and equal opportunity satisfaction of private security guard, one of subsidiary job satisfaction factors, it was found that lower stress to wage system, responsibility, and role complications relates to higher equal opportunity satisfaction. Forth, as results of analyzing correlation between job stress and welfare satisfaction of private security guard, one of subsidiary job satisfaction factors, it was found that lower stress to wage system and role complications relates to higher welfare satisfaction. Fifth, as results of analyzing correlation between job stress and wage satisfaction of private security guard, one of subsidiary job satisfaction factors, it was found that lower stress to wage system and role complications relates to higher wage satisfaction.
