Improvement through Analysis of Current Open Book Policy for the Korean CM at Risk (국내 시공책임형 CM 오픈북 정책 현황 분석을 통한 개선방안)

  • CM at Risk has been introduced in Korea to keep up with the global standards of construction management and provide a higher quality of cm service in line with a rapid change of the construction industry recently. However, it is widely considered that more time would required to settle down the system due to a lack of understanding towards CM at Risk, shortage of reliability and low capability to manage and undertake CM at Risk. Therefore, this research is analyzed problems of contract types, open book policies, and contract conditions of 33 numbers of projects undertaken by a bespoke domestic construction management firm in this research. Moreover, this research is suggested a method to establish an open book policy of CM at Risk aiming a better customers satisfaction through staff training, simplifying and improving a payment system, and a way to settle down an open book policy by improving a performance management system on site. It's expected that this research will contribute to a more competitive system with more dominating the market and a differentiation of the service so as clients to rely more on the CM at Risk.

  • 최근 해외시장에서는 Single Point Responsibility 개념의 선호와 프로세스사업관리능력의 중요성으로 건설사업관리 (Construction Management: 이하 CM)방식이 프로젝트 조달의 중요한 방안으로 사용되며 국내에서도 최근 CM 발주량의 획기적인 증가추세로 사업수행능력 향상을 위한 도구 개발이 절실하다. 가장 유용한 도구로는 국내${\cdot}$외 CM 수행사례 분석을 통해 이에 저해되는 요인과 모범사례 등을 파악하여 산업계로 하여금 체계적 점검과 벤치마킹을 통해 수행능력을 제고할 수 있는 핵심성공요인과 Best Practice의 보급 발간이다. 따라서 본 논문은 최근 감사원에 의해 모범선행사례로 선정된 무주 하천 1,2급 수해복구 건설사업관리 용역에 대한 CM성과를 분석하여 핵심성공요인과 Best Practice를 제공하는 것을 주요 목표로 한다. 본 CM용역에서는 무엇보다도 무주군내 수해복구공사에 CM 사업방식을 도입한 것은 현명하고 진취적이며 시기 적절한 일이라고 판단되며 이러한 선도적 기자체의 의욕적인 시도가 지방에서 수행되는 공공공사의 수준을 한 차원 높이는 계기가 됨은 물론 항구적인 복구공사기법의 하나로 정착하기를 기대한다. 또한 산업계는 CM관련 중심기관을 통하여 이러한 모범사례의 연속적인 분석과 보급을 통해 산업계 전반적인 CM수준을, 제고하여 국내외 CM확대 적용의 기반을 조속히 조성할 수 있기를 바란다.

  • 소프트웨어 개발노력 추정에 대한 연구는 소프트웨어가 복잡해지고 범위가 크게 증가함에 따라서 그 중은 지속적으로 부각되고 있다. 관련 프로젝트를 발주하는 업체나, 이를 수주하고 개발을 진행하는 업체에게 원가를 고려하는 측면에서 매우 중요한 부분을 차지하고 있다. 이러한 개발노력 추정을 위하여 다양한 접근 방식들이 고려되어지고 있는데, 그중에서 많이 활용되어지고 있는 방식은 소프트웨어 규모에 기반을 둔 LOC(Line Of Code) 기반 COCOMO (Constructive Cost Model) 모델이나 기능점수(Function Point)를 기반으로 한 회귀분석 모델, 인공지능(Artificial Intelligence)을 활용한 신경망(Neural Network) 모델, 사례분석기법 (CBR, Case Based Reasoning) 등이 있다. 이중에서 최근에 기능점수를 활용한 개발노력 추정에 관한 연구들이 활발히 진행되고 있으나 개발노력 추정에는 소프트웨어 규모의 척도인 기능점수 뿐만 아니라, 개발환경을 구성하는 여러 가지 측면에 대한 고려가 추가되어져야 한다. 이에 본 논문은 최신의 소프트웨어 개발 사례들에 대하여 기능점수 및 추가적인 개발환경 요소들을 면밀히 분석하고, 분석한 내용에 대해서 전문가들의 설문을 통한 빈도분석 및 로지스틱 회귀분석, 데이터마이닝 기법인 신경망 분석 등을 활용하여 개발노력 추정 모델을 구축함으로써, 소프트웨어 개발의 다양한 측면의 중요성을 강조하고, 정확한 추정의 방안을 제시 하고자 노력 하였다.

  • The appearance of the large distribution facility of large enterprise putting first reaches get to the various effect until change of leisure life and life pattern of the consumers from the distribution industry of the interior of a country. Competition of the distribution facility upgrade of the distribution facility and it shows the aspect which becomes the semi-department store, and construction cost is appearing different in proportion to each form or scale. Therefore, purpose of this study was to facilitate amicable construction progress between the owner and the builder through estimating the proper construction cost. This study investigated and analyzed the actual cost of 15 domestic distribution facilities and these datums were used to estimate the proper construction cost. This cost shows that from new project accomplishment through analysis of prediction construction cost for feasibility study from initial plan and design step and can be utilizable elementary data bH decision method to whether or not to propriety of distribution facilities business.

  • Recently orders of project in the field of oil & gas plant have been increased due to raising oil prices and consumptions. Domestic oil & gas companies are expanding into the Middle East area and all over the world. In the field of oil & gas plant, it is important to manage a technical control and a license that is occurred when developing the manufacturing processes and technologies. Because the oil & gas market has a lot of executions of the oversea construction, competitions between the advanced companies is more important. Therefore, we have to adopt systematic management style for achievements of the technical competitive power and the higher position. However, domestic oil & gas plant companies have not enough competitive powers of the license and the design phase. So, they are faced with difficulties of adopting the technology which is maximizing the effect of investments and scheduling a long-range plan. To achieve the technology management and the competitive power, this study proposes a long-range plan through the analysis of execution methods for technology management.

  • The efficient communication process is essential to guarantee the completeness of design and secure the quality to meet the contractor's needs. However, using the existing communication methods based on the design and documents, it is difficult to effectively understand the drawings and specifications that are very complicated, and sufficient technical experiences would be required. Ineffective and inefficient communication among users, designers and project participants during the design process would raise the possibility of functional interferences of the object, induce conflicts, cause a design change, and accordingly incur losses of the project in terms of cost and time. The purpose of this study is to suggest improvement direction of communication in accordance with the requirements, by investigating the present state and the project participants' understanding of design communication. And also, it presents the application model of QFD that the project participants could share and define, and feedback the requirements as well as conducting analysis of improvement factors based on the survey.

  • The purpose of this study is to verify the practical effectiveness of the constructivism education theory in building information modeling (BIM)/integrated project delivery (IPD) collaboration education by determining education methods that are most relevant to collaboration in the interaction process. We propose a BIM training model that enhances students' satisfaction in class and collaboration. We aim to identify interrelationships between BIM collaboration education and constructivism theories, examining constructivism methods in BIM/IPD classes to discern which are the most suitable for improving and enhancing collaboration and the proposed education model.

  • Construction projects have unique characteristics that these may be carried out by contractors thus, cost should be estimated before execution. The importance of cost estimation and cost check has become increasingly emphasized in all phases of construction project that would be performed numerously. It is needed that owner have to estimate reasonable budget, and contractor should predict the bid price. However, there are lack of standard cost estimation method before quantity takeoff, cost analysis method, and cost database thus, the method of area cost, such as square foot method, is as used as ever in Korea. Therefore, this research suggested standard cost database structure CUBE, and analysis method of item quantity per one household categorized by area type. Whereafter, database of all item quantity of finish work has been built with 90 building cost data, and validated it's availability. In this respect, the suggested method and the findings from this research are expected to help enhancing the efficiency and productivity of cost estimation in Korea.

  • A Project Financing (PF) is a form of project delivery system that is carried out for the purpose of trying to give help to the development of national economy and the construction industry in order attract private investment. However, in the case of Korea, many PF projects are only taking into account the aspect of maximizing development benefits, and the proliferation of PF results in project failure. In addition, the interruption of business has been one after another in the aftermath of the recent financial crisis. These major cause is the result of efforts to block the potential risk of objectively quantifying operations. Nowadays, PF risk analysis in terms of various factors is insufficient. The purpose of this study is to identify and quantify the extensive risk elements to classify the cause of affecting the success of the project PF study prior to propose a methodology for evaluating the integrity of the project PF based on this and to provide a quantitative system that can evaluate the business risk. This study identified the factors that affect the PF business success and failure and establish the metrics that can be quantified through existing research and expert interviews. Factors influencing the success of the PF obtained as a result of surveys and interviews in assessing the soundness of the PF development conditions in the future be able to take advantage of, as well as an objective assessment tool to be able to take advantage of the development is expected.

  • In this research, we studied an estimating method in client's sight to estimate the total construction cost which is based on the historical cost data at the early stage of the office buildings as a public phase. It is very difficult to analyze the estimation accurately and logically. When a client estimates a project, he/she has to consider there are many issues at the planning step, according as office buildings become gradually diversified as well as their roles continuously extended. Therefore, those are usually make problems for wasting the budget in accordance with the cost estimation errors. Moreover, many kinds of public construction projects, especially such as school, office, sports complex, and the others, have been invested the private finances defined as BTL(Build Transfer Lease) method that are required to manage the detailed process more strictly from initial planning. In order to make an effective planning, the long-term users amount and the building life cycle at the beginning of project should be considered previously and then it may enable to achieve an appropriate project plan. But actually considering overall variables in a building planning is impossible. Accordingly, suggesting a regression model based on the historical cost data from many similar types of office building to support client's role known as estimating the total cost at the early stage. And then performing the test against the proposed model to research the reasonability as using the historical cost data of Japan office buildings.
