  • School appropriate scale refers to the size of the school to minimize students' educational deficits and ensure an appropriate level of students, the number of classes, class size, etc., and maximize educational effects. Difficult set of absolute standards appropriate scale school, contemporary social situations and educational effects, and seek a comprehensive and reasonable direction, considering this is required. School appropriate scale it is preferable to consider the effect of conditions in areas such as education, curriculum, but it is common to set the range in terms of school operational effectiveness, and efficiency of education funding, school environment. So the concept of the appropriate scale including the school's status changes associated with school size, is seeking a new direction is needed so that the school environment, etc. are considered.

  • The results of the survey on the number of students enrolled in 1,337 elementary schools in the 29 provinces nationwide are as follows. First, in the first Newtowns, the number of enrolled students is 601~750. In particular, 4 small schools (4.2%) showed 300 small sized schools. Second, the number of schools in the metropolitan area is 451~750, and the number of schools under 300 students is 16, accounting for 5.6% of the total. Third, the Chungcheong Province is the largest in the 751~900 people, but relatively fewer than 150 students account for more than 13% of the total. Fourth, Yeongnam region has the largest number of enrolled students in the 301 ~ 450 classrooms, and the number of schools with 150 under 50 schools is 300 and the number of under schools is 118 with 24.3%. Fifth, Honam area is the most in 601 ~ 750 people, but the number of schools under 150 students is 27 and the number of under 300 schools is 23.5%. In particular, small schools in Yeongnam region and Honam area are more than twice as high as other areas. Additional follow-up studies are needed for other cities.

A Basic Study on the Number of Elementary School Students and Classroom in Korea for Making Policy in Optimal School Scale I - Centered on 17 Cities and Counties in Gyeongsangnam-do - (적정규모 학교 정책수립을 위한 우리나라 초등학교 학생수와 학급수에 관한 기초 연구 I - 경상남도 17개 시군을 중심으로 -)

  • The results of the survey conducted mainly in the Gyeongsangnam-do province are as follows : First, 31.6% (65 schools) of the total elementary schools in the eight Cities Dong Districts of Kyungsangnam-Do Province are larger than the appropriate schools. 51.9% (107 schools) are the most suitable schools. The number of small schools with less than 300 students was 35 (17.0%). Of the 138 elementary schools in City Up-Myun districts, 11.6% (16 schools) account for big schools larger than the appropriate size. The number of schools with adequate size is 18.1% (25 schools), while 97 schools with 70.3% of small schools occupy the majority. Of these, 10.1% (14 schools) account for less than 150 small schools. Second, three large schools (2.2%) are larger than the appropriate schools among the 137 elementary schools in the nine districts of Gyeongsangnam - do, and 17 schools (12.4%) are suitable for small schools. Less than 300 small schools 117 schools (85.4%), of which 111 small schools (81.0%) accounted for the majority. Third, as a result of the analysis by the subdivision into the provinces, municipalities, and counties, small - scale schools accounted for the majority of municipalities and counties. Therefore, considering the local environment, it is necessary to establish appropriate school proper size policy differentiated from municipal school.

  • The results of a survey on 113 elementary schools in Jeju-do in December 2018 are as follows: First, the most newly established schools in the last 30 years were long-term decline Type 3 (56 schools), followed by Type 9 (W-type, 24 schools), which was more than 30 years old. Second, one of the main achievements of this study is the discovery of four types (type 1, type 2, type 8 and new-type) that are well characterized by Jeju province. Third, the most smaller school has 50 schools (44.3%) and small schools (less than 300 students) are 77 schools, accounting for 68.1% of the total ; 6 the most largest elementary schools (5.3%), 13 large schools (11.5%), 17 optimal sized schools (15.0%), 27 small schools (23.9%). In particular, it is not an exaggeration to say that almost all schools are small schools except for a few schools in Jejudo Ub-Myun areas. This means that it may cause serious problems if it is adopted as a standard of abolition of small schools in the same standard of management rather than reflecting regional characteristics of Jejudo province.

Research on the number of elementary school students and class sizes in Korea (전국 초등학교 재학생수 및 학급수 조사 연구)

  • The results of a survey on 6,192 elementary schools across the country in April 2019 are as follows : First, there was a correlation between the number of students and the number of classes. Second, 2,788 schools (45.0%) were small schools, 1,931 schools (31.2%) were suitably sized schools, and 1,473 schools (23.8%) were large schools among the 6,192 elementary schools surveyed. Third, there was a significant difference in the proportion of small schools, suitably sized schools, and large schools by province. Among the 8 metropolitan cities, Seoul had the lowest percentage of small schools at 9.8%, followed by Incheon at 18.0%. Among the 9 provinces, Gyeonggi Province had the lowest rate at 26.8%, while Jeollanam-do had the highest rate at 87.2%. This means that adopting the same standard for abolition of small schools throughout different provinces can cause serious problems. Therefore, it is necessary to reflect the educational conditions of each province.

A study on the correlation between the number of elementary school students and the opening year using linear regression analysis (선형회기분석을 통한 우리나라 초등학교 재학생수와 개교년도간 상관성 연구)

  • Due to the sudden drop in the number of students currently, Korea is facing a turning point in the urgent need to revise the school acceptance plan policy. Especially, in the case of the decrease of the number of students, the reckless establishment of a school in a certain area has an adverse effect of further reducing the number of students in the nearby school. The purpose of this study is to provide basic data on the appropriate scale policy through the correlation between the opening school year and the number of enrolled students in 19 out of 1,179 schools. The results of the linear regression analysis are as follows : First, in 19 cities nationwide, 17 cities except Suwon city and Anyang city had a hypothesis that 'the number of new school students is more than the number of existing school students'. Second, not only the results of the analysis of 1,179 schools in Korea, but also the results of regional analysis showed a hypothesis. Third, there are many small schools and oversized schools in the national city. It is necessary to establish an appropriate school policy.

  • This study explores school location, school environment, educational conditions, and appropriate scale of schools in the context of Sejong City's development area and identifies effective school establishment plans based on the analysis of the needs of the educational community. The research questions for this study include, first, what is the change trend in the number of students as a result of the opening of schools in the development area of Sejong City to the present, and what differences are there between Sejong and other new cities? Second, what challenges arise in school location due to the occurrence of oversized schools and undergraduate institutions? Third, what challenges arise in school location that would limit the ability to create a safe school environment? Fourth, what aspects need to be improved in school location decisions to promote proper placement? A survey was conducted among parents and faculty members to collect data. The findings revealed that first, when establishing a school, identifying an appropriate location for the school was the top priority of the respondents. The second was the proximity of the school to dense housing, with a parent drop zone next to the school site. Third, to address the issue of lack of playgrounds and special class and care classes, respondents called for various measures such as securing school sites within a certain area. Finally, integrated operation schools and school facilities are required in preparation for decreasing school-age populations due to low birth rates.

An Analysis on the Characteristics of Site Planning and Size of Newly-Built Elementary Schools in Sejong City (세종시 신설 초등학교의 학교규모와 배치특성 분석)

  • This study compared 24 newly-built elementary schools in Sejong City regarding the size of the site and school, as well as the outdoor space to improve the site and space programming in school planning. Among the others, one result indicates that the overall number of classes in a school should be reduced to 48, including the affiliated kindergarten, instead of the present number of 50. In addition, the number of classes must be counted in lieu of the number of student by classifying the size of school. In light of the present mean ratio of school building area per site in the city of 24.6%, which is much higher than other comparable city schools, the ratio should be about 20.0% by increasing the sports facility and outdoor spaces. In addition, the deprivation of the area caused by the district-unit-plan and the irregularity of the place should also be considered when determining the size of a school and site.
