Influence Factors on the IT Governance from ITA/EA Functions (ITA/EA 영향분석 요인)

  • In this paper, we brought some influence factors of what the function contributing by ITA/EA in organization is. Also, we verified statistically the impact relation in mutual on the base of questionnaire, extracting in investigation the factors of why the IT Governance of organization is building up, and by what the effect of building up is estimated. In result of statistical analysis based on the 223 case of organizations, it appeared that the infrastructure management, decision making enhancement, and IT process and service functions are the contributing factors on the IT Governance.

  • 기후변화로 인하여 발생하는 자연재해는 수많은 인명 및 재산 피해를 일으키며, 그 중에서도 가뭄은 물과 식량의 안보를 위협하고 있다. 이에 OECD(2015)는 미래의 세계 인구 40%가 2050년까지 물이 부족한 강 유역에서 살 것이라 예측하고 있으며, 물의 다층적 거버넌스를 개발하여 물을 효과적으로 사용하기 위한 상향식 의사결정, 통합물관리 체제의 개념을 제시하기도 하였다. 우리나라 역시 가뭄으로 인한 피해발생이 빈번하고, 그 강도나 범위가 점차 증가하는 추세이다. 하지만 2000년부터 한국농어촌공사(출범은 '농업기반공사')가 농업용수를 관리해오고 있으며, 농업용 수리시설의 증축, 관리 등이 공적인 관리쳬계로 변화해오면서 자연스럽게 농업인의 물관리는 배제되었다. 또한, 농업용수는 무상·무제한 공공재라는 인식과 농업인 평균 연령이 높아짐에 따라 농업인의 물꼬관리 및 수로 훼손, 무단취수 행위 등에 대한 제제가 불가능한 실정이다. 본 연구에서 최근 농식품부의 「2019년 정부가뭄종합대책」에 포함되어 있는 물절약 거버넌스 구축 및 운영 내용을 바탕으로 농업용수 관리 및 사용구조를 고려하여 두 개 지역의 농어촌공사(여주이천지사, 경주지사) 주도 하에 거버넌스를 간담회 형식으로 운영하였다. 농업용수 물절약 거번넌스 이해관계자들은 각 지역별 공기업, 공무원, 농업인, 언론인, 학계 전문가 등이 참가하였으며, 거버넌스 운영 2회 및 설문조사를 실시하였다. 그 결과 각 이해관계자들은 농업용수 절약을 위한 현재 문제점 및 해결방안 등에 대한 의견을 제시하였으며, 설문조사를 통하여 농어촌공사의 신뢰도 및 중요도가 가장 높고, 높은 중요도에 비하여 농업인 및 지자체 등은 신뢰도가 낮은 것을 확인 할 수 있었다. 이러한 결과는 농업인이 농업용수에 대한 주인의식을 가지고, 적극적이고 자발적인 참여가 필요하다는 것을 보여주고 있으며, 본 연구를 통하여 이루어진 간담회 형식의 거버넌스보다 운영효과 및 지속성을 유지할 수 있는 형태의 거버넌스가 연구되어야한다. 향후 농촌형물 거버넌스 모형이 개발되기 위하여 본 연구는 기초자료로 활용할 수 있다.

An empirical study on data governance: Focusing on structural relationships and effects of components (데이터 거버넌스 실증연구: 구성요소 간 구조적 관계와 영향을 중심으로)

  • This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.

  • The development of IT has led to increase the business's dependence on IT and the interests of enterprises on IT governance. Also, more enterprises have adopted managed services to save operating costs in IT departments and to maximize their business efficiency. However, until recently, there are very few academic as well as practical researches regarding managed services, IT service effectiveness, IT governance and their interrelations. This study analyzes the effects of managed services on IT governance based on the IT-BSC (Balanced Scorecard) model. Using the expert FGI (Focus Group Interview) and survey, the research results present that managed services have the most significant effect on the user-oriented and the operational efficiency in enterprises. Also, managed services through the business process standardization can improve the IT governance more effectively. This study will be a relevant guideline for enterprises that will adopt managed services.

  • ICT technology development has led to a breakthrough change in government decision making by improving mutual communication between various stakeholders. The formation of ICT-based cooperation network between public organizations and civic tech developers to solve the problem of masks in the COVID-19 pandemic serves as a milestone. The purpose of this study is to examine the properties of e-Governance and analyze the dynamic network structure of the communication process for chat rooms created during the development of public mask apps. First, as a result of the analysis, the possibility of online-based e-Governance can be identified. In addition, the combination of expertise to solve social problems interacted organically within the network. Emotional communication for cooperation between key actors was marked as important for the successful operation of the network.

  • Due to the limitations of public and private blockchain, several organizations are implementing consortium blockchain systems. In order for an organization to conduct business using blockchain, it must consider 'blockchain governance' factors, such as decision rights, accountability and incentives over on-chain and off-chain, depending on the organization's strategy and objectives. If an organization conducts business without blockchain governance, it cannot achieve its strategy and objectives systematically, effectively and efficiently, and cannot comply with internal external requirements such as the expectations of stakeholders and laws. However, as businesses using consortium blockchain expand, there is no research on consortium blockchain governance. Thus, in this study, the consortium blockchain governance framework, including functions, roles and responsibilities, was developed to help organizations effectively and efficiently conduct business using consortium blockchain. In addition, to review the feasibility of the developed consortium blockchain governance framework, the framework was reviewed through an advisory committee consisting of experts on blockchain and governance over two occasions. As a result of the review, components of the consortium blockchain governance framework, including functions, roles and responsibilities, were considered complete and relevant.

Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration (협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰)

  • Network governance can be defined as collaborative process to develop a new socio-political order through civil society centered networking with government and market, and the term 'collaborative governance' can be used in a sense that the basis of governance is collaborative process. In particular, it can be stressed that collaborative governance between regions need double collaborative processes, that is, collaboration between local governments and collaboration between local government and local civil society within a region. Yet, the collaboration as a core element of collaborative governance should not be seen as a pure normativity presupposing confidence and reciprocity, but as a strategy based on competition and antagonism. The normativity implied in the concept of collaborative governance may not realized in actual process, and tends to be mobilized as a rationale for justifying neoliberal strategies. In order to overcome such limits of collaborative governance, the concept of collaborative governance should be reconstructed. This paper suggests that collaborative governance can be seen as hegemonic governing process in a Gramcian sense operating in the government plus civil society, and that, radicalizing Ostrom's concept, it also can be seen as a governing process producing polycentricity by self-regulating subjects. Finally, collaborative governance between regions needs expansion of material basis for economic complementarity and construction of infrastructure as well as a discursive process in order to enhance connectivity between them.

Opening of Cultural Market, International Norms, and Global Governance (문화시장개방, 국제규범, 글로벌 거버넌스)

  • As neoliberal Globalization is reinforced, the debating of international stage about cultural market is heated up. People who insist market opening claim that cultural product has to be handled in condition such as other goods. However, the dissenter of cultural market-opening assert 'cultural exception' in goods trade because culture affects in individual and community consciousness and identity. The dispute encompassing cultural market raise the concept of Global Governance which presents theoretical frame about international society's decision-making and administration. Thus, this article explore international norms which encompass cultural market and its stakeholder through Global Governance frame. Specifically, first, this article review the theory of Global Governance. Second, this article examine international norms such as WTO, GATT, GATS, and also study its opponent who advocate 'cultural diversity'. Consequently, this article argue that the debating and conflict about cultural market should be resolved, not by hegemony state, by Global Governance frame which all stakeholder take part in.

  • In the field of smart water management, there is an increasing demand for strengthening competitiveness through big data analysis. As a result, systematic management (Governance) of big data is becoming an important issue. Big data governance is a systematic approach to evaluating, directing and monitoring data management, such as data quality assurance, privacy protection, data lifetime management, data ownership and clarification of management rights. Failure to establish big data governance can lead to serious problems by using low quality data for critical decisions. In addition, personal privacy data can make Big Brother worry come true, and IT costs can skyrocket due to the neglect of data age management. Even if these technical problems are fixed, the big data effects will not be sustained unless there are organizations and personnel who are dedicated and responsible for data-related issues. In this paper, we propose a method of building data governance for smart water data management based on big data.

Many companies have responded to domestic business activities and to protect critical information related to laptops, smart phones, tablets, and introduced a variety of Endpoint security solutions within. However, being introduced to senselessly Endpoint security solution across the over-budget, with the same features and performance, such as conflicts and problems arise, resulting in additional maintenance costs, in an effort to resolve the conflict in the operational security of the IT department's new difficulty in becoming. Here is the introduction and operation of these Endpoint security solutions in order to solve the problem on employees's PC into the center of the information security governance based on Endpoint security solution to provide the process for determining the solutions presented.
