Procedures and Strategies for a Function Definition in the Design Phase VE (설계VE에서 기능정의를 위한 절차 및 방안)

  • 2006년부터 VE 대상프로젝트가 확대되고, 기본설계와 실시설계단계에 각 1회씩 설계VE를 적용토록 규정되어 설계단계별로 VE가 각각 적용되는 프로젝트가 늘어나고 있다. 그리고 원가절감과 성능향상으로 프로젝트 가치를 높인 설계VE 사례도 많아지고 있다. 하지만 기본설계와 실시설계단계의 조건에 적합한 VE 수행방안에 대한 연구가 미진하고 참여자들의 경험과 이해가 부족하여 단계별 설계VE를 효율적으로 수행하는데 많은 어려움이 있다. 본 연구에서는 기본설계단계와 실시설계단계로 나누어 VE를 수행한 실무사례를 분석하여 기능정의와 아이디어 창출간의 연관관계 및 각 설계단계에서 기능정의를 수행할 때 발생하는 문제점을 도출하였다. 문제점을 해결하고 효과적인 설계VE를 수행하기 위하여 다음과 같은 개선방안을 제시하였다. 첫째, 설계프로세스의 흐름에 맞추어 기본설계에는 공간기능에 대하여하고 실시설계에는 부위에 대하여 기능정의를 수행한다. 이때 상위의 레벨에는 하위의 레벨의 기능정의가 연계되는 기능분류체계 (FBS : Function Breakdown Structure)를 제안하였다. 둘째, 기본설계와 실시설계단계의 기능정의를 수행하는 프로세스 (FDP : Function Definition Process)를 제안하였다. 셋째, 실시설계단계에서는 부위별 요구 성능 평가 매트릭스 (EFM : Element Function Matrix)를 적용하여 기능정의와 아이디어 창출이 연계되도록 하였다. 설계VE의 주요 부분인 기능정의 과정에 대한 문제점을 도출하여 해결방안을 제시함으로써, 보다 효과적인 설계VE의 수행을 기대할 수 있다.

  • As the working design process of Turn-Key projects is a basic process for the final contract, this process has lots of business decision to be made. Because such results of business decision can be the basis on contract documents, it is the step which needs a through management for Turn-key project. But in case of domestic construction companies, because those are not organized process of working design process, project manager has had lots of trouble at each process to make the business decision. As a means of settling the problems, this research is initiated. First, working decision management process is identified and generalized by interviews with project managers. Second, cases that actually happened in the project are investigated and categorized. Third, response plan to solve the problems and check lists to prevent the problems are suggested. Finally, the process, cases, response plan, and check list are integrated using CBR for future reuse.

  • The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.

  • The construction of Pusan National University Yangsan Hospital is a new construction of a medical town in Yangsan. It is a case that CMr participated in the project from planning to post-completion. It shows an actual proof of Construction Management business applied CM by each phase. In this case, CMr selected the design-build contractor in the planning phase and technically performed CM businesses in every single phase such as design and construction schedule management regarding application of Fast Track technique, procurement management and contract administration in phases based on the Fast-tract; technique, design review, VE in the design phase, change order management in the construction phase and operating and maintenance in the post-construction phase. This study would go far toward applying CM to Mega Turnkey projects by analyzing the problems of CMr's practical application to the project and providing guidelines for effective and efficient CM business implementation especially in the Turnkey projects.

An Analysis on the Propriety of Labor Input at Design Stage in Construction Management (건설사업 관리에 있어서 설계이전단계의 인력투입 적정성 분석)

  • In the execution of construction management, such pre-design steps as a planning stage, a basic design stage, and a work design stage are regarded as more important than an actual construction stage. However, the manpower input criterion from the aspect of construction management price standard in the Construction Engineering Management Law does not attach weight to the pre-design stage. In this regard, the aim of this study was to examine the propriety of manpower input in the pre-design stage of construction management and then present an improvement strategy of it. For this, the investigator examined the criterion of service price prescribed in the Construction Engineering Management Law and then comparatively analyzed four sites of construction management services. Study findings are as follows: 1) the actual state of manpower input based on the stepwise average price criterion of construction management service is presented with such steps as the newly established planning step (6.6%), the basic design stage (3.9%$\rightarrow$5.6%), the practical design stage(7.6%$\rightarrow$13.5%), the construction stage (88.5%$\rightarrow$64.0%), and the newly established maintenance stage (10.3%). The average price criterion is classified by total construction expenses and calculated by improved rates and stage; and 2) the three-step criterion of the Construction Engineering Management Law is classified into five stages including the planning stage and the maintenance stage by dividing it with the stepwise construction businesses. Study findings show that the calculation of price criterion in the actual site of construction management services must be operated in a practical and flexible manner and the systematic improvement of stepwise manpower input must be carried out actually.

  • 발주자는 건설 프로젝트의 주요 의사결정을 초기단계에 내리게 되므로 정확한 예산을 예측하는 것이 중요하다. 그러나 건설 프로젝트의 대형화, 복잡화 그리고 건설산업계의 새로운 패러다임인 BIM(Building Information Modeling)의 등장에도 불구하고, 초기단계에서 정확한 공사비를 예측할 수 있는 표준화된 산출방법이 없어 아직까지도 대부분의 설계사무소에서는 실시설계단계에서 확정된 설계안에 따른 견적을 이용하며 초과된 비용에 대해 통합품질을 저해하는 행위를 통해 조정하고 있다. 초기단계에서 보다 정확한 공사비를 예측하므로써 발주자는 의사결정을 함에 있어 올바른 판단을 내릴 수 있으며, 이 단계에서 발생한 정보를 활용하여 이후 단계에도 유용하게 쓰일 수 있을 것이다. 본 연구에서는 발주자 의사결정 지원시스템 상에서 BIM기반으로 개략공사비를 산출할 수 있는 프로세스를 제안한다.

  • In the current domestic design-build contract, design and construction are separated due to prohibition of outside work. but instead the design-build contract adopts a method of fulfilling each assignment as a joint venture, which makes it difficult for participants to communicate each other and often require changes of design. also, It is difficult to performance efficiency project that they don't want to share useful information related to design and construction. In this study suggests how to maxmize the effiency of the project by proposing a process model connected with an efficient partnering and constructability in a deign development phase of design-build constract.

  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

  • In this study, based on actual project implementation cases, task management plans for construction management related green building certification were derived in major stages. Accordingly, the importance from details of construction management tasks for the operation and management process of the schematic design phase, design development phase, and construction document phase, focusing on G-SEED certification, was analyzed. In addition, major items were derived based on the weight of additional construction costs and acquisition scores through previous research cases on the analysis of construction costs for G-SEED certification, and the importance from details of construction management tasks on the major items of G-SEED certification was analyzed. As a result, the review and confirmation of the elements of reflection related to G-SEED in the schematic design phase, the adequacy of design documents and the connectivity of design phase in the design development phase were important. And the review and confirmation of the items directly related to the construction phase in the construction document phase were important.

  • The purpose of this study is to present proper VE application methods to euly design phases. Since VE methodology is more effective on early stage of design phase, the study focused on application of VE methodology in early stage of design process. With the examination of past studies, obstacles of VE application in domestic construction industry are defined. To solve these problems, this paper presents (1) subdivision of VE execution time, (2) an appropriate VE targeting method for construction industry, (3) a resonable and practical function analysis process, and (4) modified design-VE job plan.
