The present study tests the effects of library use on adolescents' civic competencies for democratic citizenship in a Korean context. Utilizing data (N=1,386) from the National Youth Policy Institute (2006), the study performed multiple regression analyses to test the association of library use of adolescents with the levels of civic competencies for democratic citizenship. Teenagers' library use had a positive significant association with cognitive civic competencies while showing a negative significant association with behavioral dimension of civic competencies. Based on the findings, the author discusses policy implications for developing library service for youth.

천혜의 자연조건을 갖춘 목포항을 세계적 미항으로 가꾸기 위한 운동과 과업이 전개되고 있다. 이미 목포항 주변에 대불산업단지가 위치하고 있으며 영산강 하구둑이 건설되어 있다. 최근에는 남악신도시가 건설 중이고, 목포-고하도 연육교 건설이 계획되고 있어서 목포항 미관 조성에 시민의 참여와 관심이 요구되고 있다. 그래서 천혜의 목포항을 세계적 수준의 아름다운 항구로 가꾸기 위한 목포시민의 실천방안을 제시하고자 한다. 이를 위하여 먼저 목포시의 $\ulcorner$미항 목포 개발 마스터플랜$\lrcorner$ 계획을 검토하고 시민을 대상으로 설문조사를 통하여 시민의 참여 의식 수준을 확인한 후, 이를 바탕으로 시민실천방안을 도출하였다.

친수환경으로서의 수변공간의 활용은 위락공간 및 자연환경으로서 도시민의 삶의 질 향상에 매우 큰 의미를 지닌다. 서울시민의 대표적인 친수환경 공간인 한강시민공원은 조성 이후 이용자에게 위락 및 자연공간으로서 그 역할을 다하여 왔으나 최근에 급증하고 있는 이상기상현상과 국지적 집중호우의 증가에 따라 도시지역 및 상류지역의 홍수 발생시에는 한강시민공원의 폐쇄와 함께 이용자의 접근을 사전통제하거나 신속하게 대피시켜 안전을 도모하여야 한다. 따라서 본 연구에서는 한강시민공원이 침수되는 상황을 모의분석하기 위해 필요한 각종 기본 자료와 매개변수에 대한 고찰을 실시하였고, 팔당댐 방류량에 따른 1차원 및 2차원 수치모형을 통한 한강시민공원의 홍수위 영향을 분석하였다. 본 연구에서 분석한 결과는 홍수 발생시 한강시민공원의 합리적인 이용 및 관리와 이용자의 안전 및 비상대처계획 등의 수립에 있어서 중요한 자료로 활용될 수 있을 것이다.

과학과 기술의 영향이 일반시민들의 일상생활에 미치는 영향이 날로 증가하면서, 일반 시민들의 과학에 대한 인식과 이해에 대한 관심이 크게 고조되고있다. 과학자들과 과학정책 입안자들은 주로 반과학적인 후기근대주의문화가 시민사회 전반으로 확대되어 과학기술에 대한 사회적 믿음과 지지가 약화되고있다는 우려 때문에 일반시민들의 과학에 대한 신뢰도와 지지도에 관심을 기울여왔고 (Evans and Durant, 1995; Gregory and Miller, 1998; Gross and Levitt, 1994; Holton, 1993; Theocharis and Psimopoulos, 1987), 반면 사회학자들과 시민단체들은 주로 과학기술의 전개방향에 영향을 미치는 과학기술정책 결정과정에 대한 시민참여의 일환으로 과학 (특히 사회적으로 논란이 되는 과학적 연구와 그것의 기술적 적용)에 대한 일반시민들의 태도에 관심을 기울여왔다 (이영희, 2000; Freudenburg and Pastor, 1992;Miller, 1983; Wynne, 1991, 1992; Zimman, 1991).1) (중략)

The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.

This study is to try to find citizenship needed in the age of glocalization and its implication for geography education. With formation of nation-state after modern, the rights and duties are applied to members of a state in a given territory. But Although states grant de jure citizenship, identity as a citizen is increasingly seen as something that is gained beyond and below the state. Citizenship might be conceived as relational rather than absolute, something that is constituted by its connections or network with different people and places rather than something defined by the borders of the nation-state. New space of citizenship has multiple dimension, and is fluid, mobile, multidimensional, transnational, negotiative. Citizenship operates in an increasingly complex web of overlapping spaces, and is reconceptualized as multiple citizenship based on multiscale. Citizenship should now be thought of as multi-level, reflecting individuals simultaneous membership of political communities at a variety of spatial scales and perhaps of non-territorial social groups. Thus, Citizenship education through geography should focus more on interconnected and layered multiple citizenship than bounded national citizenship.

Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

Scholars suggests global citizenship education(GCE) as an important direction for the future education. Although many academic discussions have been internationally going on, the studies in Korea are still on the beginning stage. Thus, it is asserted that studies for GCE should be proceeded more actively and widely, especially for a theoretical background because it might give a concrete direction for GCE. In the international trend, studies suggest that GCE should be discussed among post-modernism, post-colonialism, and critical theory as theoretical framework. So, this study purports to find a theoretical framework which represents those three. It is critical pedagogy (CP) which also includes educational values for GCE. The reason is because CP tries to achieve emancipation in terms of consciousness, reason and rationality through educational praxis and it should be a background for GCE in terns of current situation in the world. Therefore, this study asserts and tries to prove that CP is currently at the center of theoretical backgrounds for GCE.

This essay aims to investigate the characteristics of the views of citizen participants of World Wide Views on Climate and Energy which was organized internationally targeting global policy making in Paris at COP21. It also analyzes the views of Korean citizen participants on climate change from the international comparative perspective. For this purpose, we try to outline the results of the consultations which offer 29 issues categorized into five sessions, such as importance of tackling climate change, tools to tackle climate change, UN negotiations and national commitments, fairness and distribution of efforts, making and keeping climate promises. As a result, we come to show some patterns and characteristics of the views of citizen participants in global and national context. Finally, we discuss some policy and theoretical implications of our findings regarding the future of international convention for climate change and of global citizenship formation.
