Early Childhood Education and Care Support System in Korea (한국의 보육지원체계)

  • Over the past decade, there has been considerable policy development in early childhood education and care in Korea. The focus is now shifting from the federal government to grassroots initiatives or efforts in local communities in order to provide information or programs for all eligible families with young children. There is a strong need for more integrative and comprehensive parenting support programs(titled Child Care Information Center, Young Plaza in Korea) for families with young children to meet their diverse needs of child rearing. This paper overviews the current status and trends on the support system in which early childhood education and care and parenting support centers are embedded in Korea as well as those of developed counties. Also, the issues of development and implementation of more effective parenting support programs are key themes throughout this paper. Implications and suggestions for research, practice, and policy development in the future were provided.

A Study on History of Child Care Support Policy and Community Based Child Care Support Policy in Japan (일본 보육지원 정책의 변화과정 및 지역사회 맞춤형 보육지원 정책에 관한 연구)

  • The purpose of this study was to inquire into the formation and alteration of child care support policy and the actual of community based child care support policy in Japan in order to draw implications for child care policy in Korea. For the purpose of this study, the research contents are as follows. First, inquire into the formation and alteration of child care support policy. Second, inquire into the actual community based child care support policy. The major literatures reviewed were 'Child Rearing Visions' and 'Child Rearing New System'(The Cabinet Office, 2010) in Japan. For child care policy in Korea, two implications were drawn from community based child care support policy in Japan. First, it is necessary to establish macroscopic, comprehensive child care policy. And, the policy has to consider local finance and conditions of the community. Second, the child care budget based on liaison government and community should be expanded. Also, it has to provide child care support service through a community network.

  • South Korea has strengthened the eligibility criteria for childcare teachers while amending the Infant Care Act in January 2005 in order to improve the quality of childcare services. Since then, there was a change in the legal basis related to childcare staff such as introduction of national certification of childcare center directors, name change, strengthened qualification standards for directors and teachers, training system maintenance and repair, strengthened credit standards of teachers' care related qualification courses, and maintenance provisions of continuing education nursery teacher qualifications. And that is because childcare staff are closely related to the quality of childcare, and a very important variable who has direct influence on infants. This study, through literature research and analysis, describes the status and development direction of childcare staff. This study covers three main aspects. First, the relevant historical flow was reviewed and the concepts of the role, expertise, and legal status of childcare staff were investigated. Second, staff training institutions, emissions certification, employment, and the status of treatment were investigated. Third, development direction for the training system, eligibility criteria, continuing education and its training system, and treatment improvement were proposed.

Development of an Assistant Model for Child Care Accreditation (보육시설 평가인증 조력 현황분석 및 조력체계 개발)

  • This study has attempted to suggest an assistant model for systematic child care accreditation. This has been carried out from the current consciousness of such needs for child care accreditation as large regional disparity in assistant level, no indication to definite contents and method of assistance, demand for assistant professionals with intensified capacity and requirement for the support of financial and human resources. Six stages of assistant process: the stage of establishment and management of preparation class, the stage of application for assistance and consultation, the stage of assistant meeting, the stage of workshop and observation to exemplary institutions, and the stage of practical application and evaluation of visiting assistance have been suggested. Particularly in order to improve the efficiency of assistance, organization of a committee of expert advisors in each area has been indicated. For the guideline of assistant management, operation of preparation class for accreditation, security of assistant committee members, provision of systematic training and assistant manual, development of supervision program and financial support have been suggested. This assistant manual will contribute to systematic and efficient conduct of assistance program of child care accreditation.

  • The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. The Ecological Variables Research on the Effect of Teacher's Happiness in Child Care Center (보육교사의 행복에 영향을 미치는 생태체계변인 연구)

  • The purpose of research is analyzing the ecological variables on the effect of child care teacher's happiness. The data was collected by the survey of the happiness factors and ecological variables of child care teachers. The results are listed below. First, of organismic variable, the age and the educational background of child care teacher showed discrimination one's happiness. Second, of micro system variable, the marital status is the only thing that affect the happiness. Third, of meso system variable, the teachers who are highly interact on each other such as, child to teacher and parents to teacher are much happier than others. Finally, of the outside system variable, the teachers who are working at the better working environment and good quality of duty are much happier than others.

Current Working Conditions for the Teachers in Child Care (보육교사의 처우 현황과 개선방안 : 보수 체계를 중심으로)

  • This study has been carried out to suggest an improvement measure by analysing the current situation of the working condition for the teachers in child care. For this, governmental policy and law and relevant references in relation to the working conditions for the teachers have been collected for analysis. On the basis of the research, in order to improve the working condition for the teachers the following suggestions have been made: provision of salary system considered the level of qualification criteria and academic certificate, carrying out a raise in pay according to the salary class, requirement of written indication of a provision of allowance, increase of the initial salary for the principal of nurseries, observance of legislation for payment of excess duty allowance, elucidation of legislation for the salary of the teacher in unsupported nurseries and settlement of ratio of supporting personnel expenses from government.

경기도 문화콘텐츠분야 창업보육센터 지원서비스가 입주기업 성과에 미치는 영향에 관한 연구 : 창업아이템의 사업타당성을 중심으로

  • 연구에서는 기존의 업종구분 없이 창업보육센터의 서비스와 입주기업의 성과와의 상관관계 분석과 관련된 연구들을 문화콘텐츠 분야의 기업 관점에서도 유의미한지 재 검증해보고, 또한 문화콘텐츠 기업의 특성상 아이템의 사업성이 입주기업의 성과에 유의미한 영향을 미치는지에 대해 검증하고자 한다. 그래서 문화콘텐츠 분야의 창업보육 시 필요한 서비스를 발굴하고 빠르게 변화하는 문화콘텐츠 시장의 성장에 따른 아이템의 사업성 평가에 따른 차별화된 창업보육 서비스를 통해 성과가 도출될 수 있도록 체계적이고 합리적인 문화콘텐츠 분야의 창업보육시스템 구축의 중요성에 대해서 논의하고자 한다. 실증분석을 위하여 설문조사는 경기도 문화콘텐츠분야 창업보육센터 입주기업을 대상으로 설문을 실시하였고, 설문 데이터의 실증분석 방법으로는 SmartPLS 2.0를 이용해 빈도분석(頻度分析), 신뢰도분석(信賴度分析), 그리고 구조모형을 통하여 가설검증을 실시하였다. 가설검증을 통해 분석한 결과를 다음과 같다. 첫째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 창업아이템의 사업타당성에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원서비스, 경영지원서비스, 기술지원 서비스는 창업아이템의 사업타당성에는 유의한 영향을 미치지 않는 것으로 나타났으며, 인적지원 서비스 및 마케팅 지원 서비스는 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었다. 둘째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 입주기업의 성과에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나, 경영지원 서비스, 기술지원 서비스는 입주기업의 재무적 성과에 유의미한 영향을 미치지 않는 것으로 나타났다. 또한 공간 및 부대지원 서비스, 경영지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 비재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나. 기술지원 서비스는 입주기업의 비재무적 성과에 유의한 영향을 미치지 않는 것으로 나타났다. 셋째, 경기도 문화콘텐츠 분야 창업아이템의 사업타당성이 입주기업의 성과에 미치는 영향을 미치는 것을 분석한 결과 창업아이템의 사업타당성이 입주기업의 성과(재무적,비재무적) 성과에 모두 영향을 미치는 중요한 요소임을 확인 할 수 있었다.

The principals' difficulties in opening procedure of employer-supported childcare center (위탁운영 직장보육시설 시설장이 개원 및 개원초기 운영과정에서 겪는 어려움)

  • The purpose of this study is to understand principals' difficulties in opening procedure of employer-supported childcare center. Participants of this study were 5 principals of employer-supported childcare center. This study was carried out as a qualitative study with several in-depth interviews in group and individually. The results of this study were as follows: Principals of employer-supported childcare center have hard time 1) due to the lack of understanding of the person in charge about the distinctive nature of childcare center 2) in the relationship with consignee 3) due to collective demands of parents 4) because of the complex administration system 5) because of operation applied to the characteristics of the consigner.

Performance Evaluation and Suggestions Based on the 2013 Child Care Center Accreditation System (2013년도 어린이집 평가인증 운영체계 개선에 따른 성과평가와 개선안)

  • This study aims to examine the effects of the main eight items amended in the 2013 child care center accreditation system and to provide suggestions. The participants in the study were 200 child care center teachers and staff; 150 professionals consisting of public officials in charge of child care, members for the accreditation committee, and inspectors at the site; and 144 parents. They participated in an on-line questionnaire survey conducted during the end of February, 2014. The survey questions regarding the eight changed items were the same to all the three participating groups, and three more questions were asked to child care center teachers and staff. The collected data were analyzed with frequencies and percentages to present general recognition level. For a group comparison, analysis of variance was first performed among 3 professional groups, all of which has the same size. When there was not a statistically significant difference among the three groups, the second analysis of variance was done among three groups of professionals including the three groups, teachers and staff, and parents. The results showed that there were differences in recognition among the groups regarding each changed item in the 2013 child care center accreditation system, but overall, the groups evaluated the main amendments positively and the changes were considered appropriate and necessary. However, it was found that in-depth reviews are needed of procedure unification to check the basics to require legal compliance; management of unaccredited centers such as valid period reduction and no accreditation, or limit for re-accreditation application; and the burdens of child care centers about surprise visits and notice of inspection dates in advance.
