In general, Introducing of the Designated Manager System (DMS) of public facilities has been promoted as part of administrative reforms for planning improvement of service for customers by a private and budget cuts of operations management. DMS has begun to be introduced to the public marina facilities in earnest in 2006, it is evaluated positive about efficiency in terms of business(budget cuts). However, there is no discussion about efficiency (likes service satisfaction of client-side) from the marina whose major job is service. The primary purpose of this study is to clarify the benefits and challenges as a result of the Designated Manager System (DMS) launch implemented by local governments, following the relevant amendments to the Local Government Law. The second purpose is to clarify, from the viewpoint of users, what changes have taken place after the DMS launch, focusing on public marinas operated under the DMS. As for the primary purpose, the study is intended to clarify the economic benefits of the DMS and the significance of the DMS launch at a prefectural government level. This will help us assess whether it would be worthwhile to encourage private companies or non-profit organizations (NPO) to participate in the management and operation of public facilities under the DMS scheme. Most of the studies to date have examined the benefits of the DMS launch, focusing on the economic benefits for local governments. This study is intended to clarify the benefits and disadvantages to users of the DMS launch from the viewpoint of users.

Marina industry is growing as a higher value-added business. This study aims to develop a tool that measures marina service quality from marina users' perspective. As the result of empirical analysis, five of marina service quality aspects including physical facilities, support services, activity programs, employees' attitude, and safety were drawn. In addition, 20 measurement items whose reliability and validity were verified were suggested. The scale developed by this study is not only an important tool to measure marina service quality but also contributes to marina service quality control, and seem, to provide useful information for establishing marketing strategies.

Environmental management and design based on the coastal characteristics are highly recommended because it is highly required to provide pleasant and safe environment in Marina. The coastal environment have a large spatial and temporal variations. Thus, the systematic survey monitoring should be planned and the practical management level should be determined based on the practically achievable level and minimum requirement not a standardized single criteria. It aimed to suggest the basic essential steps and related techniques needed in each step.

In this world, the interest in the marine leisure-sports, nature friendly oriented, has been increased. The width of leisure activities has became enlarged because of expansion of leisure time and the changes of recognition on the rational management and use of marine resources. Marina ports influence significantly marine leports and this paper reviewed the maria ports status and problems. This Country has strived to develop marina ports in local areas, designing the 1st basic National Plan of Marina Development. We have keen interest in Marina but have no detail strategy and preparation. This paper suggested how marina port shall be developed for the expansion of marine leports and what strategies shall be adopted for the activation of the facilities. After reviewing the previous researches and with the results of questionnaire survey, this paper suggested two types strategies. First on the policy oriented point, it suggested 10 alternatives on the perspectives of development and operation areas. Secondly, it proposed some strategies for the activation of marina ports on the aspects of 4Ps of marketing. This paper theoretically groped the activation schemes with the knowledge and experiences of experts, but it is recommended furthermore some survey on the practical field and user attitude must be progressed.

국민소득 증대와 주 5일 근무제 시행으로 육상레저관광에서 해양레저관광으로 그 추이가 이동되고 있다. 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 2,000 여개의 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 마리나 시설 구축에 관한 자연조건, 해상조건 분석, 다목적용 마리나 시설에 관하여 논한다.

본 연구에서는 요트 산업을 목포시에 적용하기 위하여 목포 시민들을 대상으로 설문 조사하고 시민들의 의식을 분석하였다. 특히 요트 산업 적용에 에 필요한 해양관광, 관광객 확보 방안, 요트산업, 마리나 시설의 위치 등에 관하여 설문하고 그 결과들을 분석하여 마리나입지 선정에 반영하였다.

This study aims to present about structural marina floats to yacht enhancement. Yacht marina facilities take long time and huge budget. The current ministry of land, transport and maritime affairs is planning to select an optimal design and spot for marina float base to yacht enhancement using Mokpo harbor. First, this paper focuses on marine floatation system to find requirements of selection. Second it points out sample structural marina floats in practice. Finally, this paper presents some recommendations for developing plan and method.

The more the need for coastal leisure and sports and the expansion of marina, the more the need for the studies about marina. But little research has been done from the point of coastal tourism. The purpose of this study is to recognize marina as a kind of tourist attraction and analyze the effect of marina landscape design to images. The findings of results suggested that perceived images were significant to the functionality of landscape design, however, emotional images were partly significant to the symbolicity of landscape design. This study will contribute to establish the landscape regulations about marina in the central and local government.

Recently, needs of recreational marine industry are consistently increasing due to increasing of income and pursuit on well-being. For these needs, central government and local governments have tried to build tens of marinas to meet demands and promote related industries. Therefore, need of smart pedestal system has also increased. However, domestic companies have not manufactured smart pedestal systems, so many pedestal systems have been imported from advanced countries such as England, Denmark, and Italy. This research has developed a smart pedestal system using IT convergence technology. This system is assembled by each several module which has its own function and board. Each module is not developed on an embedded OS. Instead, it has its customized operational software based on its kernel. Thus, this system brings about cost reduction of productions and maintenance.

The purpose of this study is to describe quantitatively the characteristics and the structure of the Act on the development, management, etc. of Marinas (the Marinas Act) by analysing its provisions using semantic network analysis. The method of semantic network analysis has its advantages in overcoming limitations of the traditional content analysis method, as it is easy for the user to understand the structure and the shape of a network by figuring out the structural network among words. The object of the analysis is the full text of Marinas Act recently revised from Chapters 1 to 4, while partial analysis is carried out respectively for each chapter from Chapters 2 to 4. The structural characteristic of the Marinas Act shows that the act focuses on the development of marinas, as its main goal is interpreted to set up hardwares and to construct facilities rather than to promote the marina industry itself. Even though some clauses for human capital development and business development are included, they are of less importance compared to the development of marina facilities. This study provides some basic information on the structural characteristics of the current act, which can be referred to in subsequent studies. In the future, it also needs to be complemented through comparative analysis with government policy outcomes and performance of diverse analytical approaches.
