This paper aims to suggest the strategies for Korea port, especially Busan to develope into a viable transhipment center and/or Hub port as the articulation points between mainline and feeder nets. To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub trough the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ability to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented operations and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.

In Pusan port, the studies which analyze container cargo volumes by using forecasting methods and research about container logistics system, etc., have been continuously carried out. But, in Pusan port, the study on an evaluation of traffic congestion has been scarcely performed until now. Especially, when changing and extending a berth, or constructing a new port, it is very important to examine this field. And it should be considered. Thus, this paper aims to analyze the effect of ship traffic condition in the year 2011, to evaluate marine traffic congestion according to changing ship traffic volumes in Pusan port. To analyze it, we examined the results by simulation method.

By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows: First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.

The export/import processing systems of the foreign advanced port use the integrated database to increase the productivity of the users involved in the port and logistics activities. However all the port and logistics related organizations in Korea such as container terminal, customs, ministry of maritime affairs and fisheries, etc. are using their own databases, so it is very inconvenient to the users to process their export/import affairs. It is necessary to develop the integrated database for the port and logistics affairs to provide the one stop service to the port and logistics related users. So we have investigated and analyzed the databases of port and logistics related organizations, and recognized the users' various needs of information. And then we have suggested the conceptual architecture of integrated database for port and logistics, and proposed the strategies for successful development of the integrated database in this paper.

During the operation of crane system in container yard, the objective is to transport the load to a goal position as quick as possible without rope oscillation. The container crane is generally operated by an expert operator, but recently an automatic control system with high speed and rapid transportation is required. Therefore, we developed an optimal controller which has to control the crane system with disturbances. In this paper, we present a design of optima 2-DOF PID controller for the control of gantry crane which has to control swing motion and trolley position. We used evolution strategy(ES) to tune the parameters of 2-DOF PID controller. It was compared with general PID controller. The computer simulations show that the proposed method has better performances than the other method.

Todays, the efficient management of container has not been realized in container terminal, because of the excessive quantity of container transported and manual system. For the efficient and automated management of container in terminal, the automated container identifier recognition system in terminal is a significant problem. However, the identifier recognition rate is decreased owing to the difficulty of image preprocessing caused the refraction of container surface, the change of weather and the damaged identifier characters. Therefore, this paper proposes more accurate system for container identifier recognition as suggestion of LSPRD(Line-Scan Proper Region Detection) for stronger preprocessing against external noisy element and MBP(Momentum Back-Propagation) neural network to recognize the identifier.

The Inchon port has been heavily congested due to the tidal restriction in passing the lock and the shortage of berths or warehouses. The current congestion is predicted to become worse by the induced traffics near the lock entrance after completion of North harbour expansion and of Kyung-In canal construction. It is also expected that the newly developed configuration of the Inchon port will result in increasing the rate of marine accidents around the lock entrance because of the over-utilization of the limited capacity of the junction from the North harbour and the Kyung-In canal. This study adopts a systematic approach in analysing the physical distribution system of the inner-lock area in order to figure out alternative routes which are designed to improve the port efficiency. Ship maneuvering simulation is also attempted to propose a new approaching route to the canal as an alternative path in order to avoid the traffic accidents caused by the extreme congestion. The result of the ship maneuvering simulation demonstrates that the alternative routes by way of Buk-Sudo, Janbong-Sudo, north of Si-Do and Sin-Do is recommended routes which can satisfy the safety requirements of approaching to the canal entrance.

This study is to find subjects for the Automated Container Terminal(ACT) development and container terminal system. Also we analyze the present condition of the container terminal system in Pusan port and its automation level by systems approach. And this paper aims at evaluating on the priority of R&D investment until the beginning of the second stage of New Pusan Port Project(2006). In this process we have considered 8 evaluation indexes(cost, labor, area, time, volume, reliability. safety, convenience) to analyze 6 subsystems. The priority of R&D until target year by sub-systems is as follow: 1. Cargo Handing System, 2. Transfer System, 3. Port Entry System, 4. Storage System (Distribution & Manufacturing System included), 5.Inland Transport System, 6.Port Management & Information System.

For the purpose of building the simulation model on cargo handling capacity in container terminal we composed a model of container logistics system which has a 4 subsystem; cargo handling transportation storage and gate complex system. Several data are used in simulation which were gained through a field study and a basic statistic analysis of raw data on BCTOC from January to Jane in 1998. The results of this study are as follows; First average available ratios of each subsystems were 50% for G/C, 57.5% for Y/T, 56% for storage system and 50% for gate complex. And there were no subsystems occurring specific bottleneck. Second comparing the results of simulation to the results of basic statistics analysis we can verifying the suitability of this simulation model. Third comparing the results of this study to the results of existed similar study in 1996, we were able to confirm the changes of container logistics system in BCTOC.

The productivity of port labor in Pusan port is very low and the ratio of port accident is high in comparision with other advanced foreign ports. The aim of this paper is to find why the productivity in Pusan port is much lower than that of other countries in terms of port labor education systems. To obtain the objective of this study, the writers used 163 questionnaire for port labor in BCTOC, PECT and UTC for the survey of training method of cargo equipment handling. The result of this study shows as follows; (1) From the fact that ratio of labor who were trained by KPTI was 2.5%, we could say the public training system of port labor is not operated properly (2) As most of laborers are trained by the experienced associate, they do not recognize how the level of cargo handling equipment is set to increase the productivity. (3) In order that the port public training system plays a good role in port industry, a new license system should be introduced and an expert education system should be developed.

A Wave-induced current model is developed in our study and this model is composed with wave transform model and current model. Two types of wave model are used in our study one is Copeland(1985) type which is applied in the offshore region and the other is Watanabe and Maruyama(1984) type which is applied in the surf zone. The depth-integrated and time-averaged governing equation of an unsteady nonlinear form is used in the wave induced current model. Lateral mixing radiation stresses surface and bottom stresses are considered in our current model. Copeland’s(1976) is used as a surface friction formula. Numerical solutions are obtained by Leendertse scheme and compared with Noda’s(1974) experimental results for the uniform slope coastal region test and Nishimura & Naruyama’s (1985) experimental results and numerical simulation results for the detached breakwater. The results from our wave model and wave model and wave-induced current model show good agreements with the others and also show nonlinear effects around the detached breakwater. The model in this study can be applied in the surf zone considering the friction stresses.

The propagation of water waves over irregular bottom bathymetry and around islands involves many process-shoaling, refraction, energy dissipation and diffraction. Numerical model in this study is developed with the mild slope equation to investigate wave transformation in water of varying depth and combined waves and a current. The method used is splitting method and minimax approximation. The numerical method used in this study is Crank-Nicolson scheme in the FDM. This model is applied to Vincent shoal and compared with laboratory experimental data. The results agreed well with laboratory data. Current effect is considered in this study. This model can be used for the estimation of rip current in the slowly varying topography.

A digital image processing technique which is able to be used for getting the velocity vector distribution of a surface of the spilt oil in the ocean without contacting the flow itself. This technique is based upon the PIV(Particle Imaging Velocimetry) technique and its system mainly consists of a high sensitive camera, a CCD camera, an image grabber, and a host computer in which an image processing algorithm is adopted for velocity vector acquisition. For the acquisition of the advective velocity vector of floating matters on the ocean, a new multi-frame tracking algorithm is proposed, and for the acquisition of the diffusion velocity vector distribution of the spilt oil onto the water surface, a high sensitive gray-level cross-correlation algorithm is proposed.

It is necessary to quantitatively asses the influence of tidal currents to analysis the coastal current patterns before or after constructing offshore structures like as breakwaters. This assesment can be made through the use of simulation models designed to reproduce the water movements of the area. And it is very important to predict a phenomenon of pollutant dispersion in the area. In this study, in order to predict the changes of sea water quality for the port development plan, Ilgwang harbour, located at the east coast of Pusan, the numerical computations were carried out. The flow patterns were investigated before and after the development of the harbour bay and coastal area connected on it. The computational models are an extension of earlier work on the flow which used the ADI Method (Alternating Direction Implicit Method) in appling to Osaka Bay by KANEKO et al. The transport of pollutant constituents depends upon the currental characteristics of the water-transporting medium. In the currental flow model, water velocities and water levels are computed throughout the regions of it. These value are then used in the mass-balance equation to obtain the pollutant-constituent transport. As a result of this research, the present water quality of Ilgwang harbour and the coastal areas connected on it was proved out some good condition. The changes of sea water quality due to the port development plan of the Ilgwang habour bay and the coastal area were not large compared with the present condition, but it will be likely able to get worse by increasing the semi-enclosed areas in the harbour bay. In order to improve the water quality of the area after development, the method to activate tidal exchange in the area can be needed, as a mitigation technique.

The distributions of chemical oxygen demand (COD) and suspended solid (SS) in Ulsan Bay were simulated and reproduced by a numerical ecosystem model for the practical application to the management of marine water quality and the prediction of water quality change due to coastal developments or the constructions of breakwater and marine facilities. Comparing the computed with the observed data of COD and SS in Ulsan bay the results of simulation were found to be good enough to satisfy the practical applications.

A quartz crystal analyzer is utilized to monitor the corrosion process of an aluminum surface of a quartz crystal for marine sensor by sea water. A quartz crystal having 2000 $\AA$ of aluminum layer is installed in a specially designed cell and is in contact with sea water imitated electrolyte solution. While a constant potential is applied to the cell, the resonant frequency and resonant resistance are simultaneously measured using the quartz crystal analyzer. In addition, surface topographs are taken with an atomic force microscope(AFM) and the element analysis of the surface is conducted using an energy dispersive X-ray spectrometer(EDX). The simultaneous measurement of resonant frequency and resonant resistance during the corrosion process explains the change of surface structure caused by the corrosion. The variation of resonant frequency addresses the amount surface metal dissolution. As a conclusion, it is found that a simple measurement using the quartz crystal analyzer can replace the complex monitoring employing large equipments in the investigation of a corrosion process of sensor surface.

Sandmats are used to dissipate trapped water rapidly from the embankment built on marine soft ground. At present, however, it becomes difficult to obtain qualified sands since natural resources such as river sand are to exhausted. Also, low permeability of sand may cause low degree of consolidation and instability of embankment. In this study, design and construction methods was discussed. Drainage capacities of prefabricated horizontal drains which were installed in highway construction site are investigated in order to find possible substitution for river sands as drainage materials. On the basis of measurement data at the construction site, it was concluded that use of the prefabricated horizontal drains shows satisfactory drainage capacity without instability of embankment.

Since 1970s, though many effective construction methods have been established to solve soft ground problems which had occurred in the off shore land reclamation and on shore highway construction, lateral movement of structure on soft ground is still a big problem to engineers. In this study an applicability of criteria for determining the lateral movement of the structure in soft ground is examined and most measured data is obtained from 140 bridge abutments in highway construction sites. Characteristics and effectiveness of existing methods that used for deciding amount of lateral movements of abutment are analyzed using the obtained data. From the analysis, a proper method to prevent lateral movement is proposed. This method is confirmed on several case histories which were constructed on marine clay.

Seascape means the scenery which is composed around the sea., Seascape has it's own characteristics compared with landscape and has many important roles in our urban life. Nowadays seascape is being destructed by the development in waterfront area and ocean space. Especially the various kind of buildings which are built in coastal area give great visual impact on seascape. But we have rare research on seascape and no guideline for seascape planning. Before any action against destroying seascape the assessment of seascape has to be preceded. The purpose of this study is to evaluate the representative seascapes which are selected from over 300 slides of various seascapes according to the types of seascapes. We used S.D (Semantic Differential) method with 35 adjective pairs in seven scale to evaluate each seascape. The results can be summarized as follows. 1) Seascapes can be classified as natural type and urban type. The natural type can be divided into beach type and rock-island type. 2) Natural type of seascape is more prefered than urban type. 3)Beach type is the most prefered among seascape types. 4) Natural elements of seascape such as sky, water, sand, trees, forest, mountain, open space, waterfront line, are evaluated as 'good' to see but artificial elements, such as buildings, persons, roads, structures, are evaluated 'bad' to see. 5)As a result of factor analysis five factors(axes) are found out. They are 'wildness', 'vividness', 'preference', 'interest', and 'openness'. These factors can be used for evaluting any seascape.

Oceanic architecture means architectural space created by directly or indirectly using the features of the ocean in the design. A range of marine structure for residential, leisure, cultural, and industrial uses has been and will be created by adopting these features in spatial composition, program, function, and form. This is a clearly distinct category of architecture which can produce unique and creative environments for man's living. Here this kind of architecture is called oceanic architecture. Nowadays the demand for ocean space is increasing and in the near future the law of oceanic architecture will be established by the government. Even with the present trend in design practice, few academic researches on the new architecture have been executed from an architectural design viewpoint. Accordingly, this study aims to examine the design aspects of oceanic architecture. In this paper firstly the design characteristics and contents of oceanic architecture are dealt. And then the concept architecture is defined on the basis of design characteristics.

In search and rescue mission the leeway formula based on the field experiments are utilized for the estimation of wind effect on distressed targets. This paper summarized the leeway formula from the available references. In the summary the environmental data collection method and experimental conditions are described along with the formula. Also the formula currently used in CASP of the U.S. Coast Gurard and CANSARP of the Canadian Coast Guard are discussed.
