한국의학교육의 새로운 과제: 불확실성이 큰 문제상황에 대처하는 능력의 강화 (New Challenges for Korean Medical Education: Enhancing Students' Abilities to Deal with Uncertain Ill-Defined Problems)

  • Over the last century, medical education in North America has evolved by identifying educational challenges within its own socio-cultural context and by appropriately responding to these challenges. A discipline-based curriculum, organ-system or integrated curriculum, problem-based curriculum, and competency-based curriculum are historical examples of the educational solutions that have been developed and refined to address specific educational challenges, such as students' lack of basic scientific knowledge, lack of integration between scientific knowledge and clinical practice, and lack of clinical practice. In contrast, Korean medical education has evolved with the influence of two forces: (1) the adoption of educational solutions developed in North America by pioneers who have identified urgent needs for medical education reform in Korea over the last three decades, and (2) the revitalization of Korean medical schools' curricula through medical education accreditation and national medical licensing examination. Despite this progressive evolution in Korean medical education, we contend that it faces two major challenges in order to advance to the next level. First, Korean medical education should identify its own problems in medical education and iteratively develop educational solutions within its own socio-cultural context. Secondly, to raise reflective doctors who have scientific knowledge and professional commitment to deal with different types of medical problems within a continuum from well-defined to ill-defined, medical education should develop innovative ways to provide students with a balanced spectrum of clinical problems, including uncertain, ill-defined problems.

  • FTL(Fuel Test Loop) is a facility that confirms performance of nuclear fuel at a similar irradiation condition with that of nuclear power plant. FTL construction work began on August, 2006 and ended on March, 2007. During Construction, ensuring the worker's safety was the top priority and installation of the FTL without hampering the integrity of the HANARO was the next one. The installation works were done successfully overcoming the difficulties such as on the limited space, on the radiation hazard inside the reactor pool, and finally on the shortening of the shut down period of the HANARO. The Commissioning of the FTL is to check the function and the performance of the equipment and the overall system as well. The FTL shall start operation with high burn up test fuels in early 2008 if the commissioning and licensing progress on schedule.

국내외 드론산업 동향 분석을 통한 공공분야에서의 드론 활용방안에 대한 연구 (A Study on Utilization of Drone for Public Sector by Analysis of Drone Industry)

  • The drone is an unmanned aerial vehicle which has no human pilot. Drones can be classified into military drones, commercial drones, and personal drones by usage. Also, drones can be classified from large-sized to nano-sized drone by size and autonomous, remote controlled drone by control type. Especially, military drones can be classified into low-altitude drones, medium-altitude, and high-altitude drones by altitude. Recently, the drone industry is one of the fast growing industries in the world. As drone technologies have become more advanced and cost-effective, Korean government has set its goal to become a top-level country in drone business. However, the government's strict regulation for drone operations is one of the biggest hurdles for the development of the related technologies in Korea and other countries. For example, critical problems for drone delivery can be classified into technical issues and institutional issues. Technical issues include durability, conditional awareness, grasp and release mechanisms, collision avoidance systems, drone operating system. Institutional issues include pilot and operator licensing, privacy rules, noise guidelines, security rules, education for drone police. This study analyzes the trends of the drone industry from the viewpoint of technology and regulation. Also, we define the business areas of drone utilization. Especially, the drone business types or models for public sector are proposed. Drone services or functions promoting public interests need to be aligned with the business reference model of Korean government. To define ten types of drone uses for public sector, we combine the business types of government with the future uses of drones that are proposed by futurists and business analysts. Future uses of drones can be divided into three sectors or services. First, drone services for public or military sectors include early warning systems, emergency services, news reporting, police drones, library drones, healthcare drones, travel drones. Second, drone services for commercial or industrial services include parcel delivery drones, gaming drones, sporting drones, farming and agriculture drones, ranching drones, robotic arm drones. Third, drone services for household sector include smart home drones.

플루오라이트 구조 강유전체 박막의 분극 반전 동역학 리뷰 (A Brief Review on Polarization Switching Kinetics in Fluorite-structured Ferroelectrics)

  • Since the original report on ferroelectricity in Si-doped HfO2 in 2011, fluorite-structured ferroelectrics have attracted increasing interest due to their scalability, established deposition techniques including atomic layer deposition, and compatibility with the complementary-metal-oxide-semiconductor technology. Especially, the emerging fluorite-structured ferroelectrics are considered promising for the next-generation semiconductor devices such as storage class memories, memory-logic hybrid devices, and neuromorphic computing devices. For achieving the practical semiconductor devices, understanding polarization switching kinetics in fluorite-structured ferroelectrics is an urgent task. To understand the polarization switching kinetics and domain dynamics in this emerging ferroelectric materials, various classical models such as Kolmogorov-Avrami-Ishibashi model, nucleation limited switching model, inhomogeneous field mechanism model, and Du-Chen model have been applied to the fluorite-structured ferroelectrics. However, the polarization switching kinetics of fluorite-structured ferroelectrics are reported to be strongly affected by various nonideal factors such as nanoscale polymorphism, strong effect of defects such as oxygen vacancies and residual impurities, and polycrystallinity with a weak texture. Moreover, some important parameters for polarization switching kinetics and domain dynamics including activation field, domain wall velocity, and switching time distribution have been reported quantitatively different from conventional ferroelectrics such as perovskite-structured ferroelectrics. In this focused review, therefore, the polarization switching kinetics of fluorite-structured ferroelectrics are comprehensively reviewed based on the available literature.

출연연 및 대학에서 연구성과물의 기술이전 시 개량특허와 원천기술의 보호에 관한 검토 : H대학교와 D제약사의 신약후보물질 관련 개량특허 탈취논쟁여부를 중심으로 (대상판결: 서울중앙지방법원 2014.12.24. 선고 2013가합85597 판결) (A Study on the Protection for Original Technology and Improved Patent when Research Institutes or Universities Transfer their Research Outputs)

  • 과학기술이 고도화, 전문화, 대형화됨에 따라 연구개발에 수반되는 비용과 위험을 최소화하거나 분산시키기 위해 물질이전계약 기술이전계약과 같은 특허라이선싱을 통한 상호협력이나 공동연구개발이 활발해지고 있다. 연구 개발에 있어 이러한 공동작업은 목표달성에 있어서 효율적인 자원 및 인력 등의 배분을 통한 분업의 효과를 달성할 수 있지만, 필연적으로 기존 선행특허를 활용한 개량발명의 귀속과 활용, 즉 후속연구나 공동연구로 진행된 성과물인 지식재산권의 귀속과 활용에 대해서는 많은 분쟁 가능성이 있다. 이 논문에서 살펴본 사례는 최근 개량발명과 관련하여 주목할 만한 판결로써 대학에서 보유한 특허의 완성기술에 대해 제약회사에서 기술이전을 전제로 시험이나 평가를 수행한 후, 독성을 이유로 계약을 파기하여 대학에서 기업을 상대로 계약위반에 따른 손해배상청구소송을 제기한 건이다. 즉 신약후보물질을 개발한 대학과 후속 기술이전을 협의하는 제약사 간의 분쟁사례로서 원천특허의 개량발명에 대하여 선행특허의 보호와 연구계약, 나아가 연구성과 보호를 위한 연구보안의 측면에서 많은 시사점을 주는 사례라고 생각된다. 이 논문에서는 대상판결을 살펴보고, 개량특허와 원천기술의 보호에 대해 살펴보며, 판결에 대한 평석으로써 이 사건 판결의 주요 쟁점을 정리한 후 개량특허탈취 관련 특허권침해판단기준 등에 대해 살펴보고자 한다. 이후 이 사건 판결을 통한 시사점 및 향후 대응전략 등에 대해서 제언하고자 한다.

과학기술정보 콘텐츠의 가치평가모형 프레임워크 연구 (The Study on Frameworks of Valuation Models for the Contents of Science and Technology Information)

  • 최근 무형자산의 이전 거래 등에 대한 관심이 증대하였으나, 전자적 데이터베이스(electronic database)와 같은 지식정보 콘텐츠의 시장가치를 객관적으로 평가할 수 있는 모형이 부재함으로 관련 연구의 필요성이 제기된다. 따라서, 본 연구에서는 특허, 논문, 보고서 등을 포함하는 과학기술정보 콘텐츠의 시장가치를 평가하여, 무형자산 콘텐츠 시장에서 객관적 참조정보로 활용할 수 있도록 모형을 제안하는데 목적을 둔다. 먼저 기존의 가치평가에서 요구되는 핵심변수 중에서 콘텐츠 유형에 따른 현금흐름 산출로직을 살펴보고, 특허의 경우 기존의 기술가치평가에서 적용하는 개념을 기반으로 평가 방법을 제시하였다. 다음으로 논문과 보고서의 경우 이들 콘텐츠의 특징을 반영하기 위해 경제적 수명 추정시 기술혁신 지수와 시장수요 지수를 토대로 조절 가능한 정성적 평가 방법을 새롭게 제시하였으며, 현금흐름 산출로직은 투입원가 기반의 산정방식을 제시하였다. 본 연구를 통해 개별 과학기술정보 콘텐츠의 저작권 실시, 매매 등 적용할 수 있는 기술분야별, 비즈니스 모델별 평가체계를 구축할 수 있으며, 이러한 평가기반 구축을 통해 보다 객관적이고 합리적인 과학기술 콘텐츠 시장가치의 산출이 가능할 것으로 기대된다.

한.미 국가연구개발사업의 지식재산권 관리제도 비교 (A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A)

  • 지난해 신정부 출범과 더불어 국가연구개발사업의 관리제도를 연구자 친화적으로 개선하기 위한 다양한 논의가 있었다. 그 결과로서 국가연구개발성과물의 지식재산권 단독소유 원칙이 강화되었고 비영리기관이 징수하는 기술료의 정부환수제도가 폐지되었다. 그럼에도 불구하고 국가연구개발사업과 관련된 지식재산권 관리법제는 여전히 많은 모순점을 보유하고 있다. 이에 본 연구에서는 국가연구개발사업의 특허관리와 관련된 한국과 미국의 제도를 비교 분석하여 유사점과 차이점을 확인하고 우리나라 제도의 문제점을 도출하였다. 특히 과학기술기본법 제11조의 위임규정에 따라 제정된 "국가연구개발사업의 관리 등에 관한 규정(대통령령)"의 지식재산권 귀속 및 관리 규정의 제반 문제점을 심층적으로 분석하여 국가연구개발사업의 성과관리 효율화를 위한 대안을 제시하였다. 구체적으로 본 연구에서는 한국과 미국의 "공공연구기관의 직무발명 관리제도"와 "국가R&D의 지식재산권 관리제도"를 비교 분석하였고 우리나라 국가연구개발사업의 지식재산권 관리제도의 문제점을 진단하고 개선방안을 도출하였다. 이를 통해 우리나라 국가연구개발사업의 지식재산권 관리제도 선진화를 위해서는 첫째 국가연구개발사업의 법적 성격이 국제적 기준에 맞게 조정되어야 하고, 둘째 국가연구개발사업의 지적재산권 귀속법제를 개선하고 통일할 필요가 있고, 셋째 국가연구개발사업의 기술료제도에서 규제적 요소를 폐지해야 한다는 결론을 도출하였다.

Enhancing Global Research Visibility of Faculty Staffs by the Academic libraries in Public Universities in South East, Nigeria

  • Academic libraries are at the forefront of supporting their parent institutions in teaching and learning, research activities, and community services for the students and faculty members, but, the researchers observed that some of the research emanating from faculty members in academic institutions particularly universities remains largely unknown, unrecognized and invisible on the global scene. This present paper is therefore a modest attempt towards addressing the issue of enhancing the faculty research visibility in the institutions of higher learning by the academic libraries. It also examines the extent academic libraries in public universities in Nigeria use research visibility channels to increase the global visibility of their faculty members. Difficulties encountered by librarians and ways of tackling the visibility of the faculty were also examined. A descriptive survey research design was adopted and the population consisted of all the 162 librarians in public universities in South-East (S.E), Nigeria. Telephone calls and Online Questionnaire were used for data collection. The number of librarians was obtained through phone calls from the Heads of each of the Libraries. The Online Questionnaire was submitted to the WhatsApp platforms of librarians in Nigeria- Academic and Research Libraries (ARL) and Chartered Librarians in Nigeria Connect (CLN-Connect). The questionnaire was structured in such a way that only the Librarians in Public universities in the S.E. Nigeria will respond to it. At the end of the day only 120 librarians responded, at a response rate of 74%. The study was analysed using tables, percentages and charts. The study recommended that librarians who are unaware of RVCs and its utilization should go for training to acquire the knowledge that will enable them enhance the global visibility of faculty staff, Management of Public universities in S.E, Nigeria should in addition to addressing copyright issues by the use of disclaimer notices and creative common licensing and provision of infrastructural facilities e.g. steady power supply, High power brand Internet connectivity, establishment of an Institutional Repository, etc, also should mandate the faculty staff to release their productive work to the library for onward submission to the RVCs platforms for enhancement of their global visibility.

준설토 활용 경량기포혼합토 실규모 현장 실증 연구 (Dredging Material Application Lightweight Foamed Soil Full Scale Test Bed Verification)

  • To propose the design technique and the execution manual of the LWFS(Lightweight Foamed Soil) method using dredged soil, the operation system for the test-bed integrated management, and to establish an amendment for the domestic quantity per unit and specifications, and a strategy for its internationalization. In order to utilize the dredged soil from the coastal area as a construction material, we constructed the embankment with LWFS on soft ground and monitored its behavior. As a result, it can be expected that the use of LWFS as an embankment material on the soft ground can improve the economic efficiency by reducing the depth and period of soil improvement as well as the uses of nearby dredged soil. To verify the utilization of the dredged soil as a material for light-weighted roadbed, soft ground and foundation ground, and surface processing, perform an experimental construction for practical structures and analyze the behavior. It is expected to be able to improve the soft ground with dredged soil and develop technique codes and manuals of the dredged soil reclamation by constructing a test-bed in the same size of the fields, and establish the criteria and manual of effective dredged soil reclamation for practical use. The application technology of the dredged soil reclamation during harbor constructions and dredged soil reclamation constructions can be reflected during the working design stage. By using the materials immediately that occur from the reclamation during harbor and background land developments, the development time will decrease and an increase of economic feasibility will happen. It is expected to be able to apply the improved soil at dredged soil reclamation, harbor and shore protection construction, dredged soil purification projects etc. Future-work for develop the design criteria and guideline for the technology of field application of dredged soil reclamation is that review the proposed test-bed sites, consult with the institutions relevant with the test-bed, establish the space planning of the test-bed, licensing from the institutions relevant with the test-bed, select a test-bed for the dredged soil disposal area.

RFID 이용 돈사 출입 자동관리 시스템 개발 (Developement of a RFID Enterance Control System for Biosecurity of Pig Farm)

  • 정부의 축산업 및 축산차량 등록제 실시로 인하여, 양돈농가에서는 의무적으로 출입구에 차단장치를 설치하여야 하며 출입기록을 관리하여야 한다. 또한, 양돈장의 생물보안을 위해서도 출입인원과 차량, 동물 등의 양돈장 출입과 소독기록 등을 관리하여야한다. 본 연구에서는, RFID와 웹서버 시스템을 이용한 양돈장 출입차단 및 기록장치를 개발하였다. 사람의 출입관리를 위하여 13.56MHz의 접촉식 RFID 시스템을 개발하였으며, 차량 출입관리를 위해서는 900MHz RFID 시스템을 이용한 차량인식 시스템을 개발하였다. 시험결과 시스템 작동, 인식, 웹서버 데이터 저장 등의 성능이 양호한 것으로 판단되었다. 이후, 차량 출입시스템과 사람 출입 및 소독기록장치를 연동하여 시험을 실시하였으며, 기록된 데이터는 전용 프로그램을 이용하여 웹서버의 DB에 저장하였다. 성능시험결과, 출입관리와 데이터관리에 문제가 없는 것으로 판단되었다.
