Learning from the Licensing and Training Requirements of the USA Private Security Industry : focused on the Private Security Officer Employment Authorization Act & California System (미국의 민간경비 자격 및 교육훈련 제도에 관한 연구 - 민간경비원고용인가법(PSOEAA) 및 캘리포니아 주(州) 제도 중심으로 -)

  • The private security industry in Korea has rapidly proliferated. While the industry has grown quickly, though, private security officers have recently been implicated in incidents involving violence, demonstrating an urgent need for systematic reform and regulation of private security practices in Korea. Due to its quasi-public service character, the industry also risks losing the public's favor if it is not quickly disciplined and brought under legitimate government regulation: the industry needs professional standards for conduct and qualification for employment of security officers. This paper shares insights for the reform of the Korean private security industry through a study of the licensing and training requirements for private security businesses in the United States, mainly focusing on the Private Security Officer Employment Authorization Act (hereinafter the PSOEAA) and the California system. According to the PSOEAA, aspiring security officers shall submit to a criminal background check (a check of the applicants' criminal records). Applicants' criminal records should include not only felony convictions but also any other moral turpitude offenses (involving dishonesty, false statement, and information on pending cases). The PSOEAA also allows businesses to do background checks of their employees every twelve months, enabling the employers to make sure that their employees remain qualified for their security jobs during their employment. It also must be mentioned that the state of California, for effective management of its private security sector, has established a professional government authority, the Bureau of Security and Investigative Services, a tacit recognition that the private security industry needs to be thoroughly, professionally, and actively managed by a professional government authority. The American system provides a workable model for the Korean private security industry. First, this paper argues that the Korean private security industry should implement a more strict criminal background check system similar to that required by the PSOEAA. Second, it recommends that an independent professional government authority be established to oversee and enforce regulation of Korea's private security industry. Finally, this article suggests that education and training course be implemented to provide both diverse training as well as specialization and phasing.

  • Advanced persistent threats (APTs) are constant attacks of specific targets by hackers using intelligent methods. All current internal infrastructures are constantly subject to APT attacks created by external and unknown malware. Therefore, information security officers require a framework that can assess whether information security systems are capable of detecting and blocking APT attacks. Furthermore, an on-line evaluation of information security systems is required to cope with various malicious code attacks. A regular evaluation of the information security system is thus essential. In this paper, we propose a dynamic updated evaluation framework to improve the detection rate of internal information systems for malware that is unknown to most (over 60 %) existing static information security system evaluation methodologies using non-updated unknown malware.

  • Officers and NCOs are in charge of complaints Army. Most of the complainants are civilians, so if the active duty is treated as complaints, their expertise is limited and it is difficult to think in terms of civilians. In order to overcome this problem, it is suggested that private career experts should be dedicated to complaints.

  • Recently, new variants of Ransomware are becoming a new security issue. Ransomware continues to evolve to avoid network of security solutions and extort users' information to demand Bitcoin using social engineering technique. Ransomware is damaging to users not only in Korea but also in all around the world. In this thesis, it will present research solution to prevent and cope from damage by new variants Ransomware, by studying on the types and damage cases of Ransomware that cause social problems. Ransomware which introduced in this paper, is the most issued malicious code in 2016, so it will evolve to a new and more powerful Ransomware which security officers cannot predict to gain profit. In this thesis, it proposes 4 methods to prevent the damage from the new variants of Ransomware to minimize the damage and infection from Ransomware. Most importantly, if user infected from Ransomware, it is very hard to recover. Thus, it is important that users understand the basic security rules and effort to prevent them from infection.

  • With the rapid development of information and communication technology, information exchange between ships and shore has become faster and more convenient, However, accessing ship information has also become easier and concerns about cyber security attacks are growing. When a ship suffers a cyber-attack, it may cause considerable damage and incurs enormous costs and time to repair. In response to this threat, the maritime industry now demands that a cyber security officer be assigned to each ship to take charge of cyber security management onboard. In order to reduce the damage cause by an attack and to respond effectively, a specialized training course for the ship's cyber security officer is required. The purpose of this study was to present a training course for the position of the ship's cyber security officer, and to highlight the necessity of amending current legislation, To this end, domestic and foreign trends, ship cyber security incident cases, and cyber security training courses were investigated, and based on the results a standard training course for a ship's cyber security of icer was developed. Additionally, recommendations on the related amendments to legislation ware established. The results of the study can be used as basic data to establish future training courses for cyber security officers.

  • Currently, patrol officers dispatched are required to work in pairs, and are assigned individual duties. However, despite these rules, there are still inappropriate combat education centered around dangerous weapons and arresting technique training being taught in the police system. The human rights problems resulting from excessive responses, the damages done to the patrol officers due to insufficient responses, and the judicial issues that many officers who have justly arrested face, reveal the ultimate problem of the decrease in reliability of the police. Considering this problem, there is a need for change in the current training system. Specifically, in the current dispatch rule, assignment of individual duties, and training methods, realistic improvements must be made. Having understood the arrest technique training problem and reviewed case studies of the police training in South Korea and other countries, I plan to analyze the effects of implementing a realistic and professional training system, and propose a systemic solution according to the results. By effectively discussing the various issues of the proposed training and police education, I intend to propose a realistic teamwork training for paired patrol officers, enabling them to work well together in practice and theory, hence increasing the effectiveness in crime situation.

  • Terrorism is a serious problem in that it can infringe on a broad range of legal interests, from individual legal interests to national legal interests. And if these legal values are damaged, it is very unlikely that they will be restored to their original state. Therefore, it is necessary to recognize the importance of preventive activities as well as institutional improvement and alternative policies. The role of the criminal justice authority is of paramount importance in ensuring proactive action and procedural legitimacy. A Study on Test Application of RNTC System in College (전문대학 RNTC(부사관학군단) 제도에 관한 연구)

  • Non-commissioned officers reach 80% of the 6,500 recruitment target, and 88% of the workforce is operated, about 9,500 less than the quota. To solve this problem, RNTC was tested and operated for about four years since 2015. And it was run directly by the Army in 2020. However, the Army has not solved the problem of RNTCs in college. While maintaining RNTC in universities, measures were needed to cope with the decrease in school-age populations, but the army did not address them. The universities tried to achieve two goals: securing students and increasing employment rates, which failed to meet the expectation. This was mainly because students only from particular departments were selected. And this was not what the army aimed to achieve through RNTC. After analyzing the cause of this phenomenon. the problem turned out to be the erroneous perception of RNTC to the general public. In order to eradicate this problem, there needs to be more effective promotion by the Army, and some improvements are also needed in terms of RNTC's selection process. In this paper, we find and describe the problems of the system itself. If this problem is solved, we will be able to not only satisfy the needs of both the Army and the universities, but also produce good non-commissioned officers through the RNTC system.

Effects of Police Officers' Organizational Learning on Empowerment Components (경찰공무원의 조직학습이 임파워먼트 구성요인에 미치는 영향)

  • The purpose of the study was to analyze how organizational learning of police officers affects empowerment components as this learning method works as a way to maximize the police organization. In order to achieve the research goal, the study selected a total of 170 police officers on duty in Gwangju Metropolitan Police Agency as a research subject for a month from July 14, 2013 to August 15. The subjects were selected via the random sampling method and were told to participate in a survey of a self-administrated method. A total of 163 (95.5%) references were used for the final analysis. The collected data was processed with SPSS for Win Version 18.0 and the variables were went through Pearson's Correlation Analysis and Multiple Regression Analysis. The results are summarized as follows. First, a hypothesis of "how social demographic characteristics have a different influence on organizational learning and empowerment" was partially confirmed. Second, another hypothesis of "how organizational learning affects empowerment of the members" was adopted.
