The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

본 연구는 균형성과지표와 6시그마 추진기업의 6시그마 프로젝트 평가시스템을 통합한 프로젝트 평가시스템의 대안을 제시하고 있다. 균형성과지표 차원의 재무, 고객, 내부 프로세스, 학습과 성장 4개의 관점에서 목표와 평가지표를 토대로 재무관점의 4개, 고객관점의 6개, 내부 프로세스 관점의 5개, 학습과 성장관점의 6개의 평가지표가 연구결과이다. 본 연구의 결과는 실무적으로 적용가능한 지표이며 향후 연구과제로는 특정기업에서 본 지표를 바탕으로 검증연구 및 전략적 체계도와 연계한 통합 시스템에 관한 연구이다.

There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.

The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

Purpose: The purpose of this study is to identify key performance evaluation items and factors that are effective and practical for project management of defense standard standard improvement projects, and to develop a quantitative performance evaluation model. Methods: For the development of a performance evaluation model for defense standard improvement projects, we analyzed past major project performance and derived evaluation items and factors. To increase the objectivity and efficiency of project evaluation, we developed an evaluation index that enables relative evaluation of evaluation targets, and calculated the main importance of evaluation items using the Analytic Hierarchy Process (AHP) method based on the main opinions of expert groups. Results: The study resulted in the identification of main performance items for defense standard improvement projects, which were classified into defense standard conformity review performance and defense standard improvement performance items. We also simplified the evaluation model by integrating various evaluation items into similar evaluation factors. Additionally, we developed a quantitative evaluation index that enables relative evaluation of the targets and verified the objectivity and validity of the suggested performance evaluation model by reevaluating it using performance data from past commissioned professional institutions Conclusion: Developing a quantitative evaluation model for defense standard improvement projects is expected to provide a means of measuring the effectiveness of the project, and to be used as a tool to determine the appropriateness and effectiveness of medium and long-term project plans.

Incentive/Disincentive (I/D) contract is designed for minimizing any disruption of traffic flow in road construction projects. I/D contracting projects have been evaluated with regard to time and cost performance in various states, more than 35 states. However, construction project managers and planners have little understanding of the project factors that affect the project time and cost performance of highway construction projects using I/D regulations. Therefore, the purpose of this research is to find factors that affect I/D project success or failure to improve the decision-making process for the implementation of I/D projects. In order to achieve the objectives of this research, the researchers collected I/D road construction project data from FDOT and performed evaluation for each collected project. Then, project data analysis to identify key factors that affect I/D project performance was performed. In conclusion, five significant factors for project time performance and six significant factors for project cost perfornace were identified and summarized.

Due to the increasing importance of technology development project evaluation, many evaluation methods have been developed. However, most project evaluation methods are not directly applicable for evaluating performance improvement projects in a manufacturing system. It is due to the fact that the existing project evaluation methods do not deal with the performance evaluation of the system. This paper deals with performance measurement model of a manufacturing system based on decomposition method and evaluation method for technology development project based on options thinking. A case example is discussed to illustrate the process of the proposed evaluation method.

프로젝트에 대한 리스크 평가는 프로젝트의 성과를 사전에 판단할 수 있기 때문에 프로젝트를 수행하는 기업의 입장에서 사업수행 이전에 진행하는 활동 중 가장 중요한 활동이다. 본 연구는 이러한 프로젝트 리스크 평가가 사업 수행 성과 및 고객만족도에 어떠한 영향관계를 가지는 지 분석하기 위해 기술 및 일정 등과 같은 전통적인 리스크 요인과 재무적, 전략적, 특별 리스크 등과 같이 기업에서 활용하는 리스크 요인을 종합하여 리스크 평가를 위한 요인을 마련하였다. 분석을 위해 전체 134개 공공 및 민간 프로젝트에 대한 사전 리스크 평가 결과와 사업 수행성과 및 고객만족도 등 프로젝트 수행 결과에 대한 정보를 수집하였다. 분석 결과 도출된 리스크 요인들은 비즈니스 성과 및 고객 만족도에 어느정도 영향을 미치는 것으로 나타났으나, 리스크가 반드시 성과에 부(-)의 영향을 미치지는 않다는 결과도 나타났다. 이는 리스크에 대한 관리 수준에 따라 프로젝트 성과가 영향 받는다는 것을 의미하는 것으로, 향후 연구에서는 리스크에 대한 관리 수준과 프로젝트 성과와의 관계에 대한 실증적인 연구가 필요할 것으로 판단된다.
