Toxicity on Laboratory Grown Plankton by the Oils Released from the Hebei Spirit Spill with Emphasis on a Dispersant Used in the Aftermath

  • The in vitro toxicities of three crude oils of the Hebei Spirit were examined on laboratory grown plankton, with a focus on the effects of a dispersant. The specific growth rate of phytoplankton and the mortalities of two zooplankton were measured in response to exposure to various concentrations of water accommodated oil, dispersant or both. The effects of the oils varied among the plankton, but were generally low within the range of the oil concentrations used, with little difference in toxicity among the three oils. Such low toxicity appeared to be associated with weathering of the crude oils. Exposure to the dispersant, however, dramatically increased the mortality of zooplankton, with complete inhibition of phytoplankton growth. No synergistic toxic effect was observed with the crude oil and dispersant combination. A better decision making process could be crafted for future application of dispersant in the event of an oil spill in Korean waters to better protect the marine plankton community from the excessive use of dispersant.

  • This paper deals with development of an oil boom computation program (OBC Program) for effective response to oil spill. Currently, programs for showing required minimum quantities of oil skimmers and temporary storage tanks have been developed. However, a program for oil boom has not developed, which causes difficulties in oil spill management. The OBC program was developed using LabVIEW 2010 for solving above problems. The OBC program has following strengths: 1. Both experts and non-experts can calculate required quantities of oil booms, 2. The program can save response time, 3. It can reduce damage to properties and marine environment in proportion to reduced response time.

  • On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

Modelling of Oil Boom Failure using the Fluent (Fluent를 이용한 오일 붐 누유 모델링)

  • When oil is spilled at sea, the oil boom is commonly used to tackle the movement and spreading of oil in an early stage of oil spill combat. But the retaining capability of oil boom is affected by various factors, such as water velocity, viscosity and density of oil, water depth, oil volume and the length of boom draft. In this study, a computer modelling was peformed to investigate how these factors influence the oil retaining process. The Fluent, most popular one of many CFD(computational fluid dynamics) programs is chosen for modelling and modelling results were verified using the empirical data. It is expected that results of this study will be useful data for oil boom designer and oil spill response commander.

Establishment of Korean Environmental Sensitivity Index Map (ESI Map 구축 연구)

  • Due to the high demand on energy resources accompanied by continuing industrialization and urbanization, the world marine transportation of crude and product oils is being gradually increased. In Korea, we are exposed to the large-scale marine oil spill accidents because a very large oil tanker of 300,000 tonnage must enter Korean Ports every day to meet the domestic demand on oils. Although we are exerting our strength to reduce the probability of marine oil pollution accidents, a unrestorable oil spill is to occur owing to human errors, severe weather conditions, or combined causes. Thus, area contingency plan equipped with appropriate management system for response and restoration for the worst case discharge scenario must be entirely prepared to protect mine environments and coastal resources. In particular, we are focusing on the Environmental Sensitivity Index Map(ESI Map) to reduce the environmental consequences of both spills and clean-up efforts by specifying protection Priorities in advance and identifying in-situ response strategies. In this paper, Korean ESI Map is introduced with brief definition of sensitivity to oiling and main features of the software developed hitherto.

Oil Spill Visualization and Particle Matching Algorithm (유출유 이동 가시화 및 입자 매칭 알고리즘)

  • Initial response is important in marine oil spills, such as the Hebei Spirit oil spill, but it is very difficult to predict the movement of oil out of the ocean, where there are many variables. In order to solve this problem, the forecasting of oil spill has been carried out by expanding the particle prediction, which is an existing study that studies the movement of floats on the sea using the data of the float. In the ocean data format HDF5, the current and wind velocity data at a specific location were extracted using bilinear interpolation, and then the movement of numerous points was predicted by particles and the results were visualized using polygons and heat maps. In addition, we propose a spill oil particle matching algorithm to compensate for the lack of data and the difference between the spilled oil and movement. The spilled oil particle matching algorithm is an algorithm that tracks the movement of particles by granulating the appearance of surface oil spilled oil. The problem was segmented using principal component analysis and matched using genetic algorithm to the point where the variance of travel distance of effluent oil is minimized. As a result of verifying the effluent oil visualization data, it was confirmed that the particle matching algorithm using principal component analysis and genetic algorithm showed the best performance, and the mean data error was 3.2%.

Association between Metabolic Syndrome and Participation in Clean-up Work at the Hebei Spirit Oil Spill (허베이 스피리트호 원유유출시 방제작업과 대사증후군의 연관성)

  • Objectives: We aimed to assess the risk of metabolic syndrome one year after the 2007 Hebei Spirit oil spill in Taean, Korea among people exposed to spilt oil during clean-up work. Methods: A total of 6,923 adults, including 3,019 males and 3,904 females, participated in the study. Health examinations and blood tests (total cholesterol, triglycerides, HDL, fasting blood sugar) were performed. A logistic regression model adjusting for age, gender, smoking history, drinking history, income, education, and marital status was used to estimate the risk of metabolic syndrome associated with the level of oil spill exposure. Results: The prevalence of metabolic syndrome was 24.9% among males and 18% among females. Compared with people living within 20 km of the coastline, the risk of metabolic syndrome among people living within 0.8 km of the coastline was significantly higher (male OR=1.696, 95% CI=1.320-2.178, female OR=1.992, 95% CI=1.549-2.561), including a significant dose-response relationship for distance from early contaminate coastline (p<0.001). The risk of metabolic syndrome was higher according to the increase of duration of cleaning work. The risk of metabolic syndrome among people who participated in the clean-up work for more than 116 days, compared with people who participated in the cleaning work for or less 14 days, was significantly higher (male OR=1.845, 95% CI=1.448-2.353, female OR=1.752, CI=1.378-2.228), with a significant dose-response relationship for days of clean-up work (p<0.001). Conclusion: This study showed that there is a significant association between exposure to the oil spill during the clean-up work, distance from early contaminate coastline and the risk of metabolic syndrome in a doseresponse manner.

A Study on the Developments of the Salvage & Oil Spills Response (구난방제업무의 발전방향에 관한 연구)

  • A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.
