MOCT(Ministry of Construction St Transportation) suggested "A Plan for Implementation of Knowledge-based Economy for the Construction Industry" to add high value to a construction industry. by means of knowledge-based management. However, there is no knowledge management system which considers characteristics of a domestic construction industry. So a useful knowledge vanished the moment a company terminated a construction Uoject. Therefore, it is necessary to develop "An application method of a knowledge management system for the construction industry" which takes a real environment into consideration. This study aims to present the road map of a knowledge management system which helps the bodies of the construction industry(government, research center/university, enterprise, etc) to do a knowledge activity efficiently. To accomplish this objective, we analyzed overall knowledge management activities. In addition we suggested an implementation direction and strategy of a knowledge management system for the construction industry. As results of this study, we presented the road map of a knowledge management system for the construction industry, which is composed of policy forum, study forum, professional forum, research forum and knowledge 8t information DB. We expect that results of this study will be used as a basis for implementing the knowledge portal that brings a construction industry to a high value added industry.
In the presidential new-year address in January 2, 2009, the President declared that 17 kinds of new driving force of growth that could create high-added value be selected to step up job creation and an increase in national wealth. The Ministry of Strategy & Finance announced plans for the 17 kinds of new driving force of growth after the presidential address. Specifically, that ministry announced an ambitious plan to select health care service named 'Global Health Care' as one of the five service industries that could create high-added value in a move to provide jobs to approximately 7,000 people and produce pervasive economic effects coming up to a trillion and 10 billion won. At the same time, the government announced plans to lure severe patients such as those in want of surgery or organ transplant, cancer patients or patients with heart diseases to create high-added value on a long-term basis. Thus, the government announced that it planned to formulate such strategies and to enter an agreement with foreign governments to attract plenty of foreign patients. In fact, however, there are little full-scale evaluation of medical tourism though it's been a year since it was introduced, and there are few actual efforts to implement what the government announced, either. According to the results of the evaluation of medical tourism, domestic hospitals are said to undergo little significant changes after the introduction of medical tourism, which shows that they take a dim view of medical tourism instead of having expectations for that. The medical tourism industries in major Asian countries have been dynamized, and there are several factors of their success. First of all, they are successful in creating new market opportunities by incorporating related industries such as medicine, tourism and IT and in developing medical tourism products and differentiated marketing by taking advantage of their competitive edge. They have offered full-fledged assistance to this sector, and another reason is the improved international credibility of their medical service. If our country fails to pinpoint our problems in consideration of the cases of the Asian countries or to provide appropriate financial aid, our country is bound to lag behind them. Given this reality, how to assess medical tourism and what challenges this sector is confronted with are discussed.
It is truism to say that today's customers demand high quality products and services; nevertheless, nowhere is this more prevalent than in the medical industry. Korea's globalization has increased it's citizen's awareness of greater life expectancies and medical improvements in other regions of the globe. Therefore, it is universally essential that in order to be successful in the medical industry, vendors must meet the ever increasing demands of better educated customers. The purpose of this study was twofold: 1) The first objective was discover what health care services are in demand and the quality factors related to these services. 2) The second objective was to determine a strategy for improving health care service through quality function deployment(QFD). One hundred and ninety-five respondents were randomly selected and asked to fill out a questionnaire after having undergone treatment at a medical clinic, located in Daejon, South Korea. The questionnaire was designed to obtain information about both he clients' satisfaction with, and their sense of the value of the medical treatment they received. Penalty-reward analysis and QFD were used to interpret the survey results and to deploy the collective voices of the customers. The results of the penalty-reward analysis illustrated that the 'communication' service quality factor was classified into an excitement factor that incurs no penalty if not achieved but adds value if the requirement is exceeded. As a result of the QFD analysis on the 'communication' service quality factor, eleven strategic alternatives were prioritized, and isolated a vital service quality characteristic. This characteristic can be implemented to bring value-added changes for the improvement of health care services.

This study aims to investigate the residents' and village leaders' complementary demand for the regional economic vitalization and 6th industrialization in the rural. Based on the field expert'(the head of the village or the chairmen of the farming association) interview, the study was conducted. For the study, 42 villages where selected to consider as 6th industry. Cross table were conducted to see if there were any differences of demand and consideration for between the type of 6th industries. This article further improve the rural environment for 6th industrialization, improve the policy measures in that rural can plan the basis for an effective strategy can be.
Recently, construction industry in Korea is considering of various approaches for improving productivity and thus enhancing the competitive capacity in the global market. To this end, Korean Ministry of Construction & Transportation has launched R&D project in the field of automation, information systems, high value-added techniques. Furthermore, a new era of cities such as U-city and Eco-city is coming due to the government strategy for developing the country. In the regards of methodological development and trends of construction projects stated above, conventional methods for managing the projects is not likely to guarantee the success. Especially, in the planning and maintenance phases of such large scale cities, a new paradigm should be introduced. We thought of it as 3D object based simulation system for city planning. This paper describes the concept of the system.

Location Based Service (LBS) provides high-value added service to users and various works about IBS have been actively performed. The core technology or LBS is positioning of the users. In the field of positioning, outdoor positioning and indoor positioning are developed separately. We are proposing a design of an outdoor-indoor positioning system, implementing a prototype of the system, and verifying the usefulness of the system through experiments. Our experimental results shows that the average error of our system is 4.8 m in the case of out-door positioning and it is 3.3 m in the case of in-door positioning.
By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows: First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.
플랜트 산업은 기자재, 노동력, 기술이 함께 투입되는 종합산업으로 부가가치가 매우 높고, 선진국들의 수출전략산업으로 해외시장에서 치열한 수주경쟁이 벌어지고 있다. 우리나라도 플랜트 시장의 수출 증대는 매우 중요한 과제로 여겨지고 있다. 그러나 현재까지의 추세로 보아 우리나라의 플랜트 산업은 석유가스와 석유화학부문에 너무 치우쳐 있고 업체들간의 수주 불균형으로 인한 인력부족, 그리고 여러 기술적${\cdot}$비용적인 문제가 발생하고 있다. 이를 해결하기 위해서는 정확한 시장환경 분석을 통한 경영전략의 수립이 요구된다. 국내 건설업체들이 향후 지속적인 수익을 확보하기 위해서는 최근의 시장동향을 고려할 때 시장발전이 제한적인 국내시장 대신 해외시장에 진출하기 위한 전략의 확보가 요구된다. 조사 결과 해외 플랜트 시장의 발전 가능성에 비해 국내 업체들이 플랜트 시장에 진출하기에 시공분야에서는 오랜 경험을 바탕으로 충분한 경험을 갖고 있으나 고부가가치 분야인 엔지니어링, 사업관리 분야 등에 대해서는 매우 취약한 것으로 조사되었으며, 이로 인해 해외 업체들과의 수주 경쟁에서 뒤처지는 것으로 나타났다. 이에 본 연구는 국내 건설업체들이 플랜트 건설 분야에 경쟁력 강화를 위한 현 문제점을 지적하고 그에 대한 개선점을 제안하였다.
This study was carried out to investigate the micro-agribusiness realities of dairy farms by surveying both farmers' opinions and consumers' recognition of dairy farm products for in a value-chain analysis. In most cases, dairy farms produced fermented milk for sales and to prepare cheese both for sales and for providing the necessary material for farm visitors. Value-chain analysis did not seem to be a viable strategy for dairy farmers, except when assessing the quality of farmstead milk products in comparisons of dairy farm milks and commercial milk products. Consumers had a wide range of experience with milk products and had no willingness to buy products from dairy farms because of the high cost and the lack of product diversity. Our findings established three strategies for improving the economic feasibility of dairy farms. First, the price should be reduced by adopting a production balance to establish a farm-gate price, i.e., not as quota milk but as surplus milk. Second, consumers should be educated on the prescription of cheese at home. Third, a value-chain based on cooperative partnerships should be established among dairy farms. In addition, to improve the consumers' satisfaction on the diversity and quality of farm dairy products, developments of new value-added milk products made from the milk of cows allowed to graze on mountain pastures are needed.
