An Analysis on the Effect of the Government R&D Subsidies on the Private R&D Investments : in the Case of the Pharmaceutical Industry (정부 R&D 지원의 기업 R&D 투자에 대한 효과 분석 -제약산업을 중심으로-)

  • The purpose of this study is to analyze the effect of the R&D subsidies by the government on the private firms' R&D investments in the Korean pharmaceutical industry, which are supposed to have positive effects on their economic performance. We also estimate the relationship between the private firms' R&D investments and firms' economic outcome. Empirical analysis is done by Error Component 2 Stage Least Squares(EC2SLS) estimation using 43 pharmaceutical firms' 8 years' panel data. The elasticity of the government R&D subsidies on the private R&D investments is 0.021%, which we cannot say 'efficient'. Also R&D investments have positive effects on the economic outcome of the pharmaceutical firms, as we expected. We propose several suggestions in the conclusion for the efficient way of government R&D subsidies to induce more private R&D investments.

A Study on the Effect of Government Subsidy on the Profit Growth of Chinese Environmental Protection Companies: Mediating Effect of R&D Investment (정부 보조금이 중국 환경보호 기업의 이윤 증가에 미치는 영향 분석: R&D 투자의 매개효과를 중심으로)

  • The purpose of this study is to verify the effect of government subsidies and R&D investment on the increase in profits of Chinese environmental protection companies. The research method for this was empirically analyzed using the Chinese CSMAR database for 161 Chinese environmental protection companies and using statistical data obtained from 805 samples. The analysis results are as follows. First, government subsidies had a positive effect on the increase in profits of Chinese environmental protection companies. Second, government subsidies had a positive effect on R&D investment by Chinese environmental protection companies. Third, R&D investment had a positive effect on the increase in profits of Chinese environmental protection companies. Fourth, R&D investment through government subsidies has a partial mediating effect on the effect on the increase in profits of Chinese environmental protection companies. In this study, based on the results of the study, a plan was proposed to promote the increase in profits of Chinese environmental protection companies by expanding government subsidies to Chinese environmental protection companies and focusing on R&D investment.

A Study on the Effects of Social Enterprise Government Subsidies for Social and Economic Performance (사회적기업 정부지원금이 사회적·경제적 성과에 미치는 영향)

  • The purpose of this study is to analyse on the effect of social enterprises governmental subsidies for social and economic performance. For this analysis, the sample is listed to the disclosure data from Korean Social Enterprise Promotion Agency from 2016 to 2018. First, the governmental subsidies of Social Enterprises are negatively related to the social performance and economic performance. The personnel expenses and social insurance expense in governmental subsidies components are positively significant related to the social performance of social enterprises. The professional manpower expenses and business development expenses are positively significant related to the economic performance of social enterprises. This can be interpreted as contributing to the creation of results according to the purpose of social enterprises for each item of government subsidies, and through this, it is judged that it is necessary to establish specific and customized support policies in order to increase the effectiveness of the government subsidies and increase the satisfaction of social enterprises.

  • Since smartphone market got matured, market size and penetration rate are decreased. But smartphone is still one of most important daily commodities today. These days, most important issue about smartphone is the government regulation of subsidies. Therefore how smartphone subsidies marketing and government regulation affect purchasing intention and furthermore advise on government policy is the purpose of this research. In terms of characteristic of smartphone, this research analysed functional characteristic, service characteristic, and economical characteristic studied previously. And also studied about how government regulation affects purchasing intention on the group agrees regulation. As a result, functionality, price and converting cost has significant relationship with purchase intention, but government regulation on subsidies doesn't.

Proportions of non-matching fund by local governments and central government subsidies in local government health budget: focused on 2020 Jeju Self-Governing Province Budget (지방자치단체 보건의료 사무의 세출예산 구성과 자체재원 비율 - 제주특별자치도 사례를 중심으로)

  • Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

The Signaling Effect of Government R&D Subsidies on Inducing Venture Capital Funding (스타트업 대상 정부 R&D 지원금의 벤처 투자 유도 효과)

  • Based on the signaling theory, this study examined whether startups are more likely to attract venture investment when receiving government R&D subsidies. First, we reviewed previous studies of the investment decision-making process of venture capitalists and understood the conditions that influence investment decisions. Based on previous studies on the signal effect of government subsidies, particularly government R&D grants, on inducing private fund investment, this study revealed a mechanism to induce venture investment by startups. In addition, in order to verify whether government R&D subsidies have the effect of inducing venture investment, an empirical analysis was conducted based on data from startups under seven years and certified as a venture companies in 2021. This paper used PSM(Propensity Score Matching) method and DID(Difference In Difference) analysis for an empirical study to analyze the average treatment effect on the treated group(beneficiary startups of government R&D grants). As a result of empirical analysis, companies that receive more government R&D subsidies after starting a business are more likely to attract venture investment. From two to three years after conducting the first government R&D project, startups that received government R&D grants attracted more venture investment than those that did not. The results of this paper demonstrate that government R&D projects can also affect the venture investment ecosystem, giving policy implications to government R&D projects targeting startups. It is also expected to suggest strategic implications to startups that need new funding.

Supply Method of Photovoltaic Equipment for Detached Houses Using Payback Period Analysis (투자비회수기간 분석에 의한 단독주택용 PV설비 보급방안)

  • Small photovoltaic equipment spreads to the detached house owing to the support of government. This study analyzed the payback period of small photovoltaic equipment, and presented a plan of spreading PV equipment by electricity consumption according to the results. The results of payback period analysis showed that a household of 500kWh or above in the average monthly electricity consumption could produce an economic effect without the subsidies of government, and a household of 300kWh or above could secure economical efficiency in case of receiving the subsidies of government and municipality. However, it was shown that the economic effect was not large in case of a household of less than 250kWh. Therefore, the analysis showed that it would be necessary to be supported by additional subsidies or to develop a new supporting policy with regard to a household of less than 250kWh.

  • The purpose of this study is to verify the impact of government subsidies and technological innovation on the business performance of Chinese cultural industry enterprises. Therefore, this study takes 238 listed cultural industry enterprises in China from 2015 to 2020 as the object, collects 1175 samples, and uses Stata16 software for empirical analysis. The analysis results are as follows. First, government subsidies have a positive impact on the business performance of Chinese cultural industry enterprises. Second, government subsidies have a positive impact on the scientific and technological innovation of Chinese cultural industry enterprises. Third, scientific and technological innovation has a positive impact on the business performance of Chinese cultural industry enterprises. Fourth, scientific and technological innovation plays a partially mediating role in the relationship between government subsidies and business performance of Chinese cultural industry enterprises. Based on the research results, measures to improve the business performance of cultural industry companies are as follows. First, establish a modern cultural industry market system. Second, the government should expand financial and tax support for cultural industry companies. Third, promote the integration of cultural industries with scientific and technological innovation.

The Effects of Government Environmental Subsidies and Corporate Environmental Expenditure for Globalization on the Profitability of Chinese Firms (글로벌 기업에 대한 환경보조금과 환경투자지출이 중국 기업의 수익성에 미치는 영향)

  • Purpose - In this study, we investigate the effects of government environmental subsidies and the globalization Chinese firms on their profitability using return on assets (ROA). Design/methodology/approach - In this study, a merged data including accounting, financial market, subsidization of the Chinese governments, local and the central, and export activities of 19,563 year-firms, for those listed on Shanghai Stock and Shenzhen Stock Exchange for 11 years from 2008 to 2018 is used. We collect subsidy data from RESSET database and financial data from CSMAR database. Then, we empirically test the test hypotheses using fixed effects models (FEM) separately and in a simultaneous equation model (SEM). Findings - Firstly, the globalization of Chinese firms has a negative impact on their profitability for some years after the year. Secondly, environmental subsidies just like other subsidies have ameliorating effects on financial performance for global firms. Such effects have lasted some years. Thirdly, environmental investments have a mostly negative impact on short- and long-term profitability for global firms. Lastly, the government's environmental subsidies in China have a positive effect on their profitability for both global and domestic firms. Research implications or Originality - We can infer that environmental investments with the help of the governmental subsidies can help Chinese firms deploy global strategies to expand markets to surpass competitors in the long run despite worsening profitability in global markets in the short run.

A Study on the Legal Issues on the Payment of Renewable Energy Subsidies (신재생에너지 보조금 지급에 관한 법적쟁점 고찰)

  • In December 2015, the Paris Agreement was adopted to cope with global warming caused by greenhouse gas emission and to prevent the average temperature of the Earth from rising. Renewable energy sources have become important to address environmental problems such as rising sea levels, depletion of forests and fine dust. In order to grow renewable energy, government support is needed. However, excessive government support for the renewable energy industry could pose problems that include undermining fair competition and raising costs. The WTO already has heard cases involving renewable energy subsidies. This article focuses on subsidies and countervailing tariffs as well as examines WTO disputes related to renewable subsidies, and also analyze legal issues that are problematic in granting subsidies for the development of new renewable energy industries. In WTO dispute involving renewable energy subsidies, legal issues are SCM Agreement article 2 Specificity, article 3 (b) import substitution subsidy and GATT article 20. This paper proposes improvement measures such as the reintroduction of article 8 Non-Actionable Subsidies or special provisions on energy subsidy. In addition, it is necessary to clarify the interpretation of Article 3 of the subsidy agreement. However, excessive government subsidies can lead to trade friction, so the WTO rules should be improved in line with the WTO goals of environmental protection, equity in free trade, and sustainable development.
