Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

그동안 전자정부의 지식관리 연구는 주로 조직 내적인 것에 국한하여 왔다. 그러나 최근 시민중심적이고 시민주도적인 패러다임으로의 변화와 웹 2.0 커뮤니케이션의 발달로 조직내부에서 정부와 시민 간 조직외부로의 지식관리의 문제가 중요한 영역으로 부각되고 있다. 이에 일련의 지식강화포털 연구는 시민을 대상으로 하는 포털 상에서의 지식강화가 필요하다는 인식에서 출발하며, 이를 통해 전자정부포털의 유용성을 향상시킬 것을 가정한다. 지식강화와 전자정부(포털)는 각각의 영역에서는 폭넓게 논의되어 왔으나, 두 영역이 만나는 맥락(Joint Context)에서 이러한 구조에 대해 소개한 연구는 드물다. 이를 위하여 본 연구는 전체론적인 접근방식으로 기존의 관련 논의들의 이론적 구조화를 통해 전자정부포털 상에서의 지식강화를 위한 개념적 프레임워크를 도출하는 것을 목적으로 한다. 본 프레임워크는 3개의 변환 단계로 구성되는 지식강화포털의 진화적 경로를 제안하고 있으며, 이는 향후 지식강화포털 프로젝트를 구현하는데 있어 기본적인 참조모델로서 활용될 수 있을 것이다.

u-City란 언제어디서나 수요자 중심의 정보서비스가 가능한 도시를 말한다. 현재 대한민국 전자정부 대표포털은 현재 우리나라 대표 행정포털로써, 게이트웨이 역할을 수행하고는 있으나, 몇 가지 문제점을 갖는다. 즉. 수요자 중심으로(수요자 분류체계에 의해) 단순한 인터페이스를 제공해야 하는데, 현재 시스템이 너무 복잡하여 수요자 중심의 정보검색기능을 제공하고 있지 않다는 점이다. 따라서 이 논문에서는 바람직한 u-City를 위한 정부 대표 행정포털로서의 기능을 제안하고자 한다.

조직의 생존 과정에서 지식관리의 기능은 지식의 흐름을 용이하게 할 수 있는 네트워크 구조의 구축을 강조하는 구조적 접근방법과 각각의 맥락에 맞는 새로운 지식을 창출 또는 재창출하기 위한 과정으로서 지식활동 주체들 간 사회적 네트워킹의 활성화를 강조하는 과정적 접근방법의 통합적 관점에서 논의될 수 있다. 이러한 맥락에서 혁신포탈은 혁신 지식 네트워크를 형성하여 기존 지식의 공유 및 새로운 지식의 창출 또는 재창출을 촉진시킴으로써, 각 주체의 혁신역량을 강화하고 혁신 효율성 및 성과를 제고하기 위한 목적으로 2005년에 구축 개통되었다. 구축 당시 참여정부의 혁신방향이 참여형 거버넌스의 강화에 있었음을 감안할 때, 혁신포탈은 정부혁신을 한 단계 성숙시키는 중요한 정책수단이 될 것으로 기대되었다. 그러나 혁신포탈은 이와 같은 기대를 충족시키지 못한 채, 2008년 이명박 정부의 출범과 함께 폐쇄되었다. 이에 본 연구에서는 정부기관의 웹사이트 간 하이퍼링크 네트워크 분석을 적용하여 당시 혁신포탈의 실효성을 통합적인 지식관리 관점에 초점을 맞추어 분석함으로써, 향후 정부포탈의 구축 및 운영에 관한 이론적 정책적 함의를 모색하였다.

By far, numerous e-government projects requiring huge investments have been conducted in Korea to increase the administrative efficiency and improve the service quality via Internet. However, there's little research focusing on methods and techniques for analyzing and evaluating the projects either to economically justify the investments or to assess the quality of the system and of on-line services to citizens. The purpose of this paper is to suggest a set of factors to take into account for evaluating e-government portals and to empirically test the factors to provide useful implications for building such portals. Based on the literature reviewed, we constructed a research model that includes content, public service, community, design, technology, and portal's attributes as independent variables and the user's satisfaction and the administrative efficiency as dependent variables. A reliability test revealed that the evaluation factors proposed in the paper are sufficiently reliable, and a multi-regression analysis indicated that five hypotheses should be accepted. The findings of the study suggest that emphasis should be placed on public service quality and portal site attributes, among others, when implementing portals.

무역포탈사이트는 중소기업들이 최신의 정보와 통신기술을 통해 효율적으로 국제무역활동을 할 수 있게 하는 도구중 하나라고 할 수 있다. 따라서 중소기업들의 수출경쟁력 제고를 위해서는 무역포탈사이트를 적극적으로 활용할 필요가 있다. 이와 관련하여 본 논문은 기존의 서비스품질에 관한 문헌과 정보기술 이용만족도에 관한 연구 검토를 통해 무역포탈사이트를 사용하는데 있어 이용자들의 만족 요인을 분석하였다. 실증 연구를 위해 서비스품질, 정부정책, 기술, 기업, 비용이 이용만족도에 영향을 미치고 이용만족도는 향후 지속적 이용의도에 영향을 미치는 것으로 연구모형을 설정하였다. 대표적인 무역포탈사이트 이용자들에 대한 실종분석 결과 서비스품질, 정부정책, 비용이 이용자만족에 유의한 영향을 미치고, 이용자 이용만족은 지속적 사용의도에 유의적인 영향을 미치는 것으로 나타났다. 이러한 분석 결과는 기업의 무역포탈사이트 관리자, 전자무역시스템개발자, 정부정책자 등에게 여러 가지 시사점을 제공하고 있다.

The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

We compared nanotechnology web portal requirements using a Kano method, to identify similarities and dissimilarities in Kano-categorizations of features and functions required of nanotechnology among users in universities, government research institutes, and industry. Based upon data obtained from 130 user members of the National Nanotechnology Policy Centre, this study analyzed assessed asymmetries in web users' feelings based on hypothesized provision and non-provision of web portal requirements. In doing this, this study utilized measures and procedures suggested in the literature such as the most frequent-response categorization, customer satisfaction (dissatisfaction) coefficient, category strength and total strength, and Fong test. This study found that overall, sectors were an important factor in explaining the relationships between web portal requirements and user satisfaction/expectations. When these requirements were classified, users' perceptions of information contents requirements were consistent across the sectors, but the other functional requirements including communication and collaborations considerably varied.
