This study aims to suggest how the port specialists think the priority of port development in Korea To illustrate the ideas regarding a port development, 87 detailed attributes were identified both from the previous studies and from brainstorming on port professionals. And these were grouped into 6 criteria by 'KJ method' and made into 4 levels hierarchy structure. AHP technique identifies the relative weights of each levels, trends of the preference of port specialists and the composite relative weights of alternatives. As a result, a port development priority in Korea has been proposed.

This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

The circumstances surrounding world ports have changed rapidly and port competition to attract cargoes has been increasing fiercely. Specifically, deploying large container vessels resulted fewer port visits and strategic alliance among liner shipping companies. Recently, many studies have worked for improving port competitiveness. However, these studies were limited to evaluation of only port competitiveness and few studies suggested strategies for reinforcing port competitiveness. Although implications of these previous studies are practically available to build policies for port, there have been very few academic studies such as identifying port competitiveness and port selection with related attributes for reasonable evaluation and analysis. Therefore, this study aims to classify the existing studies, which dealt with port selection problem, based on basic structure that was suggested by Murphy (1992). Furthermore, the conceptual definition will be carried out by comparison analysis in terms of time of study, type of data and methodology and decision factor of each study.

With the globalization of economy, there is keen competition among countries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Gwangyang port has been designated as Free Economy Zone. This paper analyzes many problems and presents various measures to activate Gwangyang port as follows regional economy to promote Gwangyang Free Economy Zone, governmental support, introduction & logistics functions, early development of the hinterland, investment attraction into the area and diversified promotion & marketing activities.

As economic trade between Korea and China has been encouraged with the rapid growth of Chinese economy and port competition in Northeast Asia, Korean government is trying to promote development and consolidation of ports to cope with the lack of facilities. Thus, many projects for port development have been propelled including the enactment the 'Private investment promotion law for social overhead capital 1994.' However, there are still some unsettled issues since considerable part of risk is still allocated to the Government when it has to support the private businesses in these port investments whenever unexpected problems arise. Allocation of risk among the participants - in this case especially - is a very subtle issue, however, it was revealed that not many precedent researches were done on the subject. In my previous research, I classified and analyzed 4 principle risks i.e, construction, management, financial and social risk. This research investigates the reasonable allocation of the risks among the participants using the Hierarchial Fuzzy Process. In the result of analysis, responsibility of private party is the most important and it must put the responsibility before Government' roll concerned. Also, this research displayed and proposed the direction of management method on port development in a view of minimizing risk and maximizing initiative of a private party.

This study aims at advancing waterfront planning and development of North Harbor of Pusan and attempting to establish an identity through the analysis and case studies of waterfront development of foreign countries. This study is based on Pusan urban harbor plan and the case study which was investigated the relational port with an urban area to find a model of development method and procedure of urban waterfront renewal, The approach of this study is to classify diversified cases and to suggest elements after reviewing successful cases. The point in the waterfront development plan of North Harbor of Pusan is how to secure an amenity on the edge and provides a comprehensive theoretical base such as skyline, coastline, green area, accessibility, scenery, landmark, open space, and so on. The result of this study is useful for the planner to develop more and systematic approaches which could utilize waterfront. Waterfront development will be a new chance of urban development for Pusan.

The development of Korea in the Northeast through trade is not a matter of choice as far as national strategy is concerned, but is an important national policy that is a matter of life or death which will determine the future fate of Korea. This thesis will attempt to arrive at a general, tangible plan for the development of Korea in the Northeast centered around trade by examining the change in naval environment at home and abroad, the given economic situation in the Northeast, and the present state of essential port development in Korea-China-Japan. Its objective will be to provide strategies for the development of Busan port confrontation. For the last ten years, China has been growing at a rapid rate. Since a lot of the volume of naval trade is being transferred from Korea to China, we must do everything we can to improve the service and reduce cost. In addition, Japan also is losing international position. Japan's government and the private industry are trying to make Super Core Ports a prominent feature of their port system. If the Busan port system is to remain competitive, these aspects of the Japanese port system must be kept in mind to prevent trade from going to other ports with more competitive systems.

This study evaluated the priority of port development in Korea using game theory. First of all, the study selected residents, users and local governments as the subject of port development and measured total evaluation value with the AHP method. In addition, considering complaint level depending on comprehensive evaluation results and selected alternatives in case of affiliation between evaluating subjects, the study proposed a minimizing evaluation method. Also, compensation depending on the selected alternatives was quantified, with compensation strategy being presented. The findings of this study revealed that Busan port should be taken into consideration first for the port development in Korea, as an environmentally friendly port.

This study aims at advancing waterfront of Pusan Port and attempting to establish an identity through studying characteristics of place in Pusan Port. The place is consisted of two elements ; orientation and identity, which is expressed clearly the environmental totality including the character and space. The urban waterfront is also one of the place pattern, and that is consist of land area, water area, and transit zone combining two areas. Although there are a lot of primary factors to be able to make the most of the character and identity in Pusan port, badly planned development prevents the plan promoting the sense of place in urban waterfront. The point in the waterfront development plan of Pusan Port is how to secure aminities based on Identity and Orientation; node, landmark, edge, path, district. The result of this study is for planners to develop more and systematic approaches which could utilize waterfront.

The aims of this study is to suggest the strategic development plan of Ulsan Port using SWOT/AHP method. In order to do this, 16 detailed factors for SWOT Matrix were identified both from previous studies and from brainstorming professionals of the port and these made into a 3 level hierarchy structure. AHP method identified the relative weight of SWOT level as threat(0.311), opportunity(0.259), strength(0.218) and weakness(0.212), also the composite relative weight of detailed factors as recession of global economy(0.125), strengthening of economic function in port(0.085), insufficiency of port facilities(0.080) and a government regulation of port management(0.075). As a result, the study suggests S/T strategy, W/T strategy, S/O strategy, W/O strategy as a strategic development plan of the Ulsan Port.
