Evaluation of the Priority of Port Development for Eco-port and Compensation Strategy Analysis

친환경 항만을 위한 항만개발 우선순위 평가 및 보상전략 분석

This study evaluated the priority of port development in Korea using game theory. First of all, the study selected residents, users and local governments as the subject of port development and measured total evaluation value with the AHP method. In addition, considering complaint level depending on comprehensive evaluation results and selected alternatives in case of affiliation between evaluating subjects, the study proposed a minimizing evaluation method. Also, compensation depending on the selected alternatives was quantified, with compensation strategy being presented. The findings of this study revealed that Busan port should be taken into consideration first for the port development in Korea, as an environmentally friendly port.

본 연구에서는 게임이론과 AHP법을 이용하여 항만개발의 우선순위를 평가하였다. 먼저 항만개발 평가 주체를 지역주민, 이용자, 지자체로 선정하고 AHP법을 이용하여 종합 평가치를 산출하였다. 그리고 평가주체간 제휴를 구성하였을때 종합 평가결과와 대체안 선정에 따른 불만량을 고려하여 최소로하는 평가 결과를 제시하였다. 또한 대체안 선정에 따른 보상문제를 정량화하고 보상전략을 제시하였다. 그 결과 국내항만개발은 부산항을 가장 우선해서 개발해야 하며, 환경 친화적인 부산항 항만개발이 되어야 함을 제시하였다.
