  • Selecting a railroad line requires the comparative evaluation of various elements. As a systematic approach to this selection it will be necessary to apply the VE study and the LCC analysis. This study proposes a methodology for selecting the optimum line of the ralroad using VE-LCC analysis. The VE study is performed by following four steps : Information analysis, Function analysis, Alternative evaluation, and Optimum plan selection. The economics evaluation in VE study is using LCC analysis and Sensitivity analysis. Cost items in LCC analysis are classified into bridge, tunnel, rail, and earthwork. We could select the optimum alte-rnatives considering not only cost elements hut also various evaluation element in VE-LCC analysis. A Study on Competency Evaluation Checklist of Design Phase VE Team (설계VE팀의 역량평가 체크리스트에 관한 연구)

  • Ministry of construction and transportation has been enforcing extensionally design phase VE(Value Engineering) to the construction costing more than 10 billion won, an importance of design phase VE accordingly is raising to get rid of a waste of cost and noneffective factors previously in construction projects. Although there are legal supports and technical effects, an effect about an introduction of design phase VE can not be applied properly because of several problems at the process. So, in this study, present competency factors of design phase VE to highly raise the output through organizing an effective team at the beginning stage of design phase VE. Find out 29 competency factors through characteristics of design VE team for the check list, classify by team knowledge, team work skill, and team attitude. Get an efficiency regarding importance and find out Competency Evaluation items of design VE team, present a Competency Evaluation plan for indicating an objective standard to Competency Evaluation by measuring relative importance as to each Competency Evaluation item.

  • The VE evaluation process, in which the value is composed of the cost and the function, should have a characteristic of quantitative analysis based on specific figures rather than qualitative approach. However, most of the VE evaluation performed domestically have a problem of having no systematic process of quantification of the function, even though the cost is estimated and analyzed quantitatively. Moreover, in addition to the tendency of strong practical experience, the VE evaluation has the problem of limited application of practical scientific analysis caused by declining the suggestion of creative opinions by over quantification or over objectification. This paper presents the suggestions for improvement of VE evaluation processes, which satisfies the aspects of simplification and objectification, without hindering the essence of the evaluation in the practical business point of view.

  • Since its introduction in Korea, design VE has widely been used as a means to enhance values in the construction industry. However, a greater emphasis is still placed on cost reduction in approach attitudes and performance evaluations on the implementation of design VE. In this regard, this study presented a performance evaluation method for cost, function, and value of VE proposals. Numerical criteria on the increase and decrease of cost and function that can classify the value enhancement type of VE proposals were proposed based on the performance evaluation method. It is expected that the use of numerical criteria for the type classification of VE proposal, and cost and performance evaluation method proposed in this study will make it possible to conduct a clear and more intuitive evaluation of VE proposal. However, it is appropriate to use the numerical criteria as a guideline to apply the new performance evaluation method for VE proposals. Therefore, it is necessary to conduct a statistical analysis with a wider range of users after the repeated application of the findings of this study, and thus to carry out research for presenting the numerical criteria for various types of users.

  • Two important concepts in VE are "function" and "cost." Cost can be expressed quantitatively. Unlike cost, the function can only be expressed qualitatively. Thus, to accurately evaluate the performance in VE analysis, it is required that the functional aspect should be considered a qualitative one. This study suggests a procedure of function oriented evaluation which can evaluate function enhancement of a VE proposal more logically and objectively. To conduct this study, problems were induced via case analysis, and solutions were found. In addition, the existing simple evaluation procedures were corrected, and a function enhancement evaluation procedure via function classification was suggested. For function classification, the use of the concepts, which were "intended function" and "additionally obtained function," was suggested. Function oriented evaluation procedure to VE proposals which is suggested in this study is expected to be a great help in treating valuable functions through VE job plan.

  • Value Engineering(VE) is being applied as an useful tool to eliminate the waste of cost and noneffective factors previously in construction projects. Although there are legal supports and technical effects, an effect about an introduction of design phase VE can not be applied properly because of several problems at the process. So, in this study, try to find out competency factors of design phase VE to enforce a competency of VE team as a basic database for developing a check list, and estimate weight. For the result, find out a competency evaluation item and organize as a team knowledge, a team work skill and a team attitude. Perform a first survey to verify a reliability and propriety regarding the found competency evaluation, perform the second survey competency as to evaluation item of the found 1, 2, 3 class and then estimate the weight by AHP.

  • The role and importance of VE have been enlarged since VE application was mandatory by law in public sector in March, 2000. Public organizations have widened the technological horizon through VE competitions and applied VE technique to private investment projects. Many studies have been carried out on function analysis and VE procedure. In practice it is common that clients make a decision one-sidedly on whether or not VE proposals are selected. The VE procedure itself is not smooth. This study gives some suggestions on VE appraisal procedure and criteria at the last phase on VE process in order to smooth the progress of VE. The results of this study can be used as a tool to improve efficiency in the management of VE.

  • Value engineering (VE) of the construction project is classified into design phase value engineering and construction phase value engineering. Design phase value engineering must apply to over 10 billion public construction projects by government law. Therefore, the design value engineering apply to actively in construction projects. In contrast, the construction value engineering apply to a limited certain construction project. The reason is that construction value engineering process can not reflect practical demands quality. The construction value engineering can implement to positive impact through the feasibility verification for constructability. In this research, we propose a method of construction value engineering that reflect the practical demands. This method is experts alternative evaluation of using by GFI-based. And, this study was applied to the practical cases to verify the applicability of the proposed method. As a result, proposed alternative evaluation method were analyzed highly efficient in terms of applying the process as well as the method compare to the conventional method.

  • VE is used as a powerful tool to add value to facilities by improving functionality and reducing costs. By identifying the client's requirements in the VE process and reflecting them in the quality model, the developed alternatives meet the client's requirements. However, there is no process to verify how the developed alternatives reflect the needs of the client through functional analysis, idea generation and evaluation. The purpose of this study was to develop, verify, and prove the effectiveness of a methodology for evaluating client satisfaction with alternatives developed during the VE Job Plan. The KANO model, which can identify the satisfaction and dissatisfaction of requirements in product planning, was set as a methodology for alternative verification procedures of VE, and was improved and applied to the purpose of this study. As a result, the alternative evaluation method developed in this study was found to be useful. It is expected that the KANO model will be used to evaluate the satisfaction of VE alternatives in the VE Job Plan analysis.

  • Since the success or failure of VE projects depends on the capabilities of participants, including owners, construction managers, architects, general contractors and VE experts, it is important to follow systematic procedures. However, it is often the case that only a rough evaluation is performed, or the rough and detailed evaluations are integrated in actual VE tasks. In this case, it is difficult to analyze and evaluate the alternatives in terms of risk, even for the important alternatives. This in turn leads to the so-called returning alternatives where the alternatives proposed in the preceding stage are returned to the original plans in the following stage, and thus the repetitive work for the alternatives often decreases the efficiency of the VE task. In this regard, this study proposed a risk assessment process for VE alternatives in order to minimize the occurrence of returning alternatives based on the systematic analysis and evaluation of VE alternatives. It will increase the efficiency of VE tasks by reduces the number of regression alternatives.
