Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.
Recently in Korea, the percentage of the population that is elderly has been increasing rapidly because of lower national birthrates, improvements of medical technologies and techniques, and improved diet. The trend toward an aging population has exceeded the capabilities of the existent Korean welfare system and has caused economic problems such as a lack of new jobs. The government's policies in welfare and infrastructure are insufficient. The fire-fighting administration provides special services for the elderly, including "silver ambulances." In addition, using modem technology, the administration is working on emergency contact devices for the elderly in case of accidents. The aim of this paper is to analyze the services provided for the elderly and to examine improved solutions for the fire-fighting administration.

The purposes of this study are to find the difference in information literacy among the elderly home care service users and to identify the impact of information literacy on service quality and satisfaction among service users. To achieve the goals, this study used 466 responses from the elderly home care service recipients in Jeollabukdo providence, and conducted t-tests, ANOVA and a series of regression analyses. The results showed that there were significant differences in information literacy by gender, household type, residence area, education level and subjective health status among service users. The study also found that service users information literacy had a significant impact on service quality and satisfaction, and it confirms the importance of customized service. This study suggests that information literacy inequality exists among the elderly home care service users, therefore, the way to improve information delivery strategy should be developed for the information-poor elderly.
To provide a satisfactory life for the elderly females who are the most impoverished among the elderly social strata, this study is geared towards, and focused on, the exploration on their attitudes towards death. For the purpose of this study, in-depth interviews with females aged 65 and over, who are officially classified as the beneficiary of national fundamental livelihood security, have been conducted. Then, the results from these interviews have been compiled and analyzed through qualitative research methods. As a result of this research, the attitudes of the destitute elderly females towards death are categorized into several themes, such as 'Feeling close to the death through a hard life', 'Positive acceptance of the death', 'Relying on funeral services from government and religious organization', 'Hoping for a death with dignity'. The attitudes of death means to them that 'they can get out of a hard life', and elderly female beneficiaries were positive in their acceptance of this meaning. Those who could obtain funeral services as a part of assistance from government and a religious organization did not feel stressful about their funeral arrangements. However, there were individuals who didn't know if their funeral services would be covered by the government. They were unsure if a funeral service would be held for them, or they would have nobody to hold a funeral for them. Accordingly, they were worried about that. The poor elderly females were unhealthy and indigent, and so, they had death anxiety. Therefore, based on the study results above, some ideas regarding elderly welfare are proposed to enable poor elderly females to face their deaths with dignity.
The purpose of this study is to establish the concept of the blind zone of social services and analyzing the conditions by children, the elderly, the disabled, and the poor. This study used the raw data of demand/supply of social service and sample size is 4,038. Results of the study were as follows. First, in terms of the coverage, the biggest blind zones of social service are the employment support and cultural service. These results were similar for all households. But, it is noteworthy that the size and proportion of blind zones of housing support services for children, counseling services for elderly are relatively big. Second, in terms of adequacy, the most serious blind zones of social service are health and the employment support service. Especially, the elderly, the disabled, and the poor are not the most adequate adult care services and children are community service. Based on such findings, this study suggests expansion of employment support services and health care, monitoring for the services analyzed to be over-supply, and intensive involvement of private sectors about the services provided by the government of a large blind zone.

This study attempted to examine the effect of Korean and Japanese college students' perception of welfare for the elderly, dementia perception, and dementia attitude on dementia policy. The main results are as follows. As a result of analyzing the impact of Korean-Japanese college students on their perception and attitude of dementia policy, it was found that Korean-Japanese college students' perception of welfare for the elderly and dementia attitude had a positive (+) effect on dementia policy perception. As a result, I would like to present the following implications. Korea and Japan have developed social insurance systems for the elderly in a low birth rate and aging society, and are developing and implementing support services suitable for the culture of both countries. In the perception of dementia policies of college students in Korea and Japan, the influence of long-term care insurance for the elderly in Korea and nursing care insurance in Japan has led to changes in the perception of dementia among college students. However, it has been shown that dementia awareness does not affect dementia policy awareness, indicating that college students lack dementia awareness. Dementia awareness can increase the demand for the development of various dementia-related services or dementia policies, but low dementia awareness can lead to misunderstanding or negative perceptions of dementia. This can also affect the perception of dementia policies, and services and policies such as social support, prevention, and treatment related to dementia may not be sufficiently developed. In order to compensate for these problems in the future, efforts should be made to improve awareness through the provision of various information such as the government and society to help improve and understand dementia awareness for college students.
Advanced countries such as the USA and Japan are eagerly seeking ways to improve health and welfare of the elderly. One of the services is home health care service using the telephone. Various types of services using the telephone have been developed, improved and are being utilized ranging from the basic consulting to emergency response systems in the area of health care for the elderly. A demonstration project was launched to study the feasibility of a consulting system and telemedicine for the elderly using the public phone system in Korea. For this project, a gathering site for the elderly was selected and those who visited this place were interviewed to find out what kinds of services they wanted and what kind of system they needed to provide the required services. Based on the users' requests and the surrounding environment, a telephone consulting facility was established at the Research Institute of Nursing Science at Seoul National University and consulting personnel was recruited, trained and posted at the center. An Application program for home health care nurses to use when they visited the patients at their homes was developed. This system operates on a notebook Computer and allows nurses to communicate with a doctor at a local hospital through a modem and telecommunication line. These systems were implemented for three months and problems which developed during operation of the systems were identified and progressively modified. Through system evaluation, it was found that a consulting system using phone service will be an invaluable system for the welfare of the elderly in the future. But in order to meet the elderly's need, more services than mere consultation are needed. That is, communication with physicians and hospitals are needed. Thus, when there is any need for physicians' attention, physicians or hospitals should be contacted directly. Similarly for telemedicine, when the home health care nurse visits elderly patients she can assess the patient's problem and provide nursing care, access a physician or hospital to refer her patient to or consult directly using the telecommunication the system. The above mentioned system is a basic form of futuristic telemedicine for the elderly and those who have chronic disease problems. This kind of system will be of great value when it is used on the national information super-highways in the future. In order to get to that stage, of course, this project needs great improvement in the technical, academic, and legal aspects.
As a result of the expansion of the nuclear family in society, there has been an increase in the number of elderly people who want to live independently of their children. Australia is one of the countries which has initiated an extensive welfare program for its senior citizens. These services include maintenance of, and alterations to their own homes to make living conditions safer and more manageable. This case study was aimed at finding ways of adapting the services provided in Australia, to meet the needs of elderly Koreans who are in similar situations. It evaluated houses which had been renovated and altered fur the normal as well as the disabled elderly in both Melbourne and Sydney. results of research were as following : 1) Most elderly usually wished to remain as long as possible in their own home and it made them very stable in psychologically. 2) Housing maintenance and alterations were provided as one of social care services fur elderly with low expense and loan from government. 3) Many elderly were also getting various kinds of social services, fur example, meals on wheels, transportation and cleaning service with housing alterations and these ones let their quality of life more improved. 4) Occupational therapist and Architect were always involved in the process of housing alterations for disabled elderly. 5) The alterations which related to bathroom, toilet and steps were very popular and those were considered essential design guide applications for planning of housing for elderly in the future.

Through an examination of future societal development, it was found that the demographic structure is gradually aging, thus placing higher demands on elderly welfare centers. This study conducted surveys on three elderly day care centers in the entire region, aiming to enhance the pivotal role of elderly day care centers in the welfare facilities for the elderly. The current usage status, interior architectu/ral evaluations, and questionnaire surveys of these centers were analysed. The results of investigation into the architectural environment of the elderly day care centers showed that in terms of physical environment, smaller-scale centers did not lag behind larger ones in internal facilities, but larger-scale centers excelled in spatial utilization. Furthermore, the results of questionnaire survey results revealed correlations between family relationships, health status, level of assistance required, and satisfaction with facility usage, while no correlation was found between usage time, health status, and satisfaction with facility usage. This study conducted basic investigations such as architectural and physical surveys, and questionnaire surveys on elderly day care centers. Based on the survey results, future design practices should continuously explore and innovate to meet the needs of an aging society, further improve the community care system, provide more comprehensive and meticulous services for the elderly, and lay the foundation for enhancing the quality of life for the elderly and providing comfortable services.

The purpose of this study is to evaluate an education program to take care of the elderly in the rural area. The education program that includes 4 sessions are carried out in the community center. The 4 sessions are to understand rural elderly and volunteer role, help elderly's daily living, aid elderly to use welfare services and support the elderly's leisure. The subjects were 30 persons under 60 years of age living in Jangseong and Hoengsung villages. By paired t-test, knowledge on caring and the attitude for elderly and volunteer showed significant differences between before and after the education program. After the training, 66.7% of the subjects answered 'yes' to the question that asked whether they would like to participate in caring volunteer for neighboring elderly. Subjects's positively changed attitude can stimulate positive behavior that eventually enables them to provide high quality services. The satisfaction of the program showed high scores for contents, place and operation of education.
