The purpose of this study is to use as a basic data of establishing operating Course-based National Technical Qualification(CNTQ) support program by examining the educational needs for operating CNTQ of vocational school teachers, and to contribute to the vocational school settlement of CNTQ course. To achieve those purposes, this study drew 27 tasks performed by teachers operating CNTQ. Also, it surveyed the perceived importance and the performance. The findings of this study are as follows. First, it is showed that 'selection of qualification fields and confirmation of organization criteria, organization of educational training time by competency unit, organization of subjects and establishment of competency unit operating plan by grade and semester, selection of teaching materials, implementation of education and training, establishment of evaluation plan, implementation of evaluation, re-education and re-evaluation students with grades under 40%, guidance of paper evaluation, guidance of practical evaluation, guidance of interview evaluation' are the first priority tasks in the result of the need analysis. Second, it is indicated that 'application of external evaluation, guidance to retake an exam for failure' are the secondary priority tasks. According to these results, the following conclusions were made. First, it will be more positive effects if the educational needs in the next CNTQ support program include contents of the first priority tasks. Second, it is indicated that the priority of the educational needs for tasks of operating plan stages is commonly high. In particular, the highest ranking in the result means that it is completely supported from the first step on operating course. It is expected that the program which teachers on operating the course of similar qualification fields share each operating experience is effective. Third, the priority of the educational needs for external evaluation step ranked high. External evaluation has a different level of difficulty and a form of practical evaluation output according to qualification fields, so the method of guidance has to be different. It needs the program constructed by similar fields.
As Japanese economy has been well developed, the manpower problem of farmland has also become one of the largest and the most crucial issues in the overall agricultural policy of the Japanese Government. Particularly, the energetic younger generation and a core of agricultural labor force, has drastically decreased, while the weak older generation has increased. The severity of manpower shortage in agricultural sector led to create a farmer training programs which had been vigorously begun by the Yamagata Prefecture, and a center for promoting local autonomy. The major purpose of education for enhancement of status of future farmers as well as the welfare of core farmhousehold is to provide them with technical of vocational education to give training to those who want to become agricultural technicians, rural leaders of practical farmers Educational program for future and young farmers put emphasis on practical trainings which are directly applied to proper farm management. As a supporting policy for promoting future farmers' activities, Prefecture-level supports were strengthened to develop technical capability, managerial and supervisory ability, and the ability to lead organized activity so that the farm youth may operate modern farms with higher efficiency and greater specialization. Political consideration was also made to develop a rich sense of farm management as well as the adaptability necessary to introduce technical and managerial innovations. Firstly, our Technical and Vocational Education and Training(TVET) ODA currently uses 70% of its budget on short-term assistance project works without much consideration for continuity from one project to another. Secondly, TVET ODA budget is much too concentrated on hardware support, lowering impact compared to the amount invested. Lastly, there is a lack of research on the needs of recipient nation which leads to lowering effectiveness of TVET ODA. This Study analyzed the characteristics of Korea's TVET ODA through the statistical data analysis of ODA. This study's main focus is to recommend methods for Korean colleges to overcome tendencies and limitations of TVET within Korea's ODA. Colleges have advantages in training students to fit needs of the market and companies based on decades of experience colleges have on academic-industrial collaboration. Colleges can also transfer qualification verification systems to fit the recipient country and dispatch TVET related personnel to strengthen software support. Additionally, the post project evaluation and post job placement management capabilities of colleges can be actively used for post management of TVET projects. I hope that through this study, ways to increase participation of colleges in TVET ODA can be discussed in more variety.
Recently, not only development of curriculum associated directly with job, the development of new education model is in great need. So, the purpose of this study is to develop the instructional design guideline utilizing goal-based scenario(GBS) for college students who major in culinary arts. First, to achieve this goal, we recognized the 7 core elements(learning goal, mission, cover story, role activity, scenario operating, resource, feedback) composing GBS through literature review and case study. Second, we drew a conclusion about the problem and guideline for traditional culinary practice course by conducting inspection about culinary practice environment and needs with professors who are teaching culinary arts. Third, we applied the instructional design guideline for culinary practice to regular classes according to GBS's factors, and then we did formative evaluation with content experts and educational technology expert. Finally, we designed the final instructional design guideline for culinary practice by modifying early model reflected the result of formative evaluation. The results of this study are as following. First, when we applied GBS to culinary practice, professors have to focus on process of materialization by developing easy scenario to students. Also, they have to prepare the class circumstance to feel about sense of realism in advance. Second, to give a conjugally new skill at working, professors's effort is important. culinary practice education at college has responsibility to carry out the vocational training that has competitiveness and difference with labor market's needs. Therefore, it is necessary for us to develop the teaching and learning model for culinary practice which is suitable for major based on the manpower demand for industry without causing job mismatch from demand for industry.
The educational purpose of a junior college is believed to be to effectively train and produce professional workers equipped with the knowledge and skills required in various technical fields of modern society. Since dental technology takes its share of an important role through the enhancement of people's health and the construction of a whlfare society, the prosthodontia department is imposed with a great responsibility to train highly skilled, responsible dental technicians who will meet the social demands. To attain this goal, those who are in charge of the training and education should place emphasis on the development of better educational programs. In other words, the present curriculum which is lacking in many comprehensive aspects, is not satisfactory to provide the students with the required know-how and qualities. As is known, a currculum is the detailed guidance to the efficient operation of an educational program, and that of dental technology is not an exception. In addition, dental technology requires very detailed programs in training, because it requires both diversified and comprehensive application of serveral different fields. The following are the main points to be taken into consideration in developing an effective curriculum for this department. 1. The curriculum should be gradually expanded so that the fundamental subjects will contain principal theories which can be directly applied to the specified majoring subjects. 2. An effective arrangement of time tables should be provided so that basic practice and experiments can be conducted in direct connection with the leatures on the basic theories. 3. For a creative and up-to-date curriculum to help cope with the problems in achieving the aims of technological development and scientific education, intensive and extensive studies should be done on the curricula developed in the advanced countries. 4. The specific majoring subjects should be rearranged to contain new theories which are beneficial to dental technology. As an institution which is spearheaded for ondustrial-educational cooperation, the Junior collegeis role demands that the department should make every possible effect to cultivate highly-skilled technicisns. The following suggestions are made to help work out an ideal curriculum. 1. The basic theory subjects should be selected with consideration toward closely related majoring subjects. 2. The curriculum should be efficiently operated to effectively relate theories with experiments. 3. Subject importance must be rearranged ; It has been found that the ideal proportion of cultural, elective and required subjects is 20%, 20% and 60% respectively. 4. The credit allotments should be reconsidered: The total credits required for completion should preferably be 80; 16 for the cultural and the elective subjects respectively and 48 for the required subject. 5. A Commissioned education system should be formalized for strengthening industrial educational cooperation. 6. Experiments and practice should be intensified with the support of improved laboratory facilities. 7. The training period should be expanded form the present two years to three of four years, in order to produce more highly qualified technicians.

The purposes of this study are 1) to analyse the importance and performance of the success factors in steps of Formation process Of Cooperation NetWork(FoCNW) of educational institutions and businesses, and 2) to draw the success factors that need improvement. To achieve these purposes a survey research was conducted with a group of 1,098 (professors, teachers and workers in charge of cooperation at universities, technical colleges, vocational high schools and businesses which are equipped with a cooperation system), and 339 questionnaires were analyzed. The major results of the study are as follows. Firstly, while cooperation workers showed high recognition on the importance of success factors in steps of FoCNW, their performance of those factors was relatively low. Secondly, both the recognition of importance and performance of success factors in steps of FoCNW was higher in educational institutions than in businesses. Thirdly, the success factors in need of improvements from both educational institutions and businesses are 'collecting outer information and consulting' and 'publicizing cooperation competency', 'setting cooperative activities (programs) and contents of agreements', 'managing cooperation quality formally', 'drawing plans for sustainable cooperation improvement' and 'diffusing cooperation network'. The success factors in need of improvements from educational institutions are 'perceiving necessity of and forming consensus on cooperation' and 'deciding and supporting the worker in charge of cooperation', and 'participating and sharing of organization members'. The success factors in need of improvements from businesses are 'deciding goals and performance strategies', 'developing mutual understanding and checking possibility of cooperation with potential partners', and 'evaluating cooperation activities and their outcomes and providing feedback' and 'adjusting contents of agreements and deciding whether to maintain cooperation'. Therefore, efforts from each partner to improve those factors and support from related organizations are necessary.
