적극적 정책결정 전략으로서의 무의사결정 (Non-Decision Making as an Active Policy-making Strategy in Korea)

  • 한국의 정책 현실에서는 사회적으로 큰 이슈가 되지만 막상 정책 결정이 이루어지지 않는 경우가 많이 있다. 이렇게 정책 결정이 지연되는 이유로는 적정한 정책 절차를 거치기 위해서 지연되는 경우, 이해관계자의 동의가 이루어지지 않아 지연되는 경우 등도 존재하지만, 이와 같은 사유만으로 정당화되지 않는 정책 지연도 다수 발생하고 있다. 본 연구는 현재 한국의 정책 결정 과정에서 정당화되지 않는 정책 지연은 정부에 의한 의도적인 무의사결정으로 설명할 수 있다는 점을 제시하고자 하였다. 이에 대한 사례로 상암동 롯데복합쇼핑몰을 제시하고, 상암동 롯데복합쇼핑몰 정책 과정을 무의사결정의 시각에서 분석하였다. 엘리트층의 존재, 목적, 정책수단, 정책과정, 결과 등의 요소들을 기반으로 분석한 결과 상암동 롯데복합쇼핑몰 건립 지연 사례는 정부의 적극적이고 전략적인 무의사결정에 의한 것으로 추정될 수 있었다. 소극행정과 구분되는 정부의 전략적인 무의사결정에 대해 향후 다양한 검토가 이루어질 필요가 있다.

  • With limited resources, proper allocation of the national R&D budget is very crucial matter for reinforcing the national competence, and the importance of selecting strategic R&D fields have been increasingly emphasized by technology policy-makers and CTOs. This paper deals with technology relevance/cluster analysis, which measures technological dependency and relevancy among technologies, and how it can be used for selecting the strategic R&D fields especially satisfying SMEs(small and medium enterprises)' specific needs. As a result of this study, technology-product tree composed of 7 major technology fields, 22 clusters, 41 groups, 335 core-need technologies and hundreds of related business items are produced that can be used for designing SMEs' R&D/business portfolio as well as R&D investment decision-making of the Ministry of Small and Medium Business Administration.

VDMP를 이용한 전략대안 분석 및 평가절차 (A Strategy Evaluation Procedure using VDMP)

  • This article deals with the multiple alternative proposal of Strategy. when Decision makers meet a very complex and important problems to take a good choice. It might not be easy that we make a decision and accept the decision as an exact result of analysis at a complication and uncertain situation. Although the decision under unpredictable state is many existence and each field is classified to support it. he can not provide exact estimations and be able to specify a result and forecasting. This is the reason why the original research use Statistical Survey method and Visual Decision Making Process(VDMP) to improve decision analysis method. Therefore, Our research suggests that the VDMP utilized in the strategic decision making situation as a group decision adding tool, can be applied in the development of a process vision and implementation plan. as a result, researcher describe step by step the process of VDMP.

  • As the world's attention turns to sustainability and the considerations of cumulative effects, the concept of Strategic Environmental Assessment(SEA) has become more significant and urgent and increasing number of countries and international organizations now undertake some forms of SEA. The term SEA, however, is variously defined and understood; generally it means a formal process of systematic analysis of the environmental effects on development policies, plans, programmes and other proposed strategic actions. This process extends the aims and principles of EIA upstream in the decision-making process, beyond the project level in which major alternatives are still open. There is a shift toward more integrative approaches and greater use of Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) as sustainability tools in cooperation with Environmental Management System (EMS). Currently, Korea has EIA system and Prior Environmental Review System (PERS) which is different type of SEA as Environment Assessment (EA) system. APEMI IA MODEL integrated following three pillar(refer to attached figure.1) ; First pillar symbolized decision making cycle with planning process. Second pillar symbolized integrated assessment which tying SEA and EIA with specific impacts assessment(eg: social impact assessment, economic impact assessment, health impact assessment etc) in cooperation with EMS. Third pillar symbolized EA best practical procedure of International Association for Impact Assessment(IAIA). Considering the above, we applied new conceptual model(APEMI IA MODEL) into Impact Assessment for better integrated decision-making in KOREA as an alternative IA system(IS IA MODEL A and B refer to attached figure 4, 5).

Analysis of the Relationship between Corporate IT Capability and Corporate Performance through Korea IT Success Cases: An Empirical Approach

  • An IT system within a company play increasingly important role as a significant part of corporate assets. The IT system possesses an extraordinary ability to improve an organization's efficiency, effectiveness and productivity by providing competitive advantages and improving strategic business decision capabilities. Indeed, providing a more secure IT environment, improving employee productivity and enhancing business process and strategic decision capabilities are key areas to improve corporate performance. However, existing research on IT ROI of return on IT investments does not provide solid justification to stakeholders. In this paper, we analyze the IT investment during the past 28 years from 1982 to 2009 and present the results in two dimensions. First, we show the IT solution implementation analysis by years and industries based on 1,240 IT success cases from 8 different sources such as major Korea IT newspaper, IT magazines, and IT vendors. Then, the paper presents the relationship between IT capability through IT success cases and corporate business performance among 32 industries.

  • The level of informaiton provided by most current EIS systems is not above presentation and reporting. To maximize the effect of EIS, we must increase executives' use-rate. To do so, it is important to provide information really required by the user. In a addition, the decision support funcitons should be provided for strategic decision making. In this paper we propose the methodology for adding the analysis and prediciton functions to the EIS that is, for supporting the decision making with the system. Finally, we present a pilot system based on the proposed methodology.

2단계 공급사슬 네트워크에서 전략적 의사결정을 위한 수리적 모형 (A Mathematical Model for Strategic Decision Making in Two Level Supply Chain Network Design)

  • 본 연구에서는 공장-물류센터-고객으로 이어지는 공급사슬 네트워크를 구축하려는 기업의 의사결정에 도움을 주기 위해 2단계 공급사슬네트워크 설계를 위한 수학적 모형을 제시하고, 현실적인 문제를 대상으로 다양한 시나리오를 통한 민감도 분석을 수행하였다. 본 연구에서는 기존의 연구에서와는 달리 공장과 물류센터의 동시 입지선정, 공장과 물류센터의 용량 수준 결정, 공장과 물류센터의 설치 개수 제한과 같은 조건들을 모두 문제에 반영함으로써 현실 상황에 가장 가까운 문제를 대상으로 수학적 모형을 제시하였다. 기존의 연구들은 대부분 근사해를 찾아내는 효율적인 휴리스틱 해법 개발에 초점을 맞추었다. 그러나 본 연구에서는 공급사슬 네트워크 설계를 위해 다양한 시나리오들을 설정하고 각 시나리오별 결과를 분석하여 최적의 의사결정을 내리는데 도움을 주고자 하였다. 이를 위해 문제 크기별로 서로 다른 $5{\times}10{\times}30$, $10{\times}10{\times}100$, $10{\times}20{\times}200$ 등 세 가지 형태의 예제 문제를 만들고 엑셀의 해찾기 기능을 적용하여 풀어 보았다. 이 중에서 공장 후보지 10군데, 물류센터 후보지 20군데, 최종 고객 대리점 200군데인 $10{\times}20{\times}200$ 문제에 대해 공장과 물류센터 설치 개수에 대한 상한 제약조건을 배제한 문제를 추가적으로 풀어 보았다. 공장의 최적 입지 선정 결과를 고정시킨 채 물류센터 설치 개수를 변화시켜 가면서 모두 7가지 시나리오를 설정하여 민감도 분석을 수행해 보았다. 물류센터 설치 개수가 늘어남에 따라 inbound 수송비와 outbound 수송비가 어떻게 변하는지를 알아봄으로써, 기업 입장에서 비용뿐만 아니라 고객의 서비스 수준도 함께 고려하여 의사결정을 내리는데 도움이 될 수 있음을 알 수 있었다.

  • Data Envelopment Analysis (DEA) is a useful tool to analyze the relative efficiency of decision making units (DMU) characterized by multiple inputs and multiple outputs. This method has been popularly used as an analytical tool to suggest some strategic improvement. To do this, the results of DEA provide decision makers with a single efficiency score, efficient frontier, return to scale, benchmarking decision making units, etc. The purpose of this paper is to evaluate research performance of 38 universities and provide an inefficient university with the way of organizational changes to be an efficient university by using DEA. Various input and output variables are used to identify technical and scale inefficiency. Additionally, we analyze how an inefficient DMU could be changed an efficient DMU based on a case university. This result will give an insight of constructive directions for increasing of research performance to university decision makers.
