Although many researchers and science educators agree that understanding of the nature of science is essential in order for students to be a scientific literate person, it is not easy to compromise exactly what kind of understanding of the nature of science is required to achieve this goal (Smith & Scharmann, 1999). This study discusses a theoretical background about the nature of science (NOS) including some consensus views of the NOS that several important U.S. educational reform documents and science researchers have presented over the past several decades. Finally, this study proposes an inclusive framework of the nature of science based on the four categories of scientific literacy, which are (1) science as a body of knowledge, (2) science as a way of investigating, (3) science as a way of thinking, and (4) the interaction of science, technology, and society. Each category of the framework includes several statements about the nature of science to describe each theme of the NOS. This framework is comprehensive and inclusive because it is suggested by examining several major U.S. national-level documents and in the publications of science education researchers presented about the nature of science. Significantly, many of the key ideas were added into category (4) and category (3), which indicates that the current literature stresses the relationship among science, technology, and society as well as the work of scientists.

The purpose of this study is to analyze the items related to digital reading and information literacy which were measured by PIAAC and PISA, to examine the measurement contents and methods of these literacy items, and to derive the implications for providing reading and information services for librarians at public libraries and teacher librarians. In order to solve the questions measuring digital reading literacy and digital information literacy, respondents commonly needed ICT skills as well as cognitive strategies. However, in digital reading literacy measurement items, the ability to comprehend and critically think about texts was emphasized. And in digital information literacy measurement items, the ability to use ICT skills, navigate, and evaluate whether or not to read the retrieved text was emphasized. Librarians and teacher librarians need to encourage readers to read and provide a customized competencies improvement program to reflect the performance results and characteristics of a particular group. And It is also necessary to improve and develop the library environment so that library user can understand and use library search system and the Korean decimal classification.

This study redefines information literacy (IL) and recommends its contents and media (platforms). Redefinition of IL was based on concepts such as 'Information Literacy 2.0', 'Social Context', 'Metaliteracy', 'Transliteracy', 'Social Media Literacy' and related researches. 'Social Relationship', 'Media Convergence', 'Critical and Evaluative Insight on Information' was extracted by major contents of new IL. To determine program methods, mass media's 'ubiquity' was applied to the study. Some social statistics reports proved that ubiquity of social media is quite high. Finally, proposed empirical study of IL using social media by follow-up study.

The types of information literacy in school library is classified into usage instruction of school library, reading education, instructional development o4 courseware with school library and integrated instruction of collaboration with school librarian and teacher. A measure of scholastic achievement on information literacy varies in each school. The cause is rely on the absence of librarians who teach information literacy and lack of understanding on the role of school library in information literacy. Nevertheless, we know that the program based on subject teacher is successful in terms of the effectiveness of the program. The major aim of this study is to discuss the possibility whether the merging of Information Literacy and rhetoric will be able to have essential elements for being a general education subject in universities. The characteristic of rhetorical information literacy (RIL) is organized as follows. Situated literacy using heuristic method, process oriented literacy attaching importance to research, and literacy relevant to ubiquitous environment. So, it is argued that rhetorical information literate citizenry is essential for a modern democratic society. As the information literacy instruction program can be various, for example, technology oriented instruction is needed to be compared. For the practical execution of the RILI program, 'asking situated questions to discover problem', 'selecting and writing review of meta study books', and 'writing visiting report of library', and 'instruction of information ethics for democratic citizens' have been proposed.

In the digital society where ICT technology is highly developed, digital literacy is an essential competence for working and living. Developed countries around the world have been working hard to solve the digital divide and improve digital literacy. In this paper, we investigated and analyzed the case of US public libraries for improvement of digital literacy of adults including the older people. To do this, we analyzed the educational program type of digital literacy, education method, and the contents of the program, focusing on the best practices libraries of the program. Many of the educational programs still related to basic computer and Internet technologies, and training programs on Micro Office, e-mail, social media, and smartphone and tablet computing were also high. The most frequent and daily training method was informal point of use, and the content and level of education appeared to be very diverse. For digital literacy training, the librarians of the public library considered librarians' digital competence and retraining to be the most important, and the library facility and the latest equipment to be suitable for the operation of the digital literacy education program.
