장애인을 위한 해상교통환경 구축 방안에 관한 연구 (A Study on Installation of Maritime Passenger Service Environment for the Disabled Persons)

  • 오늘날 현대적 국가는 UN 장애인의 권리에 관한 협약을 비준하여 장애인이 차별받지 않는 환경을 조성하고 있다. 세계해사기구에서 1996년에 노인 및 장애인의 요구에 부응하기 위한 여객선의 설계 및 운영에 관한 권고안을 제시하였다. 우리나라에서는 교통약자의 이동편의 증진법이 시행되어 선박, 차량, 항공기, 철도 및 여객시설에 장애인편의시설이 신속하게 설치되고 있다. 하지만 해상교통환경은 안전에 관한 관심에 비하여 장애인에 대한 배려가 부족한 편이다. 본 연구에서는 현장 조사와 문헌조사를 통해 우리나라에서 장애인에 대한 해상교통환경을 개선하는 기초적 연구를 실시하였다. 연구결과 연안여객운송의 상당부분을 담당하는 유선과 도선 및 소규모 항구는 관련 법규의 적용이 제외되어 있었다. 또한 선박과 터미널에 장애인 교통편의시설의 설치율이 낮을 뿐만 아니라 낙후된 장비를 고려하고 있었다. 따라서 법령의 보완과 향상된 장애인 교통편의 시설을 신속하게 구축하여 인류보편적 가치인 장애인에 대한 인권을 보호해야 한다.

초소규모 제조업 사업장의 안전보건활동과 정부지원사업 효과 (The Industrial Safety and Health Activities and Effectiveness of Government Support Program in Very Small Manufacturing Workplaces)

  • Last five years, Occupational injury rate is declining but still a standstill as 2%, if the rate of deaths all people from 2% to 1% in 2013, but decreased as, occupational safety and health in terms industrial accidents yet has a very weak structure in very small Manufacturing workplace. The purpose of this study was to survey a 1:1 directly person interviews with a structured questionnaire intended for 150 a very small manufacturing workplace. In the results, working with non-regular(informal) workers is one in 10 persons 11.7% and female workers is about three people on 10 persons with 31.0%, and that 75% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 4.0% and the occupational injury rate was 1.24%, especially occupational injury rate of older workers was 3.65%, a female workers 1.72%. Workplace risk assessment carried out in response that it was very low as 9.3% of the total. In the technology and funding programs that are supported by the government, was highest with 62.7% of the clean support program awareness, awareness of the rest of the programs is about 10-14% lower. And the satisfaction of supporting a clean support program were the highest 81.3%.

일부 금융직 근로자의 VDT 작업 실태와 피로도와의 관련성 (The Relationship of VDT Work Condition and Fatigue Severity in the Financial Office Workers)

  • This study was to investigate the relationship of VDT(visual display terminal) work condition and fatigue severity in the financial office workers. Questionnaires were completed by 662 persons in VDT workers of Post Office from January to May 2006. Multidimensional Fatigue Scale(MFS) that was developed in Korea Occupational Safety &Health Agency to estimate the degree of fatigue was used for study. In results, 149 persons(22.5%) in VDT workers were felt low fatigue severity, 351 workers(53.0%) were middle, and 162 workers (24.5%) were high. So it was appeared that one in four VDT workers felt the high fatigue severity. And woman VDT workers felt more fatigue severity than man. Also, fatigue severity was increased with increasing work time. Our findings suggest that VDT workers in financial office need proper health program to prevent occupational fatigue and disease.

Trend of Occupational Injuries/Diseases in Pakistan: Index Value Analysis of Injured Employed Persons from 2001-02 to 2012-13

  • Background: The present study aimed to analyze the index value trends of injured employed persons (IEPs) covered in Pakistan Labour Force Surveys from 2001-02 to 2012-13. Methods: The index value method based on reference years and reference groups was used to analyze the IEP trends in terms of different criteria such as gender, area, employment status, industry types, occupational groups, types of injury, injured body parts, and treatment received. The Pearson correlation coefficient analysis was also performed to investigate the inter-relationship of different occupational variables. Results: The values of IEP increased at the end of the studied year in industry divisions such as agriculture, forestry, hunting, and fishing, followed by in manufacturing and construction industry divisions. People associated with major occupations (such as skilled agricultural and fishery workers) and elementary (unskilled) occupations were found to be at an increasing risk of occupational injuries/diseases with an increasing IEP trend. Types of occupational injuries such as sprain or strain, superficial injury, and dislocation increased during the studied years. Major injured parts of body such as upper limb and lower limb found with increasing trend. Types of treatment received, including hospitalization and no treatment, were found to decrease. Increased IEP can be justified due to inadequate health care facilities, especially in rural areas by increased IEP in terms of gender, areas, received treatment, occupational groups and employment status as results found after Pearson correlation coefficient analysis. Conclusion: The increasing trend in the IEP% of the total employed persons due to agrarian activities shows that there is a need to improve health care setups in rural areas of Pakistan.

학교건물에서 피난훈련과 시뮬레이션을 통한 피난안전성 평가 (Safety Assessment of the Evacuation at School Building by Escape Training and Simulation)

  • 본 연구는 청주소재 OO 고교 교직원 휴게실에서 화재상황을 가정하여 FDS와 CFAST 화재모델을 이용하여 화재특성을 분석하였으며, 전교생을 대상으로 실제피난훈련을 실시하고, 피난프로그램 Simulex를 수행한 자료와 비교하여 피난안전성을 평가하였다. 그 결과, 실제피난훈련은 8%가 피난에 실패하였고 Simulex에서는 40%가 피난에 실패한 것으로 평가되었다. Simulex는 피난경로, 피난집결지 둥 실제피난훈련의 특성을 반영하지 못한 것으로 나타났다.

Multi-Person Tracking Using SURF and Background Subtraction for Surveillance

  • Surveillance cameras have installed in many places because security and safety is becoming important in modern society. Through surveillance cameras installed, we can deal with troubles and prevent accidents. However, watching surveillance videos and judging the accidental situations is very labor-intensive. So now, the need for research to analyze surveillance videos is growing. This study proposes an algorithm to track multiple persons using SURF and background subtraction. While the SURF algorithm, as a person-tracking algorithm, is robust to scaling, rotating and different viewpoints, SURF makes tracking errors with sudden changes in videos. To resolve such tracking errors, we combined SURF with a background subtraction algorithm and showed that the proposed approach increased the tracking accuracy. In addition, the background subtraction algorithm can detect persons in videos, and SURF can initialize tracking targets with these detected persons, and thus the proposed algorithm can automatically detect the enter/exit of persons.

주거약자를 위한 AI 스마트하우징 주거서비스의 필요성과 중요도에 관한 연구 (A Study on the Necessity and Importance of AI Smart Housing Services for the Housing Disadvantaged Persons)

  • Purpose: Recently, Korea has been promoting smart cities that combine artificial intelligence(AI), big data, ICT, and the Internet of Things(IoT), and these technologies are being applied to housing services and are developing into smart housing services. This study try to analyze what is the most necessary and important the AI smart housing services for the housing disadvantaged persons through a survey of experts and the housing disadvantaged persons. And by collecting these necessary and important services, we aim to present elements and directions for the AI smart housing services policy for the housing disadvantaged persons. Methods: Firstly, we asked 11 experts, Secondly, the desire and necessity for the above smart housing service was identified through an online survey targeting the housing disadvantaged persons. Thirdly, the survey was analyzed and reliability was measured through descriptive statistical analysis using SPSS program. Fourthly, based on the results of descriptive statistics analysis, the necessity and importance of AI smart housing services from the perspective of the housing disadvantaged were derived. Results: The results of this study are that firstly, both experts and the housing disadvantaged persons viewed safety and health-related services as the most important and necessary among AI smart housing services, secondly, there is a difference in perspectives on the services that should be priority between experts and people with disabilities, and lastly there are differences in perspectives and needs for services that should be priority between the disabled and the elderly.

간호대학생 대상 안전 관련 국내 연구 동향 (Literature Review of the Safety Studies among Nursing Students)

  • 본 연구는 국내 간호대학생의 안전에 관한 연구 동향을 분석하고자 실시하였다. 7개의 데이터 베이스를 통해 'safety', 'safety*', 'patient safety', 'patient safety*' 'nursing students', and 'nursing * students' 검색한 결과 총 29개의 논문이 추출되었다. 연구결과, '2015-2019년' 69.0%, '기타 저널' 79.3%, 대상자는 평균 242.4 명으로 '200명 이하' 51.7%, 대상지역은 '1개 지역' 48.2%, 참여 학교는 '3개 학교이상' 42.3%, 학년은 '4학년' 56.2%, 대상자 산출근거는 'G*power' 86.2%, IRB '미승인' 58.6%, 분석방법은 '회귀분석' 75.9%, 저자는 '2명' 58.6%로 대다수를 차지하였다. 키워드 분석에서도 지식중심에서 환자중심으로 변화하였다. 간호대학생의 안전역량을 파악하기 위한 전국적인 실태조사와 간호학적인 안전역량 함양을 위한 실무중심의 교육이 요구된다.

항공교통약자 안전 및 이용편의를 위한 비교법적 연구 (A Comparative Legal Study on Safety and Transportation Convenience of Mobility Disadvantaged Persons)

  • 최근 휠체어를 이용하여 비행기에 탑승하려던 승객이 항공사로부터 탑승거부를 당한 사례가 여럿 보도되었다. 우리나라 법에는 장애인을 포함한 고령자, 임산부 등 일상생활에서 이동에 불편을 느끼는 사람을 교통약자로 규정하여 이들의 이동권을 보장하고 있지만, 실제로 다양한 이유로 이들의 이동에 제약이 있는 실정이다. 그러나 국제사회에서는 항공교통이용자의 보호 및 안전을 위한 정책을 도입하고 실행 중에 있다. 이러한 움직임에 맞추어 우리나라도 항공교통이용자들의 피해를 미리 예방하고 보호할 수 있는 제도가 마련되어야 할 것이다. 본 논문은 승객에 대한 권리와 교통약자들의 권리에 관하여 해외의 규정들을 알아보고, 이에 비추어 부족한 우리나라의 제도를 검토하고 이에 따른 해결 방안을 제시하였다. 우선 교통약자라는 정의를 다시 파악함으로써 전체 국민의 25 %에 해당하는 이동에 불편을 느끼는 자를 위한 제도가 아닌 실지로 이동에 제한이 있는 자를 위한 현실적인 정책방안을 강구하였다. 이 과정에서 항공사와 교통약자와의 분쟁이 더욱 더 심각한 것은 항공사마다 제각기 다른 운송약관에 따라 운영의 범위가 다르므로 승객입장에서는 혼란을 야기할 수밖에 없음을 발견하곤 미국 등 국제사회의 법규범들에 비추어 항공교통이용자의 보호라는 목표를 위하여 항공 교통의 특수성과 우리 실정에 맞는 현실적인 규율을 통일적으로 제안을 해보았다. 또한, 현재 우리나라는 승객이 항공이용 중 피해가 발생하면 그 피해구제의 신청을 이용승객이 하도록 하고 있다. 이는 당연한 소비자의 권리로서 피해구제를 요청할 수 있는 것이다. 그러나 이러한 보상이 필요한 피해뿐만 아니라 항공교통이용자가 가지는 피해, 불만의 처리에 관한 모든 것을 집계하여야 하기 위하여 현장에서 발생하는 불만들의 정확한 집계를 위해 이를 그 서비스 제공자인 공항과 항공사에게 위임하도록 하는 방안을 제시 하였다. 이는 항공교통서비스 보고서가 가지는 목적. 서비스의 질을 향상시키고, 승객이 가질 수 있는 어려움을 보다 구체적으로 처리할 수 있는 정책을 만드는 데 큰 도움이 될 것이다. 우리나라의 교통약자 등에 관련된 시설 및 인식은 선진국에 비해 떨어지지 않으나 교통선진국가로서의 승객에 대한 권리향상의 움직임에 발맞추기 위해 보다 구체적이고 실질적인 정책이 필요한 시점이며, 이동권이 제약된 교통약자들의 처우를 개선하기 위하여 실효성 있는 제도를 제안했다.

축열조 공사의 위험분석지수 비교에 관한 연구 (A Study on the Comparison of the Indices of Hazard Analyses for the Construction of Heat Accumulator)

  • This study is conducted to compare three methods of hazard analyses and to propose the control for the accidents arising under construction of heat accumulator of group energy projects(co-generation plants). The analysis of fatal accidents and the Analytic Hierarchical Process(AHP) using by the questionnaire survey for the workers engaged in the construction of heat accumulator and the quantitative questionnaire survey of expert group has been carried out. In order to analyze the fatal accidents, the 115 cases of accidents from 2001 to 2012 published by Korean Occupational Safety and Health Agency(KOSHA) and workers suffered from industrial accidents are collected and analyzed. The AHP is applied and analyzed for 66 persons of the construction site managers, safety engineers and construction engineers and the questionnaire survey of expert group is carried out and analyzed for the 51 persons of contractors and construction inspectors. The analyses of the types of accidents and the jobs of the suffered workers and the hazardous construction processes which are occurred accidents frequently are shown. The results of the analysis of fatal accidents and the AHP as well as the questionnaire of expert group are shown similar results.
