  • The initial step in the construction process, estimating appropriate construction time and expense is the most important factor that would influence the result of the construction. In order to enhance productivity and efficiency, there is a need to analyze and manage rationally. The purpose of this project is to make a simulation model for all subway tunnel construction based on the NATM method, also give an support equipment that would make available to plan and analyze the construction. The development of simulation model is based on a real case construction analysis process and also on the reference data. It reflects restrictive elements, make it possible to modify the conditions, and not only adapt to our project's construction but other projects as well. The model developed by this project will be able to reasonably predict the construction completion time and support the process of decision making during the planning. Therefore we can expect the productivity and efficiency of the whole construction projects.

  • The main idea of this paper is to present the general attributes of the current IAEA programs and their prospects in the arena of occupational radiation protection, thus responding to a need to attain a consolidated understanding of the Agency's programs for an effective and efficient deployment of the respective national R&D projects in Korea. In addition, the considerable and beneficial benefits from a participation in the IAEA programs have been analyzed and their immediate relevance has been emphasized. A strategy for the enhancement of an active participation in the program and its efficient implementation has also been established. It is expected that the suggested recommendations such as the long term strategy and the relevant guidelines will be helpful in establishing a nuclear policy for the further development of the international cooperative projects in the future.

  • It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.

A Study on Land Use Regulation on Border Area of Incheon Metropolitan City (인천광역시 접경지역 토지이용규제에 관한 연구)

  • At present, Ganghwa County and Ongjin County of Incheon Metropolitan City are under the application of a different land use regulation like military regulations, etc. due to distinct characteristics of a border area; moreover, these two Counties have degenerated into the deepening area of economic backwardness and decline with the overlapping application of various land use regulations on the ground that these areas belong to a metropolitan area in view of an administrative district. In addition, different support is also implemented for border areas, such as 'the Special Act on Border Area Support' for the border areas, and development projects for special situation areas, etc.; however, realities are that the border areas are not free from regulations as yet due to the problems of unreality of support projects, and hierarchy of ordinances, etc. Accordingly, this study implemented this research under the judgment that it's about time to mitigate overlapping regulations on regional characteristics of the border areas of Incheon Metropolitan City, i.e. different land use regulation as a border area. It is required that general land use regulations should be mitigated through f lexible deregulation & management of the military regulation on the border areas of Incheon-si, mitigation of regulations under the Metropolitan Area Readjustment Planning Act, and relaxation of the preservation area of cultural properties; particularly, it's necessary to minimize the damage to border areas of Incheon-si caused by overlapping regulations on the areas by exempting the areas from the range of a metropolitan area through acknowledgment of the difference between the distinct characteristics of the border areas and regional, cultural conditions of a metropolitan area.

A Study on the Place Specificity of Graffiti Arts Used as Fusion Design Elements in Urban Regeneration (융합 디자인 요소로서 도시재생에 활용된 그라피티의 장소특정성에 관한 연구)

  • This study aims to clarify how the graffiti arts used in urban regeneration projects have come to possess the place specificity as public arts. For the research, the theoretical background of the place specificity of graffiti art was explored with the understanding of the concept of place specificity of public art, before comparing the difference of graffiti arts as public art applied to the urban regeneration projects, depending on their installation location and artist. In addition, the specificity of the place where graffiti artwork was installed and its significance in the context of urban regeneration project were explored. The case study is limited to graffiti arts installed in Bosan-dong, Dongducheon-si, where several urban regeneration projects have been pushed for since 2015. It was found from the analysis that the place specificity of individual art works is maximized when they are merged with cultural contents reflecting the history and place specificity of target cities, such as design, crafts, music and festivals, rather than with the place specificity of the works of individual artists. The result of this study suggests that when graffiti arts are fused with urban cultural contents as fusion design elements, their place specificity is maximized enough to elevate them to the level of public arts, and enable them to function as the media of urban regeneration.

Strategic Approach for South-North Korea's S&T Cooperation (남북과학기술협력에 대한 전략적 접근: 향후 추진전략과 협력과제 도출을 중심으로)

  • This study tried to suggest South-North Korea's S&T cooperative strategies and priority areas using mixed-methodology. First, survey research was conducted to analyze the understanding of scientists how they think about these issues. We surveyed scientists whose names are on the KOFST mailing list and analyzed 485 questionnaire responses. After that, experts who are participating in FGI discussed more deeply about the survey results and suggested the feasible strategies and projects. The results suggest some findings about priority cooperation area, new projects and strategies. Priority areas of S&T cooperation are following; agriculture, electricity & energy, and health care. However, more important thing than these priority areas is how to approach the inter-Korean S&T cooperation. More strategic approach is needed while promoting exchange and cooperation projects with north-korea. Also more long-term approach is needed to maintain the sustainability of this S&T cooperation.

AHP-based Decision Model for Safety Improvement Projects for Hazardous Section of Urban Roadways (AHP 의사결정 기법을 통한 도시부 위험도로 구조개선 사업의 교통사고 저감대책 선호도 분석 -부산광역시를 중심으로-)

  • In this study, the effect of safety improvement project was analyzed, and a decision making model for traffic accident reduction measures was suggested. The results of this study are as follow; First the overall number of traffic accidents and casualties were reduced, especially reduced the number of unauthorized crossing and centerline encroachments was remarkable. Second, the priorities of traffic accident reduction measures. through hazards roadway section improvement projects were determined. As, higher level evaluation items of AHP hierachy structure include civil facilities and transportation facilities. The civil facilities has 6 lower level evaluation items and transportation facilities has 4 items. The results of this study, It was revealed that traffic experts prefer civil facilities more than transportation facilities and the top 2 items of the each data (or index) took over 50%. In addition, one of the last evaluation contents through the verification, the top 3 items of civil facilities took 55.38%. The project according to the improvement projects for hazards roadway reduced traffic accidents and casualties as well as saving the cost. So these results should be available for basic information for the countermeasure about reducing the traffic accidents by local governments.

A Retrospective Study on the Yeosu-si Postpartum Health Care Support Project and New Policy Support to Encourage Childbirth (여수시 산후건강관리지원사업과 출산장려 신규정책지원에 대한 후향적 연구)

  • Objectives: This study analyzed an online survey targeting women and Korean medicine doctors who participated in the Yeosu City Postpartum Health Center Support Project. Through this, we would like to discuss the direction of support for postpartum health care support projects and new policies to encourage childbirth. Methods: In this study, we examined the results of an online survey from 73 women and 29 Korean medicine doctors. We examined 39 items, including basic information, childbirth-related items, Korean medicine treatment-related items, business satisfaction, and policies, answered by 73 women and 29 Korean medicine doctors who responded to the online survey. Results: The average age of women was 33.62±4.19 years, and the average age of Korean medicine doctors was 49.82±8.60 years. Musculoskeletal pain appeared most commonly in both maternal and Korean medicine doctors' online surveys. The visit date from the date of delivery was 36.87±27.06 days. Gungguijohyeol-um and Boheo-tang were widely used. The survey score of women whose main symptoms improved after taking herbal medicine was 3.04±1.15 points, and the survey score of Korean medical doctors was 4.13±0.74 points. The positive response to the policy was 73.7% for satisfaction with the overall policy to encourage childbirth, 54.8% for perceived support, and 65.7% for reduction of economic burden. Conclusions: Women who participated in the postpartum health care support project and received Korean medicine treatment and Korean medicine doctors who performed Korean medicine treatment were very satisfied. The most frequent postpartum symptom was musculoskeletal pain. The degree of improvement in main symptoms after taking herbal medicine was higher among Korean medicine doctors than among women. Among childbirth policies, the areas that should be prioritized are childbirth support projects and postpartum care projects.

A Study of the Effect of Learning Processes on Decision Making Performance of IT Consultants (학습프로세스가 IT 컨설턴트의 의사결정 성과에 미치는 영향에 관한 연구)

  • For the successful implementation of IT projects, individual consultant's competency in the project is very important. Especially, 3 key factors which are 1) Learning-by-Doing, 2) Learning-from-Others, and 3) Learning-by-Investment with individual consultant's competency, are required for solving various critical issues which can be occurred during implementing IT project. The objective of this research is to examine the effects of these learning processes on decision performance of consultants. Prior to setup the research model, we conducted 3 times in-depth interviews with IT consultants who have over 20 years IT project experiences. Through interviews with IT project expert, we tried to validate our research model and develop survey questionnaires. Over 100 consultants, who are working at SI companies those of Samsung SDS, LG CNS, SK C&C and other small SI companies, were participated to survey. In the contrary of our thoughts before conducted experiment, we got the interesting result from pilot experiment. Most influenced learning process was Learning-by-Doing and less influenced learning process was Learning-from-Others.

  • Integrated Railroad Information System(IRIS) Construction Project is one of the super projects in Korea required to invest over 100 billion won and 10,000 engaged manpower until Dec 30, 2004. Composition of this paper is as follows; firstly, examined individual contents and aspects of IRIS, and studied formality and contents that have been based to project methodology for successful propulsion of project in overall situation of SI project progress until present. Secondly, presented for construction background of IRIS as well as Project Management and Project Development Methodologies. Thirdly, described each characteristic and development substance for individual systems after present whole contents and system image of the system. Finally, presented successful propulsion result of this project and development directions. We presented development example laying stress on IRIS's Project contents and propulsion circumstances. Evaluation about operation results should be analyzed and studied in detail operating system from now on.
