The purpose of this study is to analyze middle school teachers' concern about and implementation degree of performance assessment in China. The research questions are as follows: First, what kind of concern is held by middle school teachers who implement performance assessment? Second, is there any significant difference in stages of concern the teachers on performance assessment according to their gender, education level and teaching career? Third, which level of use is shown by middle school teachers who implement performance assessment? Fourth, what is the correlation between middle school teachers' Stages of Concern and Levels of Use on performance assessment? This study was conducted based on a Concerns-Based Adoption Model (Hall, 1973; CBAM) that viewed teachers as the most primary factor of the execution of innovation, in this case, performance assessment. Performance assessment is assessment based on observation and judgement (Stiggins, 1994), and require test takers to complete a process or produce a product in a context that closely resembles real-life situations. The subjects of this study were randomly sampled from 120 middle school teachers throughout Bei-Jing, China. The questionnaires were distributed to them by mail, and they were asked to return their questionnaire by mail. The collect data were analyzed by SPSS/WIN 18.0 program in terms of frequency, correlation, or MANOVA. Frequency analysis was used to analyze concern of middle school teachers on performance assessment. To gain an frequency of the individuals in each stage, we regarded the stage in which a teacher had his/her highest score as his/her relevant stage. Correlation analysis was adopted to identify the correlation between teachers' stage of concern and level of use. To analyze the difference of the concern of China middle school teachers on performance assessment according to their individual background variables such as gender, education level, and teaching career, MANOVA was performed.
With the technical development of fourth industrial revolution, VR game market is rapidly expanding. Meanwhile, heavy user group means the group consisting of people consuming certain media or contents more than others, which is the core constituency of the media industry, and there have been only a few studies on them. This study identified the factors that influenced the continuous intention of use of VR game heavy users and figured out their characteristics by verifying the difference in variables with the light user group. According to the results, the heavy user group showed higher behaviors than the light user group in terms of personal innovation, presence, and continuous intention of use variables. In addition to this, it was found that personal innovation, perceived quality, and presence had a significant influence on the continuous intention of use. This study is intended to empirically analyze the characteristics of heavy VR game users and influential factors, thereby preparing baseline data for VR game development and other relevant studies.
Real estate brokerage app service is an emerging online-to-offline (O2O) business model. This study analyze the relationship between the satisfaction and reuse of real estate app services through a survey of experienced users of the application. The results show that "ease of use" and "usefulness" of the online app service positively affect customer satisfaction and eventually affects reuse. Moreover, ease of use and usefulness of the offline brokerage introduced by the application positively affects customer satisfaction and eventually affects reuse too. One meaningful finding is the stronger impact of usefulness on customer satisfaction than that of ease of use in both online and offline situations. This finding implies that the value of usefulness is bigger than that of ease of use because of users who purposely use the application to find relevant real estates. The effect of online customer satisfaction on reuse is slightly higher than that of offline. This finding suggests that need to develop a strategy for online applications that focuses on enhancing the usefulness of real estate brokerage app services in the O2O market.
This study examines the current alcohol use situation among adolescents and provides information relevant to development of adequate prevention programs for adolescent alcohol use in Korea. In this study, we used focus group research method and analyzed the outcome with constant comparison method. We classified 4 major categories of adolescent alcohol use situation such as the factors on enhancing alcohol use, the factors on delaying alcohol use, the occasions significantly related to alcohol use and the first alcohol use experience of adolescent. And we found out 16 minor categories and 93 concepts under the major categories. The results from the study revealed that the factors on enhancing alcohol use were associated with adolescents' psychological reasons, their positive perceptions on alcohol, family factors, peer influences, teacher's influences and social and cultural aspects on alcohol in general. The factors on delaying alcohol use were associated with health conditions, their negative perceptions on alcohol, parental monitoring, economic reasons and their limited access to purchase alcohol. The occasions significantly related to adolescent alcohol use were family events, school events and peer gatherings. In addition, the first adolescent alcohol use experience was strongly associated with the peer influences and significant adults' offer of alcohol. Findings suggest recommendations for prevention and intervention programs for adolescent alcohol use in Korea.
In contemporary society interest in and consumption of beauty treatment are increasing, raising interest in health and beauty. However, beauty-related laws are becoming factors of hindrance of beauty development. Currently the Public Health Control Act plays a basic role in the beauty art business in Korea, However the contents are in discord with international laws and its definition is not clear. Therefore it is causing conflicts of different occupations and job associations which are similar to art business. Especially, because neither definitions nor policies on beauty care devices exist in the Public Health Control Act, beauty care devices using in foreign countries cannot be used in Korea due to classification as medical devices. Under this circumstance, therefore, beauty care device uses by beauty artists violate the law. The government has tried to solve these irrational regulations. Recently, the Small and Medium Business Administration announced 'the improvement plan of small business and young founders site regulation for public economy recovery' in a ministerial meeting on December 28, 2016. Regulations on policy preparation for skincare devices were inclusive in this announcement. It is the question whether the regulations will be executed or not. Even though beauty industrial competitiveness was presented in the 18th Presidential Council on National Competitiveness in 2009, it was not practiced. The proposal bills for beauty law improvement have been put forth several times since 2000 including an improvement plan for regulating beauty care devices. However, so far there have been no improvements. The damage on the regulation classifying beauty devices as medical devices is not only restricted to skincare. This develops beauty devices and the beauty industry which imports and exports beauty devices. When beauty devices are exported, complicated procedures are unavoidable and when beauty devices are imported, irrational problems like reregistration procedures and costs occur. The reason why an improvement plan has not gone into practice is the resistance of the dermatologists' association. Dermatologists tend to stand positively against harming public health by saying that beauty devices used by beauty artists cause people to suffer side effects. In contrast, anyone who has a licence to use beauty devices is able to use them in foreign countries. It is not only infringement of one's right as a beauty artist but also people's right to receive beauty care services. With this reason, Korean's current law under which beauty devices are ruled as medical devices should be revised with accordance to domestic surroundings. Therefore in order to advance and globalize the beauty industry, the support and cooperation of the Korean government and relevant associations is needed to legislate and revise the beauty devices laws. The relevant associations abandon regional self-centeredness and cooperate to define ranges, size and management of beauty devices for safe use. If no collaboration exists, an arbitration agency should be established to solve the problem.
In recent years, with the rapid development of network live streaming, with the popularization of mobile Internet and mobile terminal equipment, the live streaming industry has ushered in great development. A sudden outbreak of the COVID-19 makes the PC end live streaming which has been developed for many years enter a new era, giving birth to the rapid development of mobile end live streaming. Not only because of the expansion of the live streaming industry market, the rise of the trend of the national live streaming, but also because the mobile live streaming is more and more valued by the brand, becoming an important tool for brand communication and product promotion. It is because of its unique communication characteristics that some scholars believe that the era of precision marketing has been opened by live network. Mobile live from the initial fans to reward and promote the brand, to now in the form of live marketing, consumers can "buy while watching". The time period from the understanding of the goods to the final completion of the purchase behavior has been greatly shortened. It is conducive to improving sales volume and brand awareness. Marketing communication through mobile live platform has become a popular way of brand marketing. This paper mainly studies the current situation, methods, problems and development strategies of brand marketing activities with the help of live streaming platform under the background of mobile internet. Taking Tmall live streaming platform as an example, this paper analyzes several ways of brand marketing with the help of live streaming and some universal characteristics of live streaming marketing by using the relevant theories of marketing. In view of the problems existing in live streaming brand marketing, it puts forward relevant Improvement measures. First of all, the paper puts forward the innovation in content and form. Second, the paper suggests that we should make full use of new technologies such as AR and VR to effectively combine with mobile live broadcasting. Third, the paper explores the integration of multiple channels to create intelligent marketing, and further optimize the live interface of mobile terminals. Finally, the paper emphasizes that the government departments and the platform itself should jointly supervise the mobile network live streaming platform and establish a good live broadcasting environment for mobile terminals. With the help of mobile live streaming, the marketing mode has an important impact on the promotion of brand marketing. How to make better use of this business mode and accurately use mobile live broadcast to promote brand marketing, so that enterprises can create greater profits, is also of profound research significance.

U-City laws are divided into three categories: intellectual laws, information superhighway laws, and integrated operation center laws. Previous studies have suggested that efficient infrastructure operation and management is necessary in Ubiquitous-City (U-City). However, infrastructure is often interpreted differently by different laws. The purpose of this study was to plan for the integrated operation of intelligent service facilities by comprehensively analyzing the law system of domestic intelligent service facilities and problems in operation and management based on this critical mind. For this, present conditions and problems of intelligent service facilities were found through interviews with people who are in charge of the law system and other practitioners. The necessity of integrated use, including city information generated from intelligent service facilities and installment locations, has been demonstrated. Government ministries and local governments have established various information systems using ICT and U-City laws that specify integrated management and operation, but do not clearly specify definitions for the specific responsibility and authority for main agents participating in facility operation. A system is needed to smoothly mediate the relevant divisions so that they can use installed equipment simultaneously for efficient operation in generating city information. This objective of this study was to prepare a unitary law system for efficient installment and management of intelligent service facilities by establishing a logically linked relationship among the relevant laws and regulations. This will provide a foundation for a management system that has an integrated linkage of intelligent service facilities.
Nuclear Power Sources(NPS) have been used since 1961 for the purpose of generating energy for space objects and have since then been recognized as particularly suited essential to some space operations. In January 1978 a malfuctioning Soviet nuclear powered satellite, Cosmos 954, re-entered the earth's atmosphere and disintegrated, scattering radioactive debris over a wide area of the Canadian Northwest Territory. This incident provided some reasons to international legal scholars to make some principles to regulate using NPS in outer space. In 1992 General Assembly adopted "Principles Relevant to the Use of Nuclear Power Sources in Outer Space". These NPS Principles set out certain legal and regulatory requirements on the use of nuclear and radioactive power sources for non-propulsive purposes. Although these principles, called 'soft laws', are not legal norms, they have much enfluences on state practices such as 1983 DBS Principles(Principles Governing the Use by States of Artificial Earth Satellites for International Direct Television Broadcasting), 1986 RS Principles(Principles Relating to Remote Sensing of the Earth from Space) and 1996 Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interests of all States, Taking into Particular Account the Needs of Developing Countries. As far as 1963 Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space is concerned the main points such as free use of outer space, non-appropriation of celestial bodies, application of international law to outer space etc. have become customary international law binding all states. NPS Principles might have similar characters according to states' willingness to respect them.

Stepwise efficiency improvement in data envelopment analysis (DEA)-based benchmarking is a realistic and effective method by which inefficient decision making units (DMUs) can choose benchmarks in a stepwise manner and, thereby, effect gradual performance improvement. Most of the previous research relevant to stepwise efficiency improvement has focused primarily on how to stratify DMUs into multiple layers and how to select immediate benchmark targets in leading levels for lagging-level DMUs. It can be said that the sequence of benchmark targets was constructed in a myopic way, which can limit its effectiveness. To address this issue, this paper proposes an optimization approach to the construction of a sequence of benchmarks in DEA-based benchmarking, wherein two optimization criteria are employed : similarity of input-output use patterns, and proximity of input-output use levels between DMUs. To illustrate the proposed method, we applied it to the benchmarking of 23 national universities in South Korea.
