I3A Framework of Defense Network Centric Based C2 Facilities (국방 NC 기반 C2 시설 I3A Framework)

  • Ministry of National Defense, MND, established a "Master Plan of Military Facility" in 2010 based on the defense reform to prepare for future war. It was a plan for consolidating small military facilities into battalion units, reflecting on and preparing for the needs of various changes in defense environment as well as balanced growth of ROK Army, Navy, and Air Force. However, to move forward with "Military Facility Master Plan," current design criteria for military facilities need to be revised to be enacted due to numerous calculation errors in facility footprints because of the absence of a sound facility criteria. Because the future war environment will be changed from Platform basis to Network Centric Warfare basis, Command & Control capability of C4I systems is getting more important. Therefore, Successful mission accomplishment can be secured by convergence of facility and military Information Technology(IT). So, MND should quickly prepare for the operational guidance, design criteria and policy that are suitable for Network Centric Warfare accomplishment, and implement infrastructure of IT and installation of C2 facility in conjunction with consolidation movement of military facilities. In this paper, we propose the defense I3A framework in order to solve this problem.

A3V 10b 33 MHz Low Power CMOS A/D Converter for HDTV Applications (HDTV 응용을 위한 3V 10b 33MHz 저전력 CMOS A/D 변환기)

  • This paper describes a l0b CMOS A/D converter (ADC) for HDTV applications. The proposed ADC adopts a typical multi-step pipelined architecture. The proposed circuit design techniques are as fo1lows: A selective channel-length adjustment technique for a bias circuit minimizes the mismatch of the bias current due to the short channel effect by supply voltage variations. A power reduction technique for a high-speed two-stage operational amplifier decreases the power consumption of amplifiers with wide bandwidths by turning on and off bias currents in the suggested sequence. A typical capacitor scaling technique optimizes the chip area and power dissipation of the ADC. The proposed ADC is designed and fabricated in s 0.8 um double-poly double-metal n-well CMOS technology. The measured differential and integral nonlinearities of the prototype ADC show less than ${\pm}0.6LSB\;and\;{\pm}2.0LSB$, respectively. The typical ADC power consumption is 119 mW at 3 V with a 40 MHz sampling rate, and 320 mW at 5 V with a 50 MHz sampling rate.

Development of a user-friendly information system for river water quality using Web GIS (Web GIS를 이용한 수요자 중심의 하천수질 정보시스템 구현)

  • The author argues that the current Government Information System for river water quality appears to be non-user friendly due to lack of the cartographic representation for the field monitoring data. Acknowledging these constraints, an operational, user-friendly information system has been developed by combining Internet technology with GIS. A digital map for water quality has been generated by overlaying monitoring data on existing cartographic data such as road, topography and administrative boundary etc. A user interface was designed to address the need to querry the large spatial databases by non-GIS and non-environmental experts. The system has been checked experimentally and enabled the users to querry data required simply. And detailed visual maps for water quality can be generated over large areas quickly and easily. A visual mapping system for water quality was developed by reframing the monitoring data as graphic symbols and it was ideally suited to exploring area-wide water quality at a user-friendly manner due to extensibility and scalability along the various survey points. This system based on Web GIS could be accessed anywhere if internet is available. It would play a crucial role in improving the quality of public information service if it is operationally introduced into the Government since the highly user-friendly interface provides a completely new means for disseminating information far water pollution in a visual and interactive manner to the general public.

Knowledge, Barriers and Attitudes Towards Breast Cancer Mammography Screening in Jordan

  • Background: Breast cancer is the most common type of cancer in Jordan. Current efforts are focused on annual campaigns aimed at increasing awareness about breast cancer and encouraging women to conduct mammogram screening. In the absence of regular systematic screening for breast cancer in Jordan, there is a need to evaluate current mammography screening uptake and its predictors, assess women's knowledge and attitudes towards breast cancer and screening mammograms and to identify barriers to this preventive service. Materials and Methods: This cross-sectional study was conducted in six governorates in Jordan through face-to-face interviews on a random sample of women aged 40 to 69 years. Results: A total of 507 participants with mean age of $46.8{\pm}7.8$ years were interviewed. There was low participation rate in early detection of breast cancer practices. Breast self-examination, doctor examination and periodic mammography screening were reported by 34.9%, 16.8% and 8.6% of study participants, respectively. Additionally 3.8% underwent breast cancer screening at least once but not periodically, while 87.6% had never undergone mammography screening. Reported reasons for conducting the screening were: perceived benefit (50%); family history of breast cancer (23.1%); perceived severity (21.2%); and advice from friend or family member (5.8%). City residents have shown higher probability of undergoing mammogram than those who live in towns or villages. Results revealed negative perceptions and limited knowledge of study participants on breast cancer and breast cancer screening. The most commonly reported barriers for women who never underwent screening were: fear of results (63.8%); no support from surrounding environment (59.7); cost of the test (53.4%); and religious belief, i.e. Qadaa Wa Qadar (51.1%). Conclusions: In the absence of regular systematic screening for breast cancer in Jordan, the uptake of this preventive service is very low. It is essential for the country of Jordan to work on applying regular systematic mammography screening for breast cancer. Additionally, there is a need for improvement in the current health promotion programmes targeting breast cancer screening. Other areas that could be targeted in future initiatives in this field include access to screening in rural areas and removal of current barriers.

  • A two-step open system(TOS) was proposed to relay between a healing platform and a repository of personal health documents. TOS was designed by taking into consideration the pubsub service based on large scale connections to monitor a provider's access/request process for health documents in real time. TOS, however, uses WebSocket as a communication protocol in case of pubsub. Given the operational environment of low quality wireless networks for mobile devices that are user terminals in a healing platform, there is a need to add a messaging protocol to support QoS as well as a transmission protocol. As a light messaging protocol optimized for mobile devices, MQTT defines reliable messaging QoS to consider a wireless network situation of low speed/low quality. This study designed an MQTT protocol-based message broker to support QoS in case of large scale connections and pubsub by taking into consideration mobile devices that are user terminals in a healing platform. After designing a model between TOS and MQTT message broker, the study implemented a prototype based on the proposed design and compared it with its counterparts from previous studies based on the performance indicators in a load-test with the MQTT client tool.

Development and Evaluation of a Left-Turn Actuated Traffic Signal Control Strategy using Image Detectors (영상검지기를 이용한 좌회전 감응식 신호제어전략 개발)

  • This paper discusses a method for optimizing the semi-actuated traffic signal control system by adjusting the initial interval according to the number of vehicles waiting for the green light in the actuated phase. We also present a Left-Turn actuated traffic signal control strategy that examines the vehicular noise in the detection area and determines the phase extension and the gap-out. In order to detect the vehicles in real-time, an image detector's Video Image Tracking technology was adopted. A 'Zone in Zone'method was implemented, and the image detection area is segmented into three zones: 1) Zone1 for verifying a vehicles obligatory presence, 2) Zone2 for counting the standby vehicles, and 3) Zone3 for examining the number of vehicles that have passed. The on-site assessment of the Left Turn Actuated Control is carried out using CORSIM, and the results show that the Control Delay decreased by 23.10%, 15.06%, and 4.34% compared to the delays resulted from pre-timed control, semi-actuated control-1 and semi-actuated control-2 traffic signal control systems respectively. The Queue Time also decreased by 36.24%, 20.10% and the Total Time by 14.36%, 7.02% for the same scenario. Which clearly demonstrates the operational efficiency. A sensitivity analysis reveals that the improvement from the propose traffic control strategy tends to increase as the through traffic volume reaches a saturated condition and the left-turn traffic volume decreases.

A Low-Voltage Low-Power Analog Front-End IC for Neural Recording Implant Devices (체내 이식 신경 신호 기록 장치를 위한 저전압 저전력 아날로그 Front-End 집적회로)

  • A low-voltage, low-power analog front-end IC for neural recording implant devices is presented. The proposed IC consists of a low-noise neural amplifier and a programmable active bandpass filter to process neural signals residing in the band of 1 Hz to 5 kHz. The neural amplifier is based on a source-degenerated folded-cascode operational transconductance amplifier (OTA) for good noise performance while the following bandpass filter utilizes a low-power current-mirror based OTA with programmable high-pass cutoff frequencies from 1 Hz to 300 Hz and low-pass cutoff frequencies from 300 Hz to 8 kHz. The total recording analog front-end provides 53.1 dB of voltage gain, $4.68{\mu}Vrms$ of integrated input referred noise within 1 Hz to 10 kHz, and noise efficiency factor of 3.67. The IC is designed using $18-{\mu}m$ CMOS process and consumes a total of $3.2{\mu}W$ at 1-V supply voltage. The layout area of the IC is $0.19 mm^2$.

Environmental impact evaluation and improvement measure of incineration plant by life cycle assessment (전과정평가를 이용한 소각시설의 환경영향평가 및 개선방안)

  • This study evaluated the direct and indirect environmental impacts of various unit operations of a industrial waste incineration plant by using the life cycle assessment tool and reviewed the improvement plan. During the incineration process, the direct environmental impact was decreased with decrease in emission of various air pollutants by incorporating an air pollution prevention facilities. However, an increase in indirect environmental impacts was observed as a consequence of resources and energy of consumption at the various operational facilities. Consequently, quantitative direct and indirect impact were 89.1%, 10.9%, respectively. The environmental impact analysis of system revealed the highest impact of incineration followed by the impacts of other unit processes such as semidry reactor, and bag-filter. The various air pollutants and ashes generated during the incineration process caused the most significant environmental impact. Among the various categories of environmental impact, global warming accounted the highest impact(more than 85%) followed by eutrophication, and abiotic depletion. As a result of the avoided impact by the utilization of heat generated during the waste incineration process, using an incineration heat for steam and electricity obtained the impact reduction of 45.5%, 19.8%. So, during siting of new incineration plant, the utilization of steam generated from the waste combustion is highly considered to reduce the environmental impact.

  • Today human needs for health promotion and maintenance are increasing. The nursing profession as a great responsibility to develop the knowledge for helping clients to practice good health behavior under self-control. But there are few studies about the concept of self-control, or the operational definition of self-control. The purpose of this study was to analyze and clarify the meaning of the concept of self-control. This study used Walker and Avant's process of concept analysis. Antecedents of self control consist of 1) perception of the conflict situation to change his or her behavior ; 2) perception of self as the causes of the barrier for a certain behavior ; 3) internal standard or belief such as self-efficacy and learned resourcefulness ; 4) internal motivation for change of behavior. Critical attributes of self-control were 1) goal-orientation ; 2) self-decision ; 3) time sequence ; 4) effort ; 5) possibility of being learned ; 6) individuality ; 7) social desirability. Consequences occurring as a results of self-control consist of 1) achievement of the controlled behavior whose purposes were planned ; 2) enhancement of the internal standard such as self-efficacy and learned resourcefulness ; 3) eventual elevation of physical and emotional wellness. Therefore, this concept is defined as a cognitive behavior which is attempted by his or her decision when one is confronted with the conflict situation, which is characterized by being changed by time, learned by effort and individual characteristics. One is taking such behavior with the perception of self as the causative barrier for a certain behavior, planning a specific objective for a certain behavior which demands self sacrifice, supplies the internal reward, is socially desirable with the internal standard of self-efficacy and learned resourcefulness and environmental factors.

Feasibility of Massive Device-to-Device Communications in Cellular Networks (셀룰러 네트워크에서의 대규모 D2D 통신의 실현 가능성 연구)

  • Device-to-device (D2D) communication is expected to offer local area services with low transmit power and short link distance, even not via any infrastructures. These advantages will lead to the deployment of D2D systems in a massive scale, where the order of magnitude of D2D user density is higher than that of cellular user density. Network-assisted D2D systems, where D2D resources are managed by cellular networks, are unable to support the large number of D2D devices, due to the signaling overhead for control signals. In this case, no coordination can be an answer. This paper considers uncoordinated D2D systems, which is implemented with a number of D2D devices in a large scale. By analyzing the transmission capacity of D2D systems, we found a feasibility condition under which the uncoordinated D2D communications possibly coexist within cellular networks, sharing the uplink spectrum. In addition, we provide guidelines for the operational points of massive D2D communications, giving some knowledge about proper transmit power level and link distance of uncoordinated D2D.
