A Study on the Estimation of GHGs Emission by Military Sector (군사부문 온실가스 배출량 산정에 관한 연구)

  • In this research, we have developed standardized procedures for preparing of emission inventories on military sector. The procedures are as follows; 1) Identify all relevant emission sources list of military sector in Republic of Korea. 2) Select methods to estimate GHGs emissions by source categories such as heating boilers, tactical vehicles, military vessels and military aviation from US EPA, IPCC, EEA/EMEP, and ROK Ministry of Environment. 3) Identify and select data sources for activities and parameters from Korea annual oil statistics and Korea Procurement system. 4) Compare with each GHGs emission used by each activities. The conclusive results utilized by emission source categories and associated factors are described as follows; In 2013, GHGs was estimated 2,656 kilotons $CO_2-eq$ emitted by military sector. The diesel combustion contributed from a minimum of 43.8% to a maximum of 50.2% and JP-8 contributed from a minimum of 43.7% to a maximum of 52.8% to the 2001~2015 GHGs emission trend. In the result of comparing GHGs emissions with Korea Annual Oil Statistics (Tier 1) and supplied fuel through the Korea Procurement System (Tier 2) in 2015, the total GHGs emission was 2,867 kilotons $CO_2-eq$ estimated by Tier 2 is similar to the emission estimated by Tier 1. However, this reveals that the GHGs emission separated by local areas were a lot of different from Tier 1 and 2. The cause of difference between Tier 1 and Tier 2 was that Korea annual oil statistics utilized data from a fuel supplier. The data does not reflect the reality of the location of end user.

  • The style of war in the $21^{st}$ century became digitalized cooperative union tactic, which relies heavily on the system providing real time information. Critical information is provided during the war from sensing to shooting. Therefore, epochal development in observation, reconnaissance (ISR), commanding (C4I) and precision strike (PGM) are necessary. Application of ubiquitous computing and network technologies in national defense is necessary for carrying out with various types of wars in the $21^{st}$ century. Therefore, the author wants to research core technology sector that can be developed and applied in preparation of ubiquitous national defense era. Also plans for applying recent u-Defense technology to the military sector had been suggested. Particularly, the author have suggested plans for utilizing combined future information technologies such as ad-hoc network, RFID for the logistic supply in construction of u-Defense system. By utilizing these information technologies, combat power and strategic capabilities of the military can be enhanced greatly.

  • Information technology (IT) convergence have been recognized one of the key drivers in the industry perspective. Especially, IT convergence have been one of the most important innovative way for defense sector. Korea government established IT convergence policy in 2008 and have been applying it to the core industry such as automotive, shipbuilding and defense industries. Recently, the creative vitamin project has been launched. Vitamin 'D' means the way to create the value of defense industry. This research analyzes and evaluates various IT convergence business models based on an operation of defense IT convergence center from 2011 to 2014, which is the industry IT convergence centers. Defense IT convergence business models can be classified into four types of mission area as follows : weapon acquisition and management, military intelligence, military power construction, and resources management. We define the concept of defense IT convergence and describe the framework and processes for applying IT to the defense sector. We analyzes and evaluates various business models designed through defense IT convergence framework and processes.

  • Society is developing fast. Nobody could expect that computer could be used in purpose of trajectory calculation when the ANIAC was developed in the past. However, nowadays technology development brought computerization which substitutes to mankind's working. And personal computer including internet make our society to be IT age. Such age is in revolutionizing now that could be able to bring a new paradigm. We should prepare to such change which scholars predict the end of revolution could be reached at ubiquitous age. This study is purposing firstly for predicting which changes are arisen in the defence sector when social system will become ubiquitous age. That is how change of ubiquitous paradigm could influence to the defence sector and which appearance could be arisen in ubiquitous defence environment. The second purpose of this study is to predict the characteristics of Planing, Programing, Budgeting, Executing, Evaluating, System (PPBEES) of the defence sector.

A Study on the Civil Resource Utilization of Military Defense (국방 분야의 민간자원 활용에 관한 연구)

  • This study is to actively respond to changes in terms of age, it was to find a possible way to realize the effective application of research to expand the civilian use of resources in the defense sector. Utilization of civil resources were first introduced by the previous government institutions to be applied to the military, our country, the use of private resources began with the 1948 case of a consignment of rubbish. In particular, in the process of overcoming the economic crisis IMF 1990s the government increased its advantage in the public service sector while introducing elements of civil to the public sector. Meanwhile, the Pentagon was promoting policies that foster and promote the civil sector in defense of "defense reform law" in terms of the advancement of military operations. The results of the work carried establish schemes for the civil use of resources, which can be protected by legal and institutional supplement, it is determined that you need a dedicated organization for the construction of projects.

  • In the military logistics, the Outsourcing such as 3PL (3rd Party Logistics) and 4PL has emerged recently as an important agenda. However, when 3PL applied prematurely, side effects will occur such as the loss of combat power in wartime, the security vulnerabilities and the high cost by a small amount of military order. Recently, the developed countries such as the United States and the Britain want to compensate for these side effects. Therefore, They are developing the private-public competitive sourcing concept for the complementary partnership and the foster competition with the private sector. To apply this concept to the Korean Military, they need to be reorganized and promote the efficiency in the military logistics. Especially, the transportation sector. Therefore, this study, which is focused on the transportation sector, offers two kinds of measures to improve such as the Dual Pallet Standard (T11, T12) and the PLS(Palletized Loading System) truck system. Finally, these improvements will be analyzed by the simulation in this paper.

The Utilization of Military Welfare Facilities by Private Sectors (군 복지시설의 민간활용 연구)

  • The purpose of this study is to improve the private utilization of military welfare facilities that are aging or underutilized in urban areas. It also aims to develop ways to strengthen cooperative win-win strategies between the military and local communities. The use of military welfare facilities by the private sector refers to activities where the private sector generates additional benefits or added value by allowing the use of these facilities, including both private use and improvements to facilities or development of land through private sector involvement. From the perspective of the city and the locals, military welfare facilities are perceived as resident-friendly and excellent urban resources that can promote reciprocal satisfaction between the military and local communities. From the perspective of the military, military welfare facilities are important for enhancing the welfare of military personnel. However, they often face limitations in providing various welfare services due to the aging of facilities and limited operations with a single purpose. The improvement of private utilization of military welfare facilities will bring diverse reciprocal benefits to the military, the city, and the locals. Above all, improving the private utilization of military welfare facilities can help the military and local communities jointly address diverse urban issues. To establish cooperative governance and find flexible and diverse development strategies that can promote the welfare of the military and enhance the quality of life for the locals, it is important that both the military and local communities make continuous efforts.

Analysis of Trends for Weapon System Accidents Using Social Network Analysis (사회 연결망 분석을 활용한 무기체계 안전사고 동향 분석)

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

Study on Cost-shifting in Cost Reimbursement type of Defense Contracts (개산형 방산계약에서의 원가이전에 관한 실증연구)

  • Defense firms' excess profitability by shifting common overhead costs from non-defense sector to defense sector in the award of cost reimbursement type of defense contracts is a widespread conclusion in prior researches. In this paper, we reviewed cost-shifting incentives in defense-contracting firms and extended the analysis of McGowan and Vendrzyk(2002) by applying modified model to Korea Defense Contracts. We formulated six hypotheses to test the relation of cost-shifting and excess profitability regarding market openness, auditing system, ranking in defense contracts, and firm types(sole defense contractors, sole non-defense contractors, and defense and non-defense mixed contractors). But, we could not find any evidence that defense firms shifted costs from non-defense sector to defense sector for the period 1997-2002. The results suggest that the excess profitability of Korea defense firms may not be from the cost-shifting but from other reasons.

  • The Service sector has increased in importance over the last decade in troops. Military included public sector, but has very different peculiarity from other public institution. So it's necessary that developing an evaluation tool that measuring service quality and customer satisfaction for troops. This study was conducted to identify tile service quality factors which are utilized to measure military vehicle maintenance service quality and customer satisfaction. In this paper, developing a Structural Equation Model at 'three dimensional model of service quality', and it is applied to customers of military vehicle maintenance service.
