An Evaluation on Pilot Informatization Projects : A View of User Satisfaction (사용자 만족도 관점에서의 정보화 시범사업평가)

  • The objective of this paper is to develop an evaluation model for pilot informatization projects. There are relatively many researches on evaluation models for information systems. These previous researches, however, lack of comprehensive view of informatization Projects and pilot systems. We apply and test a hybrid evaluation model for to measure the success of pilot informatization projects. A user satisfaction model has been used and hypotheses are developed to find relationships of evaluation factors. The hypotheses have been tested with 51 user surveys. The result of this research can give an insight for the evaluation of pilot informatization projects.

  • The use of technical proposal tendering has been expanding recently with the aim of effecting cost reduction, quality enhancement, technological development and value realization centered on multifunctional administrative cities, innovation cities, and the Yongsan relocation project. In line with the increasing interest towards life cycle cost improvement measures as an important evaluation category concerning technical proposal tendering, efforts in preparing measures that can execute the security of credibility and objective evaluation concerning architectural life cycle cost are being made. However, problems such as lack of applicable cases of design development and detail design, distortion of initial construction costs concerning the original plan, combination of constant price and current price, the ambiguity of the calculation standards between tendering corporations, inaccuracy of terms, and insufficient compositional formats concerning life cycle improvement measures are being cited. Accordingly, this study sought to propose a measure to improve the compositional guidelines, format, and standards so that a systematic life cycle cost evaluation can be executed for the reliable distinction of each participating corporation, enhanced credibility and objective evaluation of the life cycle cost improvement measure for technical proposals.

A Study on measuring techniques of retrieval effectiveness (검색효율 측정척도에 관한 연구)

  • Retrieval effectiveness is the principal criteria for measuring the performance of an information retrieval system. This paper deals with the characteristics of 'relevance' of information and various measuring techniques of retrieval effectivess. The outlines of this study are as follows: 1) Relevance decision for evaluation should be devided into the user-oriented and the system-oriented decisions. 2) The recall-precision measure seems to be user-oriented, and the recall-fallout measure to be system-oriented. 3) Many of composite measures can not be justified III any rational manner unfortunately. 4) The Swets model has demonstrated that it yields, in general, a straight line instead of a curve of varying curvature and emphasized the fundamentally probabilistic nature of information retrieval. 5) The Cooper model seems to be a good substitute for precision and a useful measure for systems which ranked documents. 6) The Rocchio model were proposed for the evaluation of retreval systems which ranked documents, and were designed to be independent of cut-off. 7) The Cawkell model suggested that the Shannon's equation for entropy can be applied to measuring of retrieval effectiveness.

Test Algorithm and Measurement of Housekeeping A/D Converter (하우스킵핑 A/D 변환기의 테스트 알고리즘과 측정)

  • The characteristic evaluation of A/D converter is to measure the linearity of the converter. The evaluation of the linearity is to measure the DNL, INL, gain error and offset error in the various test parameters of A/D converter. Generally, DNL and INL are to be measured by the Histogram Test Algorithm in the DSP-based ATE environment. And gain error and offset error are to be measured by the calculation equation of the measuring algorithm. It is to propose the new Concurrent Histogram Test Algorithm for the test of the housekeeping A/D converter used in the CDMA cellular phone. Using the proposed method, it is to measure the DNL, INL, gain error and offset error concurrently and to show the measured results.

Point Cloud Measurement Using Improved Variance Focus Measure Operator

  • The dimensional accuracy and consistency of a dual oil circuit centrifugal fuel nozzle are important for fuel distribution and combustion efficiency in an engine combustion chamber. A point cloud measurement method was proposed to solve the geometric accuracy detection problem for the fuel nozzle. An improved variance focus measure operator was used to extract the depth point cloud. Compared with other traditional sharpness evaluation functions, the improved operator can generate the best evaluation curve, and has the least noise and the shortest calculation time. The experimental results of point cloud slicing measurement show that the best window size is 24 × 24 pixels. In the height measurement experiment of the standard sample block, the relative error is 2.32%, and in the fuel nozzle cone angle measurement experiment, the relative error is 2.46%, which can meet the high precision requirements of a dual oil circuit centrifugal fuel nozzle.

The Effect of The preparation and Review Times on the Some Items of The gross Motor Function Measure evaluation capacity of the College Students (대학생들의 예·복습 시간이 Gross Motor Function Measure의 일부 항목평가 능력에 미치는 영향)

  • PURPOSE: The purpose of this study was to investigate the differenceof GMFM evaluationcapacity according to the preparation and review times on the college students. METHODS: 58 subjects among physical therapymajor studentswere recruited. The group was constructed the fourgroupsbypreparation and review times. The firstgroup was less than 1hour, the second group wasmore than 1 hour ~ less than 2 hours, the third group was more than 2 hours ~ less than 3 hours, the fourth group was more than 3 hours that was preparation and reviewtimes. The students were performed GMFM evaluation capacity after they learned the normal motor development for 5 weeks and evaluation method. They continued the preparation and review learning about the lesson during 5 weeks. RESULTS: The group of more than 3 hours was the highest and next order was the group of more than 1 hour ~ less than 2 hours, group of less than 1hour on GMFM evaluation capacity. CONCLUSION: Preparation and review times improved the GMFM evaluation capacity of students. Therefore, Emphasizing the preparation and review of learning is proper way to increase the evaluation capacity. In addition, the professor should create the appropriate teaching strategies using preparation and review times to upgrade a learner's ability.

Study on function evaluation tools for stroke patients (뇌졸중(腦卒中) 환자(患者)의 기능평가방법(機能評價方法)에 대(對)한 연구(硏究))

  • Our conclusions for function evaluation tools of Stroke patients are as follows. 1. Evaluating tools of Activities of Daily Living, Katz Index, Barthel Index, Modified Barthel Index have high validity and reliability because of ease of measuring, high accuracy, consistency, sensitivity and sufficient stastistics, but they mainly measure motor function except sense, mentation, language, and social conception. Therefore cerebrovascular disease and brain injury in trauma patients with lacked acknowledgement and sensation, we are not able to apply these tools. 2. PULSES Profile is a useful scale for measuring the patient's over-all status, upper and lower limb functions, sensory components, excretary functions, and intellectual and emotional adaptabilities. It is recognized as a good, useful tool to evaluate patient's whole function. 3. Motor Assessment Scale was designed to measure the progress of stroke patients. The scale was supplemented with upper arm function items. We believe that the Motor Assessment Scale could be a useful evaluation tool with inter-rater reliability ,test-retest reliability. 4. The existing evaluation tools, Katz Index, Barthel Index, Modified Barthel Index, PULSES Profile, Motor Assessment Scale, mainly measured the rehabilitational motor function of sequela of cerebrovascular patients. On the other hand CNS & INH stroke scale can measure cerebrovascular disease patient's neurologic deficits and over-all stautus, which are recognition ability, speech status, motor function, sensory function, activities of daily living. Those scales have been recognized as useful tools to measure function of cerebrovascular disease patients and have increased in use. 5. Every function evaluation tool was recognized to have some validity and inter-rater, test-retest reliability in items of each evaluation tool and total scores of each evaluation tools, but it is thought that none of these scales have been fully validated and proved reliable. Therefore afterward, the development of a highly reliable rating system may best be accomplished by a careful comparison of several tools, using the same patients and the same observers in order to choose the most reliable items from each. 6. Ideal evaluation tools must have the following conditions; (1) It should show the objective functional statues at the same time. (2) It should be repeated consecutively to know changed function status. (3) It should be easy to observe the treatment program. (4) It should have the same result with another rater to help rater exchange information with treatment team members. (5) It should be practical and simple. (6) The patient should not suffer from the observer.

Balanced Scorecard Perspective Analysis of Institutional Performance Evaluation for Government S&T Research Institutes (과학기술계 출연연구기관 기관평가지표의 BSC 관점 분석)

  • This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.

A Systematic Review of Assessment Tools of Activities of Daily Living for Stroke Patients (뇌졸중 환자를 위한 일상생활활동 평가도구에 관한 체계적 고찰)

  • Objective: The purpose of this study was conducted to systematic review about assessment tools for Activities of Daily Living (ADL) for stroke patients. Methods: Studies tools was administered by using four electronic databases (Pubmed, Embase, Cochrane and NDSL). For the main key words,"stroke AND activities of daily living AND occupational therapy AND assessment OR evaluation OR measurement"was used. We analyzed the types and frequency of evaluation tools. In addition, the evaluation tools for activities and participation were classified based on the classification criteria of International Classification of Functioning, Disability and Health (ICF). Results: In this study, 111 studies were analyzed and 30 assessment tools were identified. As the number of studies on stroke patients has been increased recently, the types and frequency of evaluation tools have been also increased. The most commonly used evaluation tools were Functional Independence Measure (FIM), Barthel Index (BI) and Canadian Occupational Performance Measure (COPM). In addition, according to classification based on ICF, we found that the types of assessment tools which assess participation were few. Conclusion: Although there were many kinds of assessment tools, the types of evaluation tools which were used in the research or field were very limited. Using various assessment tools, more research should be conducted to support evidence-based occupational therapy. Evaluation tools for participation also should be developed.

The Effect of Home-based Program For Children With Sensory Modulation Disorder (감각조절장애 아동을 위한 가정 프로그램의 효과)

  • Objective : To explore the effectiveness of sensory integration program of home-based outcomes in child with sensory modulation disorder. Methods : This study used the simple case study. The subjects were three children diagnosed as developmentally delayed who 14 month and 26 month males and a 15 month female. After initial evaluation, parents were educated on sensory diet and Wilbarger protocol method for 30 minutes twice for home-based treatment and asked to make out daily treatment planning. To measure improvement of children, we used for the Denver Developmental Screening Test II(DDST II), Wee Functional Independence Measure(WeeFIM), hand function, functional ability, oral motor function, Sensory Profile(Dunn, 1999). Results : After the home-based program, the scored of the Denver Developmental Screening Test II(DDST II), Wee Functional Independence Measure(WeeFIM), hand function, functional ability, oral motor function, Sensory Profile(Dunn, 1999) were higher rather than initial evaluation after the home-based program. Conclusion : The home-based program is effective for children with sensory modulation disorder but parents had to be educated by therapist specific evaluation and treatment in sensory integration.
