Analysis of basic productivity of fishing vessels registered on Aewol port in the Jeju island (제주도 애월항 선적 조업어선의 기초생산성 분석)

  • In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.

  • At Present, Korea government run the 38 points manned lighthouse, the change of Manned lighthouse that manager live is inevitable in orger to enhanced features as aids to navigation and provide a fore efficient management system. There are "Enhancing management system for Manned Lighthouses" four standards(Function of AtoN, Functionality of wide area management, National policy, Marine culture) for evaluation of Unmanned Lighthouses. After collecting these datas, analyzing it, applying AHP and Likert Scale, we choose base manned lighthouses for shorten restoration time that can manage AtoN far from regional office of Oceans & Fisheries. This paper will support efficient management system for AtoN that were scattered in sea of korea and improvement living environment for lighthouse keepers.

An Analysis on Relative Importance and Priority of Hydrographic Survey for Major Ports in South Korea (한국 주요 항만과 연안해역의 상대적 중요도와 우선순위 분석)

  • This study is based on deductions from analysis of historical changes in hydrographic surveys, the problems with the existing system in Korea and analysis of the literature, including foreign cases. Using these criteria, we created and administered a survey of marine professionals of Korea, and based on the results, established an order of priority for hydrographic surveys, as follows: changes in the seabed, quantities of marine traffic, existing performance data from hydrographic survey, consumer's demand, marine accidents, conservation of oceanic environment, and natural resources. The study also deduced, based on a survey of experts, the relative importance ranking of the major ports in South Korea and suggests policy implications and a priority decision model to conduct future hydrographic surveys in a more scientific and systematic way.

  • The purpose of this study is to present the detailed national strategy, from the financial point of view, for global logistics center in the Northeast Asia using the Balance Scorecard Model(BSC) as well as SWOT analysis. It is a core national challenge for Korea to emerge as a logistics hub of the Northeast Asian region, which is directly related to its very existence in the 21st century. In the process of formulating such a vital strategy, various aspects must be considered In conclusion, this study has successfully deduced the preemptive strategy for exceeding other competitors from the financial (budgetary) perspective and the logistics strategy from inner process standpoint of maximizing logistics outcome by carrying out efficient logistics policy.

Demand Forecasting and Activation Policies for Tourism of Fishing Regions (어촌지역 관광의 수요현황.예측과 활성화 정책: 강원도 동해안을 중심으로)

  • This paper is intended to forecast the demand for tourism of fishing regions and find the public policies to activate it. The paper focuses on the east coast regions in Gangwon-do. The analysis was conducted through time series analyses and surveys of the tourists in the regions. The results of analyses showed that, while the number of tourists(both domestic and foreign) to the regions has increased, the regions have not been able to accommodate them enough to help improve economies of the regions. It was forecasted that the number of tourists will significantly increase in the future. However, that rates of increase, especially the rates of increase of foreign tourists, cannot be evaluated positively compared to those of the past. These results suggested a few local governmental policies to activate tourism in the regions.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

  • Currently, we are living in the era of the 4th industrial revolution. In the field of shipping industry, the MASS is a revolutionary game changer in the making arising out of such an industrial and technical innovation in the pursuit of radically challenging the pre-existing system of a human-operated vessel. Given this trend, the entire maritime regulatory regime, which has been designed by, and intertwined with, human seaworthiness, abruptly faces the most unprecedented normative confrontations now and increasingly in the coming days. As the constitution of ocean, UNCLOS, provides, every flag state is obliged to effectively exercise its jurisdiction to secure technical and human seaworthiness. Moreover, the coastal state may institute protective proceedings against vessels in respect of any violations of its laws to protect its marine environment in maritime zones of the coastal state. Further, UNCLOS acknowledges that the port state's authority extends to take administrative measures to prevent sub-standard ships from sailing within the ports or offshore-terminals of the state. These three jurisdictional functions will be required to more closely interface with each other than ever over the legal and political implications created by MASS. Although states' jurisdictional nuances are significant in this present world tilting back to protectionism, there are few articles to present jurisdictional issues of states and conceivable normative discourse with regard to MASS. This articles visits potential jurisdictional conflicts underlying MASS and tries to strike balance between contradictory interpretive approaches under UNCLOS while it is undeniable that this doctrinal research tends to strive to find justifications within the current framework of international law.

Study on the Improvement of Maritime Pilot Certification System (도선사 자격증명제도 개선 방안)

  • A person who intends to become a maritime pilot shall have sea experience as a master, pass the apprentice pilot test and pilot test, and obtain a license from the Minister of Oceans and Fisheries. In Korea, the government limits the number of pilot licenses, considering the demand for pilotage. An inherent problem exist in the apprentice pilot test system as it conducts a relative evaluation based on test scores without an absolute evaluation standard. The purpose of this study is to identify problems of the current pilot test system and to suggest ways to improve the pilot certification system. In this study, the history of amendments of the pilot certification system in the Pilotage Act was investigated, and implications were derived by examining international standards for pilot certification, and a survey was conducted on 77 incumbent pilots. Consequently, a plan to improve the domestic apprentice pilot test and a step-by-step implementation plan for pilot certification system improvement were presented. The results of this study are expected to be utilized not only for the development of the government policy on pilot certification and for related academic basic data.

  • In Korea's ship finance, due to the nature of pro-cyclical investment, the private sector's ship finance greatly shrinks during the shipping recession, and policy financial institutions take the lead in ship finance. Meanwhile, the government established the 「Strategy for the Realization of Shipping Industry Leader」 (June 29, '2) and set a development goal by 2030 through support such as securing new high-efficiency ships. To promote financial investment. However, investment in the shipping industry is not easy to induce due to risks and uncertain market conditions. Therefore, it is necessary to review tax benefits that can induce joint investment of investors at the government level. Therefore, it is necessary to introduce a Korean version of tax lease scheme for ships in order to resolve the liquidity gap in the domestic ship finance market and successfully implement the five-year plan for reconstruction of shipping industry.

  • Intense competition for resources has forced many countries pay attention to their eyes to the ocean. Therefore, the disputes and the conflict over the delimitation of the EEZ and continental shelf will be sharpened. Since 1982 Law of the Sea Convention, Korea has opened the talks with Japan and China to discuss the boundary issues as the adjacent water zone is less than 400 miles between Korea and Japan and Korea and China. This study is to review the important rules and techniques for the delimitation of the maritime boundary which have defined in the Law of the Sea Convention and IHO-51 technical guide and to figure out how to build the maritime delimitation GIS DB to negotiate effectively with the neighboring countries. Definition of the base point and baseline will be the utmost important concept to delimit the ocean boundary. The policy makers and the specialists who prepare for the international negotiation meeting between the countries have to be ready to draw the maritime boundary for our best interest under the Law of the Sea Convention. The negotiation strategies and the principles can be made with the concrete and reliable database relevant to maritime boundary issues. So effective and fast strategic decision for negotiation can only be made based on maritime boundary delimitation GIS DB.
