A Preliminary Evaluation of the Economic Feasibility for Building a Multi-purpose Large Oil Spill Response Vessel in South Korea (우리나라 다목적 대형방제선 건조의 경제적 타당성에 관한 예비평가)

  • While the amounts of oil spill caused by the VLCC Hebei Spirit indicated 2.5 times more than that of the VLCC Sea Prince, the economic, environmental, and social damages derived from the Hebei Spirit spill were estimated to be about 30 times greater than those from the Sea Prince incident. This study consolidates the appropriate justification for building a multi-purpose large oil spill response vessel to allow swift and efficient handling of catastrophic marine pollution events through an analysis of technical and economic feasibility of such a project. The result of the technical feasibility analysis illustrates that a hopper dredge and oil spill response vessel with a capacity of 4,000 tons should be more appropriate. The result of the economic feasibility analysis indicates that under the most conservative estimates the project appears to be slightly impractical, with a benefit/cost ratio of 0.82, in which self-help efforts, however, can facilitate the project. And medium to optimistic estimates present benefit/cost ratios are estimated to be 2.72 and 5.82 respectively, representing apparent economic feasibility.

  • The Enforcement Decree of the Framework Act on the Management of Disasters and Safety Article 3-2 specifies two 'disaster management supervision agencies' for responding to shipping disasters. These are the Korea Coast Guard, which is an on-scene disaster-responding and coordinating agency, and the Ministry of Ocean and Fisheries, which is a government department, thereby leading to possibilities for confusion. In the case of shipping disasters, where a personnel entitled full power to deal with shipping disasters is designated and his/her powers and duties are clearly made, relationship of leading and supporting agencies is made clear, and command system is simplified, an efficient response to shipping disasters is made possible. In the management of shipping disasters, all the disaster management processes, that is, prevention-preparedness-response-recovery, should be dealt with systematically and consistently. Notably, to swiftly and efficiently cope with a disastrous situation, the decision-making and command system must be simplified. The establishment of a command system and decision-making must be made independently, based on expertise. In the US, irrespective of the type of disasters, the FEMA plays a leading role and the USCG responds a response to maritime disasters by establishing the Incident Command System or Unified Command System that is an incident management system. In the UK, the MCA supervises an event and responds to it, and the SOSREP has full power to work with command and coordination independently. SOSREP, among others, is necessary to prevent an inefficient dealing of a shipping disaster owing to confrontation between participants. With reference to such leading States' practice, the Korean government should make a standardized and simplified response to maritime disasters. This study deals with a new maritime disaster responding system and provides an idea of the revision of the existing legal regime.

Numerical Computations on the Hydrodynamic Forces by Internal Waves in a Sediment Pocket (퇴적 침전구에서 발생하는 내면파 유동에 의한 유체력 해석)

  • A numerical method is developed to solve a two-dimensional diffraction problem for a body located in a sediment pocket where a heavier muddy water is trapped. In the present study, the wave exciting forces acting on a submerged body in the water-sediment interface by an incident wave is investigate. It is assumed that the heavier mud is trapped locally in a sediment pocket. A mathematical formulation is made in the scope of the potential theory. The fluid is assumed to be inviscid, incompressible and its motion irrotational. The boundary conditions on the unknown free surface and interface are linearized. As a method of solution, the localized finite-element method is adopted. In the method, the computation domain is reduced by utilizing the complete set of analytic solutions known in the infinite subdomain to be truncated by introduction of an appropriate juncture conditions. The main advantage of this method is that any complex geometry of the boundaries can be easily accommodated. Computations are carried out for mono-chromatic plane progressive surface waves normally incident on the domain. Numerical results are compared with those obtained by Lassiter based on Schwingers variational method. Good Agreements are obtained in general. Another numerical computations are made for the cases with and without a body in the sediment pocket.

Analysis of Hydraulic Characteristic in Surf Zone using the SWASH Model during Typhoon NAKRI(1412) in Haeundae Beach (SWASH 모형을 이용한 태풍 나크리(NAKRI)에 의한 해운대 해수욕장의 쇄파대 수리특성 해석)

  • A hydraulic characteristics in the surf zone such as wave breaking points, wave set-down, wave set-up, wave-induced currents and run-up heights are studied using the SWASH model during Typhoon NAKRI(1412) in Haeundae Beach. Incident wave conditions is obtained from one-hourly observed wave data by KHOA and irregular wave by JONSWAP spectrum is given as an open boundary condition in the model. A Wave-induced current patterns by the SWASH model is compared with the observed currents and sediment flux patterns in that areas, the calculated maximum wave run-up heights in the model is compared with the video monitoring data, the empirical formula by Stockdon et al. and Mase. A dominant longshore currents toward the east of the beach appears due to the effect of incident wave direction and the geographical features and some rip currents occurs at the central part of the beach. The maximum wave run-up height(1.15 m) by the SWASH model shows a similar pattern with the video monitoring data(1.26 m) and the magnitude shows a similar result(1.33m) by Stockdon et al.

  • With the rapid development of information and communication technology, information exchange between ships and shore has become faster and more convenient, However, accessing ship information has also become easier and concerns about cyber security attacks are growing. When a ship suffers a cyber-attack, it may cause considerable damage and incurs enormous costs and time to repair. In response to this threat, the maritime industry now demands that a cyber security officer be assigned to each ship to take charge of cyber security management onboard. In order to reduce the damage cause by an attack and to respond effectively, a specialized training course for the ship's cyber security officer is required. The purpose of this study was to present a training course for the position of the ship's cyber security officer, and to highlight the necessity of amending current legislation, To this end, domestic and foreign trends, ship cyber security incident cases, and cyber security training courses were investigated, and based on the results a standard training course for a ship's cyber security of icer was developed. Additionally, recommendations on the related amendments to legislation ware established. The results of the study can be used as basic data to establish future training courses for cyber security officers.

The Analysis of Food Safety Incidents from 1998 to 2008 in Korea (1998 - 2008 발생한 식품안전관련 사건.사고 분석)

  • This study was conducted the analysis of food safety incidents between January 1998 and October 2008 using media reports. Total number of food safety incident was 569 through the study period. The average of food safety incident per year and month was 51.7and 4.9, respectively. The top 10 food types involved in the lists of food safety incidents were as follows; marine products, meat and meat products, confectionaries, beverages, special nutritional food, teas, noodles, soy and bean paste sauces, and milk and milk products etc. The top 10 single foods also were as follows; ready-to eats, meat, confectionary, health support foods, steeping tea, infant formula, meat products, ginseng products, foods for body weight control etc. Of the total 569 incidents, 247 (43.4%) were related with chemical hazards involving pesticide, food additives etc, biological hazards were 126 (22.1 %), and physical hazards were 97 (17.0%) incidents. In analysis stage in the food chain at which breakdown in food safety occurred, primary production were the most common stage with 364 (64%) incidents, and incidents at the manufacture handling and distribution stages were with 151 (26.5%), and 44 (7.7%), respectively. The results of this study can be used as a better data for risk analysis or food safety strategies.

Study on Improvement of Oil Spill Prediction Using Satellite Data and Oil-spill Model: Hebei Spirit Oil Spill (인공위성 원격탐사 데이터와 수치모델을 이용한 해상 유출유 예측 향상 연구: Hebei Spirit호 기름 유출 적용)

  • In the case of oil spill accident at sea, information concerning the movement of spilled oil is important in making response strategies. Aircrafts and the satellites have been utilized for monitoring of spilled oil. In these days, numerical models are using to predict the movement of the spilled oil. In the future a coupling method of modeling and remote sensing data should be needed to predict more correctly the spilled oil. The purpose of this paper is to present an application of satellite image data to an oil spill prediction model as an initial condition. Environmental Fluid Dynamics Computer Code (EFDC) was used to predict the movement of the oil spilled from Hebei Spirit incident occurred in Taean coastal area on December 7,2007. In order to make the model initial condition and to compare the model results, two satellite images, KOMPSAT-2 MSC and ENVISAT ASAR obtained on December 8 and 11, were used during the period of the oil spill incident. The model results showed an improvement for the prediction of the spilled oil by using the initial condition deduced from satellite image data than the initial condition specified at the oil spill incident site in the respects of the distributed spilled area.

  • With an entering into force of OPRC-HNS started in June 14th 2007, establishment of response system in a nationwide scale to take care of accidents is required to respond rapidly and effectively. This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

  • In this study, the effects of the wave field changes due to the coastal structure on the hydrodynamic performance of the OWC wave energy, converter are analyzed using a three-dimensional numerical wave tank technique (NWT). The OWC device is simulated numerically by introducing a linear pressure drop model, considering the coupling effect between the turbine and the OWC chamber in the time domain. The flow distribution around the chamber is different due to the change of reflection characteristics depending on the consideration of the breakwater model. The wave energy captured from the breakwater is spatially distributed on the plane of the front of the breakwater, and the converted pneumatic power increased when concentrated in front of the chamber. The change of the standing wave distribution is repeated according to the relationship between the incident wavelength and the length of the breakwater, and the difference in energy conversion performance of the OWC was confirmed.

Computational Analysis of Parabolic Overtopping Wave Energy Convertor (포물선형 월류파력발전장치에 대한 수치해석)

  • Overtopping Wave Energy Convertor (OWEC) is an offshore wave energy convertor for collecting the overtopping waves and converting the water pressure head into electric power through the hydro turbines installed in the vertical duct which is fixed in the sea bed. The numerical wave tank based on the commercial computational fluid dynamics code Fluent is established for the corresponding analysis. Several incident wave conditions and shape parameters of the overtopping device are calculated. The straight line type and parabolic type of the sloping arm are compared in the optimal designing investigation of the overtopping characteristics and discharge for OWEC device. The numerical results demonstrate that the parabolic sloping arm is available for wave running up and the overtopping discharge increasing.
