Policy Evaluation and Improvement Plan of Overseas Construction Engineering Industry (해외 건설엔지니어링산업의 정책평가 및 개선방안)

  • Due to the downturn in the local construction business, entry into the overseas markets has been regarded as one of the core tasks of the building sector and the government. Thus, entry into overseas markets, not only by large and middle-standing enterprises, but also by small and medium sized enterprises, has recently become a major construction policy. Therefore, this study identified and evaluated overseas construction support policies in the field of construction engineering, ranked them as the policies for developing market development funds, fostering and educating expert workers, and supporting the provision of information on winning orders. Through these policy assessment results, the study proposed improvement measures from the government and from the business side. As for the government viewpoint, a measure of providing information suited to engineers in design companies, project manager (PM), construction manager (CM), a measure of producing skillful workers through the expansion of education support policies, and the promotion of specialized overseas workforce in the construction engineering sector were proposed. In the construction engineering industry, this study suggested measures for securing global expert manpower, sharing performance of overseas construction market development project, strengthening construction project management capacity, and strengthening risk management.

  • The importance of technology commercialization is being emphasized more and more, but high technology excellence does not always lead to a successful business. In addition, companies that invest heavily in basic research and technology development are also not always able to guarantee high profits. This is due to the technical problems when present in step research and development levels are difficult to commercialize. And the market will not work rationally is also the cause of the problem. Therefore, to effectively utilize the resources necessary to ensure such partners to build alliances and cooperation with external funding or manpower is crucial to commercialize the research results of basic science successfully. In previous studies, it has been made many studies in accordance with the approach to the technology (e.g. Research and Development, Management of Technology, Technology Innovation, etc.). But the study of technology commercialization point of view is not being done much. This study should explores the available business required, or realized in the process of researching the basic science and trying to understand the imperfections of the market through the property of technology (tacit knowledge, objectified value of technology and the information asymmetry between innovation subjects, etc.). In addition, this paper, we try to focus on a strategic approach to the role of International Science Business Belt (ISBB) with success in science and technology business as appropriate countermeasures about breaking the 'Valley of Death.

Analysis of Seed Hair Formation Related Genes by EST Profiling in Carrot (Daucus carota var. sativa) (EST profiling을 통한 당근(Daucus carota var. sativa)의 종모 형성에 관련된 유전자 분석)

  • Carrot is one of the useful crops used abundantly in cooking in Western as well as Asia regions such as China and Korea. However, seed coats have hairs which should be removed to increase germination rate. Furthermore, because of seed hairs, farmers face several additional losses, such as time consumption, manpower, capital and so on, for seed handling. To prevent these problems, study of gene related hair formation using short-hair seed lines is required. We analyzed genes related to hair formation from seed through expressed sequenced tag (EST) profiling, based on the fact that the development of carrot seed hair is related to cellulose synthesis pathway in secondary cell wall synthesis stage. To study the gene expression related to hair formation of the carrot seed, a cDNA library was constructed by using the early maturation stage of the short-hair line (659-1) and hairy seed line (677-14). In short-hair (659-1) and hairy seed (677-14) lines, results from of EST profiling through BLASTX search analysis using the NCBI database showed that 172 and 224 unigenes had significant homology with known protein sequences, whereas 233 and 192 unigenes were not, respectively. All ESTs were grouped into 16 categories according to their putative functions. Twenty nine unigenes among all ESTs were considered to be genes regulating seed hair development from cellulose synthesis pathway during secondary cell wall synthesis stage; in results, 14 unigenes related to seed hair development were found only in hairy seed line.

  • OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

  • Since diplomatic relations with China in 1992, many Korean companies have entered into China and that expansion is currently continuing. But now, many of Korean enterprises tend to withdraw and return to the domestic, this is because that major factors are too much fast increasing in labor costs and the difficulty of local workforce management. In this study, it is researched that the type of human resource management of Korean firms entering into Heilongjiang Province, Harbin and the similarities and differences were investigated by comparing the form of personnel management of existing areas and Harbin area, and then this study was conducted the survey and interview of domestic companies operating in Harbin, to pursuit the efficient way to manage the workforce development and management strategies. The result of researches and workforce development strategies of entering firms are as follows; First, it is required to establish a human resource discovery system for entering companies in focusing on managerial work ability and on blue-collar which is separated by professional and technical experts and a simple blue-collar people. Second, it is required to entering companies that they have to grow up the promotion and exchange of the Department of Korean Studies in Harbin and have to build the industry and universities training programs to promote needed experts, and have to establish the expert pool systems to support the flexible labor supply.

  • The domestic railway parts and equipment manufacturing industry is mainly focused on SMEs, and the majority of them are suffering from profitability because they cannot build economies of scale. Besides, they have survived in the form of importing technology products from overseas advanced countries and delivering them to domestic railway operators rather than having in-house technology. Therefore it is necessary to study whether the problems of the current railway industry can be identified and improved and at the same time, whether the government's railway industry development policy is properly reflected. literature studies related to technology commercialization, and conduct surveys of AHP questionnaires on the experts of the manufacturing industry of SMEs, academics / research institutes of the railway industry. After that, the Level 3 activation method AHP analysis was additionally performed on the important factors of Level 2 that have the highest importance and priority in Level 1. As a result of the AHP analysis, 'Technical Connectivity' was the most important method in the technical factor, and SME experts and academic and research institute experts were highly evaluated for 'commercialization ability' Competence in terms of importance. As for external support factors, it was analyzed that SME experts "support for manpower development" was important, while the other two group experts research and development support was important. In this study, the priority of the government support and policy priorities are suggested according to the capabilities of the railway manufacturing SMEs before the future R&D support.

A Study on the Development of Construction Production Rates System for Estimating Proper Construction Expenses of Off-Site Construction (OSC) Based PC Structure Factory-Built Assembly (OSC기반 PC구조 공장제작 적정 공사비 산정을 위한 품셈체계 개발 연구)

  • The development of the Construction Production Rates System for appropriate construction cost calculation has recently come to the fore as a means of invigorating OSC based PC structure which currently needs institutional frameworks. PC structure based construction expenses consist of the factory-built assembly, transportation and on-site installation. Recently, in the field of transportation and site installation, research on product structure development is being conducted, such as presenting the standard product calculation system reflecting the results of field survey for each subsidiary materials (Lee et al., 2021). On the other hand, there is no ongoing research on estimating construction expenses of Factory-built assembly. This study suggests Construction Production Rates System which can be used for PC subsidiary materials based Factory-built assembly cost estimations. For the research, work types for the construction procedures have been categorized, and the standard input manpower suitable for the corresponding work characteristics has been derived from analyzing the associated Construction Standard Production Rates for each work type. Also, as the research referred PC subsidiary materials (such as columns, beams, walls, and slab, as well as on-site installation) and the standard number of workforce based on work types, one can calculate direct labor cost, using what the research shows. In addition, it suggests that the size of individual subsidiary materials be the extra cost factor, by using the characteristics that productivity changes depending on the size(m3) of subsidiary materials. It is expected that the research can contribute to objectively verifying factory-built assembly cost through of PC structure, which currently relies on estimates.

A Study on the Analysis of Reasons for Job Change and Countermeasures among Professionals in the Ship Management Industry (선박관리산업 전문인력 이직 원인 분석 및 대책 연구)

  • The ship management industry in South Korea has been growing steadily, leading the government to implement policies to support its development in response to changing environmental conditions. These policies aim to improve the competitiveness of South Korea's ship management industry by recognizing the importance of skilled professionals in determining its success. Plans and policies have been put in place to cultivate these professionals, but ship management companies are currently facing a serious shortage of manpower. To enhance the industry's competitiveness, it is essential to attract and retain competent ship management professionals. Therefore, this study investigates the reasons for turnover among these professionals. The research results identified four factors contributing to turnover: Work Environment, Economic Compensation and Welfare Benefits, Self-Development, and Promotion and Career Advancement. Subsequent multiple regression analysis based on these factors revealed the need to strengthen economic rewards and benefits in order to reduce turnover rates among ship management professionals. This study provides foundational data for the development of stable human resource management policies for the future of the ship management industry.

Current Status and Tasks of Autonomous Schools (자율학교의 현황과 과제)

  • The purpose of this study is to explore tasks based on the current status of autonomous schools currently in operation. The research method used the method of literature research. In addition, the research contents were divided into the significance and development of autonomous schools, the types of autonomous schools, the current status of autonomous schools, and the areas of tasks. In the significance and development of autonomous schools, as alienation from standardized and standardized education occurred, autonomous schools with special cases for school and curriculum operation were systematically guaranteed for the improvement and development of the education system, including the school education system. Next, the types of autonomous schools were divided into general autonomous schools and Jeju autonomous schools. The general type is based on the Elementary and Secondary Education Act, and the Jeju type is operated under the Jeju Special Act, and the contents are also different, so their characteristic aspects were examined. Finally, the current status and tasks of autonomous schools were discussed. The characteristic aspects of the general and Jeju types, which differ in legal basis and content, were examined, and tasks were presented accordingly. The tasks were presented as the large number of autonomous schools, the concentration by region and type, the use of special cases mainly on institutional aspects such as principal qualifications and school management committees, and the smoothness of manpower support in Jeju. As a result of these discussions, it was requested to operate a substantial autonomous school, not a formal autonomous school operation.
