A scheme on strengthening of R.O.K reserved force (예비전력 정예화 방안)

  • Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

  • The purpose of this research is to study the ways to vitalize of the reading culture program for workers through the expansion of the program centering around companies which was previously limited to libraries and the related organizations. In order to do this, related advanced research and references are considered and workers' demands regarding the Reading Culture Program is studied by means of research. The result of the research made it available to examine the enforcement demands, the psychic want to be healed through bibliotherapy, emotional problems, operation period and hours, needs for improvement of reading culture. As an example, Shi-Heung Smart Herb (Shi-Hwa industrial complex) implemented the type of the program, its components, and the analysis of the participants' needs by managing the Reading Culture Program targeted towards workers in the district. Through this study, it was evident that Reading Culture Program for Workers should be expanded mainly around public libraries, and that it needs the cooperations' change in recognition and enthusiastic participation. Also, the participation demand of each individual worker and basic reading ability are required, as well as institutional support of companies and public institution.

Recent Research Trends in American Geomorphology and Hydrogeography (미국에서의 지형학과 수문지리학의 최근 연구동향)

  • We examined research trends in geomorphology and hydrogeography in America based on papers presented at the annual meetings of the Association of American Geographers(AAG) and papers published in two AAG journals between 2002 and 2004. Among the 437 papers in geomorphology, $40\%$ of the papers concerned fluvial geomorphology, followed by environmental geomorphology and glacial and periglacial geomorphology concern. Among the 452 papers in hydrogeography, about $20\%$ of the papers focused on water, law and institutional aspects, followed by hydrogeomorphology and hydrologic modeling. Twenty one papers examining geomorphology and hydeogeography were published in two AAG journals, and fluvial geomorpholoy was the dominant theme. GIS was used for $29\%$ papers in geomorphology and $35\%$ of papers in hydrogeography($35\%$), suggesting that other methods, including geostatistics, field survey, and qualitative methods, are employed as well. This methodological diversification seems to be associated with solving such complex environmental problems as integrated watershed management and implies that geomorphologists and hydrogeographers are expanding their traditional territories and are making close connections with human-environment geographers and human geographers. Geomorphologists and hydrogeographers are likely to continue examining the causes of and solving environmental problems that humans are currently facing and might face in the future.

  • The focus of our work is to identify and understand the drivers of alliance performance so that businesses can maximize their chances of a successful alliance-an area that has received little attention in empirical modeling. Although both conceptual and applied research on alliances has increased, an empirically tested comprehensive theoretical model that explains alliance performance has yet to be developed. Using five salient perspective, namely market power theory, transaction cost theory, the resource-based view, institutional theory, real option theory, this paper attempts to provide a theoretical rationale linking motives of global alliance networks on firm's capabilities, partner's capabilities, operating structures, and performances of Korean companies. The key contribution of this study is that it paints a picture of what matters in driving alliance performance. Our work shows the complex nature of driving performance and the interplay of firm's capabilities, partner's capabilities, and operating structures for understanding alliance performances. This study has given us a small but significant step forward towards understanding the intricacies of alliance performance. We are now better able to understand the respective roles played by various alliance factors and derive insights that lead to improved alliance performance.

  • This study is devised out of the recognition that the existing standardization-related research has not sufficiently examined the overall social environment where a standard is actually made and diffused and the roles of the actors and the changes in them in the complex social system where multiple stakeholders exist. Against this backdrop, this study purports to reconstruct the dynamic process of developing and standardizing an innovative technology through a socio-technical approach involved by multiple stakeholders with different interests in the context of a socio-technical institutional environment. The specific goals to achieve the purpose include first, inspecting the characteristics of the interactions between the human actors and between the human and non-human actors in the socio-technical network surrounding a standardization process. Second, the study aimed to observe the activities of the focal actor who led the standardization process and its changing role. To that end, it analyzed the dynamic features of the process of standardizing a HD 3DTV broadcasting technology that took place in South Korea based on the actor network theory. As for the analysis method, the researchers personally took part in the actor network involving the new technology to analyze the dynamic characteristics of the network, applying the qualitative research method of survey and in-depth interviews and exploring the overall dynamics of environment, behavior and technology observed over the course of the entire standardization process.

Analyzing Typology and Factor Combinations for Regional Innovation in Korea Using fs/QCA (퍼지셋 질적비교분석을 이용한 우리나라 지역혁신의 유형 및 요인 분석)

  • These days, regional innovation draws more attention than ever as a growth engine for regional economies, and governments put a variety of efforts to establish Regional Innovation systems(RISs). In this circumstance, this study aims to analyze types of RISs and the combinations of the factors influencing innovation performance as measured by patent application. Most of previous works have depended on case-oriented or variable-oriented strategy to classify types of RISs or to analyze the effects on performance of innovation factors, having some limitations: Variable-oriented approaches fail to capture complex combinatory effects of factors, while case-oriented approaches tend to depend on subjective interpretation. This study made use of the recently proposed fs/QCA(Fuzzy-set Qualitative Comparative Analysis) to overcome the limitations of those strategies. Based on the theory of RIS, three factors for regional innovation-input, infrastructure, and network-are used to classify 16 Korean Provinces. The results show that eight types of regional innovation types are identified, and that most of the regions are classified into either IN-type, equipped with high levels of Input and Network, or F-type, with high levels of infrastructure. In addition, applying seven sub-variables of the three factors to the fussy-set combination factor analysis, we examine a combination of factors influencing patent application. The results show that regions with high levels of R&D expense, valid patent, industry-academia cooperation, IP budget, and TLO values, and low IP capital almost always have a high level of patent application. Therefore, for regional innovation, the public sector needs to provide institutional support for R & D personnel training. It is also important to for both the public and the private sectors to make efforts to stimulate IP financing.

Corporate Demands Analyses of Pilot Projects for the Industrial Area Revitalization: Focused on Busan Sasang Industrial Area (공업지역 활성화 시범사업에 대한 입주기업 요구사항 분석: 부산 사상공업지역을 중심으로)

  • This study investigates business demands for firms operating in the Busan Sasang Industrial Area for the proposed knowledge-industry innovation base. Diverse improvement arrangements are proposed for revitalization of the industrial area. For these purposes, a questionnaire survey was conducted for the examination of physical conditions and enterprise demands among firms. The major findings are as follows. Firstly, judging from the examination of physical conditions, the study area has presented a lower rate of roads and smaller individual lots of land, which would contribute to a worsening business environment for small business owners. Secondly, business request for industrial-area innovation, pilot project needs, and expected impacts demonstrated higher scores. Thirdly, an absolute majority of firms strongly supported the proposed knowledge-industry innovation base and requested an R&D center as the first anchor facility. Based on these findings, guidelines are proposed for an institutional rearrangement plan. First of all, specific field surveys dealing with networking issues and industrial dominance should be immediately carried out. In addition, the proposed knowledge-industry innovation base should be equipped with significant power of influence for the adjacent industrial areas. Lastly, major stakeholders should upgrade the cooperative mechanism for innovative change in the regional industrial complex.

Estimation of Employment Creation Center considering Spatial Autocorrelation: A Case of Changwon City (공간자기상관을 고려한 고용창출중심지 추정: 창원시 사례를 중심으로)

  • In the era of low growth, many provincial cities are experiencing population decline and aging. Population decline phenomena such as reduction of productive manpower, reduction of finances, deterioration of quality of life, and collapse of the community base are occurring in a chain and are being pushed to the brink of extinction of the cities. This study aims to propose a methodology to objectively estimate the employment creation centers and setting the basic unit of industrial-centered zoning by applying spatial statistical techniques and GIS for the application of the compact city plan as an efficient spatial management policy in a city with a declining population. In details, based on reviewing previous studies on compact city, 'employment complex index(ECI)' were defined considering the number of workers, the number of settlers, and the area of development land, the employment creation center was estimated by applying the 'Local Moran's I' and 'Getis-Ord's Hot-Spot Analysis'. As a case study, changes in the four years of 2013, 2015, 2017, and 2019 were compared and analyzed for Changwon City. As a result, it was confirmed that the employment creation center is becoming compacted and polycentric, which is a significant result that reflects the actual situation well. This results provide the basic data for functional and institutional territorial governance for the regional revitalization platform, and provide meaningful information necessary for spatial policy decision-making, such as population reduction, regional gross domestic product, and public facility arrangement that can respond to energy savings, transportation plans, and medical and health plans.

  • Although the OTT industry is an area that needs urgent policy response as a priority area under the new industry regulatory reform master plan, various issues are occurring due to the lack of related institutional infrastructure. Therefore, this study aims to analyze the policy conflict structure in which regulatory obstacles and delays occur by listening to the opinions of major stakeholders and using the Q methodology to identify the regulatory innovation demand of the OTT industry. The analysis results are as follows. The analysis results are as follows. First, in the implementation of OTT-related policies, it is necessary to improve the standard system for the method of settlement of copyright fees. Second, it is required to improve the support method that can reduce the burden of OTT operators' fund. Third, it is necessary to supplement the system by changing the regulatory application method for potential regulatory issues related to zero-rating. This study can be utilized in the process of introducing a system in which various stakeholders are connected and developed in a complex manner in the process of regulatory innovation in new industries and services.

A Phenomenological Study on the Burnout of Specialized Counselors in the 117 Report Center - Application of the Integrated Working System of Government Departments- (117 신고센터 전문상담 요원의 소진에 관한 현상학적 연구 -정부 부처 통합근무 체제 적용-)

  • In modern society, the field of life is expanding to complex and diverse fields according to changes in lifestyle. As people's consciousness also changes, various social problems are involved, and countermeasures are being taken in various ways. In particular, as the issue of school violence has become a subject of interest, government-related ministries have jointly set up a reporting center and professional counselors are receiving and consulting on damage reports. Counselors experience mental and physical exhaustion in the course of their work. Therefore, the need to contribute to effective counseling work is raised by studying the factors that cause burnout. This study collected the experiences of 10 counselors working at 117 reporting centers from February 2019 to May 2020 through interviews and analyzed them with Colaizzi's phenomenological research method. The exhaustion factors derived from the results of the study were first experiences such as conflict between counselors during the period of institutional integration in the "117 reporting center experience", and secondly, professional counselors experienced emotional exhaustion, inhumanization, and lack of achievement. In order to prevent and overcome the exhaustion factors of counseling agents, it was necessary to prepare measures to promote fraud. This is expected to be useful data for improving the working environment of special job counselors in the era of industrialization and informatization in which various anonymous counseling methods are used.
