The Bidding System of the public IT project in Korea is fallen behind, because of the ordering habitual practice based old system, overcompetition based sealed bid and subcontract practice. To innovate this old-fashioned practice for public IT project bidding, this paper wants to generate a proper improvement direction of the public IT project contract law and the related policy through the literature review about the ordering and receiving system in Korea, the practical survey about bidding marketplace in Korea, and competition between bidding system and/or policy of major countries: USA, UK, France and Japan. As a result of practical survey, many problems of the current public IT project bidding system came out and improvement ideas toward future situation turned up. These outputs implicate that the current law and system related public IT project demands better improvement work for the future ubiquitous Korea. Therefore, this paper, to solve these problems about bidding systems and practice, propose the new public IT project contract law and the related policy, reflecting these improvement ideas by the practical survey and the literature review, and benchmarking points from bidding system of other countries.

IT projects need engineers with various backgrounds to cooperate to build an IT system that satisfy the requirements of users given a limited expense and time. Such diversity of team members and the complexity of task naturally involve considerable amount of conflict among team members. High level of conflict among team members is known to be detrimental to the performance of the team. The purpose of this study is to examine the reasons for conflicts among team members in IT projects and to check how the level of conflict affects the performance of a project and the satisfaction of the members of the project team. To test the relationship, a survey on 166 participants in IT projects was conducted. The reasons for conflicts in IT projects were categorized into five types. The level of ambiguity was found to have a significant correlation with the level of conflict. And the level of conflict, in turn, is found to have a significant effect on the degree of satisfaction among team members and the project results. Based on the research results, it is suggested that a clear definition of tasks and their boundaries is required to reduce ambiguity and thus, the level of conflict and improve the level of satisfaction of IT project team members.

This study investigates the decision criteria used in the context of IT investment decision making and empirically analyzes the impact of IT project size and types on the importance of decision criteria. 5 criteria which have been extracted from the previous studies and industry practices are budget, financial benefits. strategic value. risk, and the degree of proposer's eagerness. Data of 120 IT project proposals have been collected from 5 companies including bank, insurance. and stock trading company. As results of ANOVA test. 7 out of 10 hypothesis have been accepted statistically. That is. the bigger the project size. the higher the evaluation weight of project budget and risk criteria and the lower the weight of proposer's eagerness. And in case of the infrastructure investment type. the emphasis is placed more on strategic value and risk criteria and less on financial benefit and proposer's eagerness. These findings provide insights for both IT practitioners and researchers.

IT 프로젝트 관리의 주요 관심사항은 산출물 통제와 프로세스 관리에 집중되어 있다. 그러나 IT 프로젝트는 비가시적이고 무형적인 성과물을 생산하기 때문에 성과의 품질을 측정하기 어렵다. 많은 연구들은 프로세스 관리의 무형적인 측면들을 정량화하기 위한 연구들을 수행해왔다. 하지만 대부분의 연구들은 기술적 측면에만 집중되었다. 본 연구에서는 IT-BSC와 PMBOK을 바탕으로 IT 프로젝트를 관리하기 위한 지표들의 우선순위를 정량적으로 측정하였다. 수립된 지표들은 기술적 요소들뿐만 아니라 프로젝트 관리의 다른 측면들을 체크하기 위해 경 영적, 사회적 그리고 미래지향적 관점들의 요소들을 포함한다. 지표들의 정량적 측정을 위해 AHP 기법을 사용하였다 본 연구는 다음과 같은 측면에서 의의를 찾을 수 있다. 첫째, IT 프로젝트 관리를 위한 항목들을 균형성과표 관점에서 재정리한 점이다. 둘째, 프로젝트에 관련된 개발자 이외 사용자 및 중요 이해 당사자들을 포함시키는 관리 방향을 제시하였다. 셋째, 각 이해 당사자들의 중요 관심 항목을 분리해 내고 각 항목에 대한 중요성의 정도를 정량화 하였다.

The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

일반적으로 프로젝트 감리는 프로젝트 관리 점검 항목을 기반으로 정보 시스템 프로젝트의 관리 활동을 검토하고 문제점을 지적하여 개선 사항을 반영하게 함으로써 프로젝트를 성공적으로 수행하기 위한 관련 서비스를 제공하고 있으며, 프로젝트 수행 조직은 프로세스 기반의 조직 성숙도 모델들을 적용하여 프로젝트를 관리하고 있다. 그러나, 실제 프로젝트 수행 단계에서는 기대 만큼 효과가 크지 않다. 본 논문에서는, 이를 해소하기 위한 방안으로 프로젝트감리검토항목을 조직 성숙도 모델 설문 항목과 연계하여 조직 성숙도 평가 모델을 설계함으로써 감리 결과뿐만 아니라 프로젝트 전이나 이후에도 평가를 가능하게 하여 프로젝트 발주기관 및 개발 기관의 프로젝트 평가와 프로젝트 수행에 대한 조직 수준의 평가를 통해 프로젝트 수행 역량 개선이 가능한 모델을 제시하였다.

최근 한국의 대규모 IT 서비스 프로젝트의 수익률은 저하되고 있는 것으로 파악된다. IT 서비스 프로젝트의 수익률을 저하시키는 가장 큰 이유는 프로젝트와 관련된 여러 위험 요인들이 프로젝트의 일정 지연 및 비용 초과를 초래한 것으로 파악 된다. 이러한 일정 지연 및 비용 초과 현상을 방지하기 위해서는 프로젝트의 위험 요인들을 계약 체결 전에 식별하는 것이 매우 중요하다. 왜냐하면 발주사와 개발사간 계약 조건 협상 시 식별된 위험 요인들을 제거할 수 있기 때문이다. 본 연구에서는 IT 서비스 프로젝트의 특성으로 인해 프로젝트 수행 과정에서 발생할 수 있는 계약 위험 요인들을 사전에 파악하고 평가할 수 있는 체크리스트를 제시하고, 이를 실제 금융 산업의 IT 서비스 프로젝트에 적용하여 그 효과를 확인하고자 하였다. 적용 사례를 분석한 결과 IT 서비스 프로젝트의 위험 요인들을 식별하고 제거하는데 본 연구에서 제시된 체크리스트가 효과가 있음을 확인하였다.

본 논문에서는 물류 중소 IT기업과 학부 프로젝트 교과목을 연계하여 기업 실무 주제인 로컬 푸드 재고관리시스템을 공동개발하고 솔루션화하는 프로젝트 중심 교육사례를 연구하였다. 기존 이론 및 텀 프로젝트 진행방식에 탈피하여 기업의 실무 프로젝트를 대상으로 기업의 실무자가 멘토로 참여하여 프로젝트 주제를 제시하고 학생들이 그 주제의 시스템을 개발하였고 기업 실무자와 토의하는 과정에서 실무적인 지식을 습득하게 유도하였다. 이러한 방식을 통하여 상호 최신기술을 공유하고 물류 비즈니스 도메인을 이해하는 기회가 되었으며 프로젝트 수행을 위해 필요한 비용, 품질, 납기에 대하여 학생 스스로 이해하고 해결해 가는 경험을 하였으며 자신감을 얻을 수 있었다. 기업은 시제품 개발을 위한 비용절감과 우수인력을 교류할 수 있는 기회가 되었다.

The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. (1) In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. (2) Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.

The use of Project Management Information System (PMIS) is increasing in project management industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project performance. However, how much and which parts of project management performance are affected by PMIS still need to be studied further. The purpose of this study is to investigate the impact of PMIS quality on project management performance. We collected data from various project based industries such as construction, defense, manufacturing, software development and telecommunication by using survey questionnaire. PMIS quality was measured in three dimensions. They are system quality, information quality and service quality. Project management performance was measured in nine variables such as time reduction, work accuracy, cost management, etc. Statistical analyses such as multiple regression were used to analyze the data. The results showed that PMIS quality had significant impacts on the project management performance and user satisfaction. It was notable that only two dimensions out of the three PMIS quality dimensions, system quality and information quality, affected the project management performance. Also, it was found that PM performance played a mediating role between PMIS and user satisfaction, and between PMIS and reuse intention. The contribution of this research is that it helps to clarify what aspects of PMIS affect the project management performance and user satisfaction.
