The result of the study reveals the four factors of ICT literacy through cross-validating exploratory factor analysis and confirmative factor analysis; pleasure of using ICT, perceived usefulness of using ICT, learning ability with using ICT, and operating ability of ICT. This study found that the leaner differ in gender on learning ability with using ICT and pleasure of using ICT. The female students were significantly larger than male students on learning ability with using ICT. However, the male students were significantly larger than male students on pleasure of using ICT. • Establishing an investment evaluation system for public ICT projects is ultimately to increase the success rate of public ICT projects in which government finances are invested and to revitalize the projects, thereby establishing a foundation for national economic growth and enhancing the competitiveness of the global ICT industry. This study tried to empirically verify the effect of public ICT project investment evaluation factors established according to the existing evaluation system on actual project success, and to suggest directions for future investment evaluation factors. Five evaluation factors such as public interest, economic feasibility, technology, policy and budget efficiency were derived through prior research, and the effect of these evaluation criteria on actual project success was verified through questionnaires from experts who directly participated in the actual project. In addition, it was confirmed whether the government's support system had a moderating effect between the investment evaluation factors and the project success of the ICT project. The reliability and validity of measurement tools, structural model analysis, and path analysis were empirically analyzed, and the significance of existing ICT investment evaluation factors was verified.

  • In general, using information and communication technology (ICT) to support problem-solving is becoming increasingly common across various industries, sectors, and regions. However, there have been few analyses on the factors affecting ICT problem-solving among officers working at People's Committees of mountainous communes. Using survey data, exploratory factor analysis (EFA), and multivariable linear regression, this study examined the factors that influence the use of ICT in resolving works among community officers at People's Committees in the Northwest mountainous region of Vietnam. The results showed that three factors with statistical significance affecting the dependent variable are computer skills, gender, and occupation of community officers. Therefore, it is recommended that officers participate in ICT training courses or engage in regular self-study to improve their computer skills and qualifications. Both men and women should also prioritize the use of ICT equipment. The study also found that officers in managerial positions were more likely to use ICT for problem-solving than their counterparts. However, some factors that affect the use of ICT were not identified in this study, leaving room for further research.

  • We investigate the effect of ICT capital on the demands for labor and energy in manufacturing and electricity gas water industries of Korea, US, and UK. Assuming ICT capital, non-ICT capital, labor, electricity, fuel, and material as input factors for manufacturing and ICT capital, non-ICT capital, labor and energy material as input factors for electricity gas water industry, we estimate the Morishima elasticities of substitution. Considering the relative price changes of input factors, ICT capital has substituted labor in manufacturing and electricity water gas industries of the three countries. ICT capital has substituted both electricity and fuel in US and UK manufacturing. Although ICT capital has substituted electricity and fuel each other in Korean manufacturing, ICT capital is unlikely to decrease the demands for electricity and fuel when considering their relative price changes. ICT capital has substituted energy material in electricity gas water industries of the three countries.

  • Recently, in the bio-field success stories of ventures through a biosimilar technology is being excavated. but the growth of ICT industry has been stagnant since reaching a boom in the dissemination of early high-speed internet in 2000s. The purpose of this study is to explore the factors of change of business model and business strategy of ICT ventures and SMEs with the evolution of the digital ecosystem, and to drive the factors to be competitive on the global value chain. The researcher selected an entreprenuership, market-innovation orientation, technology-innovation orientation, and Administration-innovation orientation as internal factors influencing the global competence and healthiness of the ecosystem as external factors. The researcher applied samples of 94 ICT Venture and SMEs to a research model, and adopted 5 hypotheses. The researcher believes that only a few hypotheses were adopted because it takes time for overall innovation orientation of ICT Venture and SMEs to result in the real global competence as the their innovation orientation is still on the level of domestic market. And the researcher also thinks that only healthiness of the ecosystem affected management performances because the companies' performances of the last 3 years were so weak that the correlation between innovation orientation of each company and the performances were not big enough.
