Factors That Affect Project Time and Cost Performance during Highway Construction Using Incentive/Disincentive Provisions

  • Incentive/Disincentive (I/D) contract is designed for minimizing any disruption of traffic flow in road construction projects. I/D contracting projects have been evaluated with regard to time and cost performance in various states, more than 35 states. However, construction project managers and planners have little understanding of the project factors that affect the project time and cost performance of highway construction projects using I/D regulations. Therefore, the purpose of this research is to find factors that affect I/D project success or failure to improve the decision-making process for the implementation of I/D projects. In order to achieve the objectives of this research, the researchers collected I/D road construction project data from FDOT and performed evaluation for each collected project. Then, project data analysis to identify key factors that affect I/D project performance was performed. In conclusion, five significant factors for project time performance and six significant factors for project cost perfornace were identified and summarized.

  • The aim of this paper is to develop a performance evaluation model for PPP (Public-Private Partnership) projects that appropriately reflects the important traits that are unique to PPP projects. To this end, 1) it defines a set of distinct perspectives involved in the PPP projects and their associated success factors that might differ amongst the perspectives; 2) it identifies the key performance indicators and suggests the performance evaluation criteria for each indicator; and 3) it builds a performance evaluation model by matching the success factors from each perspective with performance measure criteria as well as applies the model to the two selected BTO road projects in Korea. The process of model construction and its application confirms significant differences between the main stakeholder perspectives typically involved in PPP projects, which highlights the need for an evaluation model tailored for PPP projects by taking into account the distinct perspectives. The results from the PPP evaluation model developed in the study is compared against the results from the existing ex-post evaluation model for construction projects in general. The former shows a closer match with the results from the user satisfaction survey conducted. This new evaluation framework and the performance indicators entailed in it permits a balanced evaluation of PPP projects as it takes into account different perspectives involved in PPP projects as well as an understanding of the factors affecting the success of PPP projects. While the construction of the model is based on transport projects, it is applicable to different types of PPP projects through variation with the weight allocation amongst different success factors and/or additions or other adjustments to the performance evaluation criteria as required.

Evaluation of e-commerce system success factors in health care (의료기관 전자상거래 성공요인의 평가)

  • The purpose of this study was to identify the impact of e-commerce system satisfaction on e business success factors. We developed the questionnaire for measuring system satisfaction and success factors and tested internal reliability and construct validity. Cronbach's alphas of all system satisfaction factors were above .79 and that of e business success factors were above .82 except partnership (.66). In the regression models, we tried to identify all possible independent variables such as individual factors, organizational factors, system vendor size, order items in their systems and system satisfactions. Using Partial F-test, the regression model with system satisfaction factors, individual and organizational factors was identified as the optimal model in explaining the dependant variable. In the best model, system readiness and timeliness was significant determinants of e-business success evaluation. After using 7 success evaluations factors as the dependant variables, only three models were significant linear models, which were the models with partnership, CEO willingness to e-commerce and e-commerce support. In those models, system readiness and timeliness showed consistent influences to success factors.

The effects of female applicant's facial attractiveness and feminine-masculine clothing image on job performance evaluation and hiring decision (여성 응모자의 얼굴 매력성과 의복의 여성성/남성성이 직무수행능력 판단과 고용의사결정에 미치는 영향)

  • The purpose of this study was to investigate the effects of female applicant's facial attractiveness and feminine-masculine clothing image on job performance evaluation and hiring decision. The research design of study consisted of 3(facial attractiveness high, middle, low)${\times}$2(feminine and masculine clothing image) factorial design. The subject consisted of 243 persons whose occupation were mid-sized companies' administrator in Gwangju and Seoul City. The data were analyzed by factor analysis, Duncan test, ANOVA, t-test. The results of this study were as follows. First, three factors emerged to account for the job performance evaluation. These factors were given the titles of task performance, cooperation and self-management factors. Second, applicant's facial attractiveness exerted significant positive effect on self-management and significant negative effect on cooperation. Third, applicant's facial attractiveness exerted significant effect on hiring decision. Finally, the interaction effect of female applicant's facial attractiveness and feminine-masculine clothing image on job performance evaluation and hiring decision were not significant.

Development of an Evaluation Instrument for Service Quality in Nursing Homes (노인요양시설 서비스 질 평가 도구 개발)

  • Purpose: The purposes of this study were to identify the factors influencing service quality in nursing homes, and to develop an evaluation instrument for service quality. Methods: A three-phase process was employed for the study. 1) The important factors to evaluate the service quality in nursing homes were identified through a literature review, panel discussion and focus group interview, 2) the evaluation instrument was developed, and 3) validity and reliability of the study instrument were tested by factor analysis, Pearson correlation coefficient, Cronbach's ${\alpha}$ and Cohen's Kappa. Results: Factor analysis showed that the factors influencing service quality in nursing homes were healthcare, diet/assistance, therapy, environment and staff. To improve objectivity of the instrument, quantitative as well as qualitative evaluation approaches were adopted. The study instrument was developed with 30 items and showed acceptable construct validity. The criterion-related validity was a Pearson correlation coefficient of .85 in 151 care facilities. The internal consistency was Cronbach's ${\alpha}$=.95. Conclusion: The instrument has acceptable validity and a high degree of reliability. Staff in nursing homes can continuously improve and manage their services using the results of the evaluation instrument.

A Study on Effect of Sales Promotional Marketing Means on Evaluation of Clothing Product (판매촉진 수단이 의류제품 평가에 미치는 영향)

  • This study was designed towards female college students to find out how increasing promotional marketing means are affecting the evaluation of clothing products; qualify perception, value perception, and purchase intention. 704 female college students participated in this study and SPSS package was used to analyze gathered data. The results of this study were as follows: First, the use of sales promotional means and preference had a significant difference among students demographic factors(residence, whole Income of the family, allowance, and clothing expenses). Second, qualify perception, value perception, and purchasing intention were the three factors of clothing product evaluation. Third, normal price and $30\%$ sale price clothing was perceived as high quality product and $50\%$ sale price clothing was perceived as high valued product. Purchasing intention was high when low price was suggested or promotional gift was given. Fourth, when considering product price as the factor of product evaluation, there were significant difference between the prices of product. And also, considering the product price, there were significant difference among factors of product evaluation and sales promotional means. Fifth, there was significant correlation between qualify perception, value perception, purchasing intention, usage and preference of promotional means. Further more, value perception was main factor that affected purchasing intention.

An Improvement of Evaluation Items for a Subjective Workload Assessment in Nuclear Power Plants (원자력발전소의 주관적 업무량 평가를 위한 평가 항목 개선)

  • Workload assessment is one of the important elements of the human factors evaluation for the nuclear power plants in operation. This paper describes a further study upon the additional elements of the workload which elements should be considered in the subjective workload assessment. We have tried to predict the burden of the work and to improve the work through a comparison of the objective workload and the subjective workload in the previous studies in nuclear power plants. However, there is a restriction to perform a precise assessment because of the limitations of the method itself. The objective workload assessment is performed by relative comparison using the quadrant analysis with objective workload and subjective workload because there were no clear criteria of objective workload assessment. And the subjective workload assessment is performed by NASA-TLX (NASA Task Load Index) which includes six evaluation dimensions of subjective workload. NASA-TLX is difficult to grasp the other aspects that could influence on the subjective workload because the analysis relies on predetermined assessment items. We conduct a factor analysis between the factors that affect the workload and the assessment adopted from ISO 10075 and NASA-TLX. At the same time, this study suggests other evaluation elements which can be added for subjective workload assessment except for evaluation elements of NASA-TLX.

Development of Evaluation Index for Foreign Weapon System Purchase using DEMATEL and ANP (DEMATEL과 ANP를 이용한 해외구매 무기체계의 평가지표 개발)

  • Even though the final source selection of foreign weapon system purchase project in defense area is the most important phase, the standard evaluation index has not been developed. This paper provides an appropriate evaluation index using DEMATEL and ANP methods. First, the all possible evaluation criteria applied to the relevant previous literatures in domestic and overseas researches are derived and classified into groups. Second, DEMATEL method is used to determine the network structure representing the relations of cause and effect between groups and their sub-criteria. If isolated factors, not connected with other factors, are existed in the network structure, all factors except for the isolated ones are grouped as one large factor so that the independency between those ones is maintained. The weights of criteria are determined using AHP method if the criteria are independent relation and ANP method if the criteria are networked. The weights of higher and lower level criteria are then integrated and distributed as a point with respect to the decision making purpose. The developed evaluation index can be used as a standard one in various foreign weapon system purchase projects in defense area.

Core Self-Evaluation and Sales Performance of Female Salespeople in Face-to-Face Channel

  • This study seeks to empirically analyze the effects of core self-evaluation and adaptive selling behavior on sales performance for female salespersons engaged in door-to-door sales through the face-to-face channel in the wellness industry. This study seeks to examine the importance of adaptive selling, through, salespeople derive appropriate strategies in response to market changes. For female salespeople who use face-to-face channels, this study empirically investigated the relationship between core self-evaluation and adaptive selling, and effects on sales performance. A 31-item survey was constructed, based on prior research. We selected six door-to-door sales companies in South Korea and conducted one-to-one interviews with female salespeople in the Seoul metropolitan area and analyzed 208 pieces of significant data. Results demonstrated that among the core self-evaluation factors for female salespeople, self-esteem, self-efficacy, and neuroticism had an effect on adaptive selling factors, while locus of control did not. These factors were found to affect sales performance through the mediating role of adaptive selling. Improvements in the adaptive selling capabilities of female salespeople in charge of face-to-face channels positively affected sales performance. Management efforts are required to enhance self-esteem, self-efficacy, or neuroticism. These results suggest that companies should support enhancing individual adaptive selling capabilities of their salespeople.

Development of an Evaluation Instrument for Education Services Quality in Learning Facilities for Care Workers (요양보호사 교육기관 교육서비스 질 평가 도구개발)

  • The purpose of this study is to identify the important factors of education service quality and to develop the evaluation instrument in learning facilities for care workers. This study was processed as four steps. First, the important factors were confirmed through literature reviews and the expert board discussions. Second, the evaluation instrument was developed and validity & reliability of the instrument were checked by factor analysis and Cronbach's ${\alpha}$. Lastly, the instrument was rechecked by the expert board in language usages and importance of the items. The results indicated that the important quality factors were divided with infrastructure and service process. Especially, the process contained providing appropriate education information & counseling, providing appropriate contract & paying fees, keeping specified service principles and so on. The study instrument was developed with 28 items. This instrument will be helpful to improve the education service quality. Besides, the staffs must continuously try to improve and manage their education services using the results of this kind of evaluation instrument.
