This study quantifies and compares the drought return and duration characteristics by applying the Poisson process as well as based on by analyzing the observed data directly. The drought spatial distributions derived for the Gyunggi province are also compared. The monthly rainfall data are used to construct the SPI as a drought index. Especially, this study focuses on the evaluation of the Poisson process model when applying it to various data lengths such as in the spatial analysis 'of drought. Summarizing the results are as follows. (1) The Poisson process is found to be effective for the quantification of drought, especially when the data length is short. When applying the Poisson process, two neighboring sites are found insensitive to the data length to show similar drought characteristics, so the overall drought pattern becomes smoother than that derived directly from the observed data. (2) When the data length is very different site by site, the spatial analysis of drought based on a model application seems better than that based on the direct data analysis. This study also found more obvious spatial pattern of drought occurrence and duration when applying the Poisson process.

Forecasting future drought events in a region plays a major role in water management and risk assessment of drought occurrences. The creeping characteristics of drought make it possible to mitigate drought's effects with accurate forecasting models. Drought forecasts are inevitably plagued by uncertainties, making it necessary to derive forecasts in a probabilistic framework. In this study, a new probabilistic scheme is proposed to forecast droughts, in which a discrete-time finite state-space hidden Markov model (HMM) is used aggregated with the Representative Concentration Pathway 8.5 (RCP) precipitation projection (HMM-RCP). The 3-month standardized precipitation index (SPI) is employed to assess the drought severity over the selected five stations in South Kore. A reversible jump Markov chain Monte Carlo algorithm is used for inference on the model parameters which includes several hidden states and the state specific parameters. We perform an RCP precipitation projection transformed SPI (RCP-SPI) weight-corrected post-processing for the HMM-based drought forecasting to derive a probabilistic forecast that considers uncertainties. Results showed that the HMM-RCP forecast mean values, as measured by forecasting skill scores, are much more accurate than those from conventional models and a climatology reference model at various lead times over the study sites. In addition, the probabilistic forecast verification technique, which includes the ranked probability skill score and the relative operating characteristic, is performed on the proposed model to check the performance. It is found that the HMM-RCP provides a probabilistic forecast with satisfactory evaluation for different drought severity categories, even with a long lead time. The overall results indicate that the proposed HMM-RCP shows a powerful skill for probabilistic drought forecasting.
In this work, we analyzed the effects of drought on the water temperature (WT) of Nakdong river basin major river sections using Standardized Precipitation Index (SPI) and WT data. The analysis was carried out on a seasonal basis. After calculating the optimal time scale of the SPI through the correlation between the SPI and WT data, we used the copula theory to model the joint probability distribution between the WT and SPI on the optimal time scale. During spring and fall, the possibility of environmental drought caused by high WT increased in most of the river sections. Notably, in summer, the possibility of environmental drought caused by high WT increased in all river sections. On the other hand, in winter, the possibility of environmental drought caused by low WT increased in most river sections. From the risk map, which quantified the sensitivity of WT to the risk of environmental drought, the river sections Nakbon C, Namgang E, and Nakbon K showed increased stress in the water ecosystem due to high WT when drought occurred in summer. When drought occurred in winter, an increased water ecosystem stress caused by falling WT was observed in the river sections Gilan A, Yongjeon A, Nakbon F, Hwanggang B, Nakbon I, Nakbon J, Nakbon K, Nakbon L, and Nakbon M. The methodology developed in this study will be used in the future to quantify the effects of drought on water quality as well as WT.
Thirty-six barley varieties including Korean modern and local varieties were tested for drought-tolerance in the field of plastic rain shelter, Drought treatment was initiated at initial tillering stage (March 27, 2002) by withholding irrigation and lasted until harvest. Soil water potential maintained at around -0.05㎫ in the control plot and varied from -0.05㎫ (at the initial stage of drought treatment) to -0.29㎫ in the drought treatment plot. At forty days after drought treatment, relative water content (RWC), osmotic potential (OP), osmotic adjustment (OA), and $^{13}\textrm{C}$ discrimination ($\Delta$) were measured and then plants were sampled for leaf area index (LAI) and dry weight (DW). Barley was harvested at maturity for determining DW, grain yield, 1000 grains weight and number of spikelet. The tested varieties revealed wide spectrum of drought tolerance. Dongbori-1, Chalbori, Changyeongjaerae, Samdobori and Weolseong 87-31 showed strong drought-tolerance while Songhagbori and Suwonmaeg360 showed weak drought-tolerance. The drought injury indexes (drought/control ratio) of DW and yield revealed significant positive correlation with leaf RWC in drought treatment plot and $\Delta$ in the control plot, but obvious negative correlation with leaf OP and OA under drought condition. In addition, all the drought indexes of OP, $\Delta$ and RWC showed obvious positive correlation with the drought injury indexes of DW, 1000 grain weight and yield. Thus, OP and RWC under drought condition and $\Delta$ under well-watered condition would be used as the evaluation criteria for drought- tolerance of barley genotypes. However, further investigation is needed for the relationship between $\Delta$ and drought-tolerance as the other reports were not consistent with our result.
The objectives of this study are to develop a hydrological drought outlook system using GloSea5 (Global Seasonal forecasting system 5) which has recently been used by KMA (Korea Meteorological Association) and to evaluate the forecasting capability. For drought analysis, the bilinear interpolation method was applied to spatially downscale the low-resolution outputs of GloSea5 and PR (Predicted Runoff) was produced for different lead times (i.e., 1-, 2-, 3-month) running LSM (Land Surface Model). The behavior of PR anomaly was similar to that of HR (Historical Runoff) and the estimated values were negative up to lead times of 1- and 2-month. For the evaluation of drought outlook, SRI (Standardized Runoff Index) was selected and PR_SRI estimated using PR. ROC score was 0.83, 0.71, 0.60 for 1-, 2- and 3-month lead times, respectively. It also showed the hit rate is high and false alarm rate is low as shorter lead time. The temporal Correlation Coefficient (CC) was 0.82, 0.60, 0.31 and Root Mean Square Error (RMSE) was 0.52, 0.86, 1.20 for 1-, 2-, 3-month lead time, respectively. The accuracy of PR_SRI was high up to 1- and 2-month lead time on local regions except the Gyeonggi and Gangwon province. It can be concluded that GloSea5 has high applicability for hydrological drought outlook.

The severity of drought in (the) irrigation reservoir could be evaluated by the accumulative rainfall method, soil moisture content method, storage ratio method, and water supply restricted intensity method, etc. The storage ratio method would be the most reliable one for irrigation reservoir. The pattern of drought might be forecast with the most similar pattern of accumulative rainfall and/or storage ratio out of the file of past operation history.

In order to evaluate drought risk at upland according to climate change scenario (RCP8.5), we have carried out the simulation using agricultural water balance estimation model, called AFKAE0.5, at 66 weather station sites in 2020, 2046, 2050, 2084, and 2090. Total Drought Risk Index between the first month (f) and last month (l) (TDRI(f/l)) and maximum continuous drought risk index (MCDRI(f/l)) were defined as the index for analyzing pattern and strength of drought simulated by the model. Based on distribution maps of MCDRI (1/12), drought strength was predicted to be most severe in 2084 for all regions. Some regions showed severe risk of drought meaning over 20 days of MCDRI (1/12) in the other years, while MCDRI (1/12) in other regions did not reach 5 days. Even though maximum value of TDRI (1/12) in 2090 was greater than in 2050, more severe drought risk in 2050 than in 2090 was predicted based on MCDRI (4/6). It implies that drought risk should be assessed for each crop with its own growing season.
Based on the soil moisture data assimilation suggested in the first paper (I), we estimated root zone soil moisture and evaluated drought severity using remotely sensed (RS) data. We tested the impacts of various spatial resolutions on soil moisture variations, and the model outputs showed that resolutions of more than 2-3 km resulted in over-/under-estimation of soil moisture values. Thus, we derived the 2 km resolution-scaled soil moisture dynamics and assessed the drought severity at the study sites (Chungmi-cheon sites 1 and 2) based on the estimated soil/root parameters and weather forcings. The drought indices at the sites were affected mainly by precipitation during the spring season, while both the precipitation and land surface characteristics influence the spatial distribution of drought during the rainy season. Also, the drought severity showed a periodic cycle, but additional research on drought cycles should be conducted using long-term historical data. Our proposed approach enabled estimation of daily root zone soil moisture dynamics and evaluation of drought severity at various spatial scales using MODIS data. Thus, this approach will facilitate efficient management of water resources.
The objective of this study is to derive and evaluate the drought threshold level based on hydro-meteorological data using historical drought events. After collecting the drought events during 1991 to 2009 year, the observed meteorological data and estimated hydrological component from LSM are used as input for the percentile analysis that is drought analysis data. The drought threshold level that precipitation and runoff of 3 month duration are less than 35%, soil moisture of 2 month duration is less than 35% and evapotranspiration of 3 month duration is more than 65% is derived using ROC analysis that are objective test method. ROC analysis with SPI (3) is performed to evaluate the applicability of threshold level in the domestic. As a result, it can be concluded that the derived drought threshold level show better performance to reflect the historical drought events than SPI (3) and it reasonably explain the spatial drought situation through the spatial analysis.
Climate change has a significant impact on vegetation growth and terrestrial ecosystems. In this study, the possibility of ecological drought was investigated using satellite remote sensing data. First, the Vegetation Health Index was estimated from the Normalized Difference Vegetation Index and Land Surface Temperature provided by MODIS. Then, a joint probability model was constructed to estimate the possibility of vegetation-related drought in various precipitation/evaporation scenarios in forest areas around 60 major ASOS sites of the Meteorological Administration located throughout Korea. The results of this study show the risk pattern of drought related to forest vegetation under conditions of low atmospheric moisture supply or high atmospheric moisture demand. It also identifies the sensitivity of drought risks associated with forest vegetation under various meterological drought conditions. These findings provide insights for decision makers to assess drought risk and develop drought mitigation strategies related to forest vegetation in a warming era.
