Job Analysis of School Foodservice Officials in City, Province and District Offices of Education (시.도 및 지역교육청 학교급식 업무 담당자의 직무분석)

  • The purpose of this study was to analyze roles and duties of officials in charge of school foodservice in city, province and district 'Offices of Education'. For this purpose, the list of roles/duties of officials was developed through in-depth interviews, content analysis, and delphi technique. The list which includes 56 duty items in 8 dimensions was used for developing a questionnaire. A total of 282 questionnaires from 102 Offices of Education were used for the analysis. The school foodservice officials regarded 'budget management', 'facilities & labor management', 'developing long-term plan', and 'inspection & evaluation' as important. 'Education and research' and ‘management of nutrition, diet, and food materials' showed higher level of importance and need for support compared to its frequencies of work. There was no significant difference among city, provincial, and district Offices of Education on the levels of importance for each area/category. However, 'Officials in the District Offices of Education' needed more support in the area/category of 'facility & labor management'(p < .01). In addition, there was a significant difference between actual and ideal proportion of work in 'education & research'(p < .001), 'management of nutrition, diet and food'(p < .01), 'other supports for school foodservice'(p < .05) amongst the officials in 'City & Province Offices of Education'. For 'officials in the District Offices of Education', actual and ideal proportion of work was different in 'planning & coordination'(p < .01), 'school foodservice program management'(p < .001), 'education & research' (p < .001), 'management of nutrition, diet and food materials'(p < .001), and 'budget management'(p < .001). The results of this study showed that the areas of 'budget management', 'facility & labor management', and 'developing long-term plan', inspection & evaluation' needed more support for 'City & Province Offices of Education'. 'Officials in the District Offices of Education' also needed more support in the areas of 'budget management' and 'facility & labor management'.

A Survey of the Needs for the Development of Ecopark and Ecological Education Program of Ecopark (생태공원 조성 및 생태교육 프로그램에 대한 요구 조사)

  • Ecopark enables sustainable use of natural resource and can be used as a place for site-based environmental education as well as for recreation. This study investigated the opinion for the development of ecopark and ecological education program of ecopark. Nine hundred and fifteen (918) students, 388 teachers, 341 adults, 200 administrators of district education offices, and 40 administrators of environmental offices participated in this survey with a response rate of 89.7%. Results of this survey indicated the followings are needed to develop ecopark : natural resources and facilities, ecological educational program and its operation, human resource and professional development, and cooperation system with educational and environmental offices. On the basis of these results, the way of improvement was discussed and proposed.

A Study on the Improvement for Evaluation of Records Management Institutions in the District Offices of Education (교육지원청 기록관리 기관평가 개선방안에 관한 연구)

  • This study examined the problems of evaluating records management institutions of District Offices of Education (DOE) and conducted literature reviews, surveys, and in-depth interviews to suggest improvement measures. This study analyzed survey questions (response rate 52.8%) of records management officers in charge of records management in 176 DOE and in-depth interviews of records managers from 15 institutions who agreed to participate. Based on the analysis of the surveys and interviews, a further interview was conducted with a records manager responsible for records management institution evaluation at the National Archives of Korea (NAK). All of the results were aggregated to derive improvement measures in the areas of evaluation environment, agents of evaluation, and evaluation policy. The results of this study can be used as references to implement evaluations for records management institutions that reflect the characteristic of each institution type.

Location Analysis of A Collective Consumption Facility with GIS: The Location of Gu-Office and Its Administrative District in Ulsan, South Korea (GIS기법을 이용한 도시공공서비스 시설의 입지분석 -울산시 구 관할구역과 구청입지를 중심으로-)

  • This research adoptes a spatial analysis function of the Geographic Information System[GIS] to analyze the location and the service district of a collective consumption facility, to discover the optimal location, and to redefine the service district. The location and spatial district of a collective consumption facility strongly influences the quality of life of residents. This research studies administrative offices and districts, especially Gu-offices in Ulsan. Ulsan would be raised to the status of Kwangyokshi in 1997; so that, the status of four Gus would be changed from a general administration into a self-governing administration. The summary of this research focuses on five significant points. First, the districts of four Gus were strongly required to be redefined to obtain the maximization of the degree of potential development as well as of the efficiency and equity of administring services. The spatial range of residents in a Gu was not in accord with its administrative district. The administrative districts of four Gus in Ulsan were not balanced in terms of area and population, and the high degree of disparity among Gus existed the efficiency and equality of a collective consumption service. Second, the current gu-offices were located based on security of land and accessibility of a main route; so, there was difficult to find the creteria and the principles of selections of the location of Gu offices. The social disparity of an administrative service existed in the accessibility into Gu-offices. Third, the administrative districts of Gus were redefined with spatial analysis tool of ARC/INFO. It was recommended that Ulsan maintain four Gus under the condition of five Kwangyokshi in South Korea. The redefined districts of administration reduced the disparity among four Gus in terms of area and population. improved the degree of harmony between the spatial range of residents of Gus and the administrative district of Gus, and increased the efficiency and equity of administrative service. Fourth, within the redefined adminis trative district of a Gu, the centroid reduced the maximum distance and mean distance; so, the efficiency and equity of public service provided by the Gu-office were improved. Last, the spatial analysis function of GIS helped to select the optimal location and to delineate the district of public service with more speedly and objectively. The function of spatial analysis of GIS was very useful to minimize the conflict in the determination of the location of a collective consumption facility and of the service district. To improve location analysis with GIS. non-spatial data base such as budget, thought of residents, and development policy and program, should be constructed.

A New Model of Records Centers, Integration Archives : Reoranization of the Education office Records Centers (기록관의 새로운 모델, 통합기록관 교육청 기록관 체계의 재편성)

  • The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it's time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.

Evaluation of Foodservice Employees' Sanitary Performance and Sanitary Education in Middle and High Schools in Seoul (서울지역 중.고등학교 조리종사자의 위생관리 수행 및 위생교육 평가)

  • This study was conducted to evaluate the sanitary performance and education of middle and high school foodservice employees in Seoul, South Korea in order to ensure the foodservice safety and identify why some employees cannot apply learned knowledge in real work situations. Subjects consisted of 217 school foodservice employees who attended a regular sanitary education program under the auspices of the Seoul Gangdong and Gangseo district offices. The sanitary performance was assessed with 5 dimensions (personal hygiene, ingredient control, process control, safety management and sanitary education), and was self-evaluated using a Likert 5 point scale. The data were analyzed using the SPSSWIN Version 12.0 package. The main results of the study showed that according to the general characteristics of middle and high school foodservice employees, 98.2% of respondents were women, and 64.1% of them aged 40-49. A total mean score of 5 items of sanitary performance for middle and high school employees was 4.74. Ingredient control field score was 4.83, process control 4.80 and personal hygiene 4.74. In contrast, the sanitary education field score was 4.56, significantly lower than the total mean score. Safety management field score was 4.71. Verbal education was the main method performed as a sanitary education in schools.

Sanitary Performance and Knowledge of Elementary School Foodservice Employees in Seoul (서울지역 초등학교 급식 조리종사자의 위생관리 수행 및 위생교육 평가)

  • This study was conducted to evaluate the sanitary performance and knowledge of elementary school foodservice employees. The specific aim of this study was to decipher why employees cannot apply learned knowledge to real work situations. In total, 437 foodservice operation employees attended a regular sanitary education program under the auspices of Seoul Gangdong and Gangseo district offices. The five sanitary practice performance evaluators included personal hygiene, ingredient control, process control, safety management, and sanitary education. These dimensions were self-evaluated using the Likert 5-point scale. Collected data were subjected to descriptive and comparative analysis using SPSS (Version 12.0, SPSS Inc., Chicago, IL, USA) statistical package. The main results are summarized as follows: 93.6% of the respondents were women and 57% were aged between 40$\sim$49. Total mean score of the five sanitary performance evaluators was 4.73 for elementary school. Ingredient control score was 4.86, process control 4.80, and personal hygiene 4.79. But the sanitary education field score was 4.48, which was significantly lower than the total mean score. Safety management score was 4.73. The main source of sanitary education for school foodservice employees was verbal education.

Multicentered-Growth of Office Activities in the City of Seoul (서울시 오피스기능의 다중심화 현상에 관한 연구)

  • The purpose of this paper is to investigate office location dynamic in Seoul and to analyze comparatively the office activities of emerging office centers. Since mid 1980s, the expansion of office employment and spatial differentiation of the office-type jobs have changed the employment and spatial structure of Seoul. The major employment centers are CBD, Kangnam district and Youido. Among these, CBD and Kangnam have developed as the two leading centers of Seoul. Youido, the typical office-oriented center, shares CBD functions especially specializing security business. Selective decentralization of offices made qualitative differences among the centers. In spite of vigorous office decentralization, CBD has kept the principal offices of finance and insurance, travel agencies, advertising agencies, management consulting firms, major public institutions and headquarters of upper 100 companies in Korea. But the offices of producer services such as law, architects, engineering and computer consulting and real estates and headquarters of upper 5000 companies in Korea have been decentralized dominantly to Kangnam.

The Perception of Nutrition Teacher's Competency and Duty (영양교사의 자질 및 업무에 대한 인식도 분석)

  • The purposes of this study were to identify the significance of a nutrition teacher, to analyze the importance of competence as a nutrition teacher and to evaluate the importance and difficulty for duties of nutrition teachers. The questionnaire was distributed to 554 preliminary teachers and a total of 468 usable data were collected with 84.5% of response rate from August to October 2006. The statistical data analysis was completed by using SPSS Win (ver. 10.0) for descriptive analysis, t-test, ANOVA and ${\chi}^2-test$. The results were as follows: Preliminary nutrition teachers expected that conversion of a school dietitian into a nutrition teacher could lead to systematic and constant nutrition education and come into synergic effect by doing meal service with nutrition education. For a teacher's competence, all three paradigms were perceived as important. It was evaluated to be high for a knowledge factor in the empirical analytic paradigm, a personality factor in the practical interpretive paradigm and an attitude factor in the critical emancipatory paradigm. And 'a knowledge for nutrition and sanitation (4.59)' and 'an ability to raise a self-management capacity for right food habit and dietary life (4.59)' were showed as most important in a nutrition teacher. It appeared that both important and difficult duties of nutrition teachers were nutrition education, nutrition counseling and sanitation quality of nutrition education; the most necessary solution was to develop a reference and program for nutrition education (37.4%). In conclusion, the systematic supports of district offices of education and associated institutions as well as sustained efforts of preliminary nutrition teachers for themselves should lead to establish a successful system of nutrition teachers.

A Study on the Implementation of Vocational Home Economics Program at Senior High School (고등학교 가정계 직업 교육 프로그램 운영에 관한 연구)

  • This study aims at seeking how to activate and operate vocational home economics curriculum efficiently. We collected data from school district offices in the nation and questionaries to 37 high school teachers in charge of vocational home economics, 30 teachers in charge of vocational course, 305 students of vocational school, and 135 students on vocational course for the recognition of and request for vocational home economics curriculum. Collected data were analysed by frequency, percentage, and X(sup)2, and SPSS/PC(sup)+ program are used for the statistical analysis. Followings are the outcomes of this study. 1. The number of classes in which vocational home economics is operated has been on the rise since 1986. As for curriculum of vocational high school, 79 classes for clothing, tourism, and childhood education are being operated in 8 schools. 2. Teachers acknowledge vocational training should keep complete and sustaining education and that it should aim ar conduction education which enables students to acquire technical knowledge and to seek a gob. Both teachers and students admit vocational home economics should be carried out so that vocational training can be combined with general education. 3. Teachers put more emphasis on its major field than that general field. As for laboratory classes, teachers complained about the financial lack, while students need for field practice for the purpose of opening the way for combing theory with practice and proposing for scientific study of industrial sites. As for the contents, students considered the technical course size appropriate and they though it is desirable that the ratio of practical class should be increased by more than 60% of that of the current class ratio.
