본 연구는 정부지원 중소기업 융복합 컨설팅에 있어 컨설팅 신청동기가 품질지각과 결과활용도간의 경로에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 설문조사를 실시하여 구조방정식모형분석 등을 실시하였으며 연구 결과는 다음과 같다. 첫째, 컨설턴트수행품질과 정부지원품질에 대한 지각은 컨설팅결과품질에 대한 지각에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 컨설턴트수행품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 정부지원품질에 대한 지각은 컨설팅결과활용도에 영향을 미치지 않는 것으로 나타났다. 넷째, 컨설팅결과품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 다섯째, 컨설팅에 대한 비자발적 신청집단과 자발적 신청집단간의 경로에는 차이가 있는 것으로 나타났다. 본 연구 결과는 컨설턴트역량, 정부지원제도, 컨설팅에 대한 자발적 신청을 강화할 필요가 있음을 시사하고 있다.

본 연구는 일개 대학에서 2020년 8월 3주간에 운영된 온라인 자기소개서 컨설팅 프로그램에 참여한 92명을 대상으로 하였다. 온라인 자기소개서 컨설팅 프로그램 적용이 취업준비에 도움이 되었는지 알아보고자한 연구이다. 연구 결과 사전에 자기소개서 작성이 부족하거나 취업목표 기관이 뚜렷하지 않았다. 온라인 자기소개서 컨설팅 프로그램 참여 후 취업준비에 매우 도움이 되었고, 관련한 자기소개서 프로그램의 서비스 활용성이 높았다. 프로그램 내 템플릿의 연속된 질문은 자기소개서 작성에 도움이 되었다고 응답하였다. 향후 필요한 취업지원 교육으로 면접준비과정이 필요하다고 하였다.

Purpose - There have been many studies regarding the preceding factors required for success of start-up. The purpose of this study is to verify one of the paths by which the individual characteristics of founders and governmental support lead to enhanced start-up performance, via entrepreneurship and network building. Research design, data, methodology - Data for this study was collected from surveys of 332 founders throughout South Korea, and statistical analyses of this data were performed using SPSS 22.0 and Smart PLS 2.0. To verify our hypothesis, path analysis was performed using a structural equation model. Results -The variables, entrepreneurial self-esteem and experience were found to have positive effects on the entrepreneurship and networks. Secondly, governmental support did not have significant positive effect on entrepreneurship, but it did have positive effect on networking. Thirdly, entrepreneurship and networking were confirmed to have positive effects on both the utilization of opportunities and financial performance, which are variables indicating start-up performance. Conclusion - Although founder's characteristics are important for success of start-up, it is also critically important to actively utilize governmental support. Notably, many founders suffer from inadequate networks. They would be able to enhance their start-up performance by utilizing various governmental support programs to reinforce their network capabilities.

Personal image concerns a person's talent, expertise, as well as the internal and external image. It is a core value that differentiates one individual from another. As personal branding via personal image management has become more important, there is a fast-growing number of online systems that provide self-test programs to analyze one's style and habits and also provide expert advice for not only styles but lifestyles as well. This study develops a systematic and objective personal image consulting system and offers basic information for the research of personal image making. For that purpose, the study attempts to examine the present state of global companies that use online image consulting programs and analyze their digital content. The results are as follows: 1) two domestic companies, Colorz and Atzine, and seven foreign companies, notably Covet and Boutique, were brisk in business; 2) two types of personal image-diagnosis programs - Visual search and Virtual matching - are now in operation; and 3) mobile applications exist as an evolved personal image-diagnosis program. With an increased interest in such programs, various companies at home and abroad are establishing systematic and scientific analysis systems, which are needed for personal image-making online. Under these circumstances, domestic companies are also urged to enhance levels of image-diagnosis content and actual commercialization and utilization, to develop programs that enable objectified, systematic personal image-making. To this end, the results of this study may serve as a helpful tool to consider future directions.

본 연구는 중소기업의 온라인마케팅 활성화요인을 도출하기 위하여 정부의 온라인 수출지원 사업 참여 경험이 있는 중소기업을 대상으로 설문을 실시하여 필요한 요인을 도출하고자 한다. 연구결과 기업의 무역역량은 온라인 마케팅활용에 유의한 정(+)의 영향을 미치는 것으로 나타났으며, 기업의 내부역량은 온라인 마케팅활용에 유의한 영향을 미치지 못하는 것으로 분석 되었고 수출마케팅 컨설턴트의 역할이 온라인마케팅 활용에 보다 중요한 정(+)의 영향을 미치는 것으로 나타났다. 이와 같은 결과를 통해 다음과 같이 중소기업의 온라인 수출 활성화 방안을 제시할 수 있다. 중소기업의 온라인마케팅활용을 위해 첫째, 중소기업의 무역역량 확대. 둘째, 사업수행 기업의 무역컨설팅 역량 확대가 필요하다. 특히, 참여기업 및 수행기업의 무역컨설턴트의 역량을 강화하는 것이 중소기업의 온라인마케팅 활용에 중요한 요소로 판단되며 이를 위한 기업과 정책적 노력이 더해져서 중소기업의 수출확대에 기여 할 수 있기를 기대한다.

FIDIC $(F\acute{e}d\acute{e}ration Internationale des Ing\acute{e}nieurs-Conseils)$ is the worldwide federation of consulting engineering member associations dedicated to developing relationships between the consulting engineering profession and governments, funding agencies, banks, industry, commerce, contractors, suppliers and other construction industry professions. Today FIDIC membership numbers nearly 70 member associations from all parts of the globe. The members of each national association comply with FIDIC's code of ethics which calls for impartial advice, competence and fair competition. FIDIC acts as a forum for the exchange of views and information and actively encourages the discussion of matters of mutual concern among member associations. FIDIC prepared regulations concerning tenders, it is a method of choice of investment contractor, which serves to optimum of utilization of investment funds. FIDIC procedure is the most often used in international tenders.

This paper proposes a new algorithm for estimating ARMA model parameters. In estimating ARMA model parameters, several methods such as generalized least square method, instrumental variable method have been developed. Among these methods, the utilization of a bootstrap type algorithm is known as one of the effective approach for the estimation, but there are cases that it does not converge. Hence, in this paper, making use of a cross correlation function and utilizing the relation of structural a priori knowledge, a new bootstrap algorithm is developed. By introducing theoretical relations, it became possible to remove terms, which is liable to include much noise. Therefore, this leads to robust parameter estimation. It is shown by numerical examples that using this algorithm, all simulation cases converge while only half cases succeeded with the previous one. As for the calculation time, judging from the fact that we got converged solutions, our proposed method is said to be superior as a whole.

Advanced countries such as the USA and Japan are eagerly seeking ways to improve health and welfare of the elderly. One of the services is home health care service using the telephone. Various types of services using the telephone have been developed, improved and are being utilized ranging from the basic consulting to emergency response systems in the area of health care for the elderly. A demonstration project was launched to study the feasibility of a consulting system and telemedicine for the elderly using the public phone system in Korea. For this project, a gathering site for the elderly was selected and those who visited this place were interviewed to find out what kinds of services they wanted and what kind of system they needed to provide the required services. Based on the users' requests and the surrounding environment, a telephone consulting facility was established at the Research Institute of Nursing Science at Seoul National University and consulting personnel was recruited, trained and posted at the center. An Application program for home health care nurses to use when they visited the patients at their homes was developed. This system operates on a notebook Computer and allows nurses to communicate with a doctor at a local hospital through a modem and telecommunication line. These systems were implemented for three months and problems which developed during operation of the systems were identified and progressively modified. Through system evaluation, it was found that a consulting system using phone service will be an invaluable system for the welfare of the elderly in the future. But in order to meet the elderly's need, more services than mere consultation are needed. That is, communication with physicians and hospitals are needed. Thus, when there is any need for physicians' attention, physicians or hospitals should be contacted directly. Similarly for telemedicine, when the home health care nurse visits elderly patients she can assess the patient's problem and provide nursing care, access a physician or hospital to refer her patient to or consult directly using the telecommunication the system. The above mentioned system is a basic form of futuristic telemedicine for the elderly and those who have chronic disease problems. This kind of system will be of great value when it is used on the national information super-highways in the future. In order to get to that stage, of course, this project needs great improvement in the technical, academic, and legal aspects.

본 연구는 소상공인기업들에 대한 일반적인 현황을 파악하고, 대상에게 균형성과표(BSC)를 이용한 자영업컨설팅에 어떤 요소가 자영업컨설팅의 네 가지 영역(인지도 영역, 신뢰성 영역, 만족도 영역, 활용도 영역)중 어떤 요인이 경영성과에 영향을 미치는지 알아보고 이를 체계적인 방향으로 컨설팅을 실천하는 방향을 모색하고, 궁극적으로 소상공인기업과 종업원들의 생활안정을 도모하는데 그 목적이 있다. 본 연구에서는 자영업컨설팅과 컨설팅 성과 요인에 관한 탐색적 연구에 초점을 두어, 기존 문헌연구를 통하여 일반적 사항을 고찰하였고, 연구문제 해결을 위한 가설들을 설정하였다. 문헌연구에 따르면 자영업컨설팅은 인지도 영역, 신뢰성 영역, 만족도 영역, 활용도 영역의 네 가지 영역과 컨설팅 성과는 고객성과, 재무성과, 내부프로세스성과, 학습 및 성장성과로 구분할 수 있었으며, 이들 요인들 간의 인과관계를 살펴보고자 실증적 분석을 실시하였다. 연구의 결과 경영성과를 측정하는 데 있어서 자영업컨설팅의 네 가지 변수를 채택하여 종합적으로 살펴보았으며, 위의 결과를 바탕으로 창업에 대한 체계적인 접근으로 성공가능성을 높여야 할 것으로 사료된다. 소상공인 창업의 성공률을 높이기 위해서는 본인의 경험과 상권 내 특색에 맞는 사업아이템을 선정하고, 추진하는 사업에 대한 충분한 자금조달과 창업 후 경영관리가 잘 조합 될 때 성공적인 창업이 될 수 있을 것이지만, 이러한 요인들이 복합적으로 조합되기 위해서는 무엇보다도 창업자인 자신이 가장 중심이 되어야 하며, 창업의 성공률을 높이기 위해서는 창업지원기관의 전문적이고 경영적인 지식과 기술의 지원이 있어야 할 것이다.

This study aims at suggesting some measures to establish rural community development information system through ISP. A future model for rural community development information system was established by applying such 3-step ISP methodology as environment analysis, current status(AS-IS) analysis, future(To-Be) directions. As a result, with the vision of realizing comprehensive information service for rural development projects, rural development information system has established such goals as the assistance of project decision making through preparing rural development project data management system and acquiring evaluation efficiency, the preparation of spatial information utilization system, the utilization of objective GIS-based information through the increase of data management efficiency, the community activation and participatory rural development through rural spatial information portal service. In order to attain the goals, four strategical subject matters were derived. They are: 1) one-stop service subject matter for data management including pilot DB building for rural development projects, 2) rural information GIS service strengthening subject matter including DB building for rural development, O&M measures, 3) step-by-step DB building subject matter including the sharing of integrated information system for rural development, and 4) core value increase subject matter of spatial information data including the building of active service delivery system.
