Nowadays, according to the change of educational environment, an alternative educational system, called cyber university system, is appeared. The appearance of the new system requires the new executive supports for administrative purposes. From this point of view, this paper tries to design and develop an XML-based document management system for the cyber university system. In order to manage and present the multimedia documents for Cyber university effectively, the proposed document management system is divided into 3 hierarchy structures: Generation of Documents, Storage of Documentation, and Search of Documentation. Based on our proposal for the system, the actual implementation is done for the demonstrative purpose. Both the construction of document manage system for the cyber university and modules for portal page are implemented using XML.

The farming type in Korea is predominantly a small farm managed by family members. This study mainly examines the current usage of the website of family farms as a management tool for small farm business and discusses the strategies for effective utilization of the website. A county that currently employs governmental project of information system was purposely selected. Among all the websites operated by small farm businesses in that county, websites of which purpose is introduction of the business, advertisement, or e-business were included for analysis; it yielded total seven websites, The study was conducted with two phases; on-line website analysis and interview with business owners. The websites were analyzed based on four categories; content, interface, design, and site management. With regard to the content of the websites, the lack of connection between domain names and product names was found. Moreover, the problem relevant to site management was shown as low utilization of bulletin boards and delayed upload of new information. However, design and interface were comparatively well presented. Business owners reported that the motivation to initiate the websites was mostly supports from the governmental project for the agricultural information system. The barriers to effective management of websites were found i) business owner's misinterpretation of business website with e-business ii) very limited opportunity for website management education in small farm business, and iii) lack of regional infrastructure for information system. Based on the findings, this study suggests as followed; i) construction of infrastructure should be preceded to make effective management for websites; ii) education for website management should include small business management strategies as well as computer skills, iii) the education should be provided in diverse ways considering subject's characteristics iv) small farm business owners should be informed that their websites could play a role only to provide information about the products and hand over the practical load for e-business to retailing web sites such as portal shopping mall; and v) wives' participation should be encouraged.

The purpose of this study is to analyze service quality factors that affect user satisfaction of Open Access Korea(OAK) services and to draw strategic assignments for activating open access activities in Korea through a user satisfaction survey. User satisfaction indexes were developed to measure all aspects of the OAK services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for OAK services. However, relatively low level is identified in the area of service process quality, and many opinions about OA contents shortage in Korea represent the importance of the national level contents development strategy. Sustainable policy support, publishing of open access journals, management of institutional repository, OA governance system, expansion of researchers' participation, construction of global collaboration system are suggested as major implications to promote open access activities in Korea.

In case the overburden of a tunnel is too low to adopt NATM, cut and cover method generally can be chosen as alternative. However, in tunneling some area with very low or no overburden between two mountains, the cut and cover method requires additional construction of a couple of tunnel portals and the maintenance of portal slopes until backfilling is completed. As a solution for this problem, increasing the tunnel overburden by raising the ground level can be effective. This paper presents the case study for tunneling at C240 site in Taiwan High Speed Railway(THSR) in which soil-cement filling method was used for pre-banking before tunnel excavation. Cement content of filling material was $2\~4\%$ and thickness of filling a round was $130\~250\;mm$. The stability evaluation for the soil-cement slope and concrete lining of low cover tunnel was conducted by numerical analysis.

The purpose of this research is to suggest a theoretical base and guideline for the national scientific and technical information center which is assigned to take charge of the management and building knowledge and information infrastructure of the national scientific technology. And the objective of this study is to contribute to strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggests a plan and strategy which make it possible to conduct functions as the national repository, clearinghouse, and portal gateway of the electronic resource and propose space program for the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space program, validity analysis of site location and environment.

To search based on the functional classification or provenance is not easy for users, and the key word-based information retrieval presents only simple words matching with the title of the records. The Presidential Archive of Korea developed a subject classification scheme to improve the convenience of searching for various records and came up with a subject thesaurus based on the scheme that utilizes the terms appearing on the title of the records and the terms used by the users who searched the portal or requested information disclosure. This research presents the development process of subject thesaurus. It also presents the utilization methods for records management work and services.

By introducing additional nodes called Steiner points, the problem of Steiner Minimum Tree whose length can be shorter than Minimum Spanning Tree and which connects all input terminal nodes belongs to Non-Polynomial Complete domain. Though diverse heuristic methods can be applied to the problem, most of them may meet serious pains in computing and waiting for a solution of the problem with numerous input nodes. For numerous input nodes, an efficient PTAS approximation method producing candidate unit steiner trees with portals in most bottom layer, merging them hierarchically to construct their parent steiner trees in upper layer and building swiftly final approximation Steiner tree in most top layer is suggested in this paper. The experiment with 16,000 input nodes and designed 16 unit areas in most bottom layer shows 85.4% execution time improvement in serial processing and 98.9% in parallel processing comparing with pure Steiner heuristic method, though 0.24% overhead of tree length. Therefore, the suggested PTAS Steiner tree method can have a wide range applications to build a large scale approximation Steiner tree quickly.

This paper describes an approach to building and evaluating a sentiment dictionary using a Web corpus in the game domain. To build a sentiment dictionary, we collected vocabulary based on game-related web documents from a domestic portal site, using the Twitter Korean Processor. From the collected vocabulary, we selected the words whose POS are tagged as either verbs or adjectives, and assigned sentiment score for each selected word. To evaluate the constructed sentiment dictionary, we calculated F1 score with precision and recall, using Korean-SWN that is based on English Senti-word Net(SWN). The evaluation results show that average F1 scores are 0.85 for adjectives and 0.77 for verbs, respectively.

Currently, obtaining information about the interior design studies through the internet web sites is one of the outstanding mediums. Those are of the housings, architecture, interior design, furniture products, hotels and its journals, etc., and out of all those informations are the highly expected value of use. This study focuses on web-site uses in the interior designs' business. To process the study, a two-step research was executed; The step 1 was to find out the current status of web-sites by asking the each panelist to submit the monitored results after having searched and tested for more than two sites that was executed during the October, 2001. The analysis was made with the 47 sample sites selected from the monitored sites. And the step 2 was to find out the contents and evaluation factors of web-sites related the interior design. The results of the study are summarized as follows: First, the monitored Intoner design related 25 web-sites were classified into 3 groups. One group of 13 sites is identified as a remodeling/construction works, and one another with 7 sites is as shopping site, and the other with 5 sites is as a professional portal site. Second, the evaluation has been implemented which has shown 5 variables on the information searches are $\circled1$ the diversities of contents, $\circled2$ the accuracy/reliability of techniques, $\circled3$ the design of a picture and communication, $\circled4$ the convenience of link, and $\circled5$ the originality of web-site This study will provide the users with a fundamental material in evaluating the quality of interior design information on the internet web sites.

Studies for efficient information retrieval and reuse of information resources using the ontology techniques are being in progress in various fields. In this paper, we build an ontology to provide a food additive information for consumers given by the KFDA and food safety information portal. Food additives were represented in OWL based knowledge using $Prot{\acute{e}}g{\acute{e}}$. We defined Class, Property, Relationships for providing food additives names, origins, purposes and basic information. In order to retrieve the information of the food additive, we built 679 instances with an ontology, and confirmed the results through DL Query queries. We can expect that the food additives ontology shown in this paper will help the integration and improvement of the information retrieval systems of the related fields in future.
